    Opis:
    The article refers to the issues of various instruments of agricultural income support. They apply in the situation of risk occurrence in agricultural production and are regulated by both EU and Polish legislation. The article particularly concerns the proposal made by domestic legislator which aims to establish several income support funds. They would be a source of farmers’ remedies and support when the crises’ situation appears. The author states that the formulated income stabilization tool is the complementary one to the proposed EUs’ solutions and may contribute to the economic situation of some farmers in the future.

    Opis:
    The subject of consideration are issues related to the occurrence of business risk in agriculture, which stimulates the acquisition of income by agricultural producers. Its particular determinant in the supply chain of agricultural and food products are unfair trade practices. The aim of the article is to answer the question whether the legal regulations proposed at the European Union and national levels limit the occurrence of business risk in agricultural activity and thus protect agricultural producers against such practices. The European Union legislator recognizes the necessity of protecting both suppliers and purchasers of agricultural products and the legal solutions adopted may, to some extent, contribute to unification of approach in the Member States and serve to protect their addressees, although they are not comprehensive.     Aim: This paper assesses theoretically and empirically three key factors for sustainable development within context of debates about economy and environment: autonomous technological change, induced technological change and barriers of entry to innovations.   Design/research methods: The paper covers a literature review on strong versus weak sustainability, followed by an explanation of autonomous technological change. Statistical analysis with literature review on induced technological change due to consumers’ and policy demands for sustainable innovations, as well as literature review on policy support for the incumbent interests that rival sustainable innovations is provided. The information used is largely based on two chapters in the book on sustainable innovations (Krozer 2015), and presented in the context of long scientific cooperation with the late Andries Nentjes.   Conclusion/findings: The economic theoretical debates are hardly relevant for policies on sustainable innovations, because political views are inconsistent with observations and change during fluctuations in economic outcomes. The main conclusion is that autonomous technological change is the driver of sustainable innovations. Present policies pose barriers of entry to sustainable innovations, where the global value of support for vested interest exceeds the market potential for induced technological change due to demands of policies and consumers put together.   Originality/value of the paper: The study contribution to understanding of autonomous and induced technological change, showing that shifting policy support away from the incumbent interests towards sustainable innovations is key for sustainable development.

    The aim of the study was to determine the level and reasons of income differentiation of farms located in Minsk County. The survey was conducted in 25 randomly selected farms specialized in dairy production. The study presents basic information about the volume of production, costs incurred, earned agricultural income, obtained support from the EU and non-farm income. The average level of net final production depended on the area of the farm. The highest level of production was characterized by farms with an area of over 15 hectares. The analysis of the results of study indicates that the highest non-farm income was obtained in farms with the largest area of arable land. Estimated value of correlation coefficient revealed meaningful and positive relations between the farm income and net final production, LU/100 ha, direct costs, indirect costs, obtained EU funds as well as the area of arable land the slightest.
    Celem badań było określenie wielkości i przyczyn zróżnicowania dochodowego gospodarstw rolnych położonych na terenie powiatu mińskiego. Badania ankietowe przeprowadzono w 25 losowo wybranych gospodarstwach specjalizujących się w produkcji bydła mlecznego. W pracy przedstawiono podstawowe informacje o wielkości produkcji, ponoszonych kosztach, osiąganych dochodach rolniczych, uzyskiwanym wsparciu z UE oraz dochodach spoza gospodarstwa.

    The governmental support program “Family 500+” can be treated as an instrument of income redistribution. Its purpose is to co-finance families with children with a monthly cash benefit, paid in cash, regardless of the income received, for each second and subsequent child. The article analyzes the impact of transfers from the program on income disparities and the extent of poverty. On the basis of data on poverty rates and income inequality measured by the Gini coefficient, it is stated that the program performs redistributive functions, which results in declining poverty, both extreme and relative in almost all types of households and socioeconomic groups, as well as decreasing the Gini coefficient. The stronger redistributive effect is, however, hampered by the too-even allocation of resources from the benefit. The program does not effectively solve the problems of any social group, leaving many people out of the target groups of support in extreme poverty.

    Obowiązek wzajemnej pomocy między małżonkami (zarówno o charakterze majątkowym, jak i niemajątkowym), uregulowany w art. 27 kodeksu rodzinnego i opiekuńczego, jest najbardziej podstawowym obowiązkiem małżeńskim, który nie podlega dyspozycji stron i nie zależy od łączącego małżonków ustroju majątkowego. Niemniej jednak małżeński ustrój majątkowy oraz sposób realizacji obowiązku dostarczania środków na zaspokojenie potrzeb rodziny ma znaczenie na gruncie ustawy o podatku dochodowym od osób fizycznych. Opodatkowaniu nie podlegają bowiem wyłącznie świadczenia na zaspokojenie potrzeb rodziny spełniane dobrowolnie oraz te zasądzone przez sąd, o ile małżonków łączy ustrój wspólności. W artykule przedstawiono krytyczną analizę aktualnego stanu prawnego.
    The duty of the marital help and support, regulated by art. 27 of the Family and Guardianship Code, is the most basic marital duty, which applies to each and every marriage, irrespective of the specific matrimonial property regime or other agreements between husband and wife. However, matrimonial property regime and means of realisation of the marital duty of help and support are important on the ground of the Natural Persons’ Income Tax Act. There is no taxation of benefits to satisfy the family needs only if these benefits are fulfilled voluntarily or if they are subject to marital property co-ownership and are imposed by court. The aim of the paper is to provide a critical analysis of the current law.

    This paper aims at analysis of development of Employee Pension Plans as a measurement of pension awareness among the society. Unsatisfactory development of Employee Pension Plans shows insufficient use of the voluntary form of income support in old age by both employers and employees. This may indicate lack of sufficient tax incentives and too low pension awareness and that non-tax benefits for employers do not play as significant role as expected. As a result, loss of pension assets from the base of the pension system will not be set-off adequately as evidenced by declining.

    The aim of this article is to discuss the key changes resulting from the planned entry into force of the provisions of the New Polish Deal, which, in the opinion of the author, may have a negative impact on the process of applying for the issuance of the Decision on support (entitling to benefit from the regional investment aid in the form of tax exemption) and the use of this form of aid by entities being taxpayer of corporate income tax.

    CEL NAUKOWY: Celem artykułu jest rozpoznanie, omówienie i ocena sposobów oraz zakresu oddziaływania państwa na rolnictwo w Polsce, aby wspomóc gospodarstwa rolne w związku z pandemią COVID-19. PROBLEM I METODY BADAWCZE: Głównym problemem badawczym jest identyfikacja pomocy podejmowanej przez państwo w stosunku do rolnictwa w związku z kryzysem pandemicznym oraz wskazanie wielkości i kierunków wsparcia polskich producentów rolnych. Metodyka badawcza opiera się na analizie literatury przedmiotu, zastosowaniu metody opisowej, porównawczej, logiki werbalnej oraz metod statystyki opisowej. PROCES WYWODU: Proces badawczy składa się z następujących części: analiza skutków pandemii COVID-19 dla rolnictwa w literaturze przedmiotu, przedstawienie wyników badań dotyczących poziomu państwowego wsparcia sektora rolnego w Polsce, prezentacja sytuacji dochodowej gospodarstw rolnych w pierwszym roku pandemii oraz dyskusja. WYNIKI ANALIZY NAUKOWEJ: Gospodarstwa rolne w Polsce generalnie dobrze poradziły sobie w niekorzystnych warunkach wywołanych pandemią COVID-19. Największe problemy wystąpiły w pierwszej fazie kryzysu. Polscy producenci rolni mogli korzystać z wielu programów i instrumentów oferowanych przez państwo. ARiMR realizowała pomoc z programu współfinansowanego ze środków UE oraz programów w ramach pomocy krajowej. W związku z kryzysem COVID-19 w latach 2020–2021 łączne wsparcie Agencji dla gospodarstw rolnych wyniosło 1,8 mld zł, tj. 3,4% całych jej wydatków. WNIOSKI, INNOWACJE, REKOMENDACJE: Poziom wydatków dla rolnictwa w Polsce, związanych z szokiem wywołanym przez SARS-CoV-2, był znaczący. Zrealizowane wsparcie generalnie należy ocenić pozytywnie. Zostały złagodzone skutki kryzysu. Natomiast należy bardziej wiązać wsparcie z sytuacją ekonomiczno-finansową rolników. Trzeba też pamiętać, że pomoc państwa, poprzez wzrost podatków, długu publicznego i/lub inflacji, jest kosztowna dla społeczeństwa.
    RESEARCH OBJECTIVE: The aim of the article is to identify, discuss and evaluate the ways and scope of the state’s influence on agriculture in Poland in order to support farms in connection with the COVID-19 pandemic. THE RESEARCH PROBLEM AND METHODS: The main research problem is the identification of aid undertaken by the state in relation to agriculture in connection with the pandemic and the indication of the size and directions of support for Polish farms. The research methodology is based on the analysis of the literature on the subject, the use of descriptive and comparative methods, verbal logic and methods of descriptive statistics. THE PROCESS OF ARGUMENTATION: The process of researchers consists of: analysis of the effects of the COVID-19 pandemic on agriculture in the literature, presentation of research results on the level of state support for the agricultural sector in Poland, presentation of the income situation of farms in the first year of the pandemic and discussion. RESEARCH RESULTS: Farms in Poland generally coped well in the unfavorable conditions caused by the COVID-19 pandemic. The biggest problems occurred in the first phase of the crisis. Polish agricultural producers could use many programs and instruments offered by the state. ARMA implemented aid from a program co-financed from EU funds and programs under national aid. Due to the COVID-19 crisis in 2020–2021, the Agency’s total support for farms amounted to PLN 1.8 billion, i.e. 3.4% of its total expenditure. CONCLUSIONS, INNOVATIONS, AND RECOMMENDATIONS: The level of expenditure for agriculture in Poland related to the COVID-19 shock was significant. Overall, the implemented support should be assessed positively. The effects of the crisis have been softened. However, support should be linked more to the economic and financial situation of farmers. It should also be remembered that state aid is costly to society through increased taxes, public debt and/or inflation.

    Polska Strefa Inwestycji jest mechanizmem udzielania przedsiębiorcom wsparcia w realizowaniu nowych inwestycji, który funkcjonuje w Polsce od 2018 r. Wsparcie jest udzielane w formie zwolnienia z podatku dochodowego. Celem niniejszego artykułu jest ustalenie momentu, od którego przedsiębiorca może rozpocząć korzystanie ze zwolnienia, tzn. od którego momentu jest uprawniony do niepłacenia podatku od dochodów z działalności gospodarczej prowadzonej na terenie określonym w decyzji o wsparciu oraz w granicach zakreślonych przedmiotem działalności gospodarczej ujętej w decyzji o wsparciu za po mocą kodów PKWiU1. Celem niniejszego artykułu jest również weryfikacja, czy ustawodawca różnicuje moment rozpoczęcia korzystania z pomocy publicznej w zależności od rodzaju nowej inwestycji, czy uzależnia go od zakończenia realizacji inwestycji lub też od uzyskania dochodu z nowej inwestycji. Rozpatrywany problem jest istotny z perspektywy efektywnego wykorzystania przez przedsiębiorców przyznanej im pomocy publicznej.
    The Polish Investment Zone is a mechanism for supporting entrepreneurs in new investments, available since 2018. Support is provided in the form of income tax exemption. The purpose of this paper is to determine the moment from which the entrepreneur may start to benefit from the tax exemption, i.e. from which moment he is entitled to non-payment of tax on income from economic activity conducted in the specified area and business activity, and within the limits set out in the in the decision on support with the codes of the Polish Classification of Products and Services (PKWiU). The purpose of this paper is also to verify whether the legislator differentiates the moment the entrepreneur can begin benefiting from said state aid depending on the type of new investment, the completion of the investment or whether it depends on obtaining income from the new investme nt. The issue under consideration is important from the perspective entrepreneurs to effectively utilize the public aid granted to them.

    The aim of this article is to present the approach to the interpretation of the moment of incurring eligible costs within the Polish Investment Zone that has changed over the years. The correct interpretation of this matter has a direct impact on the amount of state aid in the form of tax exemption to which taxpayers are entitled when conducting business activity on the basis of a decision on support in the territory indicated therein within a Polish Investment Zone.

    Opis:
    In 2014 WHO issued a call for preparing case studies on community-based initiatives that support older people in low- and middle-income countries. Finally, seven case studies were completed with one cancellation. The main objective for this article is to match the selected initiatives to available in the literature five main theoretical models of social support. They will be used as a theoretical basis for the analysis. It seems very interesting if studied initiatives that operate in different conditions of social and cultural development will implement similar or different mechanisms of social support for seniors and whether it will be possible to assign these initiatives to one of the previously described models.
