    The article presents subjects of major research and implementation work related to railway lines that have been published in the 150 numbers of the "Problemy Kolejnictwa" Bulletin. Design process, construction, modernization and operation of railway lines, railway line design and maintenance issues, with particular consideration given to diagnosis and decision aiding systems, have been described.

    Character and conditions for cooperation of country defence industry with military technical research institutes, involved in defence and security activities, are essential to circumstances encouraging for a better fulfilment of demands in the state security sector and for concentration of researches on priorities and development of preferred technologies. The paper illustrates the scientific-research capacities of the military technical research institutes and the factors motivating their scientific-research activities focused on the deployment of results into the realisation of demands of armed forces technical upgrading.

    Zasadniczym celem artykułu jest próba odpowiedzi na pytanie: czy twórczość operatorów maszyn produkcyjnych może przekładać się na ograniczanie kosztów produkcji w odniesieniu do wyrobu złożonego? Przystępując do badań przyjęto koncepcyjny wzorzec tezy, a mianowicie: twórczość operatorów maszyn produkcyjnych implikowana jest możliwościami uzyskania przez nich dodatkowej premii, będącej przejawem zaimplementowania zgłoszonej idei wpływającej bezpośrednio na wyższą jakość procesu technologicznego.
    The main aim of the paper is an attempt to answer the question: Can work of the production machine operators contribute to reducing the production cost in relation to a complex product? By carrying out the research, a conceptual thesis model was adopted, namely: The work of production machine operators is implied by the possibilities of obtaining an additional bonus by them, which is a manifestation of implementation of the reported idea that directly affects higher quality of the technological process.

    This article presents the issue of employees’ attitude towards stress management interventions and occupational health interventions. According to different studies, workers’ attitudes before the implementation of the intervention influence effectiveness and time-efficiency of the process of implementation of stress intervention as well as they affect the permanence of changes at organizational and individual level of stress management after the implementation of the intervention. In the article, some advice and guidelines which can be used in the process of implementation of different kinds of work-life balance programs and other HRM activities are presented.

    Opis:
    Cold is a typical environmental risk factor in outdoor work in northern regions. It should be taken into account in a company’s occupational safety, health and quality systems. A development process for improving cold risk management at the Finnish Maritime Administration (FMA) was carried out by FMA and external experts. FMA was to implement it. Three years after the development phase, the outcomes and implementation were evaluated. The study shows increased awareness about cold work and few concrete improvements. Concrete improvements in occupational safety and health practices could be seen in the pilot group. However, organization-wide implementation was insufficient, the main reasons being no organization-wide practices, unclear process ownership, no resources or a major reorganization process. The study shows a clear need for expertise supporting implementation. The study also presents a matrix for analyzing the process.

    W artykule podjęto temat wdrożenia systemu marketingu automatycznego w przedsiębiorstwie usługowym. Przedmiotem rozważań jest realizacja przedsięwzięcia prowadzącego do zmiany systemu używanego przy wysyłce wiadomości e-mail do pojedynczych niezidentyfikowanych odbiorców. Autor w szczególności zwrócił uwagę na trudności, z jakimi wiązało się wdrożenie nowego systemu oraz przyczyny powstawania opóźnień podczas prowadzonych prac. W opracowaniu wskazano słabe punkty wdrożenia i ścieżkę, która pomogłaby uniknąć większości problemów.
    The study presents implementation of marketing automation system in service company. The subject matter is realization of project which leads to change of e-mail marketing system. This system is used in company to send message to unidentified recipients. On the one hand author has paid particular attention to difficulty, that was connected with implementation of new system, but on the other hand author show the causes of delays. In study author pointed out the week points of implementation process and the path that could be much better.

    Utwory architektoniczne należą do tych utworów, których ocena prawna budzi emocje i spory, zwłaszcza między prawnikami a architektami. Oczekiwania architektów często spotykają się z niezrozumieniem prawników, co wynika nie tylko z brzmienia przepisów ustawy, ich interpretacji i zasad ochrony praw autorskich, ale także z posługiwania się odmiennym językiem. Brak jednolitej terminologii, niespójność różnych regulacji, ale także zmieniające się podejście do architektury jako takiej powodują różnorodne problemy, które mimo upływu lat i różnych (choć dość nielicznych) wypowiedzi doktryny czy judykatury nie znajdują rozwiązania. Artykuł jest próbą uporządkowania pojęć, którymi posługują się architekci, i skonfrontowania ich z przepisami prawa autorskiego, tak by umożliwić jednej i drugiej grupie zawodowej wzajemne zrozumienie.
    Architectural works belong to these works which the legal assessment is waking up emotions and disputes, especially between lawyers and architects. Expectations of architects often meet with the incomprehension of lawyers what results not only from the sound of provisions of the Act, their interpretation and principles of protection of the copyright, but also from using the different tongue. The lack of the uniform terminology, the inconsistency of different regulations but also the changing attempt at architecture as such, cause diverse problems, which in spite of the expiry of years and different (at least enough few) statements of doctrine or judicatures, aren’t finding a solution. The article is an attempt to tidy up notions which architects are using and to confront them with provisions of the copyright in order to enable one and for the second occupational group sympathy.

    The paper presented the experiences of Central Institute for Labour Protection – National Research Institute in the area of starting cooperation with companies, based on building networking structures in Poland. For the purpose of allowing the implementation and dissemination of technical and organizational solutions serving the improvement of work conditions in companies in Poland a computer application has been created. The application, according to the authors’ intentions, will be a rich database of solutions and good practices available for broad application. The foundation justifying the creation of such application was a survey of the activity and needs of companies in terms of cooperation of science and industry in the area of safety and hygiene of work conducted in 2014. Both the results of this survey and the philosophy of operation, as well as an initial version of the application have been presented in the paper. Moreover, proposed methods of encouraging companies to start cooperation in the area of work safety and hygiene have been presented.
    W artykule zostały przedstawione doświadczenia Centralnego Instytutu Ochrony Pracy – PIB w zakresie podejmowania współpracy z przedsiębiorstwami, bazujące na budowaniu struktur sieciowych w Polsce. W celu umożliwiania wdrażania i upowszechniania opracowań technicznych i organizacyjnych służących poprawie warunków pracy w przedsiębiorstwach w Polsce powstała aplikacja komputerowa, która w zamierzeniu autorów będzie bogatą bazą opracowań i dobrych praktyk możliwych do szerokiego stosowania. Podstawą uzasadniającą powstanie takiej aplikacji było badanie aktywności i potrzeb przedsiębiorstw pod katem współpracy nauki z przemysłem w zakresie bezpieczeństwa i higieny pracy przeprowadzone w 2014 r. Zarówno wyniki tego badania, jak i filozofia działania oraz wstępna wersja aplikacji zostały przedstawione w referacie. Zostały też przedstawione proponowane sposoby aktywizacji przedsiębiorstw do podejmowania współpracy w zakresie bezpieczeństwa i higieny pracy.

    W pracy przedstawiono przegląd zapisów z wybranych aktów prawnych, z których interpretacją oraz wdrożeniem najczęściej pojawiają się problemy podczas pracy na wysokości na budowie. Tego typu trudności mogą powodować paraliż decyzyjny lub zastosowanie przepisu w sposób, który nie prowadzi do poprawy bezpieczeństwa, a wręcz przeciwnie - generuje chaos. Przeprowadzane w artykule analizy uzupełniono o przykłady, które pozwalają na lepsze dostrzeżenie problemu, a w rezultacie uzyskanie jego właściwego rozwiązania. Pracę wieńczą wnioski.
    The paper presents an overview of provisions from selected legal acts, with the interpretation and implementation of which most often problems arise when working at height on a construction site. Such difficulties can cause paralysis in decisions or the application of a rule in a way that does not lead to an improvement in safety, on the contrary - generates chaos. The analyzes carried out in the article have been supplemented with examples that allow for better recognition of the problem and, as a result, for obtaining its proper solution. The work is crowned with conclusions.

    It is the purpose of both parts of the article to present the Prime Minister as a body subject to Sejm control. To achieve the above, an attempt has been made to characterise his legal and governmental status with the consideration given to the factors determining such status, especially those factors that are basic for the presentation of the Prime Minister and fit within the subjective and objective scope of the Sejm control over the government activity. Considerations in this respect are carried out based on the normative regulations, mainly on the Constitution of the Republic of Poland adopted on 2 April 1997.The article mainly includes the analysis of the legal and governmental status subject to Sejm control over the Prime Minister of the Council of Ministers as a chairman of the collective executive decision-making body of the Polish government, that is, the Council of Ministers. The focus has been placed on the role of the Prime Minister in shaping the make-up of the government, his power to discharge and reshuffle cabinet members and influence to consolidate the government. Subsequently, the position of the Prime Minister within the Council of Ministers was submitted to more profound analysis including the contemplation of such normative solutions crucial for this position as authority to represent the Council of Ministers, coordinate the work of the Council of Ministers ensure the implementation of policy adopted by the cabinet, define the manners of the implementation of policy of the Council of Ministers, and coordinate and control work of the cabinet members.
    Celem artykułu jest przedstawienie Prezesa Rady Ministrów jako organu podlegającego kontroli sejmowej. Starano się tego dokonać przez scharakteryzowanie jego statusu prawnoustrojowego z uwzględnieniem zwłaszcza tych czynników określających ów status, które zdają się mieć najbardziej zasadnicze znaczenie dla zaprezentowania premiera „mieszczącego się” w zakresie podmiotowym i przedmiotowym sejmowej kontroli działalności rządu. Rozważania w tym zakresie prowadzone są na gruncie regulacji normatywnych, głównie Konstytucji Rzeczypospolitej Polskiej z dnia 2 kwietnia 1997 r.W niniejszym artykule poddano analizie przede wszystkim status prawnoustrojowy podlegającego kontroli sejmowej Prezesa Rady Ministrów jako przewodniczącego kolegialnego organu egzekutywy, czyli Rady Ministrów. Skoncentrowano uwagę na roli Prezesa Rady Ministrów w kształtowaniu składu rządu oraz dokonywaniu zmian w tym składzie, a także jego wpływie na trwałość rządu. Następnie poddano głębszej analizie pozycję Prezesa Rady Ministrów w samej Radzie Ministrów, rozważając takie rozwiązania normatywne decydujące o tej pozycji, jak kompetencje do: reprezentowania przez niego Rady Ministrów, kierowania pracami Rady Ministrów, zapewnienia wykonywania polityki Rady Ministrów i określania sposobów jej wykonywania, koordynacji i kontroli pracy członków Rady Ministrów.

    Opis:
    The article is the first in a series of articles on the research and implementation of saturation diving technology in our country which presents the specific Polish conditions and achievements against the background of economic and historical circumstances. In view of the fact that research and implementation has a history of more than half a century, selected key figures of this period are recalled, some of whom have disappeared in the fogs of history. In the specialized literature of the world, the Polish underwater habitats of Meduza are among top 6 countries that researched and implemented, this high technology of saturation diving. Regarded as the inspirer , pioneer and creator of the first saturation diving, he designed and developed the technique and decompression with the cooperation of a team of enthusiasts from clubs and professional divers, as well as engineering staff from the Tri-City enterprises. In the first part of the article the author characterizes the saturation dives in comparison with short dives with particular emphasis on decompression, which is the key to safe diving. The article also takes into account the technical conditions for the implementation of the first saturation dives. The author discusses the general methodology of validation and verification of the assumed decompression, referring to the Polish conditions. He describes how the medical, technical, and organizational problems of implementation of saturation diving were solved in the pioneering period against the background of world achievements. Furthermore, the author describes Polish habitat constructions of Meduza and Geonur types and their application to underwater work on the Polish shelf and coastal areas. Despite the great progress in the field of medicine and technology, as well as organization, the problems of saturation diving, despite the passage of time, remain relevant , as these are the most difficult dives from the point of view of organization, underwater physiology and safety technology.
    Artykuł jest pierwszym z cyklu artykułów dotyczących badań i wdrażania technologii nurkowań saturowanych w naszym kraju. Przedstawiono w nim polską specyfikę i osiągniecia na tle uwarunkowań gospodarczych i historycznych w tej dziedzinie. W związku z tym, że historia badań i wdrażania technologii nurkowań saturowanych w naszym kraju ma ponad półwieczną historię, przypomniano w artykule wybranych animatorów, bohaterów tego okresu z których kilku zniknęło w mrokach dziejów. W specjalistycznej literaturze światowej w pierwszej 6-ce krajów, które badały i wdrażały, tą będącą "high technology” technologie znajduje się Polskia. W I części artykułu autor opisuje polskie konstrukcje habitatów typu Meduza i Geonur i ich zastosowanie do prac podwodnych na polskim szelfie i akwenach przybrzeżnych. Mimo wielkiego postępu w dziedzinie medycyny i techniki oraz organizacji problemy nurkowań saturowanych mimo upływającego czasu wciąż są aktualne, gdyż są to nurkowania najtrudniejsze z punktu widzenia organizacji, fizjologii podwodnej i techniki zabezpieczającej.

    Opis:
    The article is the first in a series of articles on the research and implementation of saturation diving technology in our country which presents the specific Polish conditions and achievements against the background of economic and historical circumstances. In view of the fact that research and implementation has a history of more than half a century, selected key figures of this period are recalled, some of whom have disappeared in the fogs of history. In the specialized literature of the world, the Polish underwater habitats of Meduza are among top 6 countries that researched and implemented, this high technology of saturation diving. Regarded as the inspirer , pioneer and creator of the first saturation diving, he designed and developed the technique and decompression with the cooperation of a team of enthusiasts from clubs and professional divers, as well as engineering staff from the Tri-City enterprises. In the first part of the article the author characterizes the saturation dives in comparison with short dives with particular emphasis on decompression, which is the key to safe diving. The article also takes into account the technical conditions for the implementation of the first saturation dives. The author discusses the general methodology of validation and verification of the assumed decompression, referring to the Polish conditions. He describes how the medical, technical, and organizational problems of implementation of saturation diving were solved in the pioneering period against the background of world achievements. Furthermore, the author describes Polish habitat constructions of Meduza and Geonur types and their application to underwater work on the Polish shelf and coastal areas. Despite the great progress in the field of medicine and technology, as well as organization, the problems of saturation diving, despite the passage of time, remain relevant , as these are the most difficult dives from the point of view of organization, underwater physiology and safety technology.
    Artykuł jest pierwszym z cyklu artykułów dotyczących badań i wdrażania technologii nurkowań saturowanych w naszym kraju. Przedstawiono w nim polską specyfikę i osiągniecia na tle uwarunkowań gospodarczych i historycznych w tej dziedzinie. W związku z tym, że historia badań i wdrażania technologii nurkowań saturowanych w naszym kraju ma ponad półwieczną historię, przypomniano w artykule wybranych animatorów, bohaterów tego okresu z których kilku zniknęło w mrokach dziejów.     Opis:
    The issue of entering subsidies from the European Union means designed for financing industrial studies and/or developmental work as well as of implementation of the results of these studies or work in the area of economic activities of the entrepreneur within the operating program Innovative Economy 1.4-4.1 Action „Supporting Targeted Projects and Supporting Implementation of B+R work results” is a topical one because of the possibility to obtain the subsidies that companies enjoy after Poland joined the European Union. Subsidizing the completed developmental work within the „study stage” of the 1.4-4.1 Action is a „subsidy for the assets” and should be entered in the account books as the income of future periods. In the next periods the sums counted as inter-period income gradually increase the remaining operation income, parallel to amortization or remitting allowance for the cost of developmental work financed from this source. Subsidizing the building of fixed assets and nonmaterial or legal assets within the „implementation stage” of the 1.4-4.1 Action is a „subsidy for the assets” and should be entered in the account books, taking into consideration the regulations of Art. 41 section 1 paragraph 2 of the Law of Accountancy. The way the assets have been acquired does not affect the way they should be entered – it does not matter whether they have been purchased or financed by way of leasing. Subsidizing the outlays made by companies, that are operating costs belonging to the two stages of the 1.4-4.1 Action is a „subsidy for the income”. Such support should be included into the remaining operating costs.
