Issues of IT project imlementation process in public institutionsThe article deals with the problem of IT project implementation process in polish public institutions from contractors’ (who represent business companies) point of view. In projects which are carried out together by public institutions and privately held companies, many times we have to face misunderstandings which arise due to differences between these types of institutions and different ways of managing projects. The paper is organized as follows. Introduction presents unique features of IT projects. Next, authors present public institution (as clients ordering IT solutions) and restrictions (including legal contrains) which they have to follow while implementing IT solutions. Then article presents problems and challenges of implementation process. The authors present process of IT project implementation from theoretical and practical point of view and show reasons of IT project failures and challenges of implementation process of IT projects in public institutions.

The article presents the issues concerning the implementation of engineering projects relating to the implementation of the Andon system in companies of various industries. The implementation project of Andon system has been developed for Polish business conditions. It is addressed to persons employed on decision-making worksites in manufacturing companies looking for solutions to support a program of improving performance of production system. The implementation project of Andon system consists of several stages, which include offers, configuration, pilot installation, assessment of usefulness of Andon system, expansion of Andon system, extension of functionality of Andon system. The article describes in detail the stages of the implementation project of Andon system.
Artykuł przedstawia zagadnienia dotyczące realizacji projektów inżynierskich związanych z wdrożeniem systemu Andon w przedsiębiorstwach różnych branż przemysłowych. Projekt wdrożeniowy systemu Andon został opracowany z myślą o polskich warunkach działalności gospodarczej. Skierowany jest do osób zatrudnionych na stanowiskach decyzyjnych w przedsiębiorstwach produkcyjnych poszukujących rozwiązań informatycznych wspierających program doskonalenia wydajności produkcji. Projekt wdrożeniowy systemu Andon składa się z kilku etapów, do których należą ofertowanie, konfiguracja, instalacja pilotażowa, ocena przydatności systemu, rozbudowa systemu Andon, rozszerzenie funkcjonalności systemu Andon. W artykule szczegółowo opisano kolejne etapy projektu wdrożeniowego systemu Andon.

Opis:
The article presents an approach to the research project in the field of production engineering in the framework of cooperation between science and industry. The project was conducted in a manufacturing company of automotive industry that operates in Poland. The main objective of the project is to conduct value stream mapping, including development of current state map including the observation of the process of preparing and assembling two products, working out the documentation of observed production processes and developing charts to compare planned and observed working time. Based on the current state map some suggestions to improve production process “from door to door” of the company are demonstrated. Suggestions for improvement of the current state are presented on the future state map.
Artykuł prezentuje podejście do realizacji projektu badawczego z dziedziny inżynierii produkcji w ramach współpracy nauki z przemysłem. Projekt został zrealizowany w przedsiębiorstwie produkcyjnym branży motoryzacyjnej działającym na terenie Polski. Celem głównym projektu było przeprowadzenie mapowania strumienia wartości obejmujące opracowanie mapy stanu obecnego, w tym obserwację procesu przygotowania i montażu dwóch wyrobów. Opracowano stosowną dokumentację dotyczącą zaobserwowanych procesów produkcyjnych oraz wykresy porównawcze planowanego i zaobserwowanego nakładu pracy. Na tej podstawie zaproponowano zmiany doskonalące przebieg procesu produkcyjnego "od drzwi do drzwi" przedsiębiorstwa. Propozycje doskonalenia stanu obecnego są zaprezentowane na mapie stanu przyszłego.

Poland has insufficient natural gas resources to satisfy its needs. That is why it has been dependent on the imports of that raw material. One of the challenges facing the Polish government is limiting Poland’s dependency on Russian gas. The objective of the paper is to present the directions of the Polish government’s energy security policy in terms of natural gas in the years of 2015-2018. Particular attention was paid to the assumptions and the implementation of the government’s gas policy in terms of the situation in the European Union gas market. An attempt was made to answer the question: To what extent have the assumptions of policy of the government of the Law and Justice party regarding Poland’s gas security been realized? In an attempt to answer the question so formulated, the following methods were used in the study: a decision-making method, formal-legal method, statistical and comparative methods. On the grounds of the conducted research, it needs to be concluded that after 2015, as a result of the government’s policy, the imports of natural gas from the east to Poland were reduced with a simultaneous diversification of the direction from which this raw material was delivered. The resignation from the deliveries of Russian gas to Poland after 2022 will be possible thanks to putting Baltic Pipe gas pipeline into operation and raising the flow capacity of Świnoujście LNG terminal. The implementation of these investments will have a positive impact on the improvement of Poland’s gas security. Failure to launch the investments and an increase of gas consumption in Poland will make it necessary to conclude a short-term Polish-Russian agreement for imports of that fuel to Poland.

Opis:
Large Projects in Aerospace Business (LPAB) notoriously face significant delays and cost overruns. The starting point is: reduction of risk for both deviations between planned and actual cost and time would increase profitability of a project. That means, if project duration and volume could be predicted more precisely, the risk for delays and cost overruns would be reduced while profitability would be improved through allocating resources when and where they are actually needed. This questions the efficiency of presently applied planning methods to yield proper estimates for project volume and duration. The initial approach to this problem started off with learning curves and developed into parametric estimate models mainly for cost. Over decades it was a main attempt to make the models robust for technical progress and to increase flexibility with regard to different kind of aircraft but there were still significant deficiencies. This article introduces a new approach to overcome above deficiencies and the corresponding parametric estimate models to determine project volume and duration for future aircraft projects. The model uses the degree of new technologies applied (technical complexity) and the number of countries, suppliers and final assemblies (organizational complexity) as independent variables. The parameters of the regression analysis were determined by analysing 5 large aircraft projects (Boeing 787, Airbus A380, A350, A400M, Lockheed Martin F-35B and Eurofighter). As a result, the model meets the requirements of application in practice while its accuracy is still within the range of legacy models.

Projekt to przedsięwzięcie złożone, niepowtarzalne, kompleksowe, mające swój określony początek i koniec, zakończone osiągnięciem założonego na wstępie celu. Dla realizacji projektu i osiągnięcia sukcesu konieczny jest odpowiednio zorganizowany kierownik zespołu oraz właściwie dobrany zespół wykonawczy. Celem artykułu było zbadanie kierowników pod kątem ich pracy z zespołem oraz posiadanych cech i umiejętności pozwalających na skuteczne zarządzanie projektami realizowanymi na Uniwersytecie Technologiczno-Przyrodniczym w Bydgoszczy. Wyniki przeprowadzonych badań wskazały, że kierownicy dobrze poradzili sobie z zarządzaniem zespołem i projektem oraz posiadają odpowiednie predyspozycje do pełnienia funkcji lidera grupy. Kierownicy sporządzali systemy zarządzania ryzykiem do wcześniej zidentyfikowanych zagrożeń. Pomimo występowania problemów w grupie większość liderów była zadowolona z pracy członków zespołu. W 98% kierownicy zdecydowali się na opracowywanie raportów ewaluacji w różnych etapach realizacji projektu, co pozwoliło na skuteczną kontrolę oraz monitoring prac.
The project is a complex, unique, comprehensive project with a definite beginning and an end, culminating in the achievement of the initial goal. In order to carry out the project and achieve success, a well-organized team leader and properly selected executive team are required. The aim of the article was to examine the managers in terms of their work with the team and the possessed qualities and skills enabling effective management of projects implemented at the University of Technology and Life Sciences in Bydgoszcz. The results of the study showed that the managers were well on team and project management and had the appropriate leadership skills to lead the group. Managers have developed risk management systems for previously identified risks. Despite problems in the group, most of the leaders were satisfied with the work of the team members. In 98% of managers, they decided to develop evaluation reports at various stages of the project, allowing for effective control and monitoring of the work.

A high number of IT implementation projects still end in failure or only partial success. Some IT projects, however, are terminated already during project completion due to unsatisfactory progress of work or other organisational problems affecting the project. Particularly noteworthy are re-implementation projects, where an MIS is implemented again. The aim of this article is to present a characteristic of a re-implementation-type IT project consisting in an MIS-class system implementation. The author presents the results of his research conducted with the multiple case study method. The article is an attempt to outline the theoretical and methodological refl ection on public history in the context of some conceptual models and concrete examples of case studies. Considering discursive situations, suppositions, suggestions and interpellations on the enlightenment postulate with regard to public history (including the issues: magistra vitae, emancipatory project, affi rmative history, emotive revolution, critical discourse in the public space, modus art based research) I deal with the issues: what is actually the content of public history: history or memory? Does the enlightenment postulate with regard to public history turn memory into history? Are we dealing with some project concocted by the intelligentsia and scientifi c elite? What are the current trends in the implementation of critical discourse in public history?

The main objective of the hereby article is to present the concept, conditions of implementation and preferred directions of action of city logistics projects in the context of improving the quality of inhabitants life, and taking into account the processes of social responsibility in the management of the city. The first part of the article presents the concept and types of city logistics projects as one of the symptoms of actions aimed at implementing the objectives and functions of city logistics in the area. Then presents the conditions and stages of implementation of the effective project solutions in city logistics. The second part presents research results of surveys conducted among inhabitants of three medium-sized cities in Poland: Gorzów Wielkopolski, Jelenia Góra and Zielona Góra. The presented analysis and data focus on solutions, which may affect on the improvement of inhabitants quality of life in the area of city logistics.

This paper presents the process and results of the implementation of the irrigation system on meadows in Tanzania. The irrigation system was im- plemented in 2010 and 2012 as an element of two development projects co-financed by Ministry of Foreign Affairs of the Republic of Poland un- der the Polish Development Programme. During the first phase ( 2010) the earth water reservoir and the canal carrying water on a meadow were built and the irrigation system based on Amirite sprinklers was installed . In 2012, the concrete water tanks were built , and two hose reel irrigators were bought and put in action . The i mplementation of the irrigation system allowed for a significant increase in the production of hay. In the analyzed time period (from 2008 to 2012) the increase in yields of hay from 34.7 tons to 237.3 tons was noticed. The resulting implementation of the irrigation project increase hay production should be considered valuable, especially under the conditions of advancing climate change and its potential impact on the reduction of agricultural production in Tanzania.

The process of software development has become so dynamic that it nowadays requires more and more supporting tools. An organization which intends to have such tools implemented must take into account its possible future needs. Complex solutions usually offer greater variety of available options and functionalities but are costly to implement. This paper presents some models o IT project management together with the supporting software. Owing to applying the resource management policy at the stage of production and implementation one may assess the risk and identify potential threats. The discussed issues may shed some light on potential difficulties occurring at the particular stages of software production management whereas the conclusions may help people in charge choose the best model, including its implementation strategy. The first model are dedicated tools created from scratch and often preceded by the analysis of the existing solutions and the needs of the company and the customers. The second is to seek from the very beginning multifunction and complex tools for the big or well-developed IT systems providers. This article is to present the models regarding the IT project management (together with the related supporting tools) which are applied in the IT companies involved in providing the foreign customers with the bases of knowledge. On the basis of the experience gained while designing and developing dedicated software (by means of the above-mentioned tools) and its implementation one drew some conclusions concerning e.g., risk assessment; potential threats at every stage of the project lifecycle; improvement of the quality and production time of the software; reduction of the number of errors; improvement of the internal communication within the project team (it is the first step in the development of the design patterns). The patterns should help the managers choose the proper management model and related tools for the implementation and particular project tasks.

Technologia ta jest postrzegana jako nowy paradygmat w dziedzinie zarządzania procesem realizacji projektu budowlanego, bywa także narzucana poprzez wymogi formalne realizacji projektów, np. w sferze zamówień publicznych, a jej wdrożenie nie zawsze jest oparte na rzeczywistych przesłankach merytorycznych. Autorzy, na podstawie badań przeprowadzonych w przedsiębiorstwach realizujących projekty budowlane, podejmują próbę klasyfikacji barier i ograniczeń we wdrażaniu BIM oraz proponują metody ich redukcji.
The article attempts to assess the barriers and limitations of the implementation of BIM (Building Information Modeling) technology occurring in selected Polish companies realising construction projects and in their environment. This technology is perceived as a new paradigm in the management of the construction project implementation process, it is also sometimes imposed by the formal requirements of project implementation, e.g. in the field of public procurement, and its implementation is not always based on actual substantive premises. The authors, on the basis of research carried out in companies implementing construction projects, attempt to classify the causes of barriers and limitations in the implementation of BIM and propose methods to reduce them.
