Przedmiotem opracowania są obligacje społeczne, natomiast jego celem jest przybliżenie ich istoty, uzupełnione analizą rynku tych obligacji na świecie. W ramach realizacji tak przyjętego celu w pierwszej części artykułu przedstawiono definicję obligacji społecznych oraz zidentyfikowano charakterystyczne cechy tego instrumentu. W drugiej części dokonano analizy rynku obligacji społecznych z uwzględnieniem kryterium geograficznego, jak i kryterium obszaru społecznego, będącego przedmiotem aktywności SIB. W procesie analitycznym posłużono się przede wszystkim metodą dedukcji oraz metodą krytycznej analizy literatury przedmiotu.
The study discusses social impact bonds, whereas its purpose is to present the essence of social impact bonds, supplemented by the characteristics of these bonds market in the world. Within the framework of the defined purpose realisation, the first part of the article presents the definition of social impact bonds and identifies the characteristic features of this instrument. The second part of the article provides the analysis of the social impact bonds’ market, taking into account both the geographical criterion and the social area criterion being the subject of SIB activity. The carried out analytical process applied the deduction method, the method of subject literature critical analysis and the method of tabular description.

The purpose of the hereby article is to discuss the essence of impact investment as one of the Socially Responsible Investment strategies and situating her in investment strategies. Moreover, the characteristics of impact investment market environment will be presented. In accordance with the definitions adopted in the subject literature, impact investment represents the form of investment made with the intention to exert influence on measurable changes of social and environmental nature, along with generating financial return, about the results of which the investors (sources of impact capital) should be informed by such investments managers. Impact investment market environment consists of e.g. beneficiaries of social and environmental changes, entities implementing particular tasks within the framework of impact investment, investors, channels of impact capital and forms of finance. Market environment is also made up of e.g. specialized agencies the task of which is both developing and measuring the specific measures of the created changes.
Celem artykułu jest przybliżenie istoty impact investment jako jednej ze strategii realizacji koncepcji SRI oraz umiejscowienie jej w dotychczas stosowanych strategiach inwestycyjnych, a także charakterystyka otoczenia rynku impact investment. Zgodnie z przyjętymi w literaturze definicjami impact investment to forma inwestycji, której zamiarem jest, obok uzyskania zysku finansowego, wywarcie wpływu na mierzalne zmiany o charakterze społecznym i środowiskowym, o wynikach których zarządzający tymi inwestycjami powinni informować inwestorów. Otoczenie rynku impact investment składa się m.in. z beneficjentów zmian społecznych i środowiskowych, podmiotów realizujących poszczególne zadania w ramach impact investment, inwestorów, kanałów dystrybucji oraz sposobów finansowania przedsięwzięć. W skład otoczenia rynku wchodzą także m.in. wyspecjalizowane agencje, których zadaniem jest opracowywanie i pomiar konkretnych mierników wykreowanych zmian.

The purpose of the hereby article is to discuss the essence of European Social Entrepreneurship Funds as a new instrument of financing the social entrepreneurship. This instrument was brought into effect in 2013 as a reply to problems with financing the social entrepreneurship. According to the regulation on European Social Entrepreneurship Funds, ‘qualifying social entrepreneurship fund’ means a collective investment undertaking that meets the definition of an AIF; intends to invest 70% of its aggregate capital contributions and uncalled committed capital in assets that are qualifying investments; does not use more than 30% of its aggregate capital contributions and uncalled committed capital to acquire non-qualifying investments and is established within the territory of a Member State. Due to the EuSEF investment strategy, the definitions of ‘qualifying portfolio undertaking’ and ‘qualifying investments’ will be presented. Moreover, the supplementing of this article will be the short characteristics of 4 EuSEFs functioning in the EU.
Celem artykułu jest przybliżenie istoty europejskich funduszy na rzecz przedsiębiorczości społecznej (European Social Entrepreneurship Fund – EuSEF) jako nowego instrumentu finansowania przedsiębiorczości społecznej. Instrument ten został wprowadzony w życie w 2013 r. jako odpowiedź na problemy finansowania przedsiębiorczości społecznej. Zgodnie z rozporządzeniem w sprawie europejskich funduszy na rzecz przedsiębiorczości społecznej kwalifikowalny fundusz na rzecz przedsiębiorczości społecznej to fundusz, który: zamierza zainwestować co najmniej 70% łącznej wartości swoich otrzymanych wpłat na poczet kapitału oraz niewniesionego kapitału zadeklarowanego w aktywa, które stanowią kwalifikowalne inwestycje; nie wykorzystuje więcej niż 30% łącznej wartości swoich otrzymanych wpłat na poczet kapitału oraz niewniesionego kapitału zadeklarowanego do nabycia aktywów innych niż kwalifikowalne inwestycje; został ustanowiony na terytorium państwa członkowskiego. W artykule rozważaniom zostały poddane także pojęcia kwalifikowalnego przedsiębiorstwa portfelowego (przedsiębiorstwa społecznego) oraz inwestycji kwalifikowalnej. Ponadto uzupełnieniem opracowania jest krótka charakterystyka czterech funkcjonujących obecnie funduszy EuSEF.

This thesis pertains to the influence of underground technical infrastructure during the construction phase on the selected components of the natural environment. The subject of research is the DN1000 MOP 8.4 MPa high pressure gas transmission system, realized in Poland from ZZU Wierzchowice till Kiełczów node. Studies identified the impacts on particular components of the environment, including land surface, plants, animals, biodiversity, air, water resources and quality, landscape and acoustic climate. An assessment was made on the impact, scale, frequency, duration or the influence type in the two stages of the investment process. It was found that the stage of DN1000 gas pipelines caused a significant change in the prevailing balance of the natural environment in the assembly area mainly due to soil transformation and vegetation removal as assessed as long-term. The impact on other components analysed in terms of frequency is usually medium-term or short-term, and in terms of duration – momentary. During the operation of the gas pipeline, the negative impact of the network was strongly determined in relation to the forested areas and forests, where the negative impact was recorded not only during the implementation of the network but also in the phase of its use.

Investments towards sustainable development are vital for the future and they must be carefully planned to deliver immediate and long-term benefits. Hence, the ability to communicate the forms of impact of sustainable investments to local societies, people, investors and other stakeholders can provide a competitive advantage. However, the assessments are often under pressure to demonstrate short-term effects rather than emphasise the long-term impact. In addition, indirect and intangible forms of impacts should not be measured solely in economic terms. This paper proposes an assessment framework to support the integrated economic and social impact assessment of sustainable investments aimed at improving physical and socio-economic wellbeing. The framework is demonstrated in two case studies: new construction and renovation investments in affordable housing and social impact investment in sustainable development. The investments in the case studies are evaluated, selected and prioritized not only in terms of money but also with regard to sustainability, social acceptability and their overall impact on society, as a whole. The results indicate that a systematic integrated assessment of monetary and non-monetary factors can be successfully combined with the sustainable development decisions.

Building investment projects, both during the construction work and afterwards, have a certain impact on the natural environment when a raised structure is used. Depending on the character, size and location of a planned structure, such influences will vary. At the stage of planning a new development, investors are obliged to execute several procedures connected with the preservation of nature, for example they prepare several variants of the planned investment and evaluate which one will have the weakest effect on the environment. Assessment of variants is based on a series of criteria, and the final outcome is not always unambiguous. Hence, when trying to establish the importance of each criterion, it is advisable to apply efficient decision support methods. One option is to use multi-criteria analytical methods. However, for such methods to be applicable, an investor must prepare a wealth of information. The first stage preceding the actual analysis of variants is to define the assessment criteria and assign to them appropriate weights (importance). This stage requires the participation of experts, who – through questionnaires and interviews – express their opinions on the criteria that must be included and on their importance. This article contains a model procedure implemented for the sake of determination of the importance of parameters, which includes the methodology used for assessment and ranking of parameters. The approach presented in this paper demonstrates the usefulness of multi-criteria analytical methods when making an evaluation pertaining to the impact of a building investment on the environment.

For a decade or so, environmental impact assessments have been a tool used in investment process in order to evaluate the impact of a planning document or a given construction project on the environment. The legal regulation in force approaches determining the elements making up each assessment selectively. There is also a lack of methodological guidelines pertaining to the rules of assessment making (such guidelines were prepared in reference of e.g. motorways and dual carriage ways or wind power plants). It hinders understanding the aims and the range of environmental impact assessments by society and investors as well as obtaining acceptance for making them by the latter. The article presents the issue of the principal environmental assessments (strategic environmental impact assessment, environmental impact assessment and impact assessment on Natura 2000 sites) in the legal and methodological context. The conducted studies showed that unstable legal system in the field of environmental assessments endangers correctness and punctuality of preparation of an building investment.

Authors represent research paper related to social investment. This study aims to provide an introduction and overview of social investment as a new investment approach for solving social or environmental problems with capital purposely directed to traditionally underserved individuals or groups and financing provided to businesses with a clear social or environmental purpose. In this perspective, social investments have grown fast. We assert that practice of social investments has its significant features that distinguish this investment approach from the others, such as the motives and target benchmarks, expectations of the level of profitability, risk/ income/ influence profile, market infrastructure, methods, financial instruments and products. We suggest to consider financial capital from social investments market as an alternative financing for sustainable development.
Niniejszy artykuł jest poświęcony problematyce inwestycji społecznych. Jego głównym celem jest zaprezentowanie inwestycji społecznie odpowiedzialnych jako nowego podejścia do rozwiązywania problemów społecznych i środowiskowych ukierunkowanych na dotychczas pomijane jednostki i grupy oraz przedsięwzięcia o jasno zdefiniowanych celach społecznych lub środowiskowych. W tej perspektywie inwestycje społeczne szybko rosły. W artykule stwierdzono, że praktyka inwestycji społecznych ma swoje istotne cechy, które odróżniają to podejście inwestycyjne od innych, takie jak motywy i docelowe poziomy odniesienia, oczekiwania dotyczące poziomu rentowności, profilu ryzyka/ dochodów/ wpływu, infrastruktury rynkowej, metod, instrumentów finansowych i produktów. Zaproponowano rozważenie kapitału finansowego z rynku inwestycji społecznych jako alternatywnego finansowania zrównoważonego rozwoju.

Celem artykułu jest analiza porównawcza procedur oceny oddziaływania na środowisko i oceny oddziaływania na obszar Natura 2000 inwestycji budowlanych. Pierwsza z procedur poprzedza wydanie decyzji ,,budowlanych” dla inwestycji realizowanych jako przedsięwzięcia znacząco oddziałujące na środowisko. Druga, jest wymagana przed wydaniem zgody zezwalającej na realizację inwestycji na obszarach Natura 2000 lub w ich sąsiedztwie. Obydwie procedury znajdują się na drodze krytycznej wyznaczającej czas przygotowania inwestycji budowlanej do realizacji. Wykazują jednak istotne różnice pod względem celu, zakresu, metodyki, przedmiotu i podmiotów odpowiedzialnych za ich wykonanie. Przeprowadzona kwerenda biblioteczna wykazała brak uogólnionego schematu oceny oddziaływania na obszar Natura 2000 inwestycji budowlanej co utrudnia jej zrozumienie przez inwestorów. Przedstawiony w artykule schemat sekwencji działań wymaganych podczas wykonywania takiej oceny zestawiony ze szczegółowym opisem faz i etapów ,,klasycznej” oceny oddziaływania na środowisko może pomóc inwestorowi w zrozumieniu jej specyfiki oraz stanowić wskazówkę przy opracowywaniu szczegółowego algorytmu postępowania w konkretnym przypadku.
The aim of this article is to conduct a comparative analysis of the procedures of the environmental impact assessment, as well as the evaluation of the influence of construction projects on the Natura 2000 areas. The first procedure precedes the issuing of the “building” decisions for construction projects that may have a significant impact on the environment. The second is required before issuing the acceptance for developing the construction projects in the Natura 2000 areas or in their vicinity. Both procedures are critical to determining the time of construction project preparation. However, they show essential differences in terms of the aim, range, methodology, and subjects responsible for their accomplishment. A bibliographical query was carried out to show the lack of a generalised scheme of the impact assessment pertaining to the construction projects on the Natura 2000 areas, which makes it difficult for investors to understand it. The sequence of actions required while accomplishing such assessment presented in the article was compiled with a detailed description of phases and stages of “classical” environmental impact assessment may help the investor to understand its particularities and constitutes a piece of advice for developing a detailed algorithm of dealing with a given case.

Artykuł zawiera szczegółowy przegląd literatury dotyczącej wpływu bezpośrednich inwestycji zagranicznych (BIZ) na zmniejszenie ubóstwa, przedstawiając teoretyczne i empiryczne relacje między tymi zmiennymi. Chociaż istnieje wiele opracowań poświęconych kwestii wpływu BIZ na zmniejszenie ubóstwa to większość z tych opracowań była skoncentrowana na pośrednim wpływie BIZ na redukcję ubóstwa. Zdecydowana większość przedstawionej literatury potwierdza pozytywny wpływ bezpośrednich inwestycji zagranicznych na zmniejszenie ubóstwa, choć kilka opracowań wykazało również negatywny lub nieistotny wpływ bezpośrednich inwestycji zagranicznych na ograniczenie ubóstwa. Niniejsze opracowanie różni się zasadniczo od poprzednich, ponieważ skupia się na bezpośrednim wpływie BIZ na zmniejszenie ubóstwa przedstawiając szczegółowy przegląd charakteru tego związku.
This paper provides a detailed survey of the literature on the impact of foreign direct investment (FDI) on poverty reduction, outlining the theoretical and empirical relationship between these variables. Although a number of studies have been done on the impact of FDI on poverty reduction, the majority of these studies have focused on the indirect impact of FDI on poverty reduction. The bulk of the literature reviewed supports the positive effects of foreign direct investment on poverty reduction, although a few studies have also found foreign direct investment to have an adverse or insignificant effect on poverty reduction. This study differs fundamentally from previous studies in that it focuses on the direct impact of FDI on poverty reduction, giving a detailed review of the nature of this relationship.

The article analyses legal regulations concerning the application of noise barriers with reference to road investments. It discusses general provisions aimed at protecting the environment against noise, special regulations pertaining to roads, and the legal status of a noise barrier. The role of noise barriers was approached in the context of the environmental impact assessment of a project. It was also necessary to take heed of the impact of noise barriers on third parties’ interests and the landscape.
Объектом анализа в данной статье является правовое регулирование применения шумозащитных экранов в отношению к дорожным инвестициям. Обсуждается в ней общие положения направленные на охрану окружающей среды от шума, специальные нормы, касающиеся дорог, а также правовой статус шумозащитных экранов. Роль шумозащитных экранов указано в контексте оценки воздействия деятельности на окружающую среду. Учтено тоже влияние шумозащитных экранов на интересы третьих лиц и ландшафт.

Celem artykułu jest przedstawienie wpływu udziału społeczeństwa w procedurze oceny oddziaływania na środowisko na rozwój inwestycji infrastrukturalnych oraz wskazanie zalet i wad tego udziału.
Economic development is a long-term process, and faces the idea of sustainable development. Development of the infrastructure investments is one of the most important elements which determinate economic growth. The environmental impact assessment (EIA) gives the citizens opportunity of implementation of their sustainable solutions in the wider process of planning infrastructure investments. One of the basic part of the decision process is the environmental impact assessment which lead to the first „investment decision” ie.: the decisions on the environmental conditions. The environmental impact assessment for a project means the procedure of working out the best solutions for the proposed project, including in particular: the verification of the environmental impact report for the project, the acquisition of the opinions and approvals required by the Act of 3 October 2008 on the Provision of Information on the Environment and its Protection, Public Participation in Environmental Protection and Environmental Impact Assessments, ensuring the possibility of public participation in the procedure. This article is based on wide data bases of administration procedures and outlines the procedure for public participation in environmental impact assessment to emphasize its impact positive and negative on the development of infrastructure investments.

In times of accelerated development of suburban, rural and open landscape areas, it is important to know at the design stage what the impact on the existing landscape would be from investment projects, especially large-scale investments such as wind power plants, industrial plants, complex of buildings, silos, etc. Currently, local authorities who have to take decisions on the location of potential investment projects lack the tools, methods and procedures for determining the impact of a project on the landscape. This article presents the Visual Resource Management (VRM) model, which is a tool used in the U.S. to evaluate the visual quality of the landscape, determine appropriate levels of land management, determine the potential visual impact of proposed designs and outline appropriate measures to integrate planned development into the environment. A working example was used to identify the key indicators for making an assessment of the impact of an investment project on the landscape.

Opis:
The objective of the present work is to analyse the environmental impact assessment of the project consisting in the construction of the Tuchów bypass (Tarnów district of the Małopolska Region, Poland) as well as to verify the correctness of the report on the impact of the said project on the environment. The paper presents issues related to environmental impact assessment and a detailed analysis of the impact of the planned project on particular elements of the natural environment, including soil and water conditions, land surface, surface and underground water, atmospheric air, acoustic climate, as well as waste management. The conclusions are based on the results of the research and descriptive analysis. It has been demonstrated that the report on the impact of the Tuchów bypass road construction project on the environment has been prepared correctly, and the investment project in question will not have a negative impact on the environment or human health.
Celem pracy jest analiza oceny oddziaływania na środowisko przedsięwzięcia polegającego na budowie obwodnicy Tuchowa (powiat tarnowski, Małopolska, Polska), a także weryfikacja poprawności sporządzenia raportu o oddziaływaniu tego przedsięwzięcia na środowisko. W pracy przedstawione zostały zagadnienia związane z oceną oddziaływania na środowisko oraz szczegółowa analiza oddziaływania planowanego przedsięwzięcia na poszczególne elementy środowiska, w tym: warunki gruntowo-wodne, powierzchnię ziemi, wody powierzchniowe i podziemne, powietrze atmosferyczne, klimat akustyczny, a także gospodarkę odpadami. Wnioski oparto na podstawie wyników analizy opisowo-badawczej. Wykazano, że raport o oddziaływaniu przedsięwzięcia budowy obwodnicy Tuchowa na środowisko został sporządzony poprawnie, a przedmiotowa inwestycja nie będzie negatywnie oddziaływać na środowisko i zdrowie ludzi.

Highway A4 construction on the stretch Kraków-Tarnów-Podkarpackie Voivod-ship border, because of outstanding natural qualities of the land demanded particularly accurate analysis of threats and determination of environmental conditions of its realization. Carried out assessment of environmental impact of the investment enabled determination of conditions limiting its negative influence on environment.
