    No matter what the reasons are for providing development aid, the “how and where” of the countries doing it infiuences their image in international relations and testifies to the intelligent power of a country. Helping a country such as Tajikistan is difficult, and not only because of its geographic location or high level of poverty. It is hard to make some changes there (especially in the field of democracy) when a donor country has to face the despotic presidency of Rachmon and the high level of support for Putin’s policies. Since 2004 Poland has been providing aid to this country (mainly with the participation of Polish NGOs), regardless of the fact as to whether it was on the list of priority countries or not. What are the main areas of Polish aid there? And what does Poland want and expect to achieve by helping the Tajiks? In this research and analysis the author looks for answers to these two questions.

    Economic promotion, if prepared properly and realised effectively, should provide information and argumentation that encourage people to purchase goods produced in the given country, and to start economic cooperation with companies from that country. In the years 2010 – 2015, there were over 170 entities that created, supported and realised activities in the area of economic promotion. Approximate total costs of the activities aimed at internationalisation incurred by the public sector stood at about PLN 2.2 billion. However, as the NIK audit shows, although those activities were realised in a broad scope and in various forms, they had not been preceded by adoption of strategic assumptions at the national and regional level. They were not properly coordinated, either, which made it impossible to take advantage of economies of scale. The reason behind is that a coherent system of Poland’s economic promotion did not exist.

    W związku z tym, w referacie podjęto próbę zbadania jaki wizerunek Afryki Subsaharyjskiej jest tworzony w polskiej prasie. Wykorzystano metodę ilościowej analizy treści oraz badanie ankietowe. Postawiono hipotezę, że wizerunek współczesnej Afryki w mediach jest konstruowany głównie na podstawie przekazu negatywnego oraz dotyczącego bieżących wydarzeń. Analizie poddano tygodniki opiniotwórcze z 2013 r. o największym nakładzie reprezentujące różne opcje polityczne. Uzyskane wyniki skonfrontowano z wynikami badań ankietowych dotyczących wizerunku Afryki Subsaharyjskiej funkcjonującego w społeczeństwie. Rozważenia uzupełniono komentarzem dotyczącym przekazu telewizyjnego.
    The aim of this article is to analyze Polish weekly media coverage on Sub-Saharan Africa in the context of the image of the region in society's perception. For the purposes of research, the method of media content analysis and a poll survey were used. It has been discovered that media concentrate on presentation of one-sided, rather negative image creation based on conflicts and poverty associations. Also, the survey showed that most of people consider Sub- Saharan Africa solely as a poor conflicted area. However at the same time, people expressed moderate trust in people from the region and expressed the will to access more information about culture, business and technology of Sub-Saharan Africa.

    В случае введения безвизового режима между Украиной и Европейским Союзом (ЕС) возникнет проблема соответствия пропускной способности украинских пунктов пропуска численности лиц, желающих пересечь границу. Отсутствие необходимости получения визы не отменяет необходимости прохождения таможенного и пограничного контроля, но потенциально увеличивает количество лиц, которые намерены пересечь границу. Растущее количество пересечений границы при их несоответствии условиям пропускных пунктов ‒ потенциальный нетарифный ограничивающий барьер при осуществлении международной торговли. Угроза имиджу страны от появления такого инструмента нетарифного регулирования свидетельствует об актуальности исследования. Цель работы заключалась в исследовании динамики фактических и возможных пересечений границы, определении направлений оптимизации процедуры такого пересечения для устранения негативного влияния этого нетарифного инструмента регулирования международной торговли на общий имидж страны. Проанализированы особенности пересечения границы Украины и ЕС через автомобильные пункты пропуска на основе количественных данных касательно пересечений украино-польской границы. Установлены цели и структура перемещений через границу по частотности. Определены критерии увеличения несоответствия между фактической и номинальной пропускной способностью украинских пунктов пропуска. Научная новизна исследования – установление характера количественного влияния ограничений пересечения границы на имидж государства с помощью мировых рейтингов. Практическая значимость исследования состоит в определении способов процедуры пересечения границы: 1) объединение польской и украинской инфраструктуры контроля на пунктах пропуска; 2) создание отдельных очередей для прохождения границы лицами без транспортных средств; 3) обдуманное упрощение процедуры контроля на границе как за счет проведения проверки только пограничниками, так и увеличения стоимости товаров, которые гражданин может ввозить в страну; 4) финансирование улучшения технического оснащения пунктов пропуска и их инфраструктуры за счет введения целевого общего сбора для лиц, пересекающих границу; 5) формирование публичной и регулярной статистики пересечения границы. Перспективное направление дальнейших исследований – экономическое обоснование целесообразности предложенных путей совершенствования пропускной способности пунктов пропуска.
    In the case of introduction of visa-free regime between Ukraine and the European Union (EU) there will arise a problem of matching throughput capacity of the Ukrainian checkpoints to the quantity of people who would want to cross the border. The absence of need for obtaining a visa does not eliminate compulsory customs and border control, but it potentially increases the number of people who intend to cross the border. A growing number of border crossings in case of their mismatch with the criteria for checkpoints are a potential non-tariff restricting barrier in international trade. A threat to the image of the country from the occurrence of such a tool of non-tariff regulation indicates relevance of present study. The aim of the work was to study the dynamics of actual and potentially possible border crossings and to define directions for the optimization of procedures of such a crossing to eliminate negative impact of this non-tariff instrument of regulating international trade on the overall image of the country.  We analyzed the peculiarities of crossing the border between Ukraine and the EU through automobile crossing points based on quantitative data regarding crossing the Ukrainian–Polish border. The goals and structure of movement across the border by frequency are clarified. We defined criteria for increase in the discrepancy between actual and nominal throughput capacities of the Ukrainian checkpoints. The scientific novelty of present research is establishing the nature of quantitative effect from restricting the crossing of border on the image of the country with the help of world rankings. A practical significance of the study is to identify ways to improve a procedure for crossing the border: 1) by combining Polish and Ukrainian infrastructure of control at checkpoints; 2) by creating separate lined for crossing the border by persons without transportation vehicles; 3) by simplifying a procedure of control at the border both by checking only by border staff and by increasing the value of goods that a citizen can bring into country; 4) by financing technical equipment for crossing points and their infrastructure by introducing a targeted general tax for persons who cross the border; 5) by compiling open and regular statistics of border crossing. A promising direction for further research is the economic substantiation of appropriateness of the proposed ways to improve the throughput capacities of checkpoints.
    У разі введення безвізового режиму між Україною та Європейським Союзом (ЄС) постане проблема відповідності пропускної спроможності українських пунктів пропуску чисельності осіб, які хочуть перетнути кордон. Відсутність необхідності отримання візи не скасовує обов’язкового проходження митного та прикордонного контролю, проте потенційно збільшує кількість осіб, які мають намір перетнути кордон. Зростаюча кількість перетинів кордону у випадку їх невідповідності умовам пропускних пунктів – потенційний нетарифний обмежувальний бар’єр у міжнародній торгівлі. Загроза іміджу країни від появи такого інструменту нетарифного регулювання свідчить про актуальність дослідження. Мета роботи полягала у дослідженні динаміки фактичних і потенційно можливих перетинів кордону й визначенні напрямків оптимізації процедури такого перетину для усунення негативного впливу цього нетарифного інструменту регулювання міжнародної торгівлі на загальний імідж країни. Проаналізовано особливості перетину кордону України та ЄС через автомобільні пункти пропуску на основі кількісних даних, що стосуються перетину україно-польського кордону. З’ясовано цілі й структуру переміщень через кордон за частотою. Визначено критерії збільшення невідповідності між фактичною й номінальною пропускною спроможністю українських пунктів пропуску. Наукова новизна дослідження – установлення характеру кількісного впливу обмежень перетину кордону на імідж країни за допомогою світових рейтингів. Практична значущість дослідження полягає у визначенні шляхів удосконалення процедури перетину кордону: 1) об’єднання польської та української інфраструктури контролю на пунктах пропуску; 2) створення окремих черг для проходження кордону особами без транспортних засобів; 3) спрощення процедури контролю на кордоні як за рахунок проведення перевірки тільки прикордонниками, так і шляхом збільшення вартості товарів, які громадянин може ввозити в країну; 4) фінансування технічного оснащення пунктів пропуску та їх інфраструктури за рахунок введення цільового загального збору для осіб, які перетинають кордон; 5) формування публічної і регулярної статистики перетину кордону. Перспективний напрямок подальших розвідок – економічне обґрунтування доцільності запропонованих шляхів удосконалення пропускної спроможності пунктів пропуску.

    Within the context of the Belt and Road Initiative (BRI), which aims to connect China and Europe, the role and exercise of public diplomacy in China-Europe relations is becoming increasingly significant, in particular China's public diplomacy in Europe. China has had some success in exercising its public diplomacy in Europe, but the means of improving its relationship with Europe through public diplomacy strategy within the context of BRI have been discussed less. China has been investing heavily in its charm offensive, and it does have an increasingly positive influence on developing countries, especially in Africa and Latin America. However, its image in Europe is still predominantly negative. Due to the differences in cultural norms and values between China and Europe, it is not enough for China to use its traditional culture and history to create soft power; instead, it needs to unleash the talents of its civil society and make its attractiveness conform to domestic realities. This article aims to tackle problems with the exercise of China's public diplomacy in Europe and provide practical suggestions on how to enhance it in the future, particularly through the use of non-governmental organisations (NGOs). To this end, working within the theory of constructivism, it proposes that China and Europe must go beyond the emotional entanglements of history and culture, cultivate innovative thinking and initiate a new paradigm in China-Europe relations.(original abstract)

    In the study of general public diplomacy, China can be regarded as a special example with regard to all case studies. E. Gilboa defines a 'framework of analysis' in which public diplomacy is broken down into three parts: a short initial period, a medium period, and a long period. The article will focus on the latter period of the framework of analysis, represented by the two periods since the founding of the People's Republic of China.For this academic inquiry, M. Leonard's instruments for public diplomacy, from domains such as those of NGOs and political parties, were analysed. In addition to these tools, external propaganda was also researched. The period from 1949 to 1978 was the first phase of the public diplomacy of the PRC. At the beginning of the founding of New China, the official diplomatic space was relatively narrow because there were few countries that had established diplomatic relations with China. Public diplomacy could have played a larger role. The article analyses mostly the diplomatic environment and the modes of practice for the main actors within Chinese public diplomacy. It also takes China's diplomatic relations with Japan as a case study of success. It examines all public diplomacy practices from 1979 until the present time. China faces the task of interpreting itself through public diplomacy and shaping its image for the rest of the world. This article also pays close attention to China's public initiatives, offered to the outside world through the One Belt One Road initiative. The author analyses the construction process of the objectives of public diplomacy and reveals its intrinsic direction, from idealism to realism, and eventually back to idealism. The article also examines the relationship between public diplomacy and China's traditional official diplomacy.(original abstract)

    Przywołana w tytule dewiza Wojska Polskiego przynależy do kluczowych pojęć polskiej kultury, aktywizuje się w umysłach Polaków i nie-Polaków. Z pojęciami państwa i narodu nieodłącznie wiąże się zagadnienie tożsamości narodowej, a także to, czym jest i jak jest postrzegana ojczyzna. Za teoretyczną podstawę badań uznajemy przyjęte w polskiej etnolingwistyce założenia dotyczące językowo-kulturowych stereotypów, a także korelujących z nimi kulturemów. Celem artykułu jest rekonstrukcja fragmentu stereotypowego konceptu Polaków – tego, co zdaniem polskich i słoweńskich respondentów najlepiej charakteryzuje Polaka i Polkę w ich stosunku do państwa i narodu. Na podstawie zebranych wypowiedzi ankietowych zostały wyodrębnione następujące kategorie tematyczne: 1) wartościowanie pozytywne, 2) wartościowanie neutralne i ambiwalentne, 3) wartościowanie negatywne. Z badania zasadniczo wyłania się wartościowany in plus obraz Polaka jako patrioty – szczególnie wyraźnie zarysowany w ujęciu heterostereotypowym (słoweńskim). Zrekonstruowano również model przeciwstawny – mocniej uwypuklony w ujęciu autostereotypowym (odtwarzanym z wypowiedzi polskich). W końcowej części artykułu uzyskane wyniki zostały krótko zinterpretowane w kontekście kulturemów – związanych z polskimi symbolami narodowymi (ojczyzną) i ideami (patriotyzmem), a także w kontekście polonistycznego kształcenia językowego cudzoziemców. Funkcjonalne jest badanie ważnych dla danej kultury (w naszym przypadku polskiej) kluczowych słów z perspektywy własnej, jak i obcej, właściwej zewnętrznemu obserwatorowi.
    The motto of the Polish Army referred to in the title belongs to the key concepts of Polish culture; it is activated in the minds of Poles and non-Poles. The concept of state and nation is inseparably connected with the issue of national identity, as well as what the fatherland is and how it is perceived. As a theoretical basis for research, we consider the assumptions adopted in Polish ethnolinguistics regarding linguistic and cultural stereotypes, as well as the culturemes that correlate with them. The aim of the article is to reconstruct a fragment of the stereotypical concept of Poles – what, according to Polish and Slovenian respondents, best characterizes a Pole in their attitude to the state and nation. Based on the collected survey responses, the following thematic categories were distinguished: 1) positive evaluation, 2) neutral and ambivalent evaluation, and 3) negative evaluation. The survey basically shows a plus-valued image of a Pole as a patriot – particularly clearly outlined in the heterostereotypical (Slovenian) approach. The opposite model was also reconstructed – more strongly emphasized in the auto-stereotypical approach (reconstructed from Polish statements). In the final part of the article, the obtained results were briefly interpreted in the context of culturemes – related to Polish national symbols (fatherland) and ideas (patriotism), as well as in the context of Polish language education for foreigners. It is useful to study key words important for a given culture (in our case, Polish) from the perspective of one’s own and that of the foreign learner.
