    Opis:
    Pedagogical expertise/knowledge in pedagogy is created in a social context. Knowing the state of knowledge in pedagogy, is also discovering various illusions. Because education is a discipline of a social sciences and humanities, it uses achievements of many sciences, and as they are, it is threatened by illusions. In the article the problem of sources and types was taken on, as well as processes of formation and distribution of pedagogical knowledge. Then the typology was presented, and ways of understanding the illusion. As an example of the illusion as it appears in the pedagogical knowledge in education, antipedagogy as well as gender pedagogy is presented. In light of the analysis made in this article, effective way to counter any illusions, in education as well as in other sciences, there’s concern for ontological, epistemological, methodological and axiological basis for the creation and popularization of scientific knowledge.

    Opis:
    Wiedza pedagogiczna/wiedza w pedagogice tworzona jest w społecznym kontekście. Poznać stan wiedzy w pedagogice, to zarazem odkryć obecne w niej różne iluzje. Pedagogika bowiem, będąc dyscypliną z obszaru nauk społecznych i humanistycznych, korzysta z dorobku wielu nauk i tak jak one jest zagrożona różnorakimi iluzjami. W drugiej części artykułu autor „poszukuje” sposobów przeciwdziałania iluzjom, tak w pedagogice, jak i w innych naukach, poprzez świadomą troskę o ontologiczne, epistemologiczne, metodologiczne oraz aksjologiczne podstawy tworzenia i popularyzowania wiedzy naukowej.

    Autor artykułu próbuje porównać z sobą widmo człowieka epoki wiktoriańskiej z widmem człowieka ponowoczesnego, perfekcjonistów, jeśli chodzi o obłudę i tłumienie tego, co wskazuje na kruchość ich masek. W epoce wiktoriańskiej idealny gentleman spychał w sferę Cienia seksualność, emocje i uczucia. Proces ten znalazł swój finał w wulkanicznej erupcji na frontach I wojny światowej. W epoce ponowoczesnej mamy do czynienia z neoliberalnym modelem człowieka sukcesu, entuzjastą wolnego rynku i globalnej monokultury, który jest zmuszony do tłumienia tego, co wykracza poza sztywny kanon poprawności politycznej. W konsekwencji zza jego maski wyziera przepełnione nietolerancją i fascynacją przemocą ciemne, nieoswojone królestwo.
    The author of the article tries to compare a spectre of the man from Victorian Era to spectre of postmodern man, perfectionists, regarding to hypocrisy and suppression things which indicate the fragility their masks. During the Victorian Era a perfect gentleman pushed sexuality, emotions and feelings into the realm of Shadow. That process ended during the final in the volcanic eruption during the First World War. In the era of postmodernity we have to deal with neoliberal model of man of success, enthusiast of the free market and global monoculture, which is forced to suppress things transgressing beyond inflexible canon of political correctness. Whit the result from behind the mask there is a dark, untamed kingdom which is fulled of intolerance and fascination with violence.

    Opis:
    This article examines fiscal illusions in public finance systems where decentralisation involving the introduction of an independent and autonomous component of local government funding brings new problems. It presents a synthesis of the findings from a Polish empirical study that set out to determine the types and extent of fiscal illusion among Polish councillors, focusing on the qualitative aspects of the phenomenon. It also compares the findings with other streams of research and new approaches to fiscal illusion. The purpose of the article is to systematise the knowledge of fiscal illusion based on selected empirical studies, to formulate proposals for practitioners and public decision‑makers, and to highlight areas for future research to address. The article was prepared using a desk research approach and the author’s own experiences and research perspective formed during the study of fiscal illusions. The findings presented in the article corroborate its main thesis that a local government funding system based on intergovernmental transfers contributes to the emergence and perpetuation of fiscal illusions.
    Przedmiotem artykułu są iluzje fiskalne w zdecentralizowanych systemach finansów publicznych. Pojawienie się bowiem w systemie niezależnego i autonomicznego ogniwa jakim są finanse samorządu terytorialnego powoduje nowe problemy. W artykule przedstawiono syntezę wyników badan empirycznych poświęconych rodzajom i zakresowi iluzji fiskalnych wśród polskich radnych, w której główny nacisk położono na aspekty jakościowe analizowanego zjawiska. Wnioski z badań poświęconych Polsce skonfrontowano z nowymi nurtami badań oraz nowym spojrzeniem na problem, które ukazały się w ostatnich latach. Celem artykułu jest usystematyzowanie dotychczasowego stanu wiedzy w kontekście wybranych badań empirycznych, sformułowanie postulatów dla praktyki i decydentów publicznych oraz wskazanie na kierunki pożądanych badań w przyszłości. W artykule wykorzystano metodę desk research oraz doświadczenia i subiektywne spojrzenie badawcze nabyte w toku realizacji projektu poświęconego iluzjom fiskalnym. W trakcie tych badań potwierdzono główną tezę, że system finansowania samorządu terytorialnego oparty na dochodach o charakterze transferów z budżetu państwa wpływa na powstawanie i utrwalanie iluzji fiskalnych.
