Opis:: The author states that the number of countries in which i-voting is applied is not large, while there are discussions on this subject in many countries., There is also a tendency to give up this method of voting. Although more and more voters use i-voting, it does not significantly increase voter turnout during elections. In the opinion of the author, there are many dangers arising from the introduction of i-voting, but the most important one seems to be the lack of confidence of voters in this way of voting and the belief in falsifying of voting and election results. The lack of universal access to computers and the Internet is also significant.

Opis:: The aim of the article is to present an i-voting process using the example of Estonia, which is among the leaders in developing electronic voting methods. Estonia's experience might be an inspiration for the Polish legislators, if they made an attempt to introduce this method of voting. The author indicates the reasons for introducing electronic voting in Estonia and the way in which it was implemented, taking into account the position of the Estonian Supreme Court in this matter. The article describes in detail the procedure of voting using this method. It ends with presenting the strengths and weaknesses of the functioning of this procedure functions in Estonia and also with presenting short sessions.
W artykule zostało przedstawione głosowanie elektroniczne w wyborach i referendach na przykładzie Estonii. Wybór tego państwa nie jest przypadkowy. Należy ono bowiem do grona liderów w rozwijaniu elektronicznych sposobów głosowania. Doświadczenia estońskie mogą zatem stanowić inspirację dla polskiego ustawodawcy w sytuacji, gdyby podjął on próbę wprowadzenia tego sposobu głosowania. Autorka wskazuje powody wprowadzenia głosowania elektronicznego w Estonii i sposób jego wdrożenia, biorąc pod uwagę stanowisko estońskiego Sądu Najwyższego w tej sprawie. W artykule szczegółowo opisano procedurę głosowania tą metodą, a także przedstawiono mocne i słabe strony jej działania w Estonii.

Opis:: In contemporary states there appear more and more opinions on crisis of democracy and lowering of turnout in general elections. So, many experts state that in times of dynamic development of ICT tools traditional ways of voting should be supplemented by alternative methods of voting, including electronic voting. The aim of this article is to analyze experiences related to the implementation and use of internet voting (as a form of electronic voting) in selected countries. The considerations in this text will lead to answer the following research questions: which countries have implemented internet voting and if / how this form of voting affects voter turnout? In which countries (and why) the endeavors on the introduction of i-voting were suspended? What are the i-voting procedures in individual countries? What are the most important risks (threats) and benefits of voting over the Internet? What are the costs of the implementation of internet voting in certain countries?

Opis:: W wyniku rozprzestrzeniania się koronawirusa SARS-CoV-2 w debacie politycznej powrócono do rozmów nad wdrażaniem alternatywnych metod głosowania dostępnych dla wszystkich obywateli. Jedną ze zdalnych metod oddawania głosu jest głosowanie za pośrednictwem Internetu. Dotychczas jedynie Republika Estonii gwarantuje taką możliwość uczestnictwa w wyborach powszechnych swoim obywatelom. Poniższa praca może stanowić istotną platformę do określenia kierunków zmian potrzebnych do wdrożenia procedury e-votingu zarówno z prawnego punktu widzenia, jak również społecznego czy technicznego.
As a result of the spread of the SARS-CoV-2 coronavirus, the political debate resumed discussions on the implementation of alternative voting methods accessible to all citizens. One of the remote methods of voting is e-voting. So far, only the Republic of Estonia guarantees this possibility to participate in general elections to its citizens. The work below may constitute an important platform for determining the directions of changes needed to implement the e-voting procedure from a legal, social and technical point of view.

Opis:: Przedmiotem niniejszego tekstu są doświadczenia związane z wdrożeniem i-votingu w wybranych państwach Europy. W tekście zwrócono szczególną uwagę na zagadnienia związane z: definiowaniem głosowania internetowego (jako jednej z form głosowania elektronicznego); analizą doświadczeń państw, mających doświadczenia związane z wdrożeniem internetowego głosowania czy procedurom oddawania głosów za pośrednictwem głosowania internetowego. Głównym celem niniejszego tekstu jest odpowiedź na pytania o najważniejsze ryzyka i korzyści związane z głosowaniem przez Internet, o wpływ i-voting na frekwencję wyborczą, jak i o przyszłe perspektywy stosowania i-voting. Rozważania w niniejszym tekście koncentrują się na doświadczeniach dwóch państw z największym – jak się wydaje – doświadczaniem w obszarze i-voting, tj. Estonii oraz Szwajcarii.
This paper discusses the experience related to selected European states implementing i-voting. Particular emphasis is given in the text to the issues of the definition of internet voting (as one of the forms of electronic voting); the analysis of experiences gathered by states with a history of the implementation of internet voting; and the procedures of vote casting via Internet. The main goal of this text is to answer the questions of the greatest risks and benefits of internet voting, the influence i-voting has on voter turnout and the future prospects of i-voting. The considerations presented here focus on the experiences of two states with apparently the greatest experience in the field of i-voting, namely Estonia and Switzerland.

Opis:: The aim of the article is to present the preliminary results of a survey conducted among Lithuanian students on their opinion about i-voting and the possibility of implementing this alternative voting method in Lithuania. The main aim of the research was to answer the following research questions: What is the attitude of young Lithuanians towards voting via the Internet? What threats, benefits and challenges related to the potential implementation of i-voting in Lithuania are perceived by the surveyed group. The research showed that the respondents believe that the greatest barriers to the introduction of i-voting in Lithuania are: the threat of cybercrime, the possibility of violating the principle of secret voting, the lack of political will, the need to change the law; young voters would be willing to vote via the Internet and this could have a positive impact on the turnout among this group of voters; the complexity of the challenges related to implementing i-voting means that there is no chance of its quick introduction.
Celem artykułu jest zaprezentowanie wstępnych wyników badań ankietowych, przeprowadzonych wśród litewskich studentów na temat ich opinii o i-votingu i możliwości wdrożenia tej alternatywnej metody głosowania na Litwie. Głównym celem badań były odpowiedzi m.in. na następujące pytania badawcze: Jaki stosunek do głosowania za pośrednictwem Internetu mają młodzi Litwini? Jakie zagrożenia, korzyści i wyzwania związane z potencjalnym wdrożeniem i-votingu na Litwie dostrzega badana grupa. Badania wykazały, iż respondenci uważają, że największe bariery we wprowadzeniu i-votingu na Litwie to: zagrożenie cyberprzestępczością, możliwość naruszeń zasady tajności głosowania, brak woli politycznej, konieczność zmian prawa; młodzi wyborcy chętnie korzystaliby z głosowania za pośrednictwem Internetu i mogłoby to pozytywnie wpłynąć na frekwencję wyborczą wśród tej grupy wyborców; złożoność wyzwań związanych z wdrażaniem i-votingu sprawia, że nie ma szans na jego szybkie wprowadzenie.

Opis:: Nowe technologie znajdują coraz większe zastosowanie w administracji publicznej oraz w prawie wyborczym. Kolejne państwa rozważają możliwość wprowadzenia głosowania elektronicznego jako alternatywnej metody oddawania głosu. Rozwiązanie to wydaje się atrakcyjne z punktu widzenia zwiększenia mobilizacji elektoratu. Począwszy od 2019 r. głosowanie za pomocą internetu będzie dostępne dla mieszkańców Wysp Alandzkich, które stanowią terytorium autonomiczne Finlandii. Jest to pierwsza faza wdrażania i- -votingu na terenie Wysp Alandzkich. Na tym etapie będzie ono dostępne jedynie dla osób, które opuściły autonomię, najczęściej w celach zarobkowych lub edukacyjnych. Metoda ta ma charakter akcesoryjny i dotyczy jedynie wyborów do organów autonomii.
New technologies are becoming more and more frequently used in public administration and in the electoral law. Further states consider introducing an electronic voting as an alternative method of casting votes. It seems to be an attractive solution as it is expected to increase the electorate mobilisation. The Åland Islands, which are autonomous territory of Finland, are planning to ensure the Internet voting starting from 2019. It is the first stage of introducing i-voting in the Åland Islands and at this point only expats are enable to exercise the right to use it. The method is accessory to the traditional way of voting in a polling station and it applies merely to the elections to the authorities of the autonomy.

Opis:: The aim of the article is to present the opportunities and threats resulting from the implementation of voting via the Internet (i-voting) and to discuss the conditions for effective implementation of this alternative voting procedure on the example of Estonia and Switzerland. Estonia is the only country in the world where i-voting is widely used. In Switzerland, on the other hand, this voting method has been used most often, although its use has been suspended for several years due to legal, infrastructural and political problems. What are the conditions for successfully implementing Internet voting? The attempt to answer this research question was possible thanks to the use of the following research methods: comparative, formal-dogmatic, behavioral and modified historical method. The key conclusion is that the implementation of i-voting must be preceded by many years of political, legal, infrastructural and social activities, and that the created system must be as transparent as possible.
Celem artykułu jest przedstawienie szans i zagrożeń wynikających z realizacji głosowania przez Internet (i-voting) oraz omówienie warunków skutecznej realizacji tej alternatywnej procedury głosowania na przykładzie Estonii i Szwajcarii. Estonia jest jedynym krajem na świecie, w którym powszechnie stosuje się głosowanie i-głosowanie. Z drugiej strony w Szwajcarii ta metoda głosowania jest najczęściej stosowana, choć jej stosowanie zostało zawieszone na kilka lat ze względu na problemy prawne, infrastrukturalne i polityczne. Jakie są warunki skutecznego przeprowadzenia głosowania internetowego? Próba odpowiedzi na to pytanie badawcze była możliwa dzięki zastosowaniu metod badawczych: porównawczej, formalno-dogmatycznej, behawioralnej oraz zmodyfikowanej metody historycznej. Kluczowy wniosek jest taki, że wdrożenie internetowego głosowania musi być poprzedzone wieloletnimi działaniami politycznymi, prawnymi, infrastrukturalnymi i społecznymi, a tworzony system musi być jak najbardziej przejrzysty.

Opis:: Despite numerous publications on the subject, there is still no agreement as to the sense of political marketing, its nature and aims. The article `The Impact of Voter Behaviour on the Time Span of Political Marketing' touches upon the fundamental issue of the essence of marketing activities on a political market. The author seeks to answer the question: Should (in the light of efficiency criterion) political marketing be only one of manifestations of a party's electoral activity, or should all party's activity - both between and during campaigns - be based on a long-term marketing strategy? The starting point is the analysis of theoretical models of voter behaviour supported with an empirical research carried out by the author from September 1997 to September 2001 in Poland. The conclusion of this analysis is that reducing marketing activities only to campaign communications curtails its efficiency. Therefore, all marketing activities should be based on a long-term marketing strategy which covers a party's activity both between and during election campaigns.
