Research background: Composite indicators are commonly used as an approximation tool to measure economic development, the standard of living, competitiveness, fairness, effectiveness, and many others being willingly implemented into many different research disciplines. However, it seems that in most cases, the variable weighting procedure is avoided or erroneous since, in most cases, the so-called ?weights by belief? are applied. As research show, it can be frequently observed that weights do not equal importance in composite indicators. As a result, biased rankings or grouping of objects are obtained. Purpose of the article: The primary purpose of this article is to optimise and improve the Human Development Index, which is the most commonly used composite indicator to rank countries in terms of their socio-economic development. The optimisation will be done by re-scaling the current weights, so they will express the real impact of every single component taken into consideration during HDI?s calculation process. Methods: In order to achieve the purpose mentioned above, the sensitivity analysis tools (mainly the first-order sensitivity index) were used to determine the appropriate weights in the Human Development Index. In the HDI?s resilience evaluation process, the Monte Carlo simulations and full-Bayesian Gaussian processes were applied. Based on the adjusted weights, a new ranking of countries was established and compiled with the initial ranking using, among others, Kendall tau correlation coefficient. Findings & Value added: Based on the data published by UNDP for 2017, it has been shown that the Human Development Index is built incorrectly by putting equal weights for all of its components. The weights proposed by the sensitivity analysis better reflect the actual contribution of individual factors to HDI variability. Re-scaled Human Development Index constructed based on proposed weights allow for better differentiation of countries due to their socio-economic development.

Opis:
Kazakhstan takes confident steps in the direction of integration into world information space. For example, in 2017 the state program "Digital Kazakhstan" whose implementation will allow development on the basis of experience of the developed countries various digital services, including health care and education was adopted. Therefore, the adopted and realized state programs of strategic nature reflecting both economic and social policy of the state have to be under construction for the development of cross-cultural communications and the international integration that in turn, will give the forward growth of the human capital quality. Purpose. Based on the experience of the developed European countries, the article aims at introducing proposals for the educational and health services quality improvement as this will contribute to the qualitative development of human capital in Kazakhstan. Methods. For the descriptive procedures at the abstract’s theoretical part logical method has been applied; when determining the index of human development dynamics in Kazakhstan, other countries of the Commonwealth of Independent States (CIS), certain European states the comparative analysis has been carried out; synthesis of foreign experience in formation of social and economic policy of the state has been performed. Results. The level of development of human capital, combining such components as literacy, health, longevity and the very quality of life, is an indicator of the welfare and prosperity of the country. Kazakhstan's rating on the human development index shows positive growth dynamics, which indicates the available opportunities to enter the group of countries with a very high HDI level. Growth can be ensured by improving education indicators and the health status of the population. For the qualitative growth of human capital in Kazakhstan, along with the implementation of a number of adopted state programs in the field of educational and medical services, it has been proposed to continue strengthening of international educational and scientific ties as forms of intercultural communication that facilitate the exchange of information, traditions, technologies, research; to provide digital literacy to the population of remote villages and settlements; to focus on increasing of the population's literacy in health issues for the effective use of the health system.

The Human Development Report published by United Nations Development Programme (UNDP) introduced new measures to evaluate progress in reducing poverty and empowering women: Inequality-adjusted Human Development Index (IHDI), Multidimensional Poverty Index (MPI), Gender Inequality Index (GII), Gender Development Index (GDI). In the paper GDI and GII indicators are presented and analysed, what is supplemented with a detailed analysis of the individual components of these indices for Poland. Additionally, this article wants to evaluate reduction of gender inequality in Poland.
Raporty Rozwoju Społecznego (Human Development Report) publikowane przez agendę Organizacji Narodów Zjednoczonych zajmującą się Planowaniem Rozwoju (United Nations Development Programme - UNDP) wprowadziły nowe wskaźniki, których celem jest mierzenie zmian zachodzących w poszczególnych krajach w zakresie walki z ubóstwem i równouprawnienia kobiet: Inequality-adjusted Human Development Index (IHDI), Multidimensional Poverty Index (MPI), Gender Inequality Index (GII), Gender Development Index (GDI). The aim of the paper is to evaluate the Human Development Index (HDI) as an indicator of economic development. The analysis is based on case studies of five post‑socialist countries: the Czech Republic, Estonia, Hungary, Lithuania, and Poland. To carry out the assessment of the HDI, two approaches are employed. The first involves comparing the HDI values to seventeen other indicators related to different aspects of development chosen with reference to Amartya K. Sen’s approach. The second approach refers to public opinion surveys provided by the Eurobarometer and the European Quality of Life Survey programs. In the light of the analysis, it can be said that the HDI is a fairly good measure of economic development. However, certain important dimensions which have a significant impact on people’s living conditions are neglected. Knowing about Sen’s influence on the creation of the HDI and the emphasis he put on the relationship between democracy and development, it may be surprising that such neglected dimensions include the state of democracy.

Health of the population is one of the basic factors of social development. The results of empirical studies indicate a number of factors determining the level of health of the population related to access to health care services, the level of environmental pollution and the wealth of society. It must be assumed that the observed disparities in the health depend on distributions of particular determinants. The aim of the article is to assess the significance of the main factors affecting the occurrence of spatial disparities in the level of social development districts NTS-4 in terms of health of the population. The analysis was based on estimates of the Spatial Durbin Model (SDM) which takes into account the impact of neighborhood spatial units on level of dependent variable and the explanatory variables. The size of the level of social development in terms of health of the population in the study was approximate by the aggregate value of the index, which is the local component of the Local Human Development Index LHDI.

The article reveals the peculiarities in the formation of comfortable life features in the regions of Ukraine based on the analysis of the components and the human development index. In particular, it reveals the essence of the human development concept as one that enables people to develop their potential, to live productively and creatively in tune with their needs and interests. Its goal is to empower each individual in the chosen environment – country, region or specific locality. Human development involves balancing the formation of human abilities to improve their conditions of life. However, the level of regional human development will depend on the potential of the designated area. Since 2012, Ukraine has updated the method of estimating regional Human Development Index by which we can calculate the regional human development index. It includes 33 indicators grouped into six blocks in accordance with the basic aspects of human development. These are reproduction, social position, comfortable life, well-being, worthy work, and education. These indicators were selected on the basis of suitability for the annual calculation of provision available to the State Statistics Service of Ukraine, reliability estimates at the regional level under the specific issues of human development in Ukraine, unambiguous interpretation of the impact on human development, lack of high correlation between individual performance and adequacy of static and dynamic variation. According to the ratings of Human Development Index in 2012, conducted by the State Statistics Service of Ukraine and the Institute of Demography and Social Studies of M.V. Puhta, regions that constantly show high indicators of human development index are Crimea, Kharkiv, Lviv, Transcarpathian and Poltava regions. The largest group consists of regions with the average index indicator of the human development (most regions of Ukraine). Finally, the third group consists of regions with the lowest human development index (Kirovograd, Donetsk, Sumy regions). The results of calculations of regional Human Development Index can serve as a basis for identifying key issues and priorities of each region.

There are large differences in number of women MPs in EU countries parliaments. Some countries try to regulate this by determining quotas of women in the electoral lists, but in some cases the percentage of women elected is high without any regulations. There are also differences in the citizens standards of life depending on the state. The aim of the paper was to compare the women participation in the lower or in the single house of parliament of 28 countries belonging to EU. Beside this calculation, the comparison of Human Development Index (HDI) was compared in correlation to women presence in the government.

Opis:
Celem opracowania jest ocena poziomu rozwoju społeczno-gospodarczego krajów Unii Europejskiej. Badania dotyczą 23 krajów będących członkami UE w 2005 roku (z analiz wyłączono Maltę i Cypr). Rozważania oparto na danych pochodzących z okresu 1990–2006, na podstawie których oszacowano syntetyczne mierniki taksonomiczne uwzględniające w swej konstrukcji 21 cech społeczno-ekonomicznych. Na podstawie wyznaczonych wskaźników oraz Human Development Index dokonano klasyfikacji krajów do grup typologicznych. Przeprowadzono dyna miczną analizę sytuacji poszczególnych krajów, wykorzystując w tym celu szeregi czasowe utworzone z wyznaczonych mierników agregatowych.

Tendencje społeczeństwa do nieustannego wzrostu gospodarczego w połączeniu ze zmianami demograficznymi doprowadziły dziś do istotnych problemów ekologicznych w skali globalnej, do których należą między innymi: wzrost wykorzystania nieodnawialnych zasobów naturalnych, wzrost emisji gazów cieplarnianych, zanieczyszczenia gleb, wód, powietrza oraz postępująca degradacja ekosystemów. W obliczu tak poważnych zagrożeń niezbędne są globalne inicjatywy wszystkich państw w celu ograniczania skutków nadmiernej konsumpcji. Celem artykułu jest prezentacja metod pomiaru poziomu konsumpcji zasobów naturalnych przez społeczeństwa oraz badanie zależności pomiędzy poziomem rozwoju społeczeństw, a zużyciem zasobów. Jako metodę pomiaru poziomu konsumpcji dzisiejszych pokoleń w odniesieniu do możliwości regeneracyjnych środowiska naturalnego wykorzystano popularny miernik – ślad ekologiczny (Ecological Footprint). Natomiast jako metodę oceny poziomu rozwoju społeczeństw wykorzystano wskaźnik Human Development Index (HDI), uwzględniający trzy podstawowe obszary: oczekiwana długość życia, poziom PKB na mieszkańca oraz edukację. Wyniki badań wskazują, że aktualny trend nieograniczonej konsumpcji krajów wysokorozwiniętych odbywa się kosztem przyszłych pokoleń.
The trends of the society for the continuous growth, combined with the demographic changes, today have led to the important ecological problems on a global scale, which include, among others: the increased use of non-renewable natural resources, an increase of the greenhouse gas emissions, contamination of soil, water, air and the progressive degradation of ecosystems. In the face of such serious threats the global initiatives of all countries are important to limit the results of the excessive consumption. The aim of the article is to present the methods of measurement of the consumption level of natural resources by the societies and the examination of relationships between the level of development of the societies and the use of resources. The popular measure – the ecological footprint – was used as a measurement method for the consumption of the today’s generations in relation to the regenerative possibilities of the natural environment. On the other hand, as the assessment method for the level of development of societies – the Human Development Index (HDI), including three basic areas: the life expectancy, GDP level per capita and education was used. The results of the research indicate that the current trend of the unlimited consumption of the highly developed countries takes place at the expense of the future generations.

The article is devoted to important issue of modern regional analysis of Ukraine, i.e. peculiarities of regional development formation. All provincial regions of Ukraine were chosen for this analysis. The aim of the study was to determine trends of regional indicators during the period 2012–2015. The social component of sustainability reflects the quality of life and it is focused on preserving the stability of the social and cultural systems, in particular on reducing the number of destructive conflicts between people. The basis of our study was the method of the Human Development Index rating in 2015, conducted by the State Statistics Service of Ukraine and the Institute of Demography and Social Studies named after M.V. Pukhta, but with a reduction of performance indicators to four groups (comfortable life, prosperity, decent work, education). The results of our grouping allow for developing a number of measures to respond to current trends and adjust them depending on the situation. Areas with consistently high rates of human development dimension should extend its positive experience to other regional areas of Ukraine. A significant list of areas with average dimension of human development confirms the generally known trend that these areas do not conduct systematic improvement policy and optimal use of all components that can affect the standard of living. The list of regions, which are lagging behind includes regions that theoretically exhibit a powerful economic development which is however not reflected on the general welfare of the people in these regions.
