The article looks into the process of the creation of development discourse in Turkey and its consequences on the field. In the first section of the article, amusing anectodes are given from 1990s during which this process unfolded and gave way to a “project industry” with the EU accession period in Turkey. The focus of the second part is on the evaluation of paradigm shift towards “human development”. Evaulation methods of development projects, numbers, statistics, indexes in this paradigm are critically interpreted. In the last part, field cases from Kavar Region, east of Turkey, are given in order to find answers to questions like what development means for Kavar and the relationship between happiness, dignity and development.

Opis:
In this paper we investigate empirically the relationship between globalization and human development in post-transition countries using annual panel data for the 1971-2010 period. We show that there exists a positive and statistically significant relationship between globalization and human development in the case of unconditional regressions. This relationship remains positive and signifi-cant once the process of European and regional integration is controlled for. However, when differences in the level of economic development are taken into account the globalization variable loses its statistical significance.

Freedom manifests itself in many areas of social life as a necessary development factor. In economics, freedom is key to ensuring the basic principles of trade and business. In politics, freedom is unfettered exchange of ideas and actions, leading to the best choices authority and directions of social change. Freedom is also necessary for human development, in which individuals realize their life goals and aspirations. The aim of the article is to present the results of research on the impact of freedom on the main areas of social life. It turns out that freedom is a necessary factor of socio-economic development that mobilizes individuals to act. On the other hand, the comprehensive process of socioeconomic development is in essence a process of expanding freedom.

The livelihood approach aims at the analysis, understanding and restrictions that the poorest people have to face in order to recover from difficult situations. The Department for International Development model is applied to an urban zone with the purpose of making an assessment of the livelihood of the district ’la Comuna 1’ in Medellin, Colombia, which has been recognised as the poorest and one of the most dangerous districts of the city. The case study presents both a quantitative analysis (macro) and qualitative (micro) analysis, as a mixed method that allows a more complete analysis and understanding of livelihood, and providing a deeper understanding of the district from the livelihood approach. The results indicate a stable growth of livelihood during the period of analysis.

Research background: Composite indicators are commonly used as an approximation tool to measure economic development, the standard of living, competitiveness, fairness, effectiveness, and many others being willingly implemented into many different research disciplines. However, it seems that in most cases, the variable weighting procedure is avoided or erroneous since, in most cases, the so-called ?weights by belief? are applied. As research show, it can be frequently observed that weights do not equal importance in composite indicators. As a result, biased rankings or grouping of objects are obtained. Purpose of the article: The primary purpose of this article is to optimise and improve the Human Development Index, which is the most commonly used composite indicator to rank countries in terms of their socio-economic development. The optimisation will be done by re-scaling the current weights, so they will express the real impact of every single component taken into consideration during HDI?s calculation process. Methods: In order to achieve the purpose mentioned above, the sensitivity analysis tools (mainly the first-order sensitivity index) were used to determine the appropriate weights in the Human Development Index. In the HDI?s resilience evaluation process, the Monte Carlo simulations and full-Bayesian Gaussian processes were applied. Based on the adjusted weights, a new ranking of countries was established and compiled with the initial ranking using, among others, Kendall tau correlation coefficient. Findings & Value added: Based on the data published by UNDP for 2017, it has been shown that the Human Development Index is built incorrectly by putting equal weights for all of its components. The weights proposed by the sensitivity analysis better reflect the actual contribution of individual factors to HDI variability. Re-scaled Human Development Index constructed based on proposed weights allow for better differentiation of countries due to their socio-economic development.

Kazakhstan takes confident steps in the direction of integration into world information space. For example, in 2017 the state program "Digital Kazakhstan" whose implementation will allow development on the basis of experience of the developed countries various digital services, including health care and education was adopted. Therefore, the adopted and realized state programs of strategic nature reflecting both economic and social policy of the state have to be under construction for the development of cross-cultural communications and the international integration that in turn, will give the forward growth of the human capital quality. Purpose. Based on the experience of the developed European countries, the article aims at introducing proposals for the educational and health services quality improvement as this will contribute to the qualitative development of human capital in Kazakhstan. Methods. For the descriptive procedures at the abstract’s theoretical part logical method has been applied; when determining the index of human development dynamics in Kazakhstan, other countries of the Commonwealth of Independent States (CIS), certain European states the comparative analysis has been carried out; synthesis of foreign experience in formation of social and economic policy of the state has been performed. Results. The level of development of human capital, combining such components as literacy, health, longevity and the very quality of life, is an indicator of the welfare and prosperity of the country. Kazakhstan's rating on the human development index shows positive growth dynamics, which indicates the available opportunities to enter the group of countries with a very high HDI level. Growth can be ensured by improving education indicators and the health status of the population. For the qualitative growth of human capital in Kazakhstan, along with the implementation of a number of adopted state programs in the field of educational and medical services, it has been proposed to continue strengthening of international educational and scientific ties as forms of intercultural communication that facilitate the exchange of information, traditions, technologies, research; to provide digital literacy to the population of remote villages and settlements; to focus on increasing of the population's literacy in health issues for the effective use of the health system.

The law includes three standard spheres of the regulation of property determining its scope. These are: social facts, moral values and key concepts. Social facts determine the social layer and recognize the right or determine its existence. Moral values constituting the axiological sphere of law decide about its content material and respect for it, leaning on faith or pride. To improve the penal policy, we can use penalty intermediate-criminal sanctions based on restricting freedom, and develop a catalog of probation measures – criminal sanctions based on freedom supervision, associated with undertaking the tasks of social and professional life in the environment.

This study investigates foreign aid, quality of governance and human development in West Africa, adopting the Random-Effects Model (REM) of the Panel Data Analysis and Estimated Generalized Least Square (EGLS) estimation technique for 15 West African countries from 1990-2015. Governance Composite Index with Goal Post and Geometric Mean approach on six indicators of governance were constructed to treat foreign aid effects on governance collectively. Results showed that most foreign aids improve human development (income, life expectancy, and education). However, some foreign aids weaken the quality of governance. The researchers recommended that government should have little or no role in foreign aid influx into the economy; rather, foreign aid should be channeled through tax effort and private investment. More so, donors should concentrate on poor countries with good institutions if foreign aid must be channeled through government expenditure. Finally, an independent body should ensure mutual accountability between recipients and donors routinely to ensure foreign aid improves human development without weakening governance quality.

The modern world is characterized by rapid changes in all spheres of social life. The aim of the paper is to evaluate the Human Development Index (HDI) as an indicator of economic development. The analysis is based on case studies of five post‑socialist countries: the Czech Republic, Estonia, Hungary, Lithuania, and Poland. To carry out the assessment of the HDI, two approaches are employed. The first involves comparing the HDI values to seventeen other indicators related to different aspects of development chosen with reference to Amartya K. Sen’s approach. The second approach refers to public opinion surveys provided by the Eurobarometer and the European Quality of Life Survey programs. In the light of the analysis, it can be said that the HDI is a fairly good measure of economic development. However, certain important dimensions which have a significant impact on people’s living conditions are neglected. Knowing about Sen’s influence on the creation of the HDI and the emphasis he put on the relationship between democracy and development, it may be surprising that such neglected dimensions include the state of democracy.

Philosophy is of historical and trans-cultural value, thus it is necessary and indispensable in the life of humans. The same applies on the field of educational upbringing. The article points to the relationships taking place in the personal development of man and philosophy. The matter is discussed in the light of objective philosophy (realistic) and subjective philosophy (postmodern). The latter claims that there are no objective, universal or rationally grounded theses. All is reduced to rational relativism and subjectivism. On these grounds the necessity of the personal development is non-existent; every deed or human behaviour is of the same value. Virtues and weaknesses are on the same level. Yet another approach to this vexed issue is presented by philosophy of realism, which claims the right and obligation of humans for development. This development presupposes natural and supernatural development. Human beings benefits from such development by reaching their individual perfection, achieving it by everyday work and according to their own inborn abilities. The struggle for self-development is a decisive factor. It can help the contemporary pedagogics see the need for forming humans themselves in the high-tech culture of today’s world. Taking into consideration the consequences of both the above mentioned philosophical trends, one should notice that the philosophy of realism - although it is thought to be old-fashioned and unpractical - cannot be discarded. This type of philosophy struggles for the real good of the man. Therefore, it should be taken into account when looking at human beings. One is not able to pursue a healthy human activity without sound philosophical principles.

The article reveals the peculiarities in the formation of comfortable life features in the regions of Ukraine based on the analysis of the components and the human development index. In particular, it reveals the essence of the human development concept as one that enables people to develop their potential, to live productively and creatively in tune with their needs and interests. Its goal is to empower each individual in the chosen environment – country, region or specific locality. Human development involves balancing the formation of human abilities to improve their conditions of life. However, the level of regional human development will depend on the potential of the designated area. Since 2012, Ukraine has updated the method of estimating regional Human Development Index by which we can calculate the regional human development index. It includes 33 indicators grouped into six blocks in accordance with the basic aspects of human development. These are reproduction, social position, comfortable life, well-being, worthy work, and education. These indicators were selected on the basis of suitability for the annual calculation of provision available to the State Statistics Service of Ukraine, reliability estimates at the regional level under the specific issues of human development in Ukraine, unambiguous interpretation of the impact on human development, lack of high correlation between individual performance and adequacy of static and dynamic variation. According to the ratings of Human Development Index in 2012, conducted by the State Statistics Service of Ukraine and the Institute of Demography and Social Studies of M.V. Puhta, regions that constantly show high indicators of human development index are Crimea, Kharkiv, Lviv, Transcarpathian and Poltava regions. The largest group consists of regions with the average index indicator of the human development (most regions of Ukraine). Finally, the third group consists of regions with the lowest human development index (Kirovograd, Donetsk, Sumy regions). The results of calculations of regional Human Development Index can serve as a basis for identifying key issues and priorities of each region.

In the paper GDI and GII indicators are presented and analysed, what is supplemented with a detailed analysis of the individual components of these indices for Poland. Additionally, this article wants to evaluate reduction of gender inequality in Poland.
Raporty Rozwoju Społecznego (Human Development Report) publikowane przez agendę Organizacji Narodów Zjednoczonych zajmującą się Planowaniem Rozwoju (United Nations Development Programme - UNDP) wprowadziły nowe wskaźniki, których celem jest mierzenie zmian zachodzących w poszczególnych krajach w zakresie walki z ubóstwem i równouprawnienia kobiet: Inequality-adjusted Human Development Index (IHDI), Multidimensional Poverty Index (MPI), Gender Inequality Index (GII), Gender Development Index (GDI). Artykuł wymienia i komentuje dostępne oszacowania GII oraz GDI dla Polski. które uzupełniono szczegółową analizą poszczególnych składowych tych indeksów. Celem artykułu jest ocena szybkości i kierunku zmian zachodzących w Polsce, które mają doprowadzić do równości płci.

Opis:
Modalities for mitigating Sexual Harassment has been surveyed. The effect of sexual harassment on the victims has been proven negative through literature findings, with consequences like health effect including psychological effect been a drawback, acting like a barrier to the ideal development of an individual. Avoidance of pornographic materials such as movies and book has been pointed-out as one of the measures to be used in mitigating sexual harassment, as this is one of the fuelling factors leading to increasing cases of sexual harassment. Active involvement of mass media has also been pointed-out as yet another remedy for reduction of cases of sexual harassment, with the view that the media covers a large population of people including those living in the rural area where access to school and information is limited. Inclusion of Sex Education into the Nation’s curriculum has been identified as a factor to mitigate the rise in the manse of sexual harassment. Proper dressing (avoiding sensitive body parts revealing clothing) has also been pointed out as a measure to cut-down the rise in cases of sexual harassment. Self-control/alertness to identify and avoid been sexually harass as been viewed as one of the modalities to be used in the reduction of the act. Conscience building through moral teachings has also been pointed to as a factor to be employed in the mitigation of sexual harassment. Behaviour modelling/effective Guidance and Counselling is one of the factors agreed to be used in the remedy of the rise in act of sexual harassment, this has been proven effective/productive, with the respondents view on its role in conscience building, advice and giving direction to the individual concern. Proper discipline of culprit is another factor identified as a remedy to the rise in cases of sexual harassment, with participants’ views, that this will serve as a guide to prevent others from indulging in the act. Result of the finding presents a view that for sexual harassment mitigation to be effective/productive factors pin-pointed out in this study should be view and implemented in the study area and its environs.

In modern conditions, the competitive advantages of the economy of Kazakhstan and the possibility of its modernization, which is inextricably linked with innovative activity, are largely determined by the accumulated and realized human capital. In a knowledge-based economy, the generation of high-quality human capital, necessary for sustainable economic, social, cultural and natural development, is vital, which requires both research and assessment of the state of human capital. The purpose of this study is to analyze the state, dynamics of management and development of human capital in Kazakhstan, and also presents a methodology for its calculation. The article considers the influence of various factors on the human development index using a multivariate correlation and regression model, which allows you to effectively analyze the available data and predict their value for the next period under consideration. A comparative study of the development of human capital in Kazakhstan and abroad is given.
We współczesnych warunkach o przewadze konkurencyjnej gospodarki Kazachstanu i możliwości jej modernizacji, nierozerwalnie związanej z działalnością innowacyjną, w dużej mierze decyduje zgromadzony i zrealizowany kapitał ludzki. W gospodarce opartej na wiedzy kluczowe znaczenie ma generowanie wysokiej jakości kapitału ludzkiego, niezbędnego do zrównoważonego rozwoju gospodarczego, społecznego, kulturalnego i przyrodniczego, który wymaga zarówno badań, jak i oceny stanu kapitału ludzkiego. Celem tego opracowania jest analiza stanu, dynamiki zarządzania i rozwoju kapitału ludzkiego w Kazachstanie, a także przedstawienie metodologii jego obliczania. W artykule uwzględniono wpływ różnych czynników na wskaźnik rozwoju społecznego przy użyciu wielowymiarowego modelu korelacji i regresji, który pozwala skutecznie analizować dostępne dane i przewidywać ich wartość na następny rozważany okres. Podano badanie porównawcze dotyczące rozwoju kapitału ludzkiego w Kazachstanie i za granicą.

For years now, the continual degradation of soils in the tropics, and around the globe has continued to be one of the challenges facing humankind. Soil erosion is one of the factors gearing low food production, environmental pollution and degradation, acting like an hindrance towards the realization of the Sustainable Development Goals (SDGs) two (zero hunger) including SDG six (clean water and sanitation). The importance of saturated hydraulic conductivity (Ks) of a soil to Agriculturist, Environmentalist including Engineers cannot be exhausted, as this single hydro-physical soil property controls many processes in the soil system. An experiment was conducted to access the vulnerability of University of Abuja soils to erosion. Result of data analysis proves that the saturated hydraulic conductivity of the soils is slow to extremely slow with value recorded at (0.89 – 4.50 mm hr-1). Field data outcome presents a view that the soils of the area is mostly very compact to compact, with porosity value ranging from (1 – 21%). Saturated hydraulic conductivity estimation was done using hydro-physical models. The performance of the models were evaluated using Root Mean Square Error (RMSE) statistics. Outcome of the model comparation proves the two model as been able to effectively estimate the water flux of the area, presenting RMSE values at (5.67 and 2.41 respectively for the two models). The study thus concluded that for loss of arable land to be minimized or avoided and for environmental sustainability, ecological tool like planting of grasses including trees can be employed to salvage the impending case of soil erosion in the area.

Health of the population is one of the basic factors of social development. The results of empirical studies indicate a number of factors determining the level of health of the population related to access to health care services, the level of environmental pollution and the wealth of society. It must be assumed that the observed disparities in the health depend on distributions of particular determinants. The aim of the article is to assess the significance of the main factors affecting the occurrence of spatial disparities in the level of social development districts NTS-4 in terms of health of the population. The analysis was based on estimates of the Spatial Durbin Model (SDM) which takes into account the impact of neighborhood spatial units on level of dependent variable and the explanatory variables. The size of the level of social development in terms of health of the population in the study was approximate by the aggregate value of the index, which is the local component of the Local Human Development Index LHDI.

Background. Exposure to neurotoxicants is a world wide problem with significant health implications for child development. In spite of higher neurotoxicant exposures, many developing countries do not have established neuropsychological instruments. Objective. This study evalauted the adaptation and reliability of a computer and examiner administered Behavioral Assessment and Research System (BARS) that includes tests of motor speed and dexterity, attention, memory, and visuospatial coordination for use in Thailand. Material and methods. To assess test-retest and alternate form reliability, BARS was administered to 24 healthy, 6-8 year old urban Thai children during two testing sessions two weeks apart. A comparison group of 29 healthy, rural Thai children of similar age and sex completed the BARS as part of another study and comprised a comparison group. Results. Test-retest reliabilities for tests without alternate forms ranged from 0.41 to 0.77, but reliabilities were lower for tests with alternate forms (0.11 to 0.83). Paired t-tests revealed few significant differences in group performance between test administrations. Performance of urban Thai participants was compared to 29 rural Thai participants of similar age and sex. Parental education was significantly greater for urban vs. rural participants, resulting in signficant differences in performance on tests of motor speed. Conclusions. This study supports the use of BARS for epidemiologic studies of neurotoxicants in Thailand, but highlights the sensitivity of these tests to differences in parental education and the need for improved alternate test forms.
Wprowadzenie. Narażenie na substancje neurotoksyczne jest problemem ogólnoświatowym mającym istotne konsekwencje zdrowotne dla rozwoju dzieci. Wiele państw rozwijających się nie przygotowało narzędzi do badań neuropsychologicznych, mimo występowania dużego narażenia na substancje o działaniu neurotoksycznym. Cel badań. W badaniach przeprowadzonych przez ankieterów z zastosowaniem komputerów oceniono przystosowanie i wiarygodność testu Behavioral Assessment and Research System (BARS), który obejmuje badanie szybkości i zręczności motorycznej, uwagi, pamięci i koordynacji wzrokowej w celu zastosowania w Tajlandii. Materiał i metody. W celu oceny wiarygodności testu BARS metodą test-retest i zapisu alternatywnego poddano badaniu 24 zdrowych dzieci tajlandzkich w wieku 6-8 lat zamieszkujących w mieście. Ponowne badania przeprowadzono w odstępie 2 tygodni. Grupę porównawczą stanowiło 29 zdrowych dzieci mieszkających na wsi. Wyniki. Wiarygodność poszczególnych skal badana metodą test-retest rozciągała się od 0,41 do 0,77. Wiarygodność była niższa w przypadku metody zapisu alternatywnego (0,11 do 0,83). Test t dla zmiennych połączonych wykazał nieliczne różnice pomiędzy wynikami grupy w dwóch badaniach. Porównanie wyników uzyskanych przez dzieci tajlandzkie mieszkające w miastach i na wsi wykazało wpływ wykształcenia rodziców, które było znacząco wyższe u tych pierwszych. Wnioski. Badania potwierdzają użyteczność testu BARS do badań epidemiologicznych substancji neurotoksycznych w Tajlandii, ale uwydatniły czułość testu na różnice w wykształceniu rodziców i potrzebą polepszenia zapisu alternatywnego testu.

Background: Functioning in a peer group plays an important role in child development. Building self-esteem of children depends on many factors such as physical health, self-evaluation of their physical performance, academic achievement, social support, family relationships, as well as relationships with peers and teachers. Importance of contacts with peers increases during school-age. At this time children are not able to reject the opinion of other people and subject their behaviour completely to the expectations of their peers. When the need for emotional contact is not satisfied, the complex of being different appears. Isolation within group causes a sense of inferiority, the child becomes passive and resigned. Children, who are chronically ill, rejected or isolated often follow negative emotions in their actions, they become aggressive towards other children or do not want to continue learning. Often the decision about an individual teaching plan results in further isolation of the child. The child’s position in the peer group affects the developing personality, self-confidence and self-esteem. Aim of the study: The aim of the study was to determine the interpersonal relationships of young school-aged children with type 1 diabetes in their peer groups. Material and methods: The study was conducted on children with type 1 diabetes and their parents, who are supervised by Clinic of Diabetes, Regional Medical Center in Opole. The research tool used in both groups was a questionnaire consisting of open and closed questions elaborated by the authors of this study. Results: 73% (41) of evaluated children declared that diabetes does not hinder their performance at school. 93% (55) children claimed that they do not hide their condition from their peers. In addition, 61% (34) talk about their illness with their peers and 69% (38) of them can count on their peers’ help in self-control of diabetes. 71.9% (46) of parents of children with type 1 diabetes allow their children to participate in school trips and 68.8% (44) to participate in school competitions. Conclusions: In most children, diabetes does not affect children’s performance at school. They participate in classes, are accepted and liked in their peer group. Chronically ill children should be able to participate in all types of activities as much as their healthy peers. It seems necessary to continue studies on performance of young school-aged children with type 1 diabetes in their peer group.
