    Świat cały czas się zmienia, idzie do przodu. Dlatego Unia Europejska musi być gospodarką inteligentną, zrównoważoną i sprzyjającą włączeniu społecznemu. Obszary kapitału ludzkiego, wiedzy, edukacji, szczególnie na poziomie wyższym wymagają szczególnej uwagi. Edukacja i nauka determinuje procesy tworzenia i inwestowania w kapitał ludzki, co może pomóc we wzroście wiedzy i stworzenie konkurencyjnej gospodarki. Inwestowanie w kapitał ludzki jest jednym z najważniejszych czynników decydujących o rozwoju nowoczesnej gospodarki. Kwestia ta ma szczególne znaczenie dla toczącej się globalizacji i coraz bardziej wyraźnie określonej konkurencji na rynkach międzynarodowych. Dynamiczny rozwój obszarów związanych z przetwarzaniem informacji, informatyzacji, nowych i zaawansowanych technologii, niewątpliwie wymaga zaangażowania kapitału ludzkiego wysokiej jakości, który jest w dużej mierze pochodną wykształcenia i zdobytych kwalifikacji, wsparte praktycznymi umiejętnościami.
    Word is changing permanently that is why European Union have to become a smart, sustainable and inclusive economy. Areas of human capital, knowledge, education, especially at higher level need special attention. Education and science determine processes of creating and investing in human capital what could help to increase knowledge and create competitive economy. Investing in human capital is one of the most important factors determining the development of the modern economy. This issue has particular importance to the ongoing globalization and increasingly clearly defined competition in international markets. The dynamic development of areas related to the processing of information, informatization, new and advanced technologies, indisputably requires the involvement of high quality human capital, which is largely a derivative of education and gained qualifications, supported practical skills.

    Opis:
    Development is a category characterised by dynamism and includes not only a quantitative, but also a qualitative element. This is a process of multiplying the number of possible choices to be made by every human being. The following three factors play a fundamental role on all levels of development: providing conditions which enable long and healthy life, a full access to information, and an access to means allowing for decent standard of living. It is of crucial importance to diagnose the socio-economic, endogenous, and exogenous factors of the regional development. The following are the most important characteristics of decentralised development: good use of local resources (related to raw materials and to human resources), development based on continuation (on tradition), social bonds. However, it is difficult to unambiguously specify the above-mentioned factors, for they operate simultaneously (not with the same impact, however). The effort of the regional community's members is of extreme importance in the development of almost every region. Since the level, speed, and structure of the regional development always results from human talents, knowledge, foresight, enterprise, initiative, and own expenditures to improve living conditions. Thus, the factor called "human capital" plays a fundamental role in the development of modern society and economy. This study will constitute an analysis of the issues from the regional perspective, i.e. of Lower Silesia Voivodeship

    Under conditions of information society development more and more attention is paid to the human capital conception research and its investments efficiency determination, because a high level of individual capabilities, which were created in the process of investing, provides a worker competitiveness, flexibility and realization in economic activity, stimulates subsequent development and self-perfection under conditions of the information society formation. The development of the “human capital” concept, basic approaches to its determination and modern development features in domestic and foreign scientists’ research works are researched in the article. The process of a human capital formation is analyzed, general and excellent lines with contiguous concepts are selected. The concept of investments in human capital is explored, investment mechanism of human capital development under condition of information society transition is analyzed in the article. Possible consequences of such investments for main investment process participants are analyzed. It was found out that investments must be done on the early stages of human potential formation on the basis of education, medical providing, humanitarian and cultural development, and as a result there is a formation of highquality components, which provide the higher level of competitiveness and mobility at the labour market. The existent classification of investment subjects was extended, and added to them participants of market infrastructure, to which were included the financial and credit institutes, non-state pension fund, insurance companies, venture funds, accumulation funds, recruiting agencies.

    W pracy przeprowadzono analizy oczekiwanej długości życia, głównie w kontekście jej związków z poziomem wykształcenia jednostek. Odniesiono się do specyficznych badań Eurostatu, uwzględniających przywołane kryterium podziału populacji. Badania swoim zasięgiem objęły 14 krajów unijnych (w tym także Polskę) oraz dwa kraje spoza Unii Europejskiej. Projekt był realizowany w perspektywie lat 2007–2010. Badano oczekiwaną dalszą długość życia jednostek w wieku 30 lat, zakładając, iż w tym wieku ujawniają się pierwsze efekty inwestycji w kapitał ludzki związanych z edukacją (prowadzone rozważania osadzono w ekonomicznej teorii kapitału ludzkiego).
    The paper contains analyses of life expectancy mainly in the context of its relation to the level of individual’s education. The data was referred to the specific Eurostat researches which take the above mentioned criterion of population’s division into consideration. 14 EU countries (including Poland) and 2 countries, which are not in the EU territory, were included in the research. The project was carried out from 2007 to 2010. The life expectancy of 30‑year‑old individuals was examined, assuming that the first effects of investment in the human capital connected with education are revealed at this age (deliberations were set in the economic theory of the human capital).

    Theoretical background: Human capital is one of the key factors in the development of entrepreneurship, production and services. The goal of each enterprise is to make a profit, the realization of which requires investment. When developing investment projects, it is crucial to choose the most promising ones, at the same time, it is necessary to take into account the existence of “bottlenecks”, and investment activity should be directed to liquidate them. So, the optimal values of the enterprises’ investments in the situation of sufficient and insufficient levels of human capital are found and the factors influencing them are analyzed. The study of the issue of human capital today cannot bypass the question of refugees. As a result of the war in Ukraine, a large wave of migration processes is taking place in Poland, and, therefore, there is a problem and need for adaptation of people fleeing from the war. The social problem that arose due to the large number of refugees in Poland requires a comprehensive solution that would aim not only to help the refugees, but also the Polish economy. The best possible solution to the problem of refugees, both for themselves and for the host countries, is to involve them in an egalitarian society and equal economic life. The study highlights the possibility of using technical capabilities for the development of human capital on the example of a mobile application “Pszukaj” developed by the authors. Purpose of the article: The aim of this paper is to build and analyze optimization models of investments in the field of production of goods and provision of services and in the development of human capitalin the situation of sufficient and insufficient levels of human capital development. The practical research question of this study is to consider the case of the “Pszukaj” mobile application as a communication tool for refugees wishing to function independently in Polish society. Research methods: The role of human capital in the enterprises’ activities will be evaluated based on constructed investment optimization models. The importance of technological opportunities for human capital development will be evaluated based on the case of the “Pszukaj” mobile application. Main findings: This study contributes to the existing research by offering the analysis of constructed investment optimization models in situation of sufficient and insufficient levels of human capital. The dependence of the optimal values of investments in the development of the sphere of production of goods and provision of services and in human capital on both efficiency indicators of investments in the corresponding directions is shown and analyzed. From the practical perspective, the value of technological opportunities for human capital on the example of "Pszukaj" is shown.

    W artykule* uporządkowano dotychczasowy stan wiedzy na temat ryzyka inwestowania w kapitał ludzki. Zaprezentowano istotę szkolenia jako formy inwestowania w kapitał ludzki z perspektywy pracownika. Uznano, że niezbędne jest rozpatrywanie inwestowania w szkolenia w kontekście ryzyka dla pracownika. Przedstawiono wybrane czynniki mające wpływ na występowanie tego zjawiska.
    The article organizes existing knowledge on the risk of investing in human capital. It presents the essence of training as a form of human capital investment from the point of view of the employee. It argues for seeing investment in training in the context of employee risk and presents selected factors that have an impact on the occurrence of this phenomenon.
