Opis:
Language competencies are increasingly important in our globalised world. Global usage of a language enhances global understanding. A shared language should be a bridge between cultures, a bridge that connects speakers and allows people to share cultural values, diverse views and knowledge. Especially in multicultural education language plays very important role, because in this school or university process all students are prepared for their roles and responsibilities in an interdependent world. It places students at the centre of all school and university practices that promote multi-perspectives and an appreciation of cultural and linguistic diversity within society. Then the school or university community contributes to cultural and linguistic diversity. Schools and universities assist all students to develop the understanding, knowledge and skills to contribute to, and benefit from the diversity that characterizes our globalised world. Language especially plays a crucial role in the establishment and preservation of national and group identity. E-learning programs used at schools as well as universities has globalized students more than any other media.

The purpose of the article. The aim of the study was to calculate and evaluate the costs of employee sickness absence in European countries over the period 2006–2020. An additional objective was to analyse the sensitivity of the development of absenteeism costs depending on the changing level of the discount rate used in economic evaluation analyses. Methodology. The estimation and subsequent assessment of absenteeism of working-age people costs was based on human-capital approach and was carried out retrospectively using the morbidity, top-down approach, based on aggregated epidemiological data. As a measure of production loss volume, GDP per working person was adopted. Results of the research. The study indicated that there is variation in the cost of sickness absence across European countries, but no clustering relationship was identified from a geographic perspective. In addition, SACS is in the range of 1,9% – 2,1% in all countries in 2006 prices.

Opis:
The paper presents an interpretation of G.S. Becker’s “economic approach to human behavior” with regard to relations of this standpoint in economic methodology with psychology. The aim of the paper is to properly identify the role that psychology plays both in works of Becker himself, and in the “economic approach”. Ties of psychology with the “economic approach” are subject to the analysis in the following aspects: Becker’s declarations, practice of his work, as well as in the context of methodological sources of inspiration of the “economic approach”, with the potential of its enhancement towards a more consistent use of findings of psychology. Beckerian methodology is presented in such a way, so as to highlight its historic and methodological roots and inspirations. It is considered as an uncompromised application of situational explanation, Popperian rationality principle, Robbins’ analytical definition of economic science, as well as Freidman’s view about the irrelevance of “realism” of economic model assumptions. The paper indicates that despite inspiration with Bentham’s psychology, the “economic approach to human behavior” fits into anti-psychologist paradigm in economic methodology. In accordance with methodological standpoints of Popper, Robbins and Friedman, Becker replaces “realistic” descriptions of human psyche with axiomatic, “unrealistic” assumptions of maximization and rationality. However, psychological knowledge is very relevant for Becker’s theory because it constitutes an important condition for accurate construction of individual utility functions. Therefore, by the utilization of a question from moral psychology, the paper presents the possibility of the ”economic approach” more deeply rooted in Bentham’s ideas, with potential benefits for explaining human behavior. As indicated by D.C. North, neoclassical economics poses a problem: Why do people comply with social institutions and keep promises under conditions, in which maximizing individual utility would suggest otherwise? A solution to this problem might be assuming the existence of a Beckerian commodity, that could be named moral self-satisfaction. This reasoning may run into criticism related generally to the elaborated methodological concept, with particular role of the “adhocery” accusation of Mark Balug. However, the concept of pleasures and pains bound with moral beliefs is rooted in our psychological, and even biological, knowledge about man, his needs and mind. The approach this paper proposes may be helpful in accomplishing a number of goals. First, the ancient forerunner of the “economic approach” Jeremy Bentham tried to create a comprehensive list of kinds of pleasures and pains. Such a list is increasingly more likely to be created in contemporary times, due to developments in psychology, unknown to Bentham. Secondly, developments in psychology may offer both inspiration and empirical support for particular commodities assumed in Beckerian utility functions,

In 2016, the South African Constitutional Court recognised that the guaranteed human right to the environment, as contained in the Constitution, includes animal welfare. In its judgment, the court stated that the suffering of individual animals is correctly linked to conservation and that this “illustrates the extent to which showing respect and concern for individual animals reinforces broader environmental protections. Animal welfare and animal conservation together reflect two intertwined values”. Although the effect of the statement by the highest court in the land is yet to be fully realised, the court unambiguously demonstrated in its ruling the clear link between human rights and animal interests. These interests are not only to be interpreted in the broad sense relating to species-conservation, but rather the interests and welfare of individual animals. Building on from this approach and the rationale provided by the court, this Paper looks to explore more broadly the interaction and linkages between human and animal rights and interests. More particularly, it attempts to illustrate how these concepts may reinforce and enrich one another and how this relationship may be better reflected in law and policy. It will argue that sophisticated democracies and movements require an integrational approach. By expanding the scope and interpretation of certain human rights to include animal interests; and through coordinated, targeted efforts – we ensure notion of justice is achieved, for all who require it.

Opis:
Pilotage operations require close interaction between human and machines. This complex sociotechnical system is necessary to safely and efficiently maneuver a vessel in constrained waters. A sociotechnical system consists of interdependent human- and technical variables that continuously must work together to be successful. This complexity is prone to errors, and statistics show that most these errors in the maritime domain are due to human components in the system (80 ? 85%). This explains the attention on research to reduce human errors. The current study deployed a systematic human error reduction and prediction approach (SHERPA) to shed light on error types and error remedies apparent in pilotage operations. Data was collected using interviews and observation. Hierarchical task analysis was performed and 55 tasks were analyzed using SHERPA. Findings suggests that communication and action omission errors are most prone to human errors in pilotage operations. Practical and theoretical implications of the results are discussed.

Opis:
The main focus of this study is on understanding the importance of social dynamics of cities for attracting human capital to urban regions. The principal research question of the article is “if there is a spatial dependency on neighbouring provinces’ social environmental qualities in human capital attraction for Turkey.” It is believed that developmental disparities among regions can be overcome with a balanced distribution of human capital. In this article, first the concept and importance of human capital and its evolution throughout economic history are explained in order to emphasize the relationship between development and human capital for urban regions. The literature review consists of migration models developed and used in previous studies and recent literature that together consider human capital and its flow with spatial analysis. A review of migration models helps structure the quantitative models’ building blocks, or the concepts to be quantified. Literature that discusses human capital and spatial analysis, at the same time, guides the study in implementing the most appropriate analysis technique. The literature discussed in the paper is focused on human capital migration and urban attractiveness. Its similarity with the current study work is the focus on the relationship between urban environment components and human capital. However, the cited studies lack the “spatial/relational” approach to urban regions which means that the effects of developments in settlements neighbouring the region were ignored. The contribution which we intend to make with the current study is to adapt the spatial econometric analysis to the problem of human capital attraction. Literature review is followed by data used in the empirical part of the study, and brief information on spatial econometric analysis. Next, findings of the empirical spatial econometric analysis of Turkey’s 81 urban regions are provided. Overall, the analysis indicated that undergraduate and post-graduate migrants care about the social prosperity of the neighbouring environment of destination province. The last part concludes with an interpretation of empirical study findings and discusses relevant urban and regional policy instruments.

Opis:
Theoretical background: In today’s circumstances of volatility and uncertainty in the activities of industrial enterprises, there are always risks of emerging crisis phenomena. In such a situation, top management should realize that only a well-established system of crisis management will enable the timely detection of “weaknesses” and prevent the threat of bankruptcy of enterprises in the future. The establishment of this system can be ensured through the proper organizational support of the mechanism of crisis management, which, besides traditional tools, should take into account non-traditional, namely reflexive management tools. Ultimately, taking into account psychological factors of behaviour as well as rational ones is an important factor in the adoption of quality managerial decisions. The implementation of reflexive methods of influence on such subjects enables them to be inclined towards actions that are benefitial to the enterprise and contribute to its improvement, with a small financial expense, in order to constructively resolve conflict situations – the factors of occurrence of crisis phenomena.Purpose of the article: The purpose of the article is to substantiate the theoretical and applied principles of the organizational provision of the mechanism of crisis management regarding the activity of industrial enterprises, on the basis of the reflexive approach.Research methods: In the process of solving the tasks, general scientifi and special methods of research were used. The dialectical method allowed for the exploration of the components of the mechanism of crisis management of the activities of industrial enterprises and the stages of its organizational support in terms of their interconnection and interdependence. Analysis and synthesis were used to assess the activities ofindustrial enterprises with foreign investments in Ukraine and define the tasks of organizational support for their crisis management. Grouping, comparison and scientific synthesis were used in the development of recommendations for the use of a modern low-cost reflxive approach in the interaction of personnel of industrial enterprises with key stakeholders.Main findings: The development of organizational support for the mechanism of crisis management of industrial enterprises should include a sequence of stages: the analysis of the organizational structure of the enterprise; the analysis of job descriptions of personnel related to the implementation of the functions of crisis management of the enterprise; the allocation of new functions and the justifiation of the need to create additional structural units, as well as the regulation of their interaction; and the management of personnel resistance by innovation. The use of the reflexive approach in implementing the mechanism of crisis management regarding the activity of the industrial enterprise is a low-cost way of reforming the existing system in terms of its functioning and the impact of the company’s staff on stakeholders, in order to incline them to make the decisions necessary for the company to achieve the goals set out in the crisis programme.

Opis:
Incorporating human subjectivity in applied disciplines of social sciences and other base sciences poses a challenge as the nature of qualitative data is often the point of contention. Q methodology is a tool that addresses this challenge as it helps quantify qualitative data using Q factor analysis. Initially developed for psychology and political sciences, Q methodology now finds its use in many research disciplines of science, especially in interdisciplinary studies that take into account human subjectivity. This article provides a detailed description on the various steps involved in conducting a Q study, with special emphasis on data interpretation. To describe the methodology and demonstrate data interpretation, we used data from our pilot case study of socio-ecological nature that documents attitudes of people towards nature conservation on private land. Additionally, we mention the specific usefulness of this method, highlight the potential challenges at each step of the approach, and provide practical advice to overcome them. In our opinion, Q methodology has been more restricted in its use on the ground of being a more social or psychological tool, and therefore, our aim is to familiarize researchers who could be interested in a mixed approach of joining quantitative data analysis with qualitative, in-depth interpretation with the approach at hand.

This paper has been issued in the framework of the SHERPA project under the Grant Agreement No 287246 with the GSA (European GNSS Agency). This document contains the main technical activities conducted by PANSA in the frame of project’s WP2000. The objectives of WP2000 are: To work towards the implementation of a LPV procedure at each of the scenarios; To develop EGNOS National Implementation Plans, To develop and EGNOS Regional Implementation Plan, To summarise EGNOS expected benefits in a single airport. Specifically, the objectives of this document are technical activities conducted towards the implementation of a LPV procedure in scenario: procedure design, safety assessment, business case, EGNOS service provision requirements. The first step shall be to describe the operational environment at the scenario including the level of ATS provided, CNS equipment, the airport ground equipment, airspace and any procedures in place. The purpose of the operational description is to define the CONOPS specific to the airport. The Final FHA of LPV approaches is based on the Operational Model of LPV approaches in the ECAC Area, which clearly defined nominal operations prior to analyse degraded cases. For each operational action (performed by either system, human operator or jointly in the successive phases of flight), relevant failure modes were identified. Each failure mode was then analysed in turn in terms of examples of causes (to check its validity), operational consequences and mitigations, hazards, rough risk comparison against ILS operations, and when pertinent, recommendations in terms of risk reducing measures to be considered. Safety Case Activities drawn up as part of the SHERPA project was accepted by GSA, EUROCONTROL. At present an algorithm of acting while designing and executing procedures constitutes final approaches according to GNSS.

The Article tries to extract from the available literature a postmodern vision of man, understand him and his efforts to search for identity in an ever-changing world. It is first and foremost the manifestation of that specific antidote for the disease post-modernism convenience or, in the words of Giovanni Reale, ills and “evil afflicting modern man”, that we’ll find in the Thomistic theory of the person. The work includes an introduction, four parts and a conclusion. The first part, Human vision in postmodernism opens with an introduction to postmodernism. Shown are different personalities postmodern and a single phenomenon, as an expression of the glorification of individuality and the freedom of individuals. In the second part, Negative phenomena afflicting human postmodern, we show details about the adverse human phenomena of the world around us. It shows the source and the main issues, such as nihilism, scientism, human identity crisis, the infantile culture and human civilization, excess and lack of civilization and the problem of deteriorating human spiritual condition postmodern. The main emphasis on problems related to materialize, utilitarianism and fragmentation resulting in loneliness, loss of security, loss, anxiety and meaninglessness of life aimlessly, losing any value, negating the difference between good and bad, and true and false. As well as the exclusion of the poor and broken interpersonal relationships in families and social groups, the enslavement of man by the infantile culture, lack of confidence and identity, anti-humanism and spirituality skipping. Emphasized the impact of these phenomena on the health and condition of the human spirit as well as the helplessness of the human person in society risks and also breaking relationships within families and social groups, anti-humanism and skipping spirituality. In the third part, The vision of man as a person is shown Thomistic definitions of the person and the problems associated with the Thomistic vision of man as a person, such as the existence, subjectivity, autonomy and dignity of the person, the personal relations, community of people, a person as a creator of culture and the culture of protecting people. Fourth part, The man recognized as the person in the face of postmodern vision of man, analyzed contents from the second and third part, and confronted them with the Thomistic theory of the person. All this is to show that the Thomistic shot of a man as a person can be helpful in reducing the negative effects of post-modernism and all ills postmodern.

The major objective of this article is to emphasise the importance and the role of precedent – understood in broad terms – in forming the normative reality, exerting an impact on the content of normative elements, including human rights, particularly women’s rights. Being an essential part of the normative reality, precedents are a particular kind of normative messages of a considerable power. Taken into account their narrative form, comprehensiveness of the content, media hype and possibilities of a mass broadcasting, precedents constitute an important element and play a significant role in forming the normative reality, which is characteristic for the present-day society. Being a phenomenon characteristic for a post-modernist society, the normative reality is understood in contrast to static conceptions of a normative or axionormative order, which have a given structure and distinct boundaries. The analysis of precedent rulings, stemming from various law orders, regarding women’s equal rights in the employment process, aims at highlighting their importance both in forming the content of human rights and their impact on law and law enactment.
