    W artykule przedstawiono impedancję osi pojazdu szynowego jako jeden z elementów badanych w procesie homologacji pojazdów szynowych. Pokazano także wartości dopuszczalne impedancji osi przyjmowane na polskiej sieci kolejowej oraz metody ich pomiarów. Zaprezentowano również wybrane wyniki pomiarów rezystancji i impedancji pojazdów szynowych.
    The article presents impedances of the rail vehicle axle as one of the elements tested in the approval process of railway vehicles. Therefore, shunt impedance limits of track circuits used on the polish rail network infrastructure and methods of testing rolling stock axle resistance and impedance were discussed. Axles resistance and impedance measurement results of selected rolling stock were presented.

    W niniejszym artykule przedstawiono aktualny przebieg procesu homologacji nowo budowanych pojazdów kolejowych w Polsce. Omówione zostały regulacje w polskim systemie prawnym, które dotyczą procesu dopuszczenia do eksploatacji pojazdu kolejowego. Przedstawiono możliwe procesy przeprowadzenia homologacji przez podmioty wnioskujące oraz ich przebieg, jakie umożliwia polskie prawodawstwo. Daje to możliwość wyboru podmiotowi wnioskującemu odpowiedniego procesu dla swojego nowego produktu.
    This article presents the current homologation process for new rail vehicles in Poland. The regulations in the Polish legal system concerning the homologation process for new rail vehicles are discussed. The possible homologation processes run by the applicants and their course that are allowed by Polish legislation procedures has been presented. It gives a requesting person the opportunity to select the appropriate process for the new product.

    In 2015, the number of vehicles in the world exceeded 1.1 billion units. In the coming years, it is expected that the largest increase in the number of vehicles will take place in developing countries. This is a problem in particular in terms of emissions of harmful substances from vehicles. Considering that all manufactured vehicle models have to undergo a detailed homologation and meet the exhaust emission requirements before placing on the market, it is necessary to refine test procedures, including test cycles, in which vehicle emissions are determined. At present, the NEDC approval test is valid in Europe. It is a cycle reproduced on a chassis dynamometer in steady conditions. It consists of an urban section repeated four times and an extra urban part. From 2019, a new test procedure will take effect, which uses the WLTC cycle, also reproduced on a chassis dynamometer in fixed conditions. It is much more complex and better reflects the real traffic conditions. For a better illustration of the differences that occur between the current NEDC cycle and the new WLTC, the article presents a comparative analysis of both driving cycles. This is to present the justifiability of using a new driving cycle and to present its complexity. The article presents own research of a vehicle with a spark-ignition engine, which has been tested both in the NEDC and WLTC cycle. On the basis of the obtained data, it was possible to determine the differences in the emission of harmful exhaust gas components and indicate how the new homologation procedure affects the emissions from the vehicle.

    Emisji zanieczyszczeń i zużycie paliwa są zależne od stanów pracy samochodowego silnika spalinowego, zdeterminowanych warunkami ruchu pojazdu. W związku z tym wyniki badań emisji zanieczyszczeń i zużycia paliwa w różnych testach homologacyjnych różnią się między sobą. W pracy podjęto się zadania oceny, czy – mimo to – istnieje możliwość porównywania wyników badań emisji zanieczyszczeń i zużycia paliwa w różnych testach homologacyjnych. W wyniku przeprowadzonych analiz stwierdzono, że wyniki badań emisji zanieczyszczeń i zużycia paliwa w testach homologacyjnych: europejskim, amerykańskim i japońskim, są silnie ze sobą skorelowane. Jednocześnie oceniono, że pomiędzy wynikami badań emisji drogowej zanieczyszczeń poszczególnych substancji i eksploatacyjnego zużycia paliwa nie ma znacznej korelacji.
    The pollutant emission and fuel consumption are dependent on the operating conditions of a internal combustion engine, determined the conditions of the vehicle. Accordingly, the results of the pollutant emis-sion and fuel consumption in various type-approval tests differ from each other. In this paper the task of evaluating whether - despite this - it is possible to compare test results of the pollutant emission and fuel consumption in different type-approval tests. The analyzes found that the test results of the pollutant emission and fuel consumption in type-approval tests: European, American and Japanese, are closely correlated. At the same time it was estimated that between test results of the pollutant emission and fuel consumption is not a significant correlation.

    In the regulations concerning approval of light vehicles starting from September 2019 it will be necessary to conduct exhaust emissions tests both on a chassis dynamometer and for real driving emissions. It is a legislative requirement set forth in EU regulations for the purpose of the RDE (Real Driving Emissions) procedure. To decide on the RDE route for the purpose of the LV exhaust emissions tests many requirements must be fulfilled, regarding for example external temperature and the topographic height of the tests, driving style (driving dynamic parameters), trip duration, length of respective test sections (urban, rural, motorway, etc.). The works on outlining RDE routes are continued across the country in various research centres. Specifying the RDE route for test purposes, i.e. works in which the authors of this article are actively involved, has become a major challenge for future approval surveys concerning the assessment of hazardous emissions from light vehicles and for development studies focusing on - for example - the consumption of energy in electric and hybrid vehicles. The test route has been chosen to ensure that the test is performed on a continual basis. Data were recorded on a constant basis with the minimum duration of the test achieved. The test involved light vehicles and PEMS device for measuring the exhaust emissions, vehicle’s speed, completed route, etc. The device was installed in such manner as to ensure that its impact on the exhaust emissions from the tested vehicle and on the device’s operation is the least. The vehicle load was consistent with the requirements of the standard and included the aforesaid measurement device, the driver and the operator of PEMS. The tests were carried out on working days. The streets and roads used for the tests were hard-surfaced. Measurements were performed in accordance with the requirements of RDE packages (Package 1-4), i.e. taking into account - among others - the engine cold start. The article discusses the method of outlining the test route fulfilling the specific requirements for RDE testing. Chosen results of exhaust emissions from a passenger car with a spark-ignition engine along the defined RDE test route have been provided. The tests discussed in the article are introductory in the area of RDE tests and provide an introduction into further studies of exhaust emissions and energy consumption in real driving conditions in conventional vehicles and vehicles with alternative engines, e.g. hybrid and electric vehicles.

    Opis:
    The paper includes information on the documents related to the 4th Railway Package, the changes in directives and regulations and the threats caused by implementation of the package. The present paper makes a part of the study devoted to the changes to be introduced by the package. The first part of the paper provides description of the Fourth Railway Package, inclusive of a brief characteristics of the assumptions of the three previous packages. The next part describes the documents related to the package along with the changes resulting from implementation of the Fourth Railway Package. In the last part of the paper, attention was paid to the risks and rules of putting the vehicles into service, commonly known as homologation and certification.
    W artykule zawarto informacje dotyczące dokumentów związanych z IV Pakietem Kolejowym, zmian w dyrektywach i rozporządzeniach oraz zagrożeń związanych z wdrożeniem pakietu. Niniejszy artykuł jest częścią opracowania zawierającego opis zmian, które wprowadzi pakiet. W pierwszej części artykułu został opisany czwarty pakiet kolejowy wraz z krótką charakterystyką założeń trzech poprzednich pakietów. W kolejnej części zostały opisane dokumenty powiązane z pakietem wraz ze zmianami wynikającymi z wdrożenia czwartego pakietu kolejowego. W ostatniej części artykułu zwrócono uwagę na zagrożenia, a także przedstawiono zasady dopuszczania do eksploatacji, zwyczajowo zwanego homologacją oraz certyfikacji.

    Apart from a threat to human life and health, traffic accidents involve economic and social costs. Although the number of accidents is on a decrease, the number of fatalities is still very high. Therefore, new traffic rules are being introduced which are supposed to ensure the safety of passengers. The costs of accidents also include those involved in tests of new devices to be used for checking whether they meet the requirements set out in norms and regulations, including homologation tests. In this study, requirements for seats mounted in medical ambulances are discussed. A procedure for an assessment of safety belt mounting points for a doctor’s seat in an ambulance has been presented. The aim of this study was to develop a test stand for the assessment of a seat prototype and its verification in terms of traffic rules and regulations.
    Wypadki komunikacyjne oprócz życia i zdrowia ofiar powodują koszty ekonomiczne i społeczne. Pomimo zmniejszającej się liczby wypadków komunikacyjnych liczba ofiar śmiertelnych pozostaje wysoka. W związku z powyższym wprowadzane są nowe przepisy gwarantujące podniesienie bezpieczeństwa pasażerów. Między innymi są to badania homologacyjne mające na celu weryfikację, czy nowe konstrukcje spełniają wymagania zawarte w normach i regulaminach. W pracy przedstawiono wymagania homologacyjne stawiane siedzeniom montowanym w ambulansach medycznych. Omówiono procedurę badania wytrzymałości punktów kotwiczenia pasów bezpieczeństwa dla fotela lekarza. Celem pracy jest opracowanie stanowiska do badań prototypów siedzeń i jego weryfikacja na postawie przeanalizowanych obowiązujących przepisów.

    This extensive analytical article presents vehicles for disabled people, that were driving on the Polish roads in the years 1945-1990. Over the years, they have undergone detailed type-approval tests at the Motor Transport Institute in Warsaw, thanks to which the original technical characteristics and functional description of this type of vehicles have been analysed and presented for the first time. The material was illustrated with numerous photographs, drawings and tables, and appropriate conclusions were presented at the end.
    W tym obszernym analitycznym artykule zaprezentowano pojazdy dla osób niepełnosprawnych, które poruszały się po polskich drogach w latach 1945-1990. Na przestrzeni lat przeszły one szczegółowe badania homologacyjne w Instytucie Transportu Samochodowego w Warszawie dzięki czemu zachowała się oryginalna po raz pierwszy zanalizowana i zaprezentowana charakterystyka techniczna i opis funkcjonalny tego typu pojazdów. Materiał zobrazowano licznymi fotografiami, rysunkami i tabelami a na końcu zaprezentowano stosowne wnioski.
