    Aim. In qualitative research, the authors identify the most frequent cases of homeless people staying on the street and identify general prejudices against homeless people who come into direct contact with the public. Methods. The study analyses and interprets the risk aspects of the real life of the homeless. Through qualitative research based on open coding, the creation of a system of categories, and analytical induction, the authors established a final hypotheses. Results. Studies confirm that homelessness affects not only the life of an individual, but also points to the experience of homeless society and the image of the homeless today. The authors analyse and identify the opinions of social workers who have experience with this target group. Conclusion. The scholarly and professional opinions and contributions in this study highlight the strength and diversity of homelessness. By conducting qualitative research, they identify prejudices against the homeless and the causes that contribute to homelessness.

    Problematyka dotycząca zasad udzielania świadczeń opieki zdrowotnej finansowanych ze środków publicznych jest złożona i wielowątkowa. Celem niniejszego artykułu jest przedstawienie tylko pewnego fragmentu tych zagadnień, a mianowicie podstaw prawnych udzielania świadczeń opieki zdrowotnej finansowanych ze środków publicznych, na rzecz osób bezdomnych. Z przeprowadzonej analizy obowiązujących w tym zakresie rozwiązań prawnych wynika, że obowiązuje tylko jedna podstawa prawna w tym zakresie dedykowana wprost osobom bezdomnym, tj. objęcie ubezpieczeniem zdrowotnym w ramach indywidualnego programu wychodzenia z bezdomności, która w praktyce ze względu na zakres zastosowania odgrywa jednak niewielką rolę. Pozostałe rozwiązania prawne są przewidziane dla szerszej kategorii osób, do której można także zaliczyć właśnie osoby bezdomne. W wyniku przeprowadzonej analizy zostaną zgłoszone postulaty de lege ferenda, w zakresie wywołującym największe trudności stosowania w praktyce przepisów regulujących te zagadnienia.
    The problem of providing healthcare services publicly funded is complex. The purpose of the article is the presentation of a certain fragment of these issues, which, in accordance with title, concerns the legal basis of providing healthcare services publicly funded for homeless people. There is only one legal basis in this regard dedicated straight for the homeless people, namely providing health insurance under individual programme of recovering from homelessness, which in view of the extent of the application plays hardly any role. Other legal solutions are provided for a wider range of categories of people for which the homeless people can be classified. As a result of analysis, the demands de lege ferenda shall be made in the area causing the major difficulties of the application in practice of the rules governing these issues.

    Bezdomność jest tego rodzaju kryzysem w życiu człowieka, który bardzo silnie wpływa na działania jednostki we wszystkich wymiarach zdrowia, na jej codzienne wybory i hierarchię potrzeb. Walka o przetrwanie i konieczność zaspokojenia podstawowych potrzeb wyklucza koncentrowanie się na własnym zdrowiu i dbanie o jego dobry stan, a wręcz nierzadko sprzyja jego pogorszeniu. Problem stanu zdrowia osób bezdomnych i przyjęty przez nie styl życia najdobitniej pokazuje, że promocja zdrowia nie może ograniczyć się tylko do chwytliwych medialnych haseł czy prostych wskazówek, jak zdrowo żyć. Wymaga uwzględnienia szeregu różnych zmiennych, a nade wszystko całego kontekstu społecznego. Celem przygotowanego artykułu jest próba odpowiedzi na pytanie o możliwość i skuteczność działań z zakresu promocji zdrowia wśród grup wykluczonych na przykładzie osób w kryzysie bezdomności. Na podstawie badań własnych prowadzonych wśród podopiecznych schronisk dla bezdomnych w Łodzi (wywiady swobodne z ustrukturalizowaną listą pytań) i pracowników tychże placówek (wywiady swobodne pogłębione) autor stara się odpowiedzieć na pytanie, jaki jest stan wiedzy bezdomnych na temat prozdrowotnego stylu życia, jakie zachowania związane ze zdrowiem są charakterystyczne dla tej grupy, ale nade wszystko jakie czynniki wpływają na styl życia, w tym wybory zdrowotne, i kształtują stan zdrowia osób zepchniętych na margines społeczny.
    Homelessness is the kind of crisis in a person’s life that has a very strong impact on the individual’s actions in all dimensions of health, on his daily choices and on the hierarchy of needs. The struggle for survival and the need to meet basic needs excludes focusing on one’s own health and taking care of its good condition, and even often promotes its deterioration. The problem of the health of homeless people and the lifestyle they have adopted most clearly shows that health promotion must not be limited to catchy media slogans or simple tips on how to live a healthy life. It requires taking into account a number of different variables and, above all, the whole social context. The aim of the prepared article is to try to answer the question of the possibility and effectiveness of health promotion activities among excluded groups, for example among homeless people. On the basis of his own research conducted among homeless people in the shelters in city of Łódź and among employees of these institutions, the author tries to answer the question of what is the state of knowledge of homeless people about the health-promoting lifestyle, what health-related behaviors are characteristic for this group, but above all what factors influence lifestyle, including health choices, and shape the health of marginalized people.

    Homeless people are one of the most endangered groups of social work. They are multiply marginalized, discriminated in living conditions, financial aid, in the labor market and in supportive relationships. They require crisis intervention due to superimposed problems as a result of which they are in danger of health and life (Olah and coll., 2006). From our experience, we would like to state that there is no way to objectively assess why someone became homeless. Speculation that „it is their fault, they can blame themselves“ and so they must help themselves to get off the streets, we consider very unprofessional. None of the people on the street did not plan to live their lives like this. Those, who has chosen this way of life seemingly freely, responded this way to the uncontrolled living situations such as: divorce, illness (to which belong also addiction), unfavorable social situation and the material need etc. The causes are fairly well described and well known to the general public. Much less are described obstacles to their return to the intact society.

    Obowiązek przeciwdziałania bezdomności nałożono na władze publiczne na mocy Konstytucji Rzeczypospolitej Polskiej. Udzielanie schronienia, zapewnienie posiłku i niezbędnego ubrania osobom tego pozbawionym – często zlecane organizacjom pozarządowym – należy do zadań własnych gminy o charakterze obowiązkowym, wynikających z ustawy o pomocy społecznej. Najwyższa Izba Kontroli ustaliła, że działania podejmowane przez organy administracji rządowej, samorządowej oraz organizacje pozarządowe nie doprowadziły do utworzenia spójnego i skutecznego systemu, który zapewniałby kompleksowe wsparcie i aktywizację osób bezdomnych. Tylko jeden spośród 34 skontrolowanych podmiotów w pełni wykonywał zadania określone przepisami prawa.
    The changes in the regulations introduced since 2016, related to support for the homeless, have been directed towards strengthening their social activity, and ultimately – towards leaving homelessness and gaining self-reliance, since the measures taken previously did not bring the expected results. The results of the national count of homeless persons conducted in 2015, 2017 and 2019 by the Ministry of Family, Labour and Social Policy indicate that the number of the homeless has been constantly decreasing, and that it stood at 36,200, 33,400 and 30,300 respectively, still the data gathered during the re search were not fully reliable and the numbers were estimations only. That is why NIK decided to carry out an audit to examine whether the activities of the government ad ministration, self-governments and other entities tasked with support for the homeless result in solutions to their problems and assistance in achieving self-reliance. The audit was conducted at the Ministry of Family, Labour and Social Policy, and in the regions Kujawsko-Pomorskie, Podkarpackie, Śląskie and Zachodniopomorskie, comprising four regional offices, 17 social support centres and twelve non-governmental organisations.

    Tematyka relacji osób bezdomnych i ich zwierząt jest traktowana marginalnie, jako kwestia mało istotna społecznie. Zagadnienie to wymaga głębszego oglądu ze strony socjologii, pracy socjalnej i psychologii. Nauki społeczne i humanistyczne coraz częściej podejmują refleksję nad rolą zwierząt towarzyszących w zmieniającym się społeczeństwie ponowoczesnym, jednak analizy te dotyczą w ogromnej mierze sytuacji typowych, powszechnych. Znacznie mniej uwagi poświęca się roli relacji ze zwierzętami w życiu osób marginalizowanych ze względu na przynależność do określonej społecznie kategorii. Jedną z takich sytuacji jest los osób bezdomnych, które opiekują się zwierzętami. Celem prezentowanego tekstu jest analiza roli relacji ze zwierzętami w życiu osób bezdomnych.
    The relationship between the homeless and their animals is treated as marginal, as an issue of little social importance. The most probable cause are “common sense” approaches that focus on the more urgent challenges that need to be addressed to increase the well-being of the homeless such as providing health care, financial support and employment. Contrary to these needs, relations with animals appear as a kind of a whim that creates problems and is not crucial. Indeed, in the social sciences in general, the value of human and animal companionship, as an important source of positive emotions, is being increasingly analysed. The role of animals in human societies increases as social consciousness changes. The role of animals in the lives of socially marginalized people is still being questioned. In this work I identify the emotional significance of the relationship with animals for the homeless people.

    The health of homeless people is a serious public health and social problem, which is enhanced by the lack of interest of homeless people to care about their own health. Homeless people are more likely to succumb to various diseases. It is a consequence of their lifestyle, lack of hygiene, diet, drinking too much alcohol, not attending regular medical preventive examinations, mandatory vaccinations, and so on. Homeless people seek medical help late when their illness is unbearable, or when they be- come victims of an accident or a violent crime. The submitted paper in the theoretical and practical part explains the issue of the health status of homeless people. The aim of the paper is to identify the presence of diseases among homeless people and the mutual relationship between their health status and reintegration into the mainstream society. The research part of the paper presents the results of a survey conducted within the Streetwork project in Trnava through qualitative research. The research file consists of 10 homeless people aged 22 to 52 living in the city of Trnava. The group of participants includes 6 women and 4 men. The results of the survey showed the unfavorable health status of ho- meless people. The conclusion of the paper classifies the recommendations for practice directed to streamline health care of homeless people.

    Introduction: People who are homeless are most often unable to acquire and maintain regular, safe, secure, and adequate housing, or they lack a “fixed, regular, and adequate night-time residence”. Purpose: To assess the attitude of secondaryschool students, high-school students, university students, and working adults towards homeless people. Materials and methods: A survey of 420 randomly selected middle school students (n=120), high school students (n=100), university students (n=100), and working adults (n=100) was conducted. Nearly half of the participants reported a fear of homeless people. Results: According to the majority of respondents, a homeless person collects scrap metal and waste paper, and also begs. The first words that come to mind when a majority of people think of the homeless were: poor, unhappy, dirty, lonely, and smelly. The participants reported the main reasons for homelessness to be: joblessness, family problems, alcohol, helplessness, and avoiding work. The majority of respondents argued that social and legal problems are the main reasons that it is difficult for homeless people to extricate themselves from their situation. The groups surveyed had a variety of opinions about homelessness. According to most respondents, a homeless person is a poor, miserable, lonely, childless man with a vocational education who begs, collects scrap metal and waste paper, and is also usually dirty and smelly. Conclusions: In the survey groups, respondents’ opinions about homelessness varied.

    The article refers to the process of creating a project by designers from two culturally different countries during the Erazmus project. The project, set in the centre of urban space, aims to limit the alienation of the homeless from the urban environment and to slowly restore their social functions. The aim of the cooperation was to create a space in which designers would use not only technical and compositional knowledge but would consciously introduce information from social sciences. This project for homeless people, is sited in the city of Rzeszow, Poland. The inspiration to do this project was the nature and C2C theory. The architecture of the project is based on a modular architecture which, if necessary in the future, can be easily modified, for example, by adding new elements and thus respond to the current needs of the residents. Self-sufficiency is another important part of the project. They are also eco-buildings made of straw bales or recycled materials such as plastic bottles. Thanks to these efforts, a project was created not only for the homeless but for all the residents of the city.
    Artykuł odnosi się do procesu tworzenia projektu przez projektantów z dwóch różnych kulturowo krajów w ramach projektu Erazmus. Projekt, osadzony w centrum przestrzeni miejskiej, ma na celu ograniczenie wyobcowania bezdomnych ze środowiska miejskiego i powolne przywracanie im funkcji społecznych. Celem współpracy było stworzenie przestrzeni, w której projektanci wykorzystywaliby nie tylko wiedzę techniczną i tworzenia kompozycji, ale świadomie wprowadzaliby informacje z nauk społecznych. Projekt dla bezdomnych, zlokalizowany jest w Rzeszowie. Inspiracją do realizacji tego projektu była natura i teoria C2C. Architektura projektu opiera się na architekturze modułowej, która w razie potrzeby w przyszłości może być łatwo modyfikowana, np. poprzez dodawanie nowych elementów i tym samym odpowiadać na bieżące potrzeby mieszkańców. Inną ważną częścią projektu jest samowystarczalność. Są to również eko-budynki, zbudowane z bel słomy lub materiałów pochodzących z recyklingu jak np. plastikowe butelki. Dzięki tym zabiegom powstał projekt nie tylko dla osób bezdomnych ale dla wszystkich mieszkańców miasta.

    Niniejszy artykuł porusza problematykę personalistycznej koncepcji administracji publicznej w kontekście bezdomności. Omówiono koncepcję administracji publicznej, jak i filozoficzne podstawy personalizmu, by następnie przejść do pojęcia zadania publicznego. Koniecznym stało się przeanalizowanie kwestii godności osoby ludzkiej, jak i systemu pomocy bezdomnym. Mając na uwadze personalistyczną koncepcję prawa administracyjnego podkreślono konieczność patrzenia na bezdomność przez pryzmat osoby bezdomnej.
    This article deals with the issues of the personalistic concept of public administration in the context of homelessness. The concept of public administration was discussed, as well as the philosophical foundations of personalism, to get to the concept of a public task. It became necessary to analyze the dignity of the human person as well as the system of help for the homeless. Bearing in mind the personalistic concept of administrative law, the need to look at homelessness through the prism of a homeless person was stressed.

    The multidimensional dynamic of changes in the contemporary social reality constantly triggers new attempts to describe and systematise the knowledge of these changes as well as of their accompanying phenomena and their various effects. Social care services and the challenges for their organisation fall within this broad area. This article inscribes itself in these studies. It analyses the understandings of the role which specialist counselling plays in the support system for the homeless people and cites examples of specific solutions adopted in Poland, emphasising the urgency to introduce changes in this domain.
    Wielowymiarowa dynamika zmian we współczesnej rzeczywistości społecznej skłania do podejmowania coraz to nowszych prób opisu i systematyzacji wiedzy zarówno na ich temat, jak i na temat zjawisk im towarzyszących i ich różnorodnych skutków. Wśród nich także na temat pomocy społecznej i wyzwań, jakie pojawiają się w zakresie jej organizacji. W nurt tych poszukiwań wpisuje się również niniejszy artykuł. Zawarte w nim analizy dotyczą sposobu rozumienia roli poradnictwa specjalistycznego w systemie wsparcia osób bezdomnych, a przytoczone przykłady wskazują na konkretne rozwiązania przyjęte w Polsce oraz zwracają uwagę na potrzebę koniecznych zmian w tym zakresie.

    Podstawowym celem opracowania jest przybliżenie założeń stworzonego w Stanach Zjednoczonych przez dr. S. Tsemberisa z organizacji „Pathways to housing” programu o nazwie Housing First, którego założeniem jest pomoc osobom bezdomnym w wyjściu ze stanu bezdomności, oraz sformułowanie wniosków co do możliwości jego stosowania przez krajową administrację publiczną przy uwzględnieniu istniejących w Polsce uwarunkowań prawnych i organizacyjnych. Wysoka skuteczność programu Housing First w pomocy świadczonej osobom bezdomnym spowodowała bowiem, że w Europie Zachodniej został przeprowadzony w latach 2011–2013 program pilotażowy pod nazwą Housing First Europe. Program ten przeprowadzono w Amsterdamie, Budapeszcie, Kopenhadze, Glasgow i w Lizbonie. Kolejnym celem opracowania jest porównanie założeń programu Housing First z rekomendowanym w Unii Europejskiej podejściem housing-led. W opracowaniu wykorzystano metodę empiryczną oraz teoretyczno-prawną.
    Homelessness is a large problem in Europe and it grows constantly. The aim of this article is therefore to bring its reader the idea of the program invented in the United States by Ph.D. S. Tsemberis, from the organization “Pathways to Housing”, which main goal is to help homeless people with mental and physical problems and analysis of the possibility of its implementation in Poland. The program mentioned here is named Housing First and it gained a great popularity in Europe, where in 2011-2013 run a project named Housing First Europe in five big European cities: Amsterdam, Budapest, Copenhagen, Glasgow and Lisbon. The next aim of this article is comparison of housing-first philosophy and housing-led policy which is recommended in the EU. Despite of the fact that in Poland is not easy to run programs based on housing-first approach it is worth to explain its ideas and goals. Empirical, sociological and legal theoretical methods were used in this article.

    Problem bezdomności występuje w każdym państwie i nawet najbogatszym nie udało się go wyeliminować. Kraje mające silnie rozbudowany system pomocy ludziom bezdomnym odnotowują w swoich statystykach największą ich liczbę. Liczba osób bezdomnych w Niemczech na początku 2023 r. wynosiła 372 tys. osób. Celem podjętych badań była diagnoza funkcjonowania osób bezdomnych w Niemczech oraz ukazanie ich indywidualnych doświadczeń życiowych. Za metodę posłużył wywiad narracyjny według Mayringa. Badania prowadzone były na terenie Westfalii, a w sensie instytucjonalnym terenem badań był Dom Opieki Społeczno-Pedagogicznej. Okazało się, że wśród przyczyn bezdomności znajdują się m.in. zaleganie z opłatami czynszowymi i związane z tym eksmisje, bezrobocie, a także rozwody, śmierć partnera oraz uzależnienia. Osoby bezdomne są raczej zadowolone z tego, że mieszkają w Domu Opieki Społeczno-Pedagogicznej, który zapewnia bezdomnym mężczyznom wyżywienie, mieszkanie i wszelką pomoc w zakresie wsparcia.
    The issue of homelessness exists in every county and even the wealthiest have not managed to eliminate it. Countries with a highly-developed system of homeless people assistance record the largest number of them in their statistics. At the beginning of 2023, the number of homeless people in Germany amounted to 372,000. The purpose of the research was to diagnose the functioning of homeless people in Germany and to show their individual life experiences. The method used was a narrative interview according to Mayring. The research was carried out within the territory of Westphalia, and in the institutional meaning, the research area was the Social and Educational Care Home. As a result of the research, it turned out that the causes of homelessness, among others, include: arrears in rent payments and related evictions, unemployment, as well as divorces, death of a partner and addictions. Homeless people are rather satisfied with the fact that they live in the Social and Educational Care Home, which provides homeless men with food, housing and all kinds of support services.

    Opis:
    The main objective of the audit was to assess the performance and collaboration of the institutions responsible for providing activities aimed at assisting homeless people. The audit was conducted at the Ministry of Labour and Social Policy (MPiPS), city offices, city social welfare centres (MOPS) and non-governmental organisations. The audit, which covered the years 2012-2013, showed that generally public administration bodies appropriately performed their duties related to homeless persons. Simultaneously, they efficiently cooperate with non-governmental organisations that dispose of public funds, by providing them with necessary institutional support, especially in autumns and winters.
