    Opis:
    In Germany, as in Poland, the genesis of care for the weak dates back to the Middle Ages. Insurance laws adopted in 1883 – 1884 and in 1889 (Bismarck empire) still work as the basis of insurance, and the model created by Bismarck was accepted by other countries and has been the basis of a social state. The legislative amendments carried out in the 90s in German insurance system reinforced the development of social sphere together with the development of social work. The article deals with the practical dimension of social work, which has been accompanied by the dynamic and multilateral development of theory. The variety and ambiguity of terms in the area of social work is also one of the presented problems. It also looks at German theorists of social work and their concepts at the turn of the 20th and 21st century.

    Opis:
    In the Polish People’s Republic (1944–1989), a number of organisational and ideological changes were made in the social welfare sector: most of the ways of organising help that were tested during the interwar period were replaced with new concepts, often with sad consequences for those in need. This article presents the changes that took place in the Polish social security sector in the decades after World War II. Subsequent attempts to reform the social welfare system have been shown with the use of archival materials, other historical sources and literature on the subject.

    This article is a continuation of deliberations on the identity and history of Polish social services. In Particular, it refers to the issues of the origins and beginnings of the formation of the educational system of social workers. Memory of the beginnings is an essential element of thinking about the future in the present. Creating solutions for the future, without respect for the achievements of the past, carries a number of risks of errors, which is the experience of past generations. It also allows the risk of abandonment of effective solutions in the development, which are becoming specific to native, cultural, or psychological factors. History is, in fact, a perfect teacher for contemporary activists involved in the fields of practice and theory.

    The goal of this article is to sum up the past hundred years of the social security system in Poland, starting with establishment thereof as Poland regained statehood in 1918. The changes which occurred in that time have been divided into three subsequent stages of the history of the Polish social security system. The first was the Interwar period when efforts were made to establish a social security system in independent Poland, in areas formerly divided between Austria, Prussia and Russia with extreme systems of social security. The next period was the Polish People’s Republic (1944–1989) when the communist authorities dismantled the pre-war social security system based on cooperation between state-owned and social organisations and the Church, replacing it with inefficient structures interested only in selected social groups in need. On the other hand, the third stage, commenced in 1989, of reconstructing social security, at first offered social protection for individuals affected by the system transformation. The last dozen or so years of development of social security is characterised by increasingly visible stimulation of social and economic growth to activate people from the fringes of the society.

    Historia pedagogiki społecznej i pracy socjalnej (od ponad 35 lat obejmowanych wspólną nazwą „praca społeczna”) stanowi aspekt rozwoju niemieckiego społeczeństwa. Ich istnienie warunkuje strukturalna trwałość nierówności społecznych. Przedłożony tekst rekonstruuje historyczne i systemowe warunki rozwoju pedagogiki społecznej/pracy socjalnej na ziemiach niemieckich. Analiza koncentruje się wokół tezy, iż pedagogika społeczna uprawiana w mieszczańsko-kapitalistycznej formacji społecznej, przyjmującej kapitalistyczny wzór uspołecznienia, musi w szczególny sposób zajmować się kształtowaniem stosunków między społeczeństwem/strukturami społecznymi a jednostką, a tym samym warunkami konstytucji podmiotowości, zdolnością do działania itd. Rozwój historyczny pokazuje, że pedagogika społeczna/praca socjalna narażona była (i nadal jest) na polityczną instrumentalizację.
    The history of social pedagogy and social work (for more than 35 years embraced by the common name of “societal work”) is an aspect of the development of the German society. Their existence is determined by the structural durability of social inequality. The submitted text reconstructs the historical and systemic conditions for the development of social pedagogy/societal work across the German lands. The analysis focuses around the thesis that social pedagogy practiced in bourgeois-capitalist social formation, accepting the capitalist model of socialization, has to have a special way of dealing with the evolution of relations between the society/social structures and the individual, and thus the conditions of the constitution of subjectivity, the ability to operate, etc. The historical development shows that social pedagogy/social work has been exposed to political instrumentalization.

    Artykuł stanowi tłumaczenie na język polski tekstu, który ukazał się w języku francuskim (Marynowicz-Hetka, Laot 2018) w pracy zespołowej poświęconej biografiom życia i działalności jedenastu pionierek oświaty dorosłych działających w drugiej połowie wieku XIX i pierwszej połowie wieku XX, w Belgii, Francji, Stanach Zjednoczonych, Szwajcarii, Wielkiej Brytanii oraz Polsce. Artykuły zebrane w tej publikacji stanowią efekt wspólnej pracy seminaryjnej i zostały opracowane według uzgodnionej scheduły porządkowania materiałów źródłowych, zgodnie z podejściem metodologicznym określanym jako „zwrot biograficzny w badaniach historycznych”. Obejmuje trzy odsłony, charakteryzujące kolejno zdarzenia z życia Heleny Radlińskiej, następnie pokazujące społeczno-pedagogiczną wizję świata w jej ujęciu oraz zwracające uwagę na aktualność jej myśli społeczno-pedagogicznej.
    The article is a Polish translation of a text that was originally published in French in the collected edition dedicated to the life biographies and activities of eleven pioneering figures in the education of adults, who were active in the second half of the 19th and first half of the 20th centuries in Belgium, France, the United States, Switzerland, Great Britain, and Poland. The articles collected in this volume are the result of collaborative seminar work and were prepared according to a specific method of organizing source materials similar to the “biographical turn in historical research” methodology. It consists of three parts characterizing specific episodes from Helena Radlińska’s life and her socio-pedagogical vision of the world, emphasizing the topicality of her socio-pedagogical thought.
