The purpose of the article is to present the analysis of the influence of unemployment benefit on the duration of registered unemployment spells. The authors made a hypothesis that the very fact of receiving the benefit extends the job seeking time and determines the intensity of unemployment exit. The power of this influence varies depending on a subgroup the unemployed person belongs to. The study was conducted on the basis of data from the Poviat Labour Office in Sulecin. The data were collected as a part of the European Union project implementation. The analysis covered two periods of time – before and after Poland’s accession to the European Union and the subsequent changes in legal regulations concerning unemployment benefits. The authors observed separate cohorts of the unemployed registered in 2001 and 2005. The closing dates of the observations were: the end of 2003 and 2007, respectively. Also, the authors examined whether the EU projects implemented after 2004 had an effect on the length of the unemployment spells as well as on the intensity of the unemployment exit. The study confirmed the research hypotheses. The fact of claiming the unemployment benefit prolonged the unemployment spells in both periods of observation. The loss of the right to the benefit increased the probability of de-registration in each sub-group.

The aim of the article is to analyze the influence of time of unemployment benefit on the time of registered unemployment. In research were used a duration analysis methods (Kaplan-Meier estimator, Cox regression model). Analyses were conducted on the data from Local Labour Office (LLO) in Sulęcin. They were taken under the EU project. In the article will be verified the hypothesis: the fact and time of unemployment benefit lengthen the time of job finding, the strength of this influence is various in subgroups which were made according to the categories of unemployment features.

Opis:
Information inequalities for the minimax risk of sequential estimators are derived in the case where the loss is measured by the squared error of estimation plus a linear functional of the number of observations. The results are applied to construct minimax sequential estimators of: the failure rate in an exponential model with censored data, the expected proportion of uncensored observations in the proportional hazards model, the odds ratio in a binomial distribution and the expectation of exponential type random variables.

As a preliminary point, four longwalls, where inertisation of goafs using nitrogen was applied, have been characterised. Next, the issue concerning the unreliable Graham’s ratio values, which occur in certain ranges of its denominator value, were discussed. The reliability criterion of this indicator was also quoted. Afterwards, a basic statistical sample consisting of the results of chromatographic analyses of air samples taken from longwalls areas, where nitrogen inertisation was not applied and were classified by Graham’s ratio as samples safe from endogenous fire hazard was described. Then, the results of comparative analyses of the base sample with the concentrations of gases contained in air samples taken from the areas of the previously described four longwalls, which according to Graham’s ratio, were also safe from the endogenous fire were presented. Comparative analyses were performed before and after applying Graham’s ratio reliability criterion.

The introduction of the article presents the problem of interpreting the level of fire hazard basing on Graham’s ratio, which, in certain ranges of the value of its denominator, may be wrong. The range of credibility for the index is also discussed. The issue of nitrogen inertisation and its influence on the value of the discussed index is also addressed. To determine the influence, two statistical samples were set. They consisted of the results of precise chromatographic analyses of the air samples collected in the longwall areas which were not subjected to inertisation and in the areas where nitrogen was applied as the inert gas. Then, with Student’s t-test, there was conducted a comparative analysis of both groups with regard to the equality of the average concentrations of gases emitted in the coal self-heating process. At the end, there were developed criteria for the application of Graham’s ratio for the air samples of the increased content of nitrogen, which, according to the discussed index, did not indicate the occurrence of an endogenous fire hazard.

W artykule przedstawiono podejście do rozpoznania stanu zagrożenia pożarowego w rejonach ścian zawałowych oparte o wskaźnik Grahama i wskaźnik WSS. Jako przykład podano tu trzy typowe przypadki – normalnego ruchu ściany, ściany prowadzonej w warunkach podwyższonego stanu zagrożenia pożarowego oraz otamowanego rejonu ściany, po wystąpieniu bardzo wysokiego stanu zagrożenia pożarowego. Dla tych przypadków zaprezentowano wyniki precyzyjnych analiz chromatograficznych próbek powietrza według czasu ich pobrania oraz wyliczone wartości wskaźnika Grahama (z uwzględnieniem, czy znajduje się w przedziale wiarygodności) i stopień wskaźnika WSS. Omówiono również sposób opracowania wskaźników WSS–1, WSS–2, WSS–3, WSS–4, WSS–5, WSS–6 i WSS–7 oraz przedstawiono jak interpretuje się stan zagrożenia pożarowego przy pomocy tych wskaźników.
The article presents the approach to recognizing the state of fire hazard in the areas of hard coal longwalls based on the Graham’s ratio and WSS index. As an example, three typical cases are given - normal longwall working, a longwall under conditions of increased fire hazard and an enclosed longwall area with very high fire hazard. For these cases, the results of precise chromatographic analyzes of air samples according to the time of their collection were presented, as well as the calculated values of the Graham’s ratio (including its reliability range) and the degree of the WSS index. The method of developing WSS–1, WSS–2, WSS–3, WSS–4, WSS–5, WSS–6 i WSS–7 indices was also presented and how fire risk is interpreted using these indicators.
