Opis:
Natural hazards are frequently causing disturbances for different types of infrastructures, in particular for transport systems. Flooding and storm are considered as major threats to these systems. Based on examples of natural hazards’ impact on roads, possible approaches of vulnerability assessment are described. In order to reduce the threats resulting from natural hazards on road transport, appropriate technical countermeasures to increase resilience and robustness for continuous road safety and mobility are necessary. Moreover, the behaviour of the driver is also an important factor to avoid accidents in case of specific weather conditions. Autonomous driving may support a reduction of accidents in the future and, in particular, necessary evacuation processes in cases of wildfires or hurricanes.

Weather-related hazards are already among the factors most frequently causing disturbances for railways. Flooding and storm are considered major threats to the system. Climate change might in the long run produce new kinds of hazards and threats to the railway system, but the climate change will principally involve a strengthening of the already known threats, in terms of increased frequency as well as increased intensity. Based on examples of natural hazards’ impact on railways, possible approaches of vulnerability assessment are described which could also address potential consequences of climate change. In order to reduce the effects of weather hazards technical countermeasures are necessary, but also an appropriate risk management as, e.g., required for flooding in the European Union.

The aim of the study was to determine an effective variant of operation of the Golina polder to reduce flood hazard in the Warta River valley. We implemented a trial-and-error method for the development of computational variants. Our approach was based on staged analyses of alternatives, which took into account different locations and parameters of the inlet and outlet-controlling structures. Various control scenarios for flooding and draining the polder were also considered. A hybrid hydrodynamic model consisting of a 1D part for the main river area and a 2D part for the polder area was used for calculations. The model was built based on a digital elevation model (1 m resolution) and channel sections of the Warta River. The calibration was based on data collected during the flood in 2010 from the water gauge Sławsk (located directly at the Warta River) and water surface elevation measurements carried out in the polder area. Alternatives in subsequent stages were determined based on the results of previous stages, as well as experiences from the 2010 flood and consultations with the Regional Water Management Board in Poznań. The performance of the alternatives was evaluated according to six criteria that described the effectiveness of the polder operation in terms of its practical use and effectiveness in reducing flood hazard. The results showed that our approach made it possible to identify an effective variant of polder operation. Additional calculations were also performed to determine the magnitude of flows for which flooding of the polder should be considered to reduce downstream flooding.

This report extends a control systems or cybernetic model of behavior to the behavior of groups of many individuals - organizations and institutions - operating together with technology as complex sociotechnical (ST) systems. The premise is that the level of quality in performance of a complex ST system is predicated upon the degree to which its organizational design incorporates elements of a closed-loop behavioral control system: control goals and objectives, sensory receptors, sensory feedback, learning and memory, effectors, and sensory feedback control. From a control systems perspective, ergonomics is essential to effective organizational self-regulation. If working conditions are poorly designed, work performance and safety and quality outcomes cannot be closely controlled. Conversely, as shown by field evidence, good design promotes synergism between ergonomics, safety, and quality as a closed-loop consequence of effective employee and organizational self-control of system performance, safety, and quality.

The Tactical Aircraft Operating System (a system for tactical aircraft operational usage) constitutes the main research area of this paper. The authors present this system via an innovative model for an anthropotechnical system in the format of an aggregated analysis domain. This model constitutes a detailed explication of a fragment of the existing Tactical Air Force System metamodel at the level that concerns tactical aircraft operation systems. The aggregated analysis domain for tactical aircraft operations is built on seven single-analysis domain, each of which includes a series of processes, operations and events, related to the airman’s aviation activities cycle, what happens during an air mission and when an aircraft operating cycle is carried out. The subsequent individual analysis domains are connected to each other by an airman-aircraft anthropotechnical pair. The introduced method of modelling the Tactical Aircraft Operating System ensures the desired generality, comprehensiveness, coherence and transparency of such a model, which allows for its implementation in various types of tactical aircraft and tactical air force bases. In principle, within the presented considerations, the model is described in relation to a single aircraft operating cycle, which is carried out by one airman during a single air mission. However, the authors have taken care when creating this model structure, so that its implementation in more complex aircraft operating cycles (more than one aircraft and one airman) is possible. Apart from the analysis domains (“before take-off”, “departure”, “air task”, “arrival”, “after landing”), which are closely related to the essential aircraft operations, the model also includes the analysis domains associated with air mission preparations and summaries. The model for the Tactical Aircraft Operating System is described by the authors in textual form, as well as in tabular form. The presented concept constitutes an attempt to formally notate the Tactical Aircraft Operating System model, in which each of the individual analysis domains can be treated as an area of interest for hazard risk management processes within the Tactical Air Force System.

For many years motivation systems for the top managers in a lot of countries haven’t rewarded reducing the risk at financial institutions, but supported inclination to hazard enabling high dynamic of profit and in consequence growth of share value. The main care of management was how to achieve the greatest value in the shortest time. Owners and supervisory boards underestimated risk of loss, bankruptcy risk and loss of capital. Applied motivation systems for the top management of banks during the last fi nancial crisis subprime were unquestionable one of crisis acceleration cause. The paper presents some problems of managers moral hazard, infl uence of motivation systems on the crisis eruption, case studies of the biggest executive compensations and possible solution in the future.

We investigate the problem of setting revenue sharing rules in a team production environment with a principal and two agents. We assume that the project output is binary and that the principal can observe the level of agents' actual effort, but does not know the production function. Identifying conditions that ensure the eficiency of the revenue sharing rule, we show that the rule of equal percentage markups can lead to inflation of project costs. This result provides an explanation for project cost overruns other than untruthful cost reporting.

Opis:
The multirole F-16 is the most advanced aircraft in the Polish Air Forces. It has been equipped with the very modern, sophisticated and advanced turbofan engine F100-PW-229. Due to the fact, that there is only one engine, its reliability, durability efficiency and performance are the crucial factors for the safety reasons. In the article authors researched maintenance system of the F100 turbofan engines, which are built on the multirole F-16 aircraft. For the study purposes F100 maintenance system model has been created. From this model, the main analysis domain was derived, comprising “Major engine objects discrepancies removal” process. Considering such an analysis domain, on the basis of the schematic diagram of the hazard identification process, authors presented the following procedures: tools preparation for the hazard sources identification, hazard sources identification, hazard sources grouping and hazards formulation. The main goal of this article was to provide hazard identification process results as hazard specifications, which include: a group of hazard sources, hazards formulation and the most probable/predictable consequences, severities and losses/harms of the hazard activation.

Purpose: The primary purpose of the paper is to present the authors' own model of a temperature controlled warehouse management model. The detailed objectives of the paper is to review literature and normative acts on the subject matter and to develope a warehouse scheme as a system which provides the basis for modelling. Design/methodology/approach: Qualitative methods of input data collection were used to build a temperature controlled warehouse management model. The data included was based on observation of the environment, auditors' experience in quality management systems, desk research, as well as an analysis of literature on the subject matter and a conceptual framework. Findings: The model of warehouse management with temperature control takes into account static and dynamic factors resulting from the specificity of the storage process. Originality/value: The designed temperature controlled warehouse safety management model, which applies to a warehouse where food products are stored, takes organisational, legal and technical aspects into account. The model takes into account the hazards which can affect both kinds of the presented aspects (organisational, legal and technical), which is an essential part of the model.

The study analyses the dynamics of public debate surrounding the issue of maidan [stray] dog population control strategies in Moldavia and Romania. The comparison takes as its point of reference two episodes of moral panic and discusses the applicability of the theoretical models of moral panic, risk and hazard society. Following the work of Bruno Latour, Mary Douglas, Phil Macnaghten and John Urry, the study distinguishes between the conceptualization of strays dogs (as hybrids) in terms of nature, and their conceptualization in terms of culture. It argues that the stabilization in terms of nature is more suitable to be addressed by the theoretical models of risk and hazard society, whilst the stabilization in terms of culture pertains to the theoretical model of moral panic instead.

The publication presents a risk map for a selected organization concerning external hazards, i.e. those whose source is not derived from the internal conditions of the functioning of the organization. To this end, a risk management process was carried out, consisting in the identification of hazards, their analysis, risk assessment, and risk response. The risk map shows a visual presentation of these hazards together with the defined risk level. This map is used to identify hazard zones within the examined organization, serving as a database also for all entities interested in the business activity of the organization, the entities neighboring the facility, or private persons. Furthermore, this tool is particularly useful for local government administration units for the purpose of proper crisis management within the administered area. The risk map is also used to identify internal risk areas in the organization.

The catering industry is developing rapidly in China. Statistics in 2002 indicated that there were over 3.5 million dining places in China, hiring over 18 million people. However, the accident rate was high. Occupational health and safety (OHS) has to be watched more carefully. It is proposed to develop an OHS management system for the catering industry and to integrate it with an ongoing management system by referring to OHSAS 18001:1999. The first step is risk identification and evaluating the major factors concerned by referring to the codes in China, the list of occupational diseases, operation rules, requirements of the law, and records of past incidents. The technological aspect has to be considered in working out the safety strategies. This includes technical measures in accident prevention at the workplace. The kitchen is the main area to be focused on. Methods for hazard identification and risk assessment of dangerous factors in kitchens are proposed in this paper.
