Opis:
The article presents the basic legal problems related to the implementation and legislation of the European Green Deal in Poland. The assessment was made through the prism of previous experience, including on greening policy, as well as contemporary challenges of agricultural law. Selected elements of the European Green Deal were analyzed and the possibility of their effective implementation in Polish agriculture was assessed. The legislative challenges faced by the Polish legislator in terms of fairly free possibilities of shaping the details of legal instruments enabling climate and environmental protection were also identified.

Opis:
This paper aims at identification of environmental initiatives and measures that affect maritime ports. The first part of the article describes the trend and drivers towards application of environmental measures in port sector. The second part describes the application of environmental measures and social elements at Port of Koper and analyses the main fields of environmental development. The Port of Koper can be used as the case platform for other similar and equally sized ports in the region, therefore a six pillar environmental with a social pillar platform is presented. The study results could help port management to define a scenario for a faster introduction of environmental and social objectives and measures in order to follow sustainable development and position itself in the future green and sustainable supply chains.
Artykuł ma na celu identyfikację inicjatyw i działań, które mają wpływ na środowisko portów morskich. Pierwsza część artykułu opisuje trend i działania podejmowane w kierunku ochrony środowiska w sektorze portowym. Druga część opisuje przykład portu Koper, analizując wprowadzane rozwiązania odnoszące się do aspektów społecznych i środowiskowych. Koper stanowić może punkt odniesienia dla innych portów w regionie Adriatyku o porównywalnej wielkości, dlatego wyznaczono składający się z 6 elementów model środowiskowy, uwzględniając także uwarunkowania społeczne. Wyniki badań mogą pomóc w zarządzaniu portami, określając wzorcowy scenariusz dla szybszego wdrażania celów i działań tak środowiskowych, jak społecznych, zgodnych ze zrównoważonym rozwojem.

This article examines the significance of green industrial policy in advancing the hydrogen economy within the European Union, and explores how hydrogen, as a versatile energy carrier, offers a solution for decarbonising sectors where emission reduction is both urgent and challenging. The evolution of the hydrogen economy, from its initial concept linked to nuclear power to its current association with renewable energy sources, is outlined, emphasising its potential to reduce carbon emissions and its growing significance in the EU's energy mix. First, the author discusses the strategic planning in economic policy and then delves into the concept of green industrial policy, its theoretical underpinnings, and empirical evidence from the EU. The focus then shifts to the EU's hydrogen strategy, including its objectives and critical actions for developing the hydrogen economy. The article discusses the role of hydrogen in the EU's green industrial policy, specifically in energy, transportation, and heavy industry sectors, and the efforts to increase the use of renewable hydrogen. The conclusion highlights the multifaceted functions of green industrial policy in addressing market failures, fostering new pathways, and disrupting the old ones, and how the EU's approach to developing ahydrogen economy exemplifies this policy. The research, confined to 2019-2023, provides insights into integrating environmental considerations in industrial policy, suggesting that the EU's strategy and policy serve as a model approach in this domain.
W artykule omówiono znaczenie zielonej polityki przemysłowej w rozwoju gospodarki wodorowej w Unii Europejskiej. Przedstawiono, w jaki sposób wodór, jako wszechstronny nośnik energii, może stanowić odpowiedź na potrzebę dekarbonizacji sektorów, w których redukcja emisji jest kwestią problematyczną i jednocześnie priorytetową. Przedstawiono ewolucję gospodarki wodorowej, od jej początkowej koncepcji związanej z energią jądrową do jej obecnego powiązania z odnawialnymi źródłami energii, podkreślając jej potencjał w redukcji emisji dwutlenku węgla i wpływ na zmiany w strukturze zużycia energii w UE. Struktura artykułu obejmuje omówienie planowania strategicznego w polityce ekonomicznej, a kolejno przedstawienie koncepcji zielonej polityki przemysłowej, jej podstaw teoretycznych i przykładów zastosowania w Unii Europejskiej. Następnie skoncentrowano się na unijnej strategii wodorowej, w tym na jej celach i kluczowych działaniach na rzecz rozwoju gospodarki wodorowej. Omówiono rolę wodoru w unijnej zielonej polityce przemysłowej, w szczególności w sektorach energii, transportu i przemysłu ciężkiego, a także przedstawiono wysiłki na rzecz zwiększenia produkcji i wykorzystania wodoru odnawialnego. W podsumowaniu podkreślono wieloaspektowe funkcje zielonej polityki przemysłowej w eliminowaniu niedoskonałości rynku, wspieraniu nowych i modyfikowaniu dotychczasowych kierunków rozwoju gospodarczego. Badanie, ograniczone do okresu 2019-2023, zapewnia wgląd w integrację zagadnień środowiskowych z polityką przemysłową, sugerując, że strategia i polityka UE mogą służyć jako modelowe podejście w tym obszarze rozważań.

The article considers the essence of "green" investment, the current state of the investment policy of Ukraine and the main trends in this area abroad. The study analyses the peculiarities of "green" investments promoting in investment policy and proposes a structural approach to building "green" investment policy.
В статье рассмотренa сущность «зеленых» инвестиций, исследовано современное состояние инвестиционной политики Украины и основные тенденции в этой сфере за рубежом, проанализированы особенности внедрения «зеленых» инвестиций в инвестиционную политику государства и предложен структурный подход к развитию «зеленой» инвестиционной политики.

The aim of this paper is to clarify the concept of sustainable industrial development and present the results of a study on the progress in achieving goals in this field adopted by the United Nations (UN) in 2015. The research covered the Czech and Polish economies in the period 2000–2018. Under the United Nations 2030 Agenda for Sustainable Development, the need to promote inclusive and sustainable industrialisation was identified. In the context of sustainable industrial development, it is emphasised that it should encourage a competitive economy, create employment, and protect the environment by efficiently utilising non‑renewable resources. To assess this phenomenon in the analysed economies, indicators identified by the UN under SDG9 were used.
Celem artykułu jest wyjaśnienie koncepcji zrównoważonego rozwoju przemysłowego i przedstawienie wyników badania w zakresie postępów w osiąganiu celów w tej dziedzinie przyjętych przez Organizację Narodów Zjednoczonych (ONZ) w 2015 r. Analiza dotyczy czeskiej i polskiej gospodarki w okresie 2000–2018. Zgodnie z Agendą ONZ na rzecz Zrównoważonego Rozwoju 2030 zidentyfikowano także potrzebę promowania inkluzywnej i zrównoważonej industrializacji. W kontekście zrównoważonego rozwoju przemysłowego podkreśla się, że powinien on wspierać konkurencyjną gospodarkę, tworzyć miejsca pracy i chronić środowisko poprzez efektywne wykorzystanie zasobów nieodnawialnych. W celu oceny tego zjawiska w analizowanych gospodarkach wykorzystano wskaźniki zidentyfikowane przez ONZ w ramach SDG 9.

The article discusses the main assumptions of the functioning of the Smart Village concept in the context of sustainable development. The functioning of this concept was assessed through the prism of the experiences of other European countries. An analysis of the possibility of introducing regulations regarding Smart Village into the Polish legal system was also carried out. This paper covers the current state of maritime oil transportation in the Baltic Sea and the development of oil transportation in the 2000s, as well as estimations of transported oil volumes in 2020 and 2030 in the Gulf of Finland. The scenarios were formulated on the basis of a current state analysis, energy and transportation strategies and scenarios and expert assessments. The study showed that the volumes of oil transportation in the Gulf of Finland will increase only moderately compared to the current status: 9.5-33.8 %, depending on the scenario. Green energy policy favours renewable energy sources, which can be seen in the smaller volumes of transported oil in the 2030 scenarios compared to the 2020 scenarios. In the Slow development 2020 scenario, oil transport volumes for 2020 are expected to be 170.6 Mt (million tonnes), in the Average development 2020 187.1 Mt and in the Strong development 2020 201.5 Mt. The corresponding oil volumes for the 2030 scenarios were 165 Mt for the Stagnating development 2030 scenario, 177.5 Mt for the Towards a greener society 2030 scenario and 169.5 Mt in the Decarbonising society 2030 scenario.

Multifunctional allotment gardens are an important part of the green infrastructure of cities. In spite of this, they are given little attention in the plans and policies of cities. One of the major threats to the existence of allotment gardens within the spatial structure of cities is the pressure of investment, which results from an underestimation of the role of gardens. The task of preserving allotment gardens in the ecosystems of cities rests with the local spatial planning. Urban spatial policy towards allotment gardening is exemplified by the case study of Poznan. The bases for the analysis include the study of the conditions and directions of spatial planning, as the spatial policy document that sets forth the city and local spatial development plans, which are Acts of local laws.
