Opis:
The article presents selected issues related to building the institutional capacity of Polish cities in light of contemporary challenges in the field of urban renewal and improving the quality of urban space based on attracting human, social and creative capital. The research purpose is the identification and characterization of the main features and problems of the functioning of the urban institutional system in Polish realities, in which the integrated territorial approach, participation and effective implementation of learning processes should constitute the essential elements of the innovative institutional potential of urbanized units. One of the important research findings presented in the article is the statement that strengthening the institutional capacity of Polish cities by building different organizational forms, characterized by decentralization, multifaceted management, networking, innovation, creativity and an eco-friendly approach, sets the framework for a new urbanity.
W artykule przedstawiono wybrane zagadnienia dotyczące budowania zdolności instytucjonalnej polskich miast w świetle współczesnych wyzwań w zakresie odnowy miast oraz poprawy jakości przestrzeni miejskiej opartej na atrakcyjnym kapitale ludzkim, społecznym i kreatywnym. Celem badawczym jest identyfikacja i charakterystyka głównych cech i problemów funkcjonowania miejskiego systemu instytucjonalnego w polskich realiach, w którym zintegrowane podejście terytorialne, partycypacja oraz skuteczna implementacja procesów uczenia się stanowić powinny zasadnicze elementy innowacyjnego potencjału instytucjonalnego jednostek zurbanizowanych. Jednym z istotnych wniosków badawczych zaprezentowanych w artykule jest stwierdzenie, iż wzmocnienie zdolności in stytucjonalnej polskich miast poprzez budowanie odmiennych form organizacyjnych, charakteryzujących się decentralizacją, wielopłaszczyznowym zarządzaniem, usieciowieniem, innowacyjnością, kreatywnością i podejściem eco-friendly, wyznacza ramy nowej miejskości.

Since the global financial crisis of 2008 commentators and activists have been worried about enduring economic recession and the impact of declining incomes on the welfare of the poorest, via both rising unemployment and reduced government spending on social services. This paper examines this debate within the context of contemporary India and Pakistan by reviewing two high-level policy papers; one for India that focuses on the problem of making growth more inclusive and one for Pakistan that focuses on raising the growth rate. The two sampled policy papers are “From poverty to empowerment: India’s imperatives for jobs, growth and effective basic services” published by McKinsey Global Institute (MGI) in 2014 and Pakistan: Framework for Economic Growth’ published by the Planning Commission (PC) of Pakistan in 2011. Both organisations in general and these two policy papers in particular are concerned with more that stimulating debate and discussion; they are not just academic pieces, rather they actively seek to shape policy. This paper finds that these two policy documents have little practical relevance for policy makers. The reports provide a bewildering list of policy recommendations with no guidance for policymakers on how to prioritise between them. The reports draw on the simple idea of urging policymakers to identify and emulate best practice but fail to draw on lessons and history to gauge what did and what didn’t work elsewhere and why. The reports completely ignore issues of political economy; those constraints from the wider social structure on the choice of and the impact of policy. While the reports call for massive, complex and transformative government reforms, they make no reference to the weak and declining capacities of government in both India and Pakistan. In light of these problems this paper argues that policy guidance requires creative thinking structured around a deep understanding of the constraints (and opportunities) of political economy, state capacity, appropriate lessons and history. The careful discussion drawn from detailed context sensitive research by scholars such as Abhijit Banerjee and Ester Duflo provides a good starting point for thinking about policy.

Purpose: Management in local governments always depends on the budget possibilities of these entities. Local governments are obliged to perform many public tasks, but they do not always have adequate financial resources. The basic aim of the paper is to examine the management of the operational and investment activity of LGUs in Poland. Design/methodology/approach: The main objective of the study is to systematize the basic concepts and analytical indicators used to quantify the level of operational and investment activity of local governments. The research period covered the years 2012-2017. The paper attempts to verify the main research hypothesis: “The management of operating activity and investments in LGUs in Poland depends on the financial resources generated by these entities at the current and property level.” The main research hypothesis is complemented by 4 detailed hypotheses. The analysis covered in particular 7 groups of indices. Findings: The conducted preliminary and vertical analysis of the budget economy made it possible to indicate the major trends and directions of changes in incomes, budget expenditures and the financial result of the budgets of LGUs at the operational and property level in 2012-2017. Incomes and budget expenditures escalated over the period studied, although in 2015-2016, incomes grew faster than expenditures and, consequently, the budgets of LGUs in Poland showed a budget surplus. Management of operational and investment activity of LGUs is determined, among others, by their financial possibilities and development potential. Unfortunately, after 2015, both the operational and total potential for the development decreased in the units studied. In 2016, the units implemented very moderate investment policies, even though their capability of self-financing was quite high. The revival of the investment activity occurred in 2017. Research limitations/implications: It is possible to continue the research in the following years. Practical implications: It is possible use of research by public sector entities. Social implications: Information on managing operational and investment activities of local government units in Poland. Originality/value: A synthetic approach to the management of operational and investment activities of LGUs in Poland in a selected period of time.

Development of local self-government institutions, positive dynamics of local development through the level of public capacity. Demographic capacity is part of the overall capacity of the local community. Demographic capacity is seen here as the ability of a local community to demonstrate a positive level of demonstration - one that allows communities to function smoothly, to have a resource program that provides a quality level of services to live in communities. The article presents an analysis of the current state of demographic processes in Ukraine and European countries. Insufficient demographic capacity in Ukrainian territorial communities is a consequence, first of all, of negative transformational societies, state institutions and local self-government institutions. Restoration of the demographic balance in Ukrainian communities depends on the nation of positive changes in the socio-economic and political spheres. Take care of your health, feel positive, give birth to children more than residents of those communities that have managed to achieve such positive changes and improve living standards. Theoretical and methodological basic research is the scientific works of foreign and domestic scientists on selected issues. Dialectical, systemic and structural methods of analysis and generalization are applied. The main goal of the article is to analyze and systematize the theoretical and methodological approaches to defining the concept of demographic capacity of the community. The task of the article is to study the trends and patterns of the current situation and identify opportunities and mechanisms to ensure demographic capacity.
