    RESEARCH OBJECTIVE: The objective of the article is to define the conceptual framework of the contemporary governmental system and its style of functionality to strengthen democratic values, norms, and the rule of law. The purpose of the article is to elaborate governance that shares state power to facilitate the democratic rights of the people in the contemporary world. THE RESEARCH PROBLEM AND METHODS: This article aims to analyse the power and governance in the current structure of democracy. The article evaluates the dynamics of contemporary democracy and how the government shapes the power for better governance. Future research highlights the conceptual framework of the qualitative approach and relies on discourse analysis to find out the outcomes of this study. The study uses a theoretical approach to examine contemporary governance, different approaches and how to build socio-political cooperation. THE PROCESS OF ARGUMENTATION: It discusses various aspects of modern democracy in the context of the governability of those who hold power. Furthermore, the article argues how the states are shaping modern democracy. How a new political order pioneers the norms of the state through its governance. What is the legitimate principle of the work for the new political order? RESEARCH RESULTS: As a result, the article tries to find out that modern democracy is running under a populist government in various countries in the world. The emergence of ultra-right-wing power groups diminished the norms of liberal democracy. CONCLUSIONS, INNOVATIONS, AND RECOMMENDATIONS: The article highlights the points as a conclusion of democracy facing many challenges in the new populist governance worldwide. The contemporary global communities are trying to make governance for peace, prosperity, and respect for the humanities but and on the other hand, international communities are failed in some places i. e. Afghanistan. This discussion recommends about international communities to create an environment for cooperation among different nationstates to make an international partnership for the establishment of peace, cooperation for the well‑being of the people, and stop conflicts and recurring wars.

    In 1990 the Pridnestrovian Moldavian Republic seceded from Moldavia which was then a part of the USSR. Since that time the legal status of the region has remained unclear and not fully explicit. Today, despite the fact that a quarter of the century has passed since its creation, the Republic remains a de facto state, as it has not been recognised by the international community. Under international law, Transnistria is treated as a Moldavian autonomous region having a special status. From the perspective of the theory of state and constitutional law it undoubtedly possesses all the attributes of statehood. This paper is a consecutive publication of the series of papers constituting a wider research into Transnistria’s legal status. It aims at analysing its binding basic law and the assumptions of its constitutional system. It particularly characterizes the shape and makes exegesis of the content of the independent Transnistria’s constitution of 1995, which has been revised several times and is still in force. The further parts of the article have been dedicated to (i) the origin of the fi rst Constitution of independent Transnistria of 1991, which was in force for only four years; (ii) the adoption and development of the presently binding Constitution of 1995; (iii) the general and detailed systematics of this act; and (iv) the constitutional solutions implemented in its present text edition. First and foremost the results of this research contribute to the determination of the present assumptions of Transnistria’s constitutional system, its catalogue of fundamental principles, human rights and freedoms, the system of the supreme state authorities and the form of government. Moreover, it enables to estimate the eff ectiveness of Transnistria’s constitutional mechanisms in their practical functioning. Thus it allows to determine the region’s legal status more precisely.

    The article analyses the characteristics of the Polish constitution and government since 1989. This study empirically discusses the dynamics of the constitutional framework and Polish political system in the light of the outcomes of the parliamentary elections and the formation of the government in the Republic of Poland. The article describes Samuel P Huntington‘ s theoretical-speculative theory as the primary level of political development in Poland. According to Samuel P Huntington, between 1989 and 1990, several countries from Central, Eastern and Southern Europe moved from totalitarian rule to the democratic forms of government. The constitution was formulated according to the rule of the law and is based on democratic norms. This democratic revolution is probably the most important political trend and Poland was also affected by this wave of democratisation in 1989. The main purpose of this study is to describe the political transformation which is resulted in the democratic government. How does Poland establish the rule of law and a sustainable popular government that follows constitutional norms? The result of this article is that the political parties, creating the opposition in parliament, must propose a new strategy of behaviour in such circumstances, in particular by tackling the compromise of a democratic system on the basis of the Constitution of 1997, e.g. distribution of powers, elections, party politics, the position of the Constitutional Court and functioning of the judiciary in the country.
    W artykule dokonano analizy charakterystyki polskiej Konstytucji i rządu od 1989 r. W artykule omówiono empirycznie dynamikę ustroju konstytucyjnego i polskiego systemu politycznego w świetle wyników wyborów parlamentarnych i formowania się rządu w RP. Artykuł opisuje teorię spekulacyjną Samuela P. Huntingtona jako podstawowy poziom rozwoju politycznego w Polsce. Według Samuela P. Huntingtona w latach 1989–1990 kilka państw Europy Środkowej, Wschodniej i Południowej przeszło od rządów totalitarnych do demokratycznych form rządów. Konstytucja została sformułowana zgodnie z rządami prawa i opiera się na normach demokratycznych. Ta demokratyczna rewolucja jest prawdopodobnie najważniejszym nurtem politycznym, a Polska została dotknięta tą falą demokratyzacji w 1989 r. Głównym celem niniejszego opracowania jest opisanie transformacji ustrojowej, której efektem są demokratyczne rządy. W jaki sposób Polska ustanawia rządy prawa i trwały rząd ludowy przestrzegający norm konstytucyjnych? Wynikiem niniejszego artykułu jest to, że partie polityczne, tworząc opozycję w parlamencie, muszą zaproponować nową strategię postępowania, w szczególności poprzez zmierzenie się z kompromisem systemu demokratycznego w oparciu o Konstytucję z 1997 r., m.in. podział władzy, wybory, polityka partyjna, pozycja Trybunału Konstytucyjnego i funkcjonowanie sądownictwa w państwie.

    Obecny status prawny Naddniestrza nie jest jednoznaczny, a jego ocena w kontekście posiadania odrębnej państwowości stanowi przedmiot sporów badaczy zajmujących się problematyką teorii państwa, prawa międzynarodowego, stosunków międzynarodowych i nauk politycznych. Niniejsze opracowanie stanowi pewien początkowy etap badań nad statusem prawnym ziem naddniestrzańskich i ma na celu wywiedzenie genezy ustrojowej regionu. Stanowi cząstkowe wyniki szerzej zakrojonych badań nad statusem Naddniestrza, które z pewnością przyczynią się do wiarygodnych wniosków w tym zakresie w późniejszych stadiach badawczych. Przedmiotem opracowania jest analiza historyczna początków kształtowania się narodu, a później również państwa na ziemiach naddniestrzańskich, sięgająca czasów staro- żytnych, ewoluująca w okresie średniowiecza, poprzez przynależność tych terenów do Rusi Kijowskiej, później zaś do państwa mołdawskiego oraz częściowo również do Korony Polskiej. Analiza obejmuje ponadto badanie statusu tych ziem w okresie dominacji tureckiej i rosyjskiej. Szczególnie ważnym okresem dla kształtowania się państwowości regionu bez wątpienia pozostaje wiek XX i XXI oraz jego historia najnowsza, zwłaszcza proces tworzenia i ewolucja niepodległego państwa, które po 25 latach istnienia wciąż plasuje się wśród nielicznych tworów powszechnie nieuznawanych przez społeczność międzynarodową.
    Nowadays the legal status of Transnistria neither seems to be obvious nor distinctly determined, and its estimation in the context of the region’s statehood has been a subject of disputes of the theorists of state, international lawyers, experts in international relations and political sciences. The hereby paper is a starting phase of the research over the region’s legal status and aims at deriving the genesis of Transnistria’s government and politics. It is the fragmentary result of a wider research over Transdniester’s status, which will by all means contribute to the reliable conclusions in this scope on the further re- search stages. The subject of the work is the historical analysis of the beginnings of shaping the nation and later also a state in Transnistria, dating back to the Ancient Times, through the Middle Ages, including its belonging to Kievan Rus’, later to the Moldavian state, and partly also to the Polish Crown. The analysis also contains the examining of its status during the Turkish and Russian dominations. 20 th and 21 st centuries, being its newest history, are undoubtedly particularly important periods of Transnistria’s political history, especially the process of forming and development of the independent state which, despite existing for over 25 years, is still placed among a group of few creatures unrecognized by the international community.

    The legal status of the independent Pridnestrovian Moldavian Republic, which in 1990 seceded from Moldavia being then a part of the USSR, still remains unclear.     Status prawny niepodległej Naddniestrzańskiej Republiki Mołdawskiej, która w 1990 roku dokonała secesji od Mołdawii, będącej wówczas jeszcze w składzie ZSRR, wciąż pozostaje niejasny. Mimo że od chwili jej powstania minęło już ponad ćwierć wieku, jest państwem faktycznym, gdyż dotąd nie zostało uznane przez społeczność międzynarodową. W świetle prawa międzynarodowego Naddniestrze jest traktowane jako jednostka autonomiczna Mołdawii o statusie specjalnym. Niniejsze opracowanie stanowi kolejną publikację z serii szerzej zakrojonych badań nad statusem prawnym Naddniestrza. Zawiera cząstkowe wyniki ich następnego etapu, mającego na celu analizę obecnie obowiązującej naddniestrzańskiej ustawy zasadniczej i założeń systemu konstytucyjnego. Przedmiotem opracowania jest kształt i treść konstytucji niepodległego Naddniestrza z 1995 roku, która była wielokrotnie nowelizowana i obowiązuje do dziś. Wyniki tych badań stanowią przyczynek umożliwiający bardziej precyzyjne określenie statusu prawnego regionu.

    Corruption is a persistent problem, especially in the developing world, posing significant obstacles to national development. This paper provides an overview of corruption, its causes, and strategies to address it. Stakeholders, including academics, development practitioners, international and UN agencies, as well as governments, must recognize the urgency of collaboration to combat corruption. This is an opinion paper based on desktop research. It will give an idea how severe corruption is particularly in the poor developing countries.

    The authors have tried to analyse the ethnolpolitical relations in Ukraine Turing the independence period. The Ukrainian past as a poly-ethnic country has been stressed. Specific flaws of legislation concerning ethnical communities have been discussed. The authors claim that the country should minimalise the ethno-political dangers towards the social stability. This issue should have priority among other ethno-political priorities
