Opis:
One of the questions to be addressed in public relations is that of how to measure the stakeholders’ perceptions of an organization. This paper applies this debate to government public relations: it analyzes public perceptions of the Spanish national government performance and its im- plications for governmental public relations. Results of a regression analysis show that in assessing governments, citizens are not only influenced by ideology but they also look at environmental conditions; other public policies (such as education and employment) load higher than economy in explain- ing overall government performance; and evaluation of different public policies shows that citizens attribute responsibilities exonerating the government from what they think is not of its responsibility or is out of its control. Based on these results, this research finally highlights the importance of understanding what drives the public image of governments and deals with some implications in the conceptualization and practice of government public relations.

The paper is a contribution to the in-depth research on the Russian local selfgovernment. The Author describes the process of formation and constitutional position of local self-government in the Russian Federation. He emphasizes that the process, at its initial stage at present, is related to the ongoing administrative reforms of the country and the creation of a single and effectively enforced nationwide legal area. He indicates the dilemmas both in the area of the material basis of existence of local self-government and its competences. The Author determines stages of self-government formation. Basing on normative solutions, he presents tasks of the Russian local self-government, its structure and authorities. He pays particular attention to the forms of citizens' direct participation in the management of local affairs.

The Internet is changing not only the functioning of the commercial media, but also local government media (issued, created by local governments, understood as offices, and not social organizations, local, etc.). The opportunity has arisen for municipalities to expand their communication with residents, tourists, investors through publications on their websites. They need to adapt to network media. To do this, local governments are creating their own editorial teams to prepare content to meet the needs of their customers, who are increasingly using mobile devices. Based on my own research I have tried to identify the environment of the media of local governments, what content they prefer (agenda topics), the tasks to be fulfilled by a municipal, urban contemporary website, and who creates it. An important element is preparing media for mobile devices, the use of which has a strong upward trend.

In the article two main issues are depicted: the evaluation of activities of voyts, mayors and also the evaluation of local government activities. In a research conducted from the end of 2018 until the beginning of 2019 we decided to verify 3 hypotheses. First one was: confidence towards the local government results from positive evaluations of voyts and mayors activities. The results were compared with the data from previous research. The second hypothesis assumes, that positive evaluation of local government activities is not connected to the activities of single executive body, but is connected to how the whole system of local government works. Third one, however, assumes that local government on the level of voivodeship is rated lower than city (commune) government. Relatively high level of satisfaction about the activities of voyts and mayors, that were recorded in 2012 research not only remained but even increased. This is the factor that strengthens confidence in local government and favors their positive evaluation. Also voivodeship governments are positively evaluated by the surveyed, however, the level of satisfaction is lower than those of other local authorities.

This paper assesses the fiscal sustainability hypothesis for 10 Central and Eastern European countries (CEEC) between 1997 and 2019. The study adopts very recent panel econometric techniques which accounts for issues of structural breaks and cross-sectional dependence in the data generating process to examine the cointegration between government revenue and expenditures. Preliminary results show that revenues and expenditures do not have a long-run relationship and hence a rejection of the sustainability hypothesis. As a next step, we discriminate between structural and cyclical components of revenues and expenditures in order to place emphasis on the structural component. We argue that the structural component of fiscal variables represents the actual long term behaviour of the policymaker. Further results indicate that structural revenues and expenditures have a long-run relationship however with a slope coefficient less than unity which implies sustainability in the weaker sense. At that point, expenditures exceed revenues and if this continues for a long time the government may find it difficult to market its debts in the long run. This result suggests that the fiscal authorities in CEEC must therefore do more by taking long term actions to counteract the rising fiscal deficit problems.

This study was conducted with the general objective of investigating GePG users’ perceived support quality using a case study of the GePG system’s end-users. The study was conducted in Tanzania using a cross-sectional research design which employed a sample size of 102 respondents, who were administered a questionnaire survey to collect primary data, which was later analysed using Principal Components’ analysis, Descriptive Statistics, and Pearson’s Correlation. The findings revealed that end-users of the GePG system positively perceived the quality of the GePG system; based on PCA analysis findings, respondents were neutral with the quality of support from the GePG system support team, as they neither agreed nor disagreed, and the study found a negative weak correlation between satisfaction levels with the quality of support from GePG and end-users’ intention to continue using GePG’s payment services. Therefore, the study concluded that despite end-users’ positive perception of the quality of the GePG system based on ease “of use and responsiveness”, end-users of the GePG system were neutral on rating the quality of the support they were receiving from the GePG support team. Thus, the study recommended that to ensure the sustainability of the GePG system, more resources and efforts need to be directed into the support team of the system to clearly understand the end-users’ challenges.

The aim of the study is to show the mutual relations between the government administration and local government units in the conditions of the COVID-19 pandemic. The article uses the decision-making method in order to analyse the actions taken and the decision-making process. Discourse analysis is used to study the communication process between the government administration and local government administration. To analyse the legal acts adopted during the pandemic, an institutional and legal analysis was used. New, serious challenges related to the COVID-19 pandemic did not change the difficult, tense relations between the local government and the central administration, nor did they weaken the conflict between them. In the period of the epidemic, the current animosities, which had existed even before its outbreak, were reinforced. They were related to the dispute between the omnipotence of the state and decentralist tendencies. Additionally, new discrepancies, resulting from the consequences of the epidemic and radical actions taken in relation to it, arose.

The reviewer gets involved in a polemic with the authors of "The Economic and Professional Self-Government in the Political System of Poland" by Robert Kmieciak, Paweł Antkowiak, and Katarzyna Walkowiak. The editorial aspect of the work evokes a positive response, but the reviewer has doubts concerning the concepts presented by the authors, believing that the publication gathers and repeats ideas that have previously been discussed in the literature of the subject. What is more, the book does not take into account the literature which critically evaluates professional self-government. The authors use a definition of economic self-government that is inadequate in the 21st century, and they suggest entrusting the operation of the Commercial Register to the Chamber of Commerce, a solution which the reviewer perceives as possibly anachronistic.

Trust in self-government is crucial for the effectiveness of the realisation of public tasks vested in self-government units. This article elaborates on trust in an authority, including a local authority. The most important part of the study is an attempt to assess the level of confidence in self-government in Poland. This confidence was measured in three ways: by analysing the results of public opinion polls, by investigating the turnouts in local elections, and by examining the credit ratings received by local government units. Each of the tests showed a systematic increase in confidence since the restoration of self-government in Poland in 1990.
Zaufanie do samorządu terytorialnego ma kluczowe znaczenie dla skuteczności podejmowanych przez jego jednostki działań w zakresie realizowania przypisanych zadań publicznych. W niniejszym artykule podjęto rozważania na temat zaufania do władzy, w tym do władzy samorządowej. Najważniejszy element opracowania stanowi jednak próba oceny poziomu zaufania do samorządu terytorialnego w Polsce. Pomiaru dokonano na trzy sposoby, analizując wyniki badań opinii publicznej, badając kształtowanie się frekwencji w wyborach samorządowych, a także wnioskując o jego poziomie na podstawie ratingów kredytowych uzyskanych przez jednostki samorządu. Każde z badań pokazało systematyczny wzrost zaufania od momentu przywrócenia samorządu terytorialnego w Polsce.

In the postmodern era, Europe, including Poland, is strikingly characterised by the migration of citizens, caused among others by the process of European integration or globalisation, enhanced by the fact that territorial, transport and language barriers cease to exist. There are two types of migration: external (among countries) and internal (among regions or municipal units). The process mentioned, apart from all its positive aspects, may simultaneously lead to a weakening or even loss of local identity as well as social bonds on the local level. These two elements, however, are absolutely vital for the proper functioning of a local self-government community. The process of erosion of social bonds is also influenced by a consumerist and hedonist lifestyle. Therefore, a question arises about the future shape of the self-governmental community, which consists of all the inhabitants of a principal unit of administrative division of a country. Such a community with its territory constitutes the local self-government, which not only takes part in exercising public authority, but also as a result of the process of decentralising public authority, accomplishes an essential part of its objectives. Thus, the first element of the presentation will be introducing the political shape of the local self-government, set by the norms laid out in the constitution and the European Charter of Local Self-government, based on legal dogmatics and empirical method (analysis of the jurisdiction of the Constitutional Tribunal, the Supreme Court and the Supreme Administrative Court). Second, the presentation will attempt to verify the thesis concerning the level of threats for the future functioning of the institutions of the local self-government, caused by contemporary social, economic and cultural changes. A measurable factor verifying the thesis will consist in the analysis of the participation of the local communities in the direct way of exercising authority by the members of the self-governmental community, namely the attendance in local elections). A positive answer to the thesis formed may constitute a basis for de lege ferenda conclusions, concerning the shape of local self-government institutions in Poland.

Celem artykułu jest przybliżenie idei otwartych danych oraz poddanie analizie portali Open Government Data pod względem ich zaawansowania technicznego. Podstawą analizy jest klasyfikacja opracowana przez Timothy’ego Bernersa-Lee, która pozwala określić stopień zaawansowania portalu udostępniającego otwarte dane. Zwrócono także uwagę na koszty utrzymania tego typu portalu oraz spodziewane korzyści z jego uruchomienia. W podsumowaniu wskazano na społeczne efekty otwartości instytucji publicznych na obywateli, a także przedstawiono polskie lokalne inicjatywy w tym zakresie.
The aim of the article is to introduce the idea of open data and to review Open Government Data in terms of their technical advancement. The analysis is done on the basis of classification developed by Timothy Berners-Lee, which allows for specifying the degree of technical sophistication of portals sharing open data. The article also highlights the costs of maintaining this type of portals and expected benefits of their launch. In the summary social effects of openness of public institutions to citizens were indicated and Polish local initiatives in this respect were presented.
