Jeśli chcemy zatrzymać spadek udziału transportu kolejowego w rynku przewozu towarów, niewątpliwie należy postawić tezę, iż infrastruktura, jej parametry jakościowe, poziom pobieranych opłat za dostęp do tej infrastruktury - są instrumentami sprzyjającymi osiągnięciu tego celu. Natomiast realizacja celu zawartego w polityce transportowej Unii Europejskiej z 2011 roku, "że do 2030 roku 30% drogowego transportu towarów na odległościach większych niż 300 km należy przenieść na inne środki transportu, np. kolej lub transport wodny, zaś do 2050 powinno to być 50%"2, wymaga kolejnej tezy - mówiącej, że rola infrastruktury transportu kolejowego musi rosnąć. Niezbędnym warunkiem rozwoju przepływów produktów w czasie i przestrzeni w systemach logistycznych jest bowiem występowanie drożnej i rozwiniętej infrastruktury. Podstawą zaś każdego systemu logistycznego jest system transportowy: rozumiany w kontekście uporządkowanej całości wszystkich gałęzi transportu funkcjonujących na danym obszarze z wykorzystaniem infrastruktury. Autor w artykule wskazuje na rolę infrastruktury transportu kolejowego w rozwoju przewozów ładunków transportem kolejowym.
If one ponders how to reverse the trend of decreasing market share of railway transport, one has to propose a thesis that infrastructure, with its quality parameters and the fees charged for the access to this infrastructure, are the tools which can only facilitate the attainment of this goal. Furthermore, given the aims of the EU transport policy of 2011 - that by 2030, 30% of long-distance (over 300 km) road freight services must be shifted onto other modes of transport such as rail or water, and, by 2050 this value will have to increase to 50% - one needs to propose another thesis, namely that the role of rail transport infrastructure must systematically gain in importance. What preconditions undisturbed freight in time and space in logistic systems is the high efficiency and capacity of infrastructure. Obviously, transport system is the foundation of every logistic system. Transport system is here understood as a systematic entirety of all branches of transport which operate on a given area with the use infrastructure. The author of the article indicates the role of rail transport infrastructure in the development of freight transport by rail.

According to ADR rules certain self-reactive materials of the class 4.1 as well as organie peroxides of the class 5.2 require to be transported in so called controlled temperatures, with the use of cooled means of transport, for which the particular stipulations have been formulated. This paper is an attempt to answer the ąuestion whether the mentioned stipulations can be met by vehicles applied in other specialist transport domains (for example, for cooled food transportation) and an attempt to formulate assumptions for design (and equipment) of universal categories of isothermal cooled vehicles designed only for transportation of materials of the class 4.1 and 5.2 in controlled temperatures. The paper presents as follows: a concept of controlled and emergency temperatures being derivatives ofso called self-accelerating decomposition temperature(TSR) of materials of the class 4.1 and 5.2, requirements concerning vehicles for transport in controlled temperature(including methods designated from R l to R5), technical requirements concerning realization ofcooling in methods from Rl to R5 (referring to transport chamber controlled temperature). The summary presents ready and final technical solutions concerning transport of dangerous materials in controlled temperatures.

Transport plays an important role in national economies and impacts on economic development. The scale of the transportation of goods that may be dangerous to humans and the environment is expanding every year. Overall, transport is dangerous for the environment and road users, causing the increased emission of pollutants, accidents and traffic collisions. The rise in demand of basic materials, such as petrol and diesel, has led to a growth in the transport of dangerous goods, which in turn has increased the risk of road accidents. The research method used in this article involves an analysis of the inspection rates regarding the transport of dangerous goods by road in the EU and related legal documents.

Purpose: Transport has an impact on economic strength, product availability and the quality of life and attractiveness of urban areas. Transport has an impact on economic strength, product availability and the quality of life and attractiveness of urban areas. The aim of the article is to present the importance of freight transport and its nuisance from the point of view of a resident. Design/methodology/approach: The document contains an analysis of the literature on freight transport in cities. In addition, GUS data on the transport of goods in Poland were analyzed and surveys were conducted in which respondents assessed the impact of goods flows on their quality of life. Findings: During the literature search, a correlation was found between the transport of goods in the city and the functioning of the inhabitants. It turns out that residents largely generate the flow of goods themselves using on-demand deliveries. Originality/value The study presents the results of proprietary research addressed to residents in order to learn their opinions about the transport of goods and deliveries carried out in the city. In addition, the article, based on the available statistical data, proves the relationship between the development of the e-commerce industry and the transport of goods in the city.

The paper refers to threat assessment of dangerous goods (DG) in transportation of the European Union and the Republic of Poland. Dangerous goods in the European Union are carried by inland waterways, rail and road. In Poland 87.5% of DG have been carried by road and 12.5% by rail in 2014. DG can cause an accident and lead to fires, explosions and chemical poisoning or burning with considerable harm to people and the environment. There is not monitoring system in Poland to control in real time road transportation of dangerous goods. Proposition of National System of Monitoring Dangerous Goods in Poland was presented. Realization of mentioned kind of system may significantly contribute to improving safety of people and environment.

The problem considered in this paper consists of planning and routing rail-truck intermodal shipments from a set of suppliers to a set of clients. The delivered quantities have to follow a truck-rail-truck intermodal path. There are three constraints to satisfy: the satisfaction of the demand is mandatory, each request should be delivered by its due date, and the capacity of a train cannot be exceeded. The objective function to minimize is a weighted summation of the cost and the risk. The former component concerns the fixed and variable transportation costs associated with trucks and trains, while the latter associated with dangerous goods is non-linear for trains. We propose a graph model to represent this problem and a tabu search metaheuristic to tackle it. Numerical experiments on realistic data are provided and discussed.

The increasing needs for carrying solid bulk cargoes by means of marine transport have increased interest in the subject of safe carriage of these cargoes by sea. One of them are ore concentrates. During the transport by the sea, the cargo tends to liquidate and shift toward the sides which may increase the inclination when rolling and leads to loss of stability of the ship. There has been presented the results of researches on moisture content and flow moisture point of copper ore concentrate. Furthermore, transportable moisture limit for this concentrate was determined. The researches are of practical importance, because of the liquefaction phenomenon of concentrates that are transported by the sea. This phenomenon is the cause of many accidents and even may lead the vessel to capsize.

In Japan, it is becoming difficult to move freight long distances using only trucks, owing to a shortage in truck drivers. In this context, there is a tendency to also actively utilize ferries or roll-on/roll-off (RORO) ships. Intermodal freight transport uses two or more suitable modes of transport from the origin of goods to the destination. In order to promote intermodal freight transport, it is necessary to analyze factors such as the characteristics of transported goods, transportation services and fares, and lot sizes. In this study, we focused on ferries and RORO ships in Japan, and attempted to identify cargoes transported using different modes of transport, based on the net freight flow census. In conclusion, high volumes of “agricultural and fishery products,” “metal machinery,” “chemical industrial,” “light industrial,” and “miscellaneous manufacturing products” can be transported using ferries or RORO ships. Specifically, there is a tendency that products are segregated by transportation mode such as a truck, or a ferry and a RORO ship.

When performing the carriage of goods by sea, each contracting party, shipowner and charterer, has a number of rights and obligations. In legal sources which regulate carriage of goods by sea, in particular contracts concluded between parties, international conventions and national laws, standard clause is shipowner's obligation to provide a seaworthy vessel. Such obligation implies that the vessel must be able to carry and keep the contracted cargo in good condition and also have required number of qualified crew. On the other side, charterer's obligation is to order the vessel to sail to ports/berths which are considered safe (safe port warranty). Also, legal sources of carriage of goods by sea regulate liability issues for loading and discharging operations, the limitation of the shipowner’s liability and application of provisions related to exclusion of liability. All of the above represent important rights and obligations of the regulation of the carriage of goods by sea, and so regulated thus far have been common in the carriage of goods by sea by traditional vessels. However, the question that arises is how the problems related to the carriage of goods by sea will be regulated when such carriage is performed by autonomous vessels. In other words, there is a question about interpretation of the provisions of seaworthiness, safe port warranty, liability and the limitation of the shipowner’s liability and exclusion of liability in the carriage of goods by sea by autonomous ships. The purpose of this paper is comparison of problems related to the carriage of goods by sea between the traditional and autonomous vessels, and regarding the regulation of seaworthiness, safe port warranty, liability, the limitation of the shipowner’s liability and exclusion of liability. The results of this comparison lead to the conclusion that reconsideration of the content of the listed terms is needed when we are talking about carriage of goods by sea by autonomous vessels.

The paper dwells on qualifications and obligations needed for persons responsible for transportation, packing, loading, filling or unloading of goods, concerning especially the importance and tasks of advisers on transportation safety of dangerous goods. Many factors influence the safe and smooth transport of dangerous articles. Regulations specify only general requirements for preparing documentation of shipment and marking the vehicle for carriage. The paper describes some faults which happen most often with documentation, marking, equipment and accessories of vehicles. The paper deals mainly with the road transport.

The considerations contained in the article concern the modeling of transport system activities aimed at optimally distributing the flow of cargo in the transport network, while increasing the efficiency of disposing of vehicles for transport purposes. The article presents the methods of designing the organization of the transport process and the analysis of the transport system using the Petri network.

The United Nations Convention on Contracts for the International Carriage of Goods Wholly or Partly by Sea (the ‘Rotterdam Rules’) was adopted by the General Assembly of the United Nations on 11 December 2008. The Rotterdam Rules contain two oft-criticised changes from the existing regime governing international carriage of goods widely adopted among maritime nations, namely the International Convention for the Unification of Certain Rules Relating to Bills of Lading, Brussels, 25 August 1924 (the ‘Hague Rules’) and its subsequent Protocol in 1968 (the ‘Visby Protocol’ or the ‘Hague-Visby Rules’). These changes are, namely, an extension of the carrier’s obligations to maintain seaworthy vessel throughout the voyage (Article 14) and a deletion of an exclusion of carrier’s liabilities due to negligent navigation (Article 17). The Rotterdam Rules contain two oft-criticised changes from the existing regime governing international carriage of goods widely adopted among maritime nations, namely the International Convention for the Unification of Certain Rules Relating to Bills of Lading, Brussels, 25 August 1924 (the ‘Hague Rules’) and its subsequent Protocol in 1968 (the ‘Visby Protocol’ or the ‘Hague-Visby Rules’). These changes are, namely, an extension of the carrier’s obligations to maintain seaworthy vessel throughout the voyage (Article 14) and a deletion of an exclusion of carrier’s liabilities due to negligent navigation (Article 17). This paper addresses implications of these changes and assess whether ship-owners and ship-operators can comply with these without having to incur excessive additional expenses.
