Opis:
The accession to the European Union contributed to an increase in Poland’s foreign trade, and the growing export market is coupled with an increasing importance of intermediate imports, which is necessary to produce goods of appropriate quality and price. This phenomenon is a part of the process of fragmentation in global value chains. Fragmentation of the value chains should manifest themselves, in particular, in a multi-phase manufacturing process that requires many components of different types. In this paper, the recently available OECD database of the Trade in Value Added (TiVA) has been used to assess changes in the composition of gross exports of Poland and other Central Europe countries. In Poland, practically all sectors show a growing share of the imported value added. The cases analyzed confirm the thesis that the high technology sectors foster fragmentation. In the case of technologically lessadvanced sectors and short-value chains, benefits of fragmentation are limited. The progressing fragmentation and, as a consequence, a growing share of the imported value added made the gross export value (which is commonly used in statistics) of little use for the analysis of the economic role and competitive position of sectors. However, thanks to new projects based on I-O matrices of the global economy, it is possible to decompose gross exports into respective domestic and foreign value-added streams.

The paper evaluates Central and Eastern European countries’ (CEEs) location in global vertical specialization (global value chains, GVCs). To locate each country in global value chains (upstream or downstream segment/market) and to compare them with the selected countries, a very selective methodology was adopted. We concluded that (a) CEE countries differ in the levels of their participation in production linkages. Countries that have stronger links with Western European countries, especially with Germany, are more integrated; (b) a large share of the CEE countries’ gross exports passes through Western European GVCs; (c) most exporters in Central and Eastern Europe are positioned in the downstream segments of production rather than in the upstream markets. JEL classification: F14, F15.

Opis:
Research background: Wage inequalities are still part of an interesting policy-oriented research area. Given the developments in international trade models (heterogeneity of firms) and increasing availability of micro-level data, more and more attention is paid to wage differences observed within and be-tween firms. Purpose of the article: The aim of the paper is to address the research gap concerning limited cross-country evidence on a nexus of wage inequality?global value chains (GVCs), analysed from the perspective of wage inequality components within and between firms. Methods: This paper uses a large employee?employer database derived from the European Structure of Earnings Survey (SES), combined with sector-level indicators of GVC involvement based on the World Input-Output Database (WIOD). As a result, a rich database covering more than 7.5 million observations is created. The regression-based decomposition modelling technique developed by Fiorio and Jenkins (2010) is used to identify the contributions of different factors to wage inequalities, focusing on the components within and between firms. Findings & value added: The analysis presented in this paper aimed to show the contribution of GVC involvement, among various other factors, to the observed inequality of wages. Due to the use of a rich database that merges employer and employee data, the effects materialised with respect to different types of wages could be analysed separately, in particular components between and within firms. The general conclusion from the regression-based decomposition in log wages is that GVCs contribute marginally to the observed wage inequality in the European sample analysed in this paper. Some differences confronting the components within and between firms (the latter dominates) are observed; there is also certain intra sample heterogeneity in the estimated results (e.g. due to sector type or country group), but the general result is robust.

German Supply Chain Act
Opis:
On January 1, 2023, the German Act on Corporate Due Diligence in Supply Chains (LkSG) entered into force. It is the most important step taken so far by the German legislature in terms of promoting corporate sustainability and protecting human rights in globalized supply chains. Unfortunately, however, it did not make use of the opportunity to take on a pioneering role in the broader comparative context. The authors conduct a critical analysis of the sustainability concept of the Act, as well as its provisions on scope and enforcement. In both aspects, the Act falls short of expectations; it does not introduce a comprehensive concept of sustainability, small and medium-sized enterprises are excluded from the scope of application, and comprehensive due diligence along the supply chain is not achieved. On the enforcement level, the main weakness of the LkSG lies in its exclusion of civil liability.

G–7 and BRICS countries play important roles in the world economy and global politics. The aim of the article is to answer the research question: “How participation of G–7 and BRICS countries in global value chains has been changing since 1995?”. To answer this question global value chains participation indexes were calculated. They were derived from Inter-Country Input-Output Tables. The value-added of this study stems from employing Input-Output Tables delivered by two institutions (Organization for Economic Co-operation and Development and Asian Development Bank). Consequently, article presents indexes calculated on the basis of two datasets. Combining two databases enabled to conduct study for quite long period (1995–2022). Analyzing the changes of global value chains participation indexes of G–7 and BRICS countries, we can distinguish following phases of internationalization: period of rapid globalization (1995–2008), global crisis and economic rebound (2009–2011), period of slowbalization somewhat strengthened by coronacrisis (2012–2020), and another recovery (2021–2022). This finding lead us to the conclusion that fast internationalization came to a halt in 2008 and since global financial crisis globalization has been quite slow despite some periods of recovery. Thus, there is an implication for more detailed research on slowbalization – its grounds, tendencies and prospects (whether fast internationalization is possible in the future; what is the role of economic policy in stimulating the pace of globalization).

The issue of interrelationships between education, employment and the level of income evaluation is a cross-cutting nature, where the economic, social, political and legal levels are intertwined. Its broader context predicts its thematic coverage. The article presents preliminary results of the mutual relationship between acquired skills and the level of education achieved and the ability of the individual to become involved in the labor market. The aim of the article is to determine, using statistical and analytical methods, the correlation between the employment rate and the level of education attained in the EU countries and within the territory of the Slovak Republic. On the basis of the initial analysis the authors aim to answer the question if university graduates achieve higher incomes than secondary-educated people. Eventually they try to propose solutions and measures that are necessary for increasing the level and value of human capital, especially in the Slovak Republic.

Opis:
Research background: China is regarded as the ?world factor? highly involved in international trade and plays an increasingly important role in the global value chains (GVC). Additionally, the ?One-Belt One-Road? (OBOR) initiative was proposed by the Chinese government to further promote China in the international market. Purpose of the article: The article explores the role of the OBOR in China?s exports and global value chain.  It aims at: 1) verifying how OBOR impacts the volume of China's export and value-added export to its partners. 2) checking whether or not OBOR strengthens the industrial connection between China and its participants at the GVC level. 3) examining the different roles of corridors in China's exports and GVC. Methods: The empirical analysis is based on the augmented gravity model of international trade, which comprises China and its 197 partners in the period 2000?2018. The model is estimated for gross export as well GVC measured by domestic value added in export and the value contributed by a partner to China?s exports. Findings & value added: In general, there is a significant positive correlation between OBOR and the volumes of China?s export, domestic value-added trade and the value of partner?s contributed in China?s export. However, some of the results are blurred by OLS and FE methods. The author points out that FE-PPML estimation methods are more adequate. Among the six economic corridors, Bangladesh-China-India-Myanmar (BCIM), China-Pakistan (CP) and China Indochina Peninsula (CIP) were proven to play a prominent role in promoting China?s export, DVA and strengthening the links of global value chains. It is worth noting that the China-Mongolia-Russian Federation (CMRF) corridor harms China's export and DVA trade, and at the same time promotes countries in its region that benefit from trade with China.

Global Value Chains
Opis:
Research background: There has been an extensive body of literature on the growing importance of global value chains (GVCs) in developed and emerging economies. This literature argues that GVCs significantly affect international trade patterns and open new possibilities for participating economies to increase both their exports? quantity and quality, acquire advanced production technologies and improve the overall economic performance. However, the empirical evidence from the Central and East European (CEE) countries, especially at the firm level is still relatively scarce. The majority of existing empirical studies on GVCs in the CEE countries are based on sectoral input-output data. Purpose of the article: In this article, we study the determinants of firm participation in GVCs using firm-level BEEPS data for 29 CEE countries. We hypothesize that larger, foreign-owned, more productive and innovative firms producing a limited range of products and employing skilled workers are more likely to be involved in GVCs. Methods: The intensity of participation in GVCs is measured by the usage of imported inputs and the intensity of exports. The empirical study uses the BEEPS firm-level data set for the period 2011?2014 and the probit estimation method. Findings & Value added: The assembled empirical evidence generally supports these hypotheses. In addition, we find that firms which participate in GVCs pro-duce a smaller  range of products, which means that they concentrate on their core competencies. In particular, we find that the EU membership may facilitate participation in GVCs, especially for smaller firms in the CEE countries. This article adds to the existing literature by examining the firm-level determinants of participation in GVCs using the cross-country firm-level survey conducted by the EBRD and the World Bank.

Research background: In the era of globalization, there is a need to address decent work deficits in Global Value Chains (GVCs). The forms of working conditions reveal a broad dispersion of contents. The literature review exposes hardly any Europe-focused research assessing the socio-economic impact of global production links and going beyond their pure economic effects assessed in terms of employment, productivity or wages. Purpose of the article: This paper investigates how involvement in GVCs affects labor standards. In particular, we assess how the integration into GVCs impacts the probability of having indefinite type of employment contract, which stands for one of the decent work indicator. Moreover, we draw individual and firm-level characteristics determining the type of employment contract. Methods: We use linked employer-employee data from the Structure of Earnings Survey merged with industry-level statistics on GVCs based on World Input-Output Database ? the sample is composed of over 5 million workers from 10 Central and Eastern European countries (CEEC) observed in 2014. The involvement into GVCs is measured using a novel approach based on the concepts of global import intensity (GII). We employ logistic regression with robust standard errors. Findings & Value added: Controlling for individual and firm-level characteristics (sex, age, education level, length of service in enterprise, size of the enterprise) we find that greater integration into GVCs increases the probability of having temporary type of employment contact, mainly in tradable sectors. However, across CEE countries the relation between GVC and employment type is mixed. In this way we expand the existing literature by reporting the effects of GVCs on labor standards in CEEC.

Trade relations between Poland and China remain asymmetric. The introduction of the Belt and Road Initiative (BRI) and its related formats was intended to balance trade relations between China and its trading partners. The study aims to track the value-added flows between Poland and China. Two research questions were posed: 1) whether Chinese initiatives aimed at balancing trade relations are reflected in more balanced flows of added value between Poland and China; 2) whether the role of Poland as a supplier of added value to China is growing as a result of the introduction of BRI and related initiatives. The study used Inter-Country Input-Output in input-output models. The findings show that Poland’s position in global production links with China has deteriorated in many industries and plays a minor role in the Chinese industry. On the other hand, BRI had a very limited impact on balancing the value-added flows between China and Poland only in a few industries.

The processes of internationalization and fragmentation of production significantly increase importance of global value chains in the world economy. These economic links may be a way for the international expansion for local companies and individual economies. This article analyses the position of the Polish economy in the context of global value chains. The analysis used sources: OECD-WTO Trade in Value Added Database (TIVA). In the years 1995–2011, a significant increase of foreign value added’s involvement in Polish gross export was detected, which suggests a growing participation of Polish economy in the global value added chains.

Aim/purpose - The purpose of this paper is to analyze regional trade integration of 10 Central and Eastern Europe countries (CEE-10) during the 2004-2018 period, identify regional- and country-level integration patterns and attribute them to potential causes indicated by the literature. Design/methodology/approach - The paper employed literature-based trade integration indicators to data on CEE-10 trade in goods and conducted a review of empirical studies investigating trade integration determinants in CEE. Findings - The results evidence an advancing regional trade integration with decreasing pace in recent years. The study has found all CEE countries to be more integrated with the region. Moreover, several integration patterns have been distinguished. Research implications/limitations - The study found a significant literature gap concerning CEE regional trade integration and its determinants. Its limitations refer to: lack of product-groups-level trade data and narrow scope of trade flows (in goods only). Originality/value/contribution - The paper's value-added stems from a multi-perspective analysis of the CEE regional trade integration and a discussion of region- and country-level integration patterns.
