Opis:
First, a fuzzy system based on if-then rules and with parametric consequences is recalled. Then, it is shown that the global and local ε-insensitive learning of the above fuzzy system may be presented as a combination of both an ε-insensitive gradient method and solving a system of linear inequalities. Examples are given of using the introduced method to design fuzzy models of real-life data. Simulation results show an improvement in the generalization ability of a fuzzy system trained by the new method compared with the traditional and other ε-insensitive learning methods.

A number of public codes exist for GPS positioning and baseline determination in off-line mode. However, no software code exists for DGPS exploiting correction factors at base stations, without relying on double difference information. In order to accomplish it, a methodology is introduced in MATLAB environment for DGPS using C/A pseudoranges on single frequency L1 only to make it feasible for low-cost GPS receivers. Our base station is at accurately surveyed reference point. Pseudoranges and geometric ranges are compared at base station to compute the correction factors. These correction factors are then handed over to rover for all valid satellites observed during an epoch. The rover takes it into account for its own true position determination for corresponding epoch. In order to validate the proposed algorithm, our rover is also placed at a pre-determined location. The proposed code is an appropriate and simple to use tool for post-processing of GPS raw data for accurate position determination of a rover e.g. Unmanned Aerial Vehicle during post-mission analysis.

With an explosive growth of wireless sensor networks (WSN), many of their features and applications have become important. Localization of sensor nodes is one of the most important problems in WSN whose accuracy has a very large impact on its performance. Global positioning system (GPS) is a well-known and powerful way which differentiates methods of its use on each node individually. But, because of high energy consuming and processing GPS, it is inappropriate for WSNs. Different algorithms are suggested to overcome the consumed cost of GPS by putting GPS on only some nodes instead of all nodes in the network for localization. So, for nodes localization, just a number of nodes exploit GPS and, they can help other nodes of network in localization via distribution of their coordinates. The use of a mobile robot to send signals to coordinate the target node localization is a good idea. The mobile robot should move in the right path and can localize node more accurately at lower cost. This paper proposes a new method to localize all nodes through some localized nodes based on graph theory in a tree and network topology. The proposed method provides better performance at the cost of accuracy and the number of nodes that can be made up of local consumption.

Global Navigation Satellite Systems (GNSS) are increasingly used as the main source of Positioning, Navigation and Timing (PNT) information for inland water navigation. In order to enable automated driving and facilitate driver assistant functions, it becomes of crucial importance to ensure high reliability and accuracy of the GNSS-based navigation solution, especially in challenging environments. One challenging phase of inland waterway navigation is bridge passing which leads to non-line-of-sight (NLOS) effects such as multipath and loss of tracking. This work presents a Precise Point Positioning (PPP) based algorithm in a two-antenna system where one antenna is at the bow and the other is at the stern. Additionally, gyroscope data from an IMU is used. In contrast to a separated position calculation of the two antennas, only one antenna position is estimated and the other is derived from the baseline between the antennas. This allows for accurate positioning even if one antenna does not receive any GNSS measurements. The presented scheme is evaluated using real measurement data from an inland water scenario with multiple bridges. In comparison with a standard PPP scheme as well as an RTK algorithm, the presented approach shows clear advantages in challenging scenarios.

The electrical network is a man-made complex network that makes it difficult to monitor and control the power system with traditional monitoring devices. Traditional devices have some limitations in real-time synchronization monitoring which leads to unwanted behavior and causes new challenges in the operation and control of the power systems. A Phasor measurement unit (PMU) is an advanced metering device that provides an accurate real-time and synchronized measurement of the voltage and current waveforms of the buses in which the PMU devices are directly connected in the grid station. The device is connected to the busbars of the power grid in the electrical distribution and transmission systems and provides time-synchronized measurement with the help of the Global Positioning System (GPS). However, the implementation and maintenance cost of the device is not bearable for the electrical utilities. Therefore, in recent work, many optimization approaches have been developed to overcome optimal placement of PMU problems to reduce the overall cost by providing complete electrical network observability with a minimal number of PMUs. This research paper reviews the importance of PMU for the modern electrical power system, the architecture of PMU, the differences between PMU, micro-PMU, SCADA, and smart grid (SG) relation with PMU, the sinusoidal waveform, and its phasor representation, and finally a list of PMU applications. The applications of PMU are widely involved in the operation of power systems ranging from power system control and monitor, distribution grid control, load shedding control and analyses, and state estimation which shows the importance of PMU for the modern world.

Currently, it is assumed that the global financial crisis of 2008 was effectively mastered and averted several years ago, but its sources have not been fully eliminated. The anti-crisis model of state intervention that was applied during the global financial crisis of 2008 was a modified Keynsian formula known from the 1930s, adapted to the realities of contemporary national economies. The main instrument of anti-crisis policy was the sig-nificant development of a mild monetary policy and interventionist measures aimed at reducing the risk of bankruptcy of enterprises and banking entities and stopping the de-cline in lending in banking systems. In developed countries, anti-crisis interventionist as-sistance programs for the financial system and pro-active interventionist measures were activated in order to stimulate significantly weakened economic growth. As part of pro-development state intervention activities, the Federal Reserve Bank applied a low mone-tary policy of low interest rates and a program for activating lending and maintaining liquidity in the financial system by financing the purchase from commercial banks of the most endangered assets. A few years later, the European Central Bank applied the same activities of activation monetary policy.
Obecnie przyjmuje się, że globalny kryzys finansowy z 2008 roku został już kilka lat temu efektywnie opanowany i zażegnany jednak jego źródła nie w pełni zostały wyeliminowane. Antykryzysowy model interwencjonizmu państwowego, jaki zastosowano w okresie globalnego kryzysu finansowego z 2008 roku był zmodyfikowaną, dostosowaną do realiów współczesnych krajowych gospodarek formułą keynsizmu znaną z lat 30. ubiegłego wieku. Głównym instrumentem polityki antykryzysowej było znaczące rozwinięcie łagodnej polityki monetarnej oraz działań interwencjonistycznych, których celem było ograni-czenie ryzyka upadłości przedsiębiorstw i podmiotów bankowych oraz zatrzymanie spadku akcji kredytowej w systemach bankowych. W krajach rozwiniętych uruchomiono antykryzysowe interwencjonistyczne programy pomocowe względem systemu finanso-wego oraz prorozwojowe instrumenty interwencjonistyczne celem pobudzania znacząco osłabionego wzrostu gospodarczego. W ramach prorozwojowych działań interwencjonizmu państwowego Bank Rezerw Federalnych stosował łagodną politykę monetarną niskich stóp procentowych oraz program aktywizowania akcji kredytowej i utrzymania płynności w systemie finansowym poprzez finansowanie skupu od banków komercyjnych najbardziej zagrożonych aktywów. Kilka lat później analogiczne działania aktywizacyjnej polityki monetarnej zastosował Europejski Bank Centralny.

Satellite navigation gains importance in sustainable development of modern civilisation. With the increasing number of GNSS-based technology and socio-economic systems and services, satellite navigation has become an essential component of national infrastructure. This calls for novel requirements on GNSS positioning perfomance, and increasing need for resilient GNSS development. Here we examined the impact of rapidly developing tropical cyclone on GPS positioning performance degradation, and the resulting impact on oceanic non-navigation and navigation GPS applications. We presented the methodology for indirect simulation-based GPS positioning performance evaluation through utilisation of experimental GPS observations, GNSS Software-Defined Radio (SDR) receiver, and a statistical analysis and framework we developed in the R environment for scientific computing. We identified alteration of GPS positioning error components time series statistical properties, and discuss the potential impact on GPS-based services essential for remote oceanic island communities. Manuscript concludes with the summary of findings, proposal for recommendations on improved GNSS resilience, and an outline for future research.

Opis:
We are interested in the solution of Horizontal Linear Complementarity Problems, HLCPs, that is complementarity problems with more variables than equations. Globally metrically regular HLCPs have nonempty solution sets that are stable with respect to "right-hand-side perturbations" of the data, hence are numerically attractive. The main purpose of the paper is to show how the stability on conditioning properties of globally metrically regular HLCPs are preserved by a homotopy framework for solving the HLCP that finds a "stable" direcaion at each iteration as a local minimizer of a strongly convex quadratic program with linear complementarity constraints, QPCC. Apart from intrinsic interest in numerical solution of HLCPs, this investigation has application in solving horizontal nonlinear complementarity problems and more broadly in the area of mathematical programs with complementarity constraints, MPCCs.

In this paper, authors present results of accuracy verification of the Trimble RTX technology. The GNSS receiver Spectra Precision SP60 was used in Cyprus (Kato Paphos Archaeological Park). To evaluate the accuracy of the receiver, two measuring test networks (consisting of 30 and 55 control points) were established. All points were determined in four measuring cycles. Additionally, in order to make more advanced analysis of the data, the bases were also measured by using another GNSS receiver - Geomax-Zenith 25. The point positions, in this case, were conducted in the local coordinate system of Kato Paphos Archaeological Park by using RTK positioning technology. To make a comparison, it was necessary to transform the coordinates based on different groups of fitting points. Analysis allowed to conclude that the Spectra Precision SP60 receiver and the RTX Trimble technology guarantee repeatable results (on the level of 4 cm) of point positioning measurements.
W artykule autorzy przedstawiają wyniki analizy dokładności technologii Trimble RTX. Odbiornik GNSS Spectra Precision SP60 wykorzystano podczas badań na Cyprze (Park Archeologiczny Kato Pafos). Aby ocenić dokładność odbiornika, ustalono dwie bazy testowe (składające się z 30 i 55 punktów kontrolnych). Wszystkie punkty zostały określone w czterech cyklach pomiarowych. Dodatkowo, w celu bardziej zaawansowanej analizy danych, pomiary zostały również wykonane przy użyciu innego odbiornika GNSS - Geomax-Zenith 25. Pozycjonowanie w tym przypadku, zostało przeprowadzone w lokalnym układzie współrzędnych parku archeologicznego Kato Pafos z wykorzystaniem technologii pozycjonowania RTK. W celu porównania wyników badań konieczne było przetransformowanie współrzędnych do jednego układu. Transformację wykonano na podstawie różnych grup punktów dostosowania. Analiza otrzymanych wyników pozwoliła stwierdzić, że odbiornik Spectra Precision SP60 i technologia RTX Trimble gwarantują porównywalne wyniki pozycjonowania (na poziomie 4 cm).

This paper introduces novel alternative maritime radio solutions for the improved Global Maritime Distress and Safety System (GMDSS) network and equipment within the Very High Frequency (VHF), Medium Frequency (MF) and High Frequency (HF) Ship Radio Station (SRS) terminals. Since its foundiing in 1959, International Maritime Organization (IMO) and its member states, in close co-operation with the International Telecommunication Union (ITU) and other international organizations, notably the World Meteorological Organization (WMO), the International Hydrographic Organization (IHO), the International Mobile Satellite Organization (IMSO) and the Cospas-Sarsat partners, have striven to improve maritime distress and safety radiocommunications, as well as general radiocommunications for operational and personal purposes. This paper also reviews concept of the GMDSS network, an overview of new propsed by author maritime VHF Data Link (VDL), maritime Radio Automatic Dependent Surveillance-Broadcast (RADS-B), an maritime GNSS Augmentation VDL-Broadcast (GAVDL-B). In addition, the type of the current radio Maritime VHF Data Exchange System (VDES), Maritime MF-band Navigational Telex (NAVTEX), and Maritime MF/HF-band Navigation Data (NAVDAT) are also described in this paper.

This paper also reviews the principal concept of the GMDSS network, an overview of existing LRIT and maritime Integrated Radio-Automatic Identification System (R-AIS) and Satellite-AIS (S-AIS) networks. In addition, new proposed by author networks of the Satellite Data Link (SDL), Maritime GNSS Augmentation Satellite Data Link (GASDL), Maritime Global Ship Tracking (GST), and Maritime Satellite Automatic Dependent Surveillance-Broadcast (SADS-B) are also described in this paper.

In practice, a truss consists of a large number of members which makes it a complex system. This leads to difficulties to estimate the system reliability due to computational costs. An adaptive method is thereby proposed to deal with this issue. It constructs a global metamodel to quickly estimate the rough reliability index of a truss. According to the estimated reliability index, the differential evolution algorithm is performed to generate more samples located in an expanded domain so that more representative failure modes can be identified. Combined with AK-SYSi, local metamodels of representative failure mods are built, and updated through active learning. When the convergence criterion is satisfied, the results of system reliability analysis can be obtained. Eventually, two examples of truss structures are studied to illustrate the superiority of the proposed method in balancing accuracy and efficiency. The results indicate that the proposed method makes a good balance between accuracy and efficiency when it is applied to analyze the system reliability of the truss.

Opis:
The analysis of the GPS multipath effects in maritime environment is constrained with the practice of traditional GPS receiver design, that prevents access to GPS signals in Base-band Processing Domain. Here we propose and validate a simple method for experimental identification of multipath effect in Navigation Processing Domain, based on spectral characterisation of time series of GPS positioning errors.
