This article considers a new method of decomposing the ship route into global and local planning using MATLAB and Simulink developed by the authors. The authors propose to create a program code in MATLAB and operate it into Simulink. Wherein, the corrective coefficients were written in MATLAB. Such trajectories are constructed as a set of points, collected into the special matrix. In determining of the angle value of the rudder was used the ship’s turning ability such as: high (HG), middle (MD) or low (LW) with regard to passage area. Moreover, in the article were analyzed and calculated the ship rudder effectiveness for Proportional-Integral-Derivative (PID) control. The paper is devoted to the problem of safety navigation. First of all is the task of planning the path: the trajectory of the vessel’s movement in the local water area. The purpose of planning the vessel trajectory in the local water area is to ensure navigation safety due to marine traffic and environmental conditions. One of the tasks of the present work is controlling following a desired trajectory. The article notes affect of the vessel motion deviation into control process.

Opis:
The paper aims to develop and apply a methodological approach that could help to reveal incentives and future strategies of key National Innovation System (NIS) players considering the influence of global social, economic, scientific, technological and ecological trends. To fulfil this aim, a blended foresight methodology was applied, grounded on the platform of economic and classic foresight theory and considering four possible directions for using foresight methods: investigating and building a common vision; supporting evidence-based decisions; promoting communication and participation; inducing transformation and integration into the decision-making process. The main results and findings of the research include a list of 19 global trends, defined from literature analysis and the author’s expert knowledge, a short description of their influence on key NIS players, including society, business, infrastructure and institutions, science, education and government; and mapping more than 35 different foresight methods that could be used for revealing incentives and future strategies of key NIS players. The article’s theoretical contribution to economic theory consists of several parts. First, a NIS conception is examined through the prism of global trends and a dynamic aspect, whereas it is mostly investigated from statistical and static perspectives. Second, applying foresight as an instrument for researching NIS as a system is a developing academic area with some theoretical gaps, considered in this article by designing a conceptional research framework. Third, blending different foresight methods is always a craft, and the approach applied in this article contributes to it. Finally, the article presents several important trends which will appear in NIS and its key players’ transformation in the nearest 5–10 years. From practical implications, this article could be useful for proactive policymakers in the field of science, technology and innovation policy at national and regional levels for designing and providing measures for supporting innovation systems effectively. Foresight practitioners and experts are offered useful, practical ideas of different foresight methods and their possible combinations for everyday activities.

In global path planning (GPP), an autonomous underwater vehicle (AUV) tracks a predefined path. The main objective of GPP is to generate a collision free sub-optimal path with minimum path cost. The path is defined as a set of segments, passing through selected nodes known as waypoints. For smooth planar motion, the path cost is a function of the path length, the threat cost and the cost of diving. Path length is the total distance travelled from start to end point, threat cost is the penalty of collision with the obstacle and cost of diving is the energy expanse for diving deeper in ocean. This paper addresses the GPP problem for multiple AUVs in formation. Here, Grey Wolf Optimization (GWO) algorithm is used to find the suboptimal path for multiple AUVs in formation. The results obtained are compared to the results of applying Genetic Algorithm (GA) to the same problem. GA concept is simple to understand, easy to implement and supports multi-objective optimization. It is robust to local minima and have wide applications in various fields of science, engineering and commerce. Hence, GA is used for this comparative study. The performance analysis is based on computational time, length of the path generated and the total path cost. The resultant path obtained using GWO is found to be better than GA in terms of path cost and processing time. Thus, GWO is used as the GPP algorithm for three AUVs in formation. The formation follows leader-follower topography. A sliding mode controller (SMC) is developed to minimize the tracking error based on local information while maintaining formation, as mild communication exists. The stability of the sliding surface is verified by Lyapunov stability analysis. With proper path planning, the path cost can be minimized as AUVs can reach their target in less time with less energy expanses. Thus, lower path cost leads to less expensive underwater missions.

The main goal of the article is generalization of intellectual innovation project of information system “Mobile information assistant of the tourist” (MIAT), which provide a full-featured integrated information and technological support to tourists during planning and implementation stages of his journey using a wide range of modern information technologies. About two-thirds of today's tourists use information technology to plan and support their journey, while a significant number of them use mobile computer and telecommunications devices. The result of the research made by the group of researchers of the University “Lviv Polytechnic” is the project of innovative intelligent system “Mobile information assistant of a tourist” oriented on IT support of the user in planning and realization of his/her tourist trip in accordance with information technology slogan “EVERYTHING! The article is devoted to the analysis of the possibilities of GPS-technology (Global Positioning System) in the tourism industry. The study is devoted to the identification and analysis of functionality of mobile computing devices equipped with GPS receiver in tourism industry, the methods and means of their implementation, building on this basis a mobile information technology for tourist support at all stages of his journey. To achieve the goal a number of mobile information systems using data GPS, methods and means of their implementation, a comparative analysis of current cartographic services that are used in the developing of mobile information technology applications for tourist are analyzed. The study outlines the place of GPS-technology in the "Mobile tourist information assistant" system, and the role of Google Maps services for information technology support and implementation of the main tourist features in mentioned mobile information system.

This paper concerns an energy efficient global path planning algorithm for a four-wheeled mobile robot (4WMR). First, the appropriate graph search methods for robot path planning are described. The A* heuristic algorithm is chosen to find an optimal path on a 2D tile-decomposed map. Various criteria of optimization in path planning, like mobility, distance, or energy are reviewed. The adequate terrain representation is introduced. Each cell in the map includes information about ground height and type. Tire-ground interface for every terrain type is characterized by coefficients of friction and rolling resistance. The goal of the elaborated algorithm is to find an energy minimizing route for the given environment, based on the robot dynamics, its motor characteristics, and power supply constraints. The cost is introduced as a function of electrical energy consumption of each motor and other robot devices. A simulation study was performed in order to investigate the power consumption level for diverse terrain. Two 1600 m2 test maps, representing field and urban environments, were decomposed into 20x20 equal-sized square-shaped elements. Several simulation experiments have been carried out to highlight the differences between energy consumption of the classic shortest path approach, where cost function is represented as the path length, and the energy efficient planning method, where cost is related to electrical energy consumed during robot motion.

Seven major types of sea space use (Nature Protection Measures, Fisheries Ex- ploitation, Geological Exploitation, Recreation, Large Infrastructures, Navigation, Military uses) in the Polish Marine Areas are presented in terms of how much space is used (km2) for each use and the degree of overlap among the different uses. The greatest degree of conflict is noted with regard to Nature Protection (which overlaps with 60% of the areas used for Recreation and Geological Exploitation), and Fisheries Exploitation (which overlaps with 60% of the areas used for Nature Protection, Recreation, Infrastructure and Navigation). On the other hand, Fisheries Exploitation areas are the least disturbed by other users, and its major competitor is Nature Protection, which claims 20% of the areas used by fisheries. A GIS–based map that illustrates the degree of conflict is included, and the authors suggest participatory management as the proper way to minimize conflicts over sea space use and to promote the effective protection of natural resources.

The demise of central planning in the former East bloc is a frequent topic of economic and political analyses. Kaliński’s article describes changes in the centrally planned economies of former Soviet satellite states in the context of market trends in capitalist economies. The analysis covers a period from the emergence of the Soviet Union until its breakup. The statistical analysis is accompanied by a discussion of the political and social environment of the time. The author notes that, in the initial period, there was no link between global business cycles and economic growth in the Soviet Union and other Soviet bloc countries. This was due to major political and economic differences and the far-reaching isolation of the region’s centrally planned economies, especially during the Cold War period. The partial opening of Central and Eastern Europe to commercial and financial cooperation with the West in the 1970s led a convergence between the capitalist and centrally planned systems. Negative trends in the global economy, including energy crises and growing indebtedness, had a strong impact on what happened in the Soviet bloc. This situation, coupled with the inefficiency and poor competitiveness of the centrally planned economy and its inability to meet consumer demand, became a significant factor behind the collapse of the system across Central and Eastern Europe, the author concludes.
