    The biggest threats to contemporary economic order were chronologically the bipolarity of the world after 1945, in which one of the poles despised money and the other based its prosperity on money. An attempt to create a unipolar world already dominated by the US dollar, practically was hardly acceptable. The US showed its strength when Japan in 1995 became a pretender to be No. 1 in the global economy. Also in 2008, American banks triggered a global financial crisis by creating bubbles of toxic real estate loans. The 2008 financial crisis also started a crisis of liberal democracy. China was much more powerful than Japan as the next pretender to become No. 1 in the global economy. About it can be seen as the beginning of a global conflict between the United States and China. In addition, the coronavirus pandemic has stopped globalization and is causing a global crisis.

    У статті розглянуто Першу світову війну з погляду глобального катаклізму, який, по суті, визначив подальший розвиток людської цивілізації не лише в ХХ, а й на початку ХХІ ст. Зазначено, що трагізм війни особливо проявився в тотальному характері, якого вона набула, та стрімкому падінні вартості людського життя. За своїми універсальними масштабами й демографічними втратами вона значно перевершила все, що відбувалося до неї у ході найбільших міжнародних воєнних конфліктів в історії людства. Показано вплив світового протистояння 1914–1918 рр. на українські етнічні землі. Розділені між Російською імперією та Австро-Угорщиною, будучи об’єктом геополітичних зазіхань ворогуючих сторін, вони на чотири роки перетворилися на театр запеклих бойових дій, а їх населення – опинилося по різні боки від лінії фронту. Значну увагу сконцентровано на висвітленні найголовніших «українських аспектів» війни у політичній, ідеологічній, військовій, економічній та соціальній площинах. Вказано як на негативні, так і позитивні наслідки Першої світової війни для формування модерної нації та становлення державності.
    In the article, the World War First it examined from the perspective of a global cataclysm that essentially determined the further development of human civilization not only in the twentieth, but also in the early twenty-first century. It is indicated that the tragedy of war especially manifested in the total character, which it has acquired, and the rapid fall in the value of human life. In its universal scope and demographic losses, this war greatly surpassed everything that happened thereto during the largest international military conflicts in human history. The influence of the global confrontation 1914-1918 on the Ukrainian ethnic land is shown. Being divided between the Russian Empire and Austria-Hungary they have been the object of geopolitical encroachments of the warring parties and for four years became the theater of fierce fighting, and their population found itself on opposite sides of the front line. Considerable attention is paid to elucidating the main «Ukrainian aspects» of the war in the political, ideological, military, economic and social planes. It is shown both negative and positive consequences of the World War First for the formation of modern nation and the establishment of statehood.

    Even though no part of the world is untouched by the global economy, the role played by the State continues to have an impact on the resistance of indigenous peoples, and Chile is no exception. At present, the Chilean government presents several contrasting faces to indigenous peoples. On the one hand, it offers multicultural public policies based in “Development with Identity”, whose formal objective is to generate economic and social development from the ground up. In contrast, in areas where the indigenous communities are in conflict with large companies over the control of natural resources, the Chilean government considers these communities to be terrorists, denying their basic legal rights. At present, there is a diversity of positions within the Mapuche movement and within Mapuche communities with respect to the Chilean State, although the media tend to emphasize only the violent conflicts. Our paper analyzes the development of the “conflict” between the Mapuche and the Chilean State due to the extractive activities of private companies from a systemic perspective, situating this conflict within the larger international political and economic system.

    The 2016 faces the adoption of the new security strategy of the European Union – the second in the Union’s history. Although the Common Security and Defence Policy is one of the youngest of the EU policies, its role rapidly intensifi es in the world of growing political and social instability in the EU’s neighbourhood. How does the EU defi ne the threats to its security and is it capable of preventing them? The European Security Strategy of 2003 both describes the threats and recommends the principles that should be implemented in the EU’s policies in order to raise their effectiveness. Thirteen years after the publication of the first security strategy and shortly before the second one is announced it is interesting to check, how much the fi rst strategy inspired the changes in the way of thinking about the European security and the economisation of the European defences. In the article, there are analysed both the political milestones leading to the establishment of the defence policy of the EU and the provisions of the new Global Strategy of the Union. What can be anticipated from the new strategy given the experience with the realisation of the previous one? Does the new security strategy fit well into the reality of the contemporary international relations? Is the new strategy possible to implement?

    Głównym celem niniejszego artykułu jest szczegółowa analiza ról odgrywanych przez wybranych aktorów państwowych w dwóch trwających konfliktach bliskowschodnich – w Syrii oraz Jemenie. Ramy czasowe obejmują okres od marca 2015 do maja 2017 roku. Rok 2015 był rokiem szczególnym, w trakcie którego rozpoczęła się rosyjska interwencja zbrojna w Syrii, a konflikt w Jemenie został umiędzynarodowiony. Analiza zaangażowania aktorów państwowych przeprowadzona została na dwóch poziomach: regionalnym oraz globalnym. Chociaż wymiar globalny można zaobserwować w obu przypadkach, to jednak wydaje się on być bardziej zauważalny w przypadku Syrii, ze względu na większe zaangażowanie ze strony mocarstw (Stany Zjednoczone, Federacja Rosyjska). Największe ograniczenie wszelkich inicjatyw pokojowych w regionie Bliskiego Wschodu stanowi bardzo niski poziom instytucjonalizacji stosunków międzynarodowych. Z tego powodu pokojowe rozwiązywanie konfliktów w regionie wymaga zaangażowania ze strony aktorów spoza Bliskiego Wschodu, którzy w sposób bezpośredni lub pośredni mogą wywierać presję na aktorów regionalnych. Podstawę źródłową analizy stanowią wybrane dokumenty, monografie, artykuły naukowe, raporty oraz ekspertyzy.
    The main aim of the article is to analyse in detail roles played by various regional and nonregional state actors in two of the ongoing Middle Eastern conflicts, namely in Syria and in Yemen, in the period between March 2015 and May 2017. The year 2015 was very significant. That year the Russian military intervention in Syria began, the conflict in Yemen broke out and was internationalized simultaneously. This state-oriented study has two levels of analysis, namely regional and global. Although the global dimension can be observed and analysed in both selected conflicts, its seems to be much more noticeable and significant in case of the Syrian war especially due to the direct Russian engagement as well as the American response to it. A very limited institutionalization of international relations in the Middle East region seriously undermines opportunities for a peaceful conflict resolution in the region and therefore requires participation and engagement of non-regional actors especially of global powers which can exert either direct or indirect pressure on various regional actors. As far as sources are concerned, the study is based on selected documents, monographs, academic articles, reports, and analyses.

    This paper examines the global trends that will be reflected in global politics. Systematization of a large number of sources of major research centers allowed forming a hierarchy of challenges and threats able to influence global and regional policy. Special attention is given to Ukraine, events which significantly influence the Eurasian and global political space. The article gives an insight of the political processes in Ukraine, its problems and achievements. Understanding the situation in Ukraine in the light of global trends allows us to realize the impact on geopolitical balance of power in the world. Events in Ukraine, as in Syria, became the catalyst for change that led to reformatting of political and regional map of the world. Significant pressure from new social, political, economic, military, informational and humanitarian threats and challenges was put upon security and bureaucratic structures of the European Union, NATO, UN and others. The obvious is that the global security system based on the principles of collective responsibility of the twentieth century is affected by a considerable transformation. This, in turn, has put on the agenda the issue of the capacity of modern political and business elites and the management establishment responds adequately to new manifestations of systemic crises and threats. The efficiency of the management of public authority institutions in internal and external policy is not only to improve the analytical tools to identify key social issues, but also the ability to form the institutional and civil mechanisms of preventive counteract against the disintegration of the political and economic environment of the state. But traditionally forecasts are significantly correlated with the realities of life and professional and volitional qualities of consumers of intellectual products in the field of management. Currently, a large number of analytical studies, prognostic versions of the future, futurological predictions from authoritative think-tanks perform not just their main prognostic function - an objective reflection of patterns of global and regional processes, but in most cases a multi-purpose product of political influence. Political analytics in public policy is a tool of public opinion formation (an artificial change of public attitudes, priorities, perceptions, expectations etc.) and implementation of some projections of the future or for world politics the most likely and expected models of situations development in high-risk areas. Analytical forecasts are often (have become) not only a means of pseudo scientific impact on society, with wide manipulative tools, using misinformation, “gray” technologies of the hidden influence on the individual and groups of individuals, hybrid types of information influence etc., but also behavioral models of national policy key actors. This is primarily due to political preconception and relations with different centers of force, wellknown expert-analytical agencies. Accordingly, analytical findings of many of them are entirely synthetic and designed in order to model, correlate and correct agenda and project the necessary previously ordered future efficiently. In early 2016 the global analytical and expert community, the leading "think tanks" began to provide us with own predictive versions of events development in the world both at global and regional levels. In many ways, the most influential models of the future differ from each other, and therefore need to build a more coherent and systematic view of the likely scenarios for the future. In addition, it is significant to emphasize that the complexity of forecasting and analytical activity caused by the intensity, dynamic processes and increase of the number of input data exponentially in the current development of the world. The justification of this is a methodological weakness of well-known world think-tanks in the matters of development of even shortterm forecasts on Syria, Ukraine migration processes, European Union, Mediterranean etc. This led to a serious debate in analytic community in the US and Western Europe on the revision of established strategies of information-analytical and expert activities. In particular, the results of the scenarios made by the most "think tanks" in the past year, according to our estimate, have come true with the coincidence of 40 per cent. Especially they reveal not always accurate forecasts regarding the situation deployment around the resolution of the conflict in Ukraine under the so-called "Minsk format", the resolution of the conflict in Syria under the so-called "Geneva format", critical and final phase of destabilization and destruction of the Russian Federation, significant decline in economic development and social explosions in the People's Republic of China, the stabilization of situation in the "Arab spring" zone, efficacy of international mechanisms and institutions in addressing global challenges (especially in the matters of war and peace) etc.

    Globalisation has provoked a deep transformation in international law, political affairs and governance with contradictory consequences. It has stimulated the cosmopolitan project of global constitutionalism, transnational integration and the unification of democratic standards. However, it also resulted in the fragmentation of international affairs, the deterioration of constitutional democracy and a feeling of a growing shortage in democracy on national and international levels of governance. Trying to balance the impact of these two opposing trends, the author analyses the positive and negative effects of globalisation on constitutional development regarding such issues as transnational constitutionalisation, democracy and national sovereignty, the changing place of multilayer constitutionalism, the international separation of powers, and the system of global governance in the establishment of transnational constitutional democratic legitimacy. From this point of view, the populist backslide in Central and Eastern Europe (CEE) looks dangerous and unforeseen, but it is a systemic and potentially predictable reaction of global regions on the uneven character of integration, the lack of democratic legitimacy and a new answer to the contortions and dysfunctions of global governance. An adequate response to these challenges could be found in a new concept of constitutional integration based on ongoing dialogue between the transnational and national actors of legal globalisation. This dialogue is possible by using a conflict-mediation strategy, elaborated by international experts, especially, for the deliberation of complex and protracted conflicts, which have no clear practical solutions in the short to medium term.
    Globalizacja dokonała głębokich przekształceń w zakresie prawa międzynarodowego, spraw politycznych i sprawowania władzy, pociągając za sobą wzajemnie sprzeczne konsekwencje. Pobudziła kosmopolityczny projekt globalnego konstytucjonalizmu, integracji ponadnarodowej i ujednolicenia standardów demokratycznych. Doprowadziła jednak również do fragmentacji sfery spraw międzynarodowych, osłabienia demokracji konstytucyjnej oraz poczucia rosnącego deficytu demokracji na szczeblu krajowym i międzynarodowym. Podejmując próbę zrównoważenia wpływu tych dwóch przeciwstawnych tendencji, autor analizuje pozytywne i negatywne skutki globalizacji dla rozwoju ustroju konstytucyjnego w odniesieniu do takich kwestii, jak: transnarodowa konstytucjonalizacja, demokracja i suwerenność narodowa, zmieniające się miejsce wielowarstwowego konstytucjonalizmu, międzynarodowy podział władz oraz system globalnego sprawowania rządów przy ustalaniu ponadnarodowej legitymacji demokratycznej. Z tego punktu widzenia powrót populizmu w Europie Środkowej i Wschodniej wydaje się niebezpieczny i nieprzewidywalny, ale jest to systemowa i potencjalnie przewidywalna reakcja globalnych regionów na nierówności w integracji, brak legitymacji demokratycznej, a także nowa odpowiedź na zniekształcenia i dysfunkcje sprawowania władzy na świecie. Właściwej odpowiedzi na te wyzwania można upatrywać w nowej koncepcji integracji konstytucyjnej opartej na trwającym dialogu między ponadnarodowymi i krajowymi podmiotami globalizacji prawnej. Dialog ten jest możliwy dzięki wykorzystaniu strategii mediacji w konfliktach, opracowanej przez międzynarodowych ekspertów, zwłaszcza do rozstrzygania skomplikowanych i długotrwałych konfliktów, których nie daje się praktycznie rozwiązać w perspektywie krótko- i średnioterminowej.

    This article is aimed to provide an in-depth analysis of the G7 policy towards Ukraine in the context of Russian invasion 2014–2022. The hypothesis formed and verified in this paper is that since the beginning of Russian expansion on Ukraine in 2014 the G7 members have called for a negotiated process and a political solution to the conflict, but it was hardly possible to quickly adopt and implement timely and adequately decisions to resolve the crisis in the region through the bonding of global and regional security mechanisms. Thus, a comfortable field for prolonging the conflict, which has developed into a full-scale war, was formed. The research methodology is based on systemic, historical, structural and political approaches to the study of the problem. Research methods are comparative analysis, content analysis, chronological and classification methods. This study allows us to distinguish the stages of the G7 involvement in the “Ukrainian issue” in the period of 2014–2022. During these years, the group’s policy underwent three shifts in course, influenced in large part not only by the activities of Russia, but also by policy course changes of individual G7 members. The example of the nine-year unresolved local Russian-Ukrainian conflict shows that such crisis may pose a threat not only to regional, but also to global stability and there is a strong correlation between them.
    Celem prezentowanego artykułu jest pogłębiona analiza polityki G7 wobec Ukrainy w kontekście rosyjskiej inwazji w latach 2014–2022. Hipoteza sformowana i zweryfikowana w pracy jest taka, że od początku rosyjskiej ekspansji na Ukrainę w 2014 roku członkowie G7 wzywali do procesu negocjacyjnego i politycznego rozwiązania konfliktu, ale praktycznie nie było możliwe szybkie przyjęcie i wdrożenie w odpowiednim czasie decyzji o rozwiązaniu kryzysu w regionie poprzez sprzęgnięcie globalnych i regionalnych mechanizmów bezpieczeństwa. W ten sposób powstało dogodne pole do przedłużania konfliktu, który przerodził się w pełnoskalową wojnę. Metodologia badań opiera się na systemowych, historycznych, strukturalnych i politycznych podejściach do badania problemu. Metody badawcze to analiza porównawcza, analiza treści, metody chronologiczne i klasyfikacyjne. Niniejsze opracowanie pozwala wyróżnić etapy zaangażowania G7 w „kwestię ukraińską” w okresie 2014–2022. W tych latach polityka grupy przeszła trzy zmiany kursu, na które wpływ miały nie tylko działania Rosji, ale i również zmiany w kierunkach politycznych poszczególnych członków G7. Przykład nierozwiązanego od dziewięciu lat lokalnego konfliktu rosyjsko-ukraińskiego pokazuje, że taki kryzys może stanowić zagrożenie nie tylko dla stabilności regionalnej, ale i globalnej oraz że istnieje między nimi istotna korelacja.

    Russia’s continuing aggression against Ukraine is exceptional both in terms of its scale and its global implications. A peaceful and prosperous future for Ukraine, neighbouring states and indeed the entire continent, depends upon two interrelated factors. The first is Ukraine’s ability to win, with Western support, the war initiated against it by the Russian Federation under Putin. This would bring about a new global opening, ending the Moscow-Beijing anti-Western axis in world politics. The second factor is Ukraine’s ability to take advantage of the constitutional moment that will present itself as attention shifts from the military effort toward the process of state reconstruction. Presenting the situation of Ukraine in regional, historical, and global context, we draw attention to specific challenges and choices that state elites will face post-war. We explain the internal and external implications of these choices to show why Ukraine should seize its upcoming constitutional moment. Drawing on both political theory and real world examples of constitutional revolutions, we explain the factors involved in the effective exploitation of the constitutional moment. We suggest that, channelled to constructive purposes, the demands and aspirations of Ukrainian citizens may help propel the political and economic reforms needed to secure social trust and a stable future. We conclude that multi-level political and civic engagement in a new constitutional process will be indispensable for reconstructing the institutional foundations for peace, democratic governance and the rule of law in post-conflict Ukraine.

Utilizing a comprehensive analysis of scholarly articles, governmental treaties, news reports, and military strength rankings, the research outlines the interplay between geopolitical interests, historical ties, religious affiliations, and military strategies that have shaped the conflict's trajectory. The methodology encompasses an extensive review of primary and secondary sources to elucidate the complex nature of the conflict, aiming to provide a holistic understanding of the crisis. The study highlights the significance of nuclear disarmament treaties, religious tensions, military capabilities, and international alliances in shaping the ongoing war and its broader implications.This academic study aims to comprehensively analyze the Russian-Ukrainian conflict, investigating historical events, geopolitical factors, and military dynamics. The study endeavors to provide a multifaceted understanding of this complex issue and contribute valuable insights for policymakers, scholars, and practitioners involved in navigating and resolving the crisis. Research Questions: -          Why did Ukraine relinquish its nuclear arsenal in the Budapest Treaty of 1994? -          What were the religious underpinnings influencing the Russian-Ukrainian confrontation? -          How did geopolitical factors contribute to the lead-up to the Russian invasion of Ukraine? -          What were the indicators of Russian determination to employ military force against Ukraine? -          What are the ongoing dynamics and implications of the war of attrition in Ukraine?     Opis:
    The article discusses the issue of the atmosphere of dialog and its influence on the course of the dialog process. The atmosphere is first of all created by people, and this is why in the first part of the article it is shown, taking the personalistic approach, what emotional mood, intellectual aura and spiritual atmosphere are favorable for having a dialog. On the emotional side it is enthusiasm, surges of emotions, and sublimity; in the intellectual aspect it is objectivism, pragmatism and acting logically; and in the volitionary-spiritual dimension – it is acceptance of people, tolerance and kindness. In the further part of the article attention is paid to the subjective and objective factors creating a dialog. The following ones belong here: pro-social education and self-education, a positive influence of public opinion, and on the objective side: some global civilization trends, and the communication revolution in the world, owing to which not only did tools for indirect inter-personal relations (the press, radio, television, Internet) gain importance, but also direct inter-personal communication did. In the third part of the article the means used for building the atmosphere of dialogue are discussed. The status of natural behaviors should be appreciated here: politeness, simplicity and understanding; and defective behaviors, like obsequiousness, pompousness, crudeness and leniency should be eliminated. It is also indispensable to look for the way of the golden mean between extreme behaviors. Such a way between oversensitiveness and callousness is – sensitivity; between euphoric behavior and fatalism – realism, and between doctrinairism and utilitarianism – humanism. The article is closed by the conclusion that the atmosphere of dialog influences the dynamics of the dialog processes, determining priority goals in the dialog and stimulating further dialogs.

    Opis:
    The article is devoted to the impact of security issues related to the global conflict, located in Ukraine, on the world trade transformations. The objective of the paper is twofold: first, to analyze the impact of the conflict on energy and food security in the context of changes in the world commodity prices and global modifications in the energy supply chains; second, to reveal the trade flows transformation in the world economy system and to substantiate the need to modernize the international institutions. The methodological basis of the research is the system approach: the methods of economic and statistical analysis combined with graphical method are used to determine the world commodity prices dynamics, as well as world commodity prices indices; the historical-logical method along with the analysis of economic phenomena and processes are used to assess the prerequisites for changes in world trade development and to reveal the need to revise the Washington Consensus, to transform the WTO. The conflict in Ukraine put pressure on security issues on a global scale, starting with food and energy security which resulted in trade flows transformations contributing to dividing the world into blocs. The confrontation forced the WTO to worsen forecasts regarding the development of the global trade; however, the trade trends demonstrated the adaptability of the world to the new transition realities. In October 2022 the WTO improved its forecast for 2022, but the risks of the war continuation resulted in significant deterioration of the forecast for 2023. The state of affairs leads to growing expectations regarding the reformatting of world trade in the short term while the ongoing war conditions the revision of current approaches to the formation of the world order and further emphasizes the need to transform the world’s leading economic institutions, primarily the World Trade Organization.
    Artykuł poświęcony jest wpływowi kwestii bezpieczeństwa związanych z globalnym konfliktem na Ukrainie na przemiany w handlu światowym. Cel pracy jest dwukierunkowy: po pierwsze, zanalizowanie wpływu konfliktu na bezpieczeństwo energetyczne i żywnościowe w kontekście zmian w światowych cenach surowców i globalnych modyfikacji łańcuchów dostaw energii; po drugie, ujawnienie przekształceń przepływów handlowych w systemie gospodarki światowej i uzasadnienie konieczności modernizacji międzynarodowych instytucji. Podstawą metodologiczną badania jest podejście systemowe: metody analizy ekonomicznej i statystycznej w połączeniu z metodą graficzną są używane do określenia dynamiki światowych cen surowców, a także indeksów cen surowców na świecie; metoda historyczno-logiczna wraz z analizą zjawisk i procesów gospodarczych są używane do oceny przesłanek zmian w rozwoju handlu światowego i ujawnienia konieczności rewizji Konsensusu Waszyngtońskiego oraz transformacji WTO. Konflikt na Ukrainie wywołał presję na kwestie bezpieczeństwa na skalę globalną, rozpoczynając od bezpieczeństwa żywnościowego i energetycznego, co skutkowało przekształceniem przepływów handlowych, przyczyniając się do podziału świata na bloki. Konfrontacja zmusiła WTO do pogorszenia prognoz dotyczących rozwoju handlu globalnego; jednakże tendencje handlowe wykazały elastyczność świata wobec nowych rzeczywistości przejściowych. W październiku 2022 r. WTO poprawiło swoją prognozę na rok 2022, ale ryzyko kontynuacji wojny doprowadziło do znacznego pogorszenia prognozy na rok 2023. Obecna sytuacja prowadzi do rosnących oczekiwań co do restrukturyzacji handlu światowego w krótkim okresie, podczas gdy trwająca wojna warunkuje rewizję obecnych podejść do kształtowania porządku światowego i dodatkowo podkreśla konieczność transformacji światowych głównych instytucji gospodarczych, przede wszystkim Światowej Organizacji Handlu.
