Opis:
The purpose of the article is to examine selected examples of types of security education in Poland. At the beginning of the 20th century, national security was centered on military and political aspects, but recent decades have seen the successive shifting of the focus from the military-political plane of security to other areas. It seems that educational concepts adapt to emerging challenges. This thesis is confirmed by the concept of global education, the idea of military classes, as well as the military training of pro-defensive organisations within the framework of the Passport Program. All of these educational concepts were covered in the study. One of the most important conclusions of the article will be to emphasise the correlation between the evolution of the understanding of security, the transformation of threats and changes in the field of educational concepts.

Opis:
The purpose of this article is to identify and assess environmental risks that may have the greatest impact on the future of humanity. They were divided into two basic groups, i.e. for natural processes and resources. In addition, climate change is described as different group. The authors decided, that a holistic approach to this issue is more desirable than dividing it into two above-mentioned groups. The comparison of various threats was possible due to the application of identical assessment criteria, such as: the harmfulness, rate of spread, scope and moment of occurrence of a given group of threats. Each of the listed criteria has been evaluated on a fi ve-point scale, where 1 has the smallest and 5 the largest impact force. The obtained results show the leading importance of natural processes in maintaining the existing Earth system. In addition, the authors point to a greater risk of problems related to renewable resources than non-renewable one. As a result, it can be assumed that the current degradation of natural processes and excessive use of resources is likely to lead to the risk of global disasters.

Science at the state level consists of two distinct and heterogeneous systems: the global science system and national science systems. National science systems are deeply embedded in global science, and states seek to use global knowledge for domestic economic needs. However, harnessing the wealth of global knowledge can only be done through scientists. Consequently, the scientific strength of states in practice depends on the scientific strength of individual scientists. Their ability to collaborate internationally and to tap into the global scientific network is crucial. By remaining outside it and working within local research programs, the academic community risks being marginalized, losing the interest of national research funding patrons, and losing the ability to influence the development of science.

The case study examines anticipatory assumptions in the European Commission report “Global Europe 2050” to set out potential axes of future evolutions political participation in Europe. A multifold analysis based on Hybrid Strategic Scenarios method and critical reading of the theses are employed to uncover and reframe tacit assumptions of leading European futurists who have contributed to the report and check them against potential scenarios of government/individual relation from now to the year 2050. Nine different assumptions about long term futures of governance and society are identified and tested against three generic scenarios and the Learning Intensive Society Model to provide insights into nine focal points of future political participation evolutions. This method can be replicated for academic and practical analysis of policy papers and strategic documents to optimize their reach and effect, for improved alignment of policies with main social challenges.

Badania nad myślą Shmuela N. Eisenstadta (1923–2010) oraz te kontynuujące i rozwijające jego dziedzictwo nieustannie przybierają na sile i to w najrozmaitszych zakątkach świata. Fakt ten nie może dziwić, skoro rezultaty jego własnych obszernych badań uznawane są zazwyczaj za jeden z najważniejszych i najoryginalniejszych produktów w dziedzinie socjologii, filozofii cywilizacji, filozofii kultury, filozofii polityki i społeczeństwa drugiej połowy XX i początku XXI wieku. Wskazane przesłanki skłoniły mnie do napisania tekstu, który z założenia jest artykułem przeglądowym, tj. krytyczną prezentacją kilku istotnych wątków jednej z nowszych książek pisanych z perspektywy teorii Shmuela N. Eisenstadta, zatytułowanej Varieties of multiple modernities. New Research Design (dalej: Varieties). Książka stanowi bardzo ważny wkład do dorobku badań nad myślą izraelskiego socjologa, zarazem znacznie przekraczającą jego dziedzictwo. Jej autorzy podjęli próbę stawienia czoła najbardziej aktualnym zagadnieniom i wydarzeniom otaczającego nas świata. To, czy narzędzia, jakie dostarcza Eisenstadt, pomagają w tego typu przedsięwzięciach pozostawiam już opinii czytelnika Varieties. Książka, jako wynik projektu interdyscyplinarnego, stanowi zapewne ogromne źródło wiedzy, stąd może być inspiracją dla reprezentantów różnych dyscyplin.
Research on the thought of Shmuel N. Eisenstadt (1923-2010), as well as studies continuing and developing his ideas, is gaining traction in different corners of the world. This fact is not surprising since the results of his own extensive research are usually considered as one of the most important and original products in the field of sociology, philosophy of civilisation, philosophy of culture, as well as the philosophy of politics and society of the mid-20th and early 21st century. This article offers a critical presentation of several important threads of a recent book entitled Varieties of multiple modernities: New Research Design (hereinafter: Varieties) that engages with the theories of Shmuel N. Eisenstadt. This book is a very important contribution to work on the thought of the Israeli sociologist and it moves beyond his ideas. The authors make an attempt to face current issues and events in the world around us. Whether or not the tools provided by Eisenstadt help in this type of endeavour, I leave the readers of Varieties to judge. The book, a result of an interdisciplinary project, is a huge source of knowledge. It can be an inspiration for representatives of various disciplines.

The article presents the thesis claiming that postconstructivist view is the best tool to describe and analyze such phenomena as modern risk, scientific controversies, climate change and global warming denial movement. I consider Science and Technology Studies (STS) and Bruno Latour’s Actor-Network Theory (ANT) the best examples of postconstructivist thinking. They allow to picture both science and technology as spheres of collective practice, materially situated and instrumentally rooted. They postulate a posthumanist, antiessentialist, ecological politics in which climate change and the role of non-humans may be represented in a satisfactory way.

Celem artykułu jest próba udzielenia odpowiedzi na pytanie o zakres i istotę obszaru badawczego nauki o stosunkach międzynarodowych. W naszym przekonaniu jest to problem najważniejszy, stanowiący o jej dyscyplinarności. Artykuł odnosi się do ontologicznych kryteriów wyodrębnienia dyscypliny i w tym sensie jest kontynuacją niektórych wątków zaprezentowanych w artykule pt. Przedmiot, teoria i metodologia nauki o stosunkach międzynarodowych („Stosunki Międzynarodowe – International Relations” 2015, nr 1, t. 51, s. 11–34). Sformułowane na potrzeby artykułu założenie mówi, że wyodrębnienie obszaru badawczego nauki o stosunkach międzynarodowych dokonuje się w oparciu o założenie ontologiczne. Dopiero na tej podstawie można w dalszej kolejności formułować założenie na poziomie epistemologii (teorii). Innymi słowy pytanie „co badać?” poprzedza kolejne – „jak badać?”. W artykule proponuje się zastosowanie następujących kryteriów delimitacji obszaru badawczego nauki o stosunkach międzynarodowych: instytucjonalne podstawy dyscypliny, rekonstrukcja pojęcia międzynarodowości, poziomy analizy, subdyscypliny.
The aim of the article is to define the extent and nature of the scope of the discipline of international relations. It is our belief that this is the key factor determining its status as an academic discipline. This article addresses the ontological criteria for delimiting the discipline, and in this sense it continues certain threads presented in the article titled The Subject, Theory and Methodology of the Science of International Relations, published in Issue 1/2015 of “Stosunki Międzynarodowe – International Relations”. The thesis formulated for the purpose of the article comes down to the statement that delimitation of the scope of the discipline of international relations is performed on the basis of an assumption on the level of ontology. Only on this basis can we formulate a further assumption, on the level of epistemology (theory). In other words, the question: ‘What do we study?’ precedes another question: ‘How to study it?’. In the article the author proposes the application of the following criteria of delimiting the scope of the discipline of international relations: the institutional basis of this discipline, reconstruction of the notion of internationality, the level of analysis, subdisciplines.

Tekst odnosi się do współczesnych badań nad dzieciństwem i prawami dziecka. Nowe procesy i przemiany globalne, których najliczniejszą grupę uczestników stanowią dzieci, umożliwiają szerszy wgląd w ich sytuację, aktywizm i jednocześnie wymuszają namysł nad zmianami w podejściach badawczych w prowadzonych badaniach z dziećmi, nad dzieciństwem i o prawach dzieci w krajach Globalnego Południa i Globalnej Północy, którym od trzech dekad towarzyszy Konwencja o prawach dziecka.
The text refers to contemporary childhood and children’s rights studies. I reflect on the need to decolonise these studies resulting from the changing conditioning and contexts of children’s lives, changing models of childhood as well as ways and potentials of children’s functioning in the 21st century. New global processes and transformations, of which children are the most numerous participants, allow us a broader insight into their situation and activism. At the same time, they necessitate reflection on changes in approaches to research with children, on childhood and children’s rights in countries of the Global South and Global North, that has been accompanied by the UNCRC for three decades.

Opis:
While inequalities and injustices originating from the social categorisations of race, gender, sexual orientation, ethnicity, religion, or nationality seem to be a general focus of both development and postcolonial discourses, the issue of disability seems to be rather overshadowed. Therefore, since even the World Health Organisation (WHO) itself and its Mental Health Improvements for Nations Development (MIND) project represents disability as a barrier to development – so as a factor globally contributing to poverty, inequality, and injustice and not the other way around – there is a need to extend our attention when investigating exploiting and disempowering power relations inherent in the 21st century that aim at eliminating human differences. The present theoretical inquiry concentrates thus on emphasising a call for bringing together the disability and postcolonial debates in the investigation of social-justice-based development and the role education might in general play in the realisation of just societies and the equality of all individuals around the world. The paper starts by shortly introducing the concepts of development, disability, and postcolonial theory, and then aims at accentuating the need of a critical global disability studies for the sake of decolonising current practices and making present, marginalised, and disaccredited knowledges of a complex and heterogeneous disability experience. Finally, the paper highlights that a decolonised understanding of disability should be inherent in present educational agendas – integral to development processes – because human differences should not be factors that impoverish but that empower human relationships.
Nierówności i niesprawiedliwości wynikające z klasyfikowania/różnicowania ludzi ze względu na rasę, płeć, orientację seksualną, pochodzenie etniczne, wyznanie lub narodowość stanowią przedmiot zainteresowania zarówno dyskursu rozwojowego, jak i dyskursu postkolonialnego, podczas gdy kwestia niepełnosprawności pozostaje w cieniu. Tymczasem zgodnie z założeniami Światowej Organizacji zdrowia (WHO), w tym realizowanego przez nią projektu Poprawa zdrowia Psychicznego na rzecz Rozwoju Narodów (MIND), niepełnosprawność to bariera rozwoju, czynnik globalnie przyczyniający się do ubóstwa, nierówności i niesprawiedliwości, a nie odwrotnie. Dlatego też kategoria niepełnosprawności powinna być brana pod uwagę w istotnych z perspektywy wyzwań XXI w. badaniach poświęconych wykorzystywaniu i osłabianiu relacji władzy w celu wyeliminowania różnic społecznych. Postulat ten koresponduje z założeniami formułowanych obecnie koncepcji teoretycznych, które podkreślają konieczność czerpania zarówno z rozważań dotyczących niepełnosprawności, jaki i z postkolonialnych debat na temat sprawiedliwości społecznej i roli, jaką edukacja może odgrywać w budowaniu sprawiedliwych społeczeństw i urzeczywistnianiu idei równości osób na całym świecie. Artykuł wprowadza w koncepcje rozwoju, niepełnosprawności i teorii postkolonialnej, a także akcentuje potrzebę krytycznych i wieloaspektowych badań nad niepełnosprawnością w celu dekolonizacji aktualnych praktyk oraz sprawienia, by marginalizowana i dyskredytowana wiedza o złożonym i heterogenicznym doświadczeniu niepełnosprawności stała się obecna w przestrzeni publicznej. Wreszcie tekst ten ma na celu podkreślenie, że zdekolonizowane rozumienie niepełnosprawności powinno być nieodłącznym elementem obecnych programów edukacyjnych – integralnym z procesami rozwojowymi – ponieważ różnice międzydzy ludźmi nie powinny być czynnikami zubożającymi, ale wzmacniającymi relacje międzyludzkie.

Shmuel N. Eisenstadt has fundamentally modified the classical theory of modernization. Over the course of his work, which is connected with the changes of sociological theory since the 1950s, he has executed a turn from the comparative analysis of institutions to the research program of comparative civilizations. The research program of multiple modernities has emerged out of this attentional shift coming from the First Research Program 1986, which led to “multiple modernities” and to the Second Research Program 2003. A key milestone was the critique of the theory of structural differentiation as the main process underlying the sociostructural evolution of societies; this began with The Political Systems of Empires (1963), along with the development of convergence theories of modernization, which have had impact on contemporary sociological theory beginning with that same book. In the meantime, the research program of multiple modernities now continues into the Third Research Program of Multiple Modernities, Membership, and Globalization 2016 and its implementation (Preyer and Sussman, 2016a, b). Firstly, I will show how the program seeks to sketch an updated vision of the theoretical systematization of research on globalization since the 1990s. Secondly, I will go on to sketch the foci of research within the Third Research Program in our era of globalization; finally, I shall outline some consequences of changes in the research situation within sociological theory.

In diesem Artikel werden ausgewählte Beiträge mit gegenwärtigen Geschichtsnarrativen zu den oberschlesischen Auswanderern nach Texas im 19. Jahrhundert, den sog. Silesian Texans, vorgestellt und besprochen. Dabei werden die darin vorkommenden Zuschreibungen von nationalen Kategorien hinsichtlich der Identität, Sprache, kulturellen und ortsgebundenen Herkunft kritisch hinterfragt. Die dabei verwendete Methode ist die komparatistische Imagologie nach dem „Aachener Programm“. Diese eignet sich in besonderer Weise für derartige Untersuchungen in transnationalen Gebieten wie Oberschlesien und ihren Überseeformen in Texas, USA. Die angeführten Quellen aus den letzten drei Jahrzehnten werden neuesten wissenschaftlichen Erkenntnissen hinsichtlich der Forschung zu den Silesian Texans wie auch der (ober)schlesischen Sprache gegenübergestellt. Der Artikel kann als Bestandaufnahme aktueller Quellen zum Phänomen der Silesian Texans wie auch als ihre kritische Besprechung verstanden werden. In der Untersuchung werden historische Fehler und Anachronismen in den Geschichtsnarrativen aufgezeigt, in denen die Herkunftsregion der Silesian Texans nicht ihrem Charakter als ein Grenzgebiet entsprechend, weder multikulturell noch transnational wahrgenommen wird.
 In this article, selected contemporary historical articles with narratives about the Upper Silesian emigrants to Texas in the 19th century, the so-called Silesian Texans, are cited and discussed. The attributions of national categories with regard to identity, language, cultural and local origin are critically examined. The method used is comparative imagology according to the “Aachener Programm”. This is especially suitable for alike studies in transnational areas such as Upper Silesia and its oversea diaspora in Texas, USA. The cited sources of the last three decades are contrasted with the latest scholarly findings regarding research on the Silesian Texans, as well as the (Upper) Silesian language itself. This article can be seen as a survey of current sources on the phenomenon of the Silesian Texans, as well as a critical discussion of them. The study highlights historical errors and anachronisms in historical narratives in which the Silesian Texans’ region of origin is perceived as neither multicultural nor transnational according to its character as a borderland.
W niniejszym tekście przedstawiono i omówiono wybrane artykuły ze współczesnymi narracjami historycznymi na temat górnośląskich emigrantów do Teksasu w XIX wieku, tzw. śląskich Teksańczyków/Silesian Texans. Krytycznej analizie poddane zostały występujące w nich atrybucje kategorii narodowych w odniesieniu do tożsamości, języka, pochodzenia kulturowego i miejsca. Zastosowana metoda to imagologia porównawcza według „Aachener Programm/Programu z Akwizgranu”. Jest ona szczególnie przydatna do tego typu badań na obszarach transnarodowych, takich jak Górny Śląsk i jego zamorskie formy w Teksasie w USA. Przytoczone źródła z ostatnich trzech dekad są zestawione z najnowszymi wynikami badań nad śląskimi Teksańczykami, jak również nad językiem (górno) śląskim. Artykuł można traktować jako przegląd aktualnych źródeł na temat fenomenu śląskich Teksańczyków, jak również ich krytyczną dyskusję. Studium wskazuje na błędy historyczne i anachronizmy w narracjach historycznych, w których region pochodzenia śląskich Teksańczyków nie jest postrzegany zgodnie z jego charakterem jako region pogranicza, zatem ani jako region wielokulturowy, ani transnarodowy.

The text is a critical analysis of Jack Goody’s theory of renaissances, which takes a closer look at how the author understood the renaissance and related phenomena. The deconstruction of the author’s statements, set in a broader critique of structuralist global history, reveals the shortcomings of this approach and its ineffectiveness in more detailed case studies.

Geographical studies on the development represent a proposal for a integration of some of research topics undertaken by both physical and human geography. Their aim is to analyze the social and economic processes through the prism of natural conditions and their position in particular spaces. Such an assumption makes that the main object of the researchers are the relationships and spatial phenomena of development and underdevelopment. The concept of geography of development was introduced to geography by Jürgen Blenck in 1979. In the center of the geographical studies on development Blenck puts society that occupying a defined space of the specific conditions of the natural environment are creating a network of relations that will either lead to the development or inhibit this process. Blenck postulated the concentration of geography of development on the investigation of processes of development and underdevelopment of specific pieces of geographical space and not strictly on developing countries, as it has been done previously. Thus, there has been a change of paradigm of geographical research from purely spatial analyzes of differences of phenomena and processes to the socio-cultural causes of underdevelopment and differentiation of living standards. Geography began to use to explain the spatial aspects of the development the theories and concepts borrowed from the social sciences and economics. It emerged the need for interdisciplinary research on development directed to the micro-regional analysis. At the same time incorporating of geography into the debate about globalization – its conditions and environmental, social, economic, cultural and political effects gave impetus to the discussion on the broader spatial level, on the sclae of large geographic regions and globally.
Artykuł stanowi krótki przegląd koncepcji badań geograficznych nad krajami rozwijającymi się. Autorka analizuje ewolucję podejścia do kwestii rozwoju w badaniach geograficznych – od geografii krajów rozwijających się do geograficznych badań nad rozwojem i zastanawia się, jakie obecnie jest miejsce geografii rozwoju w polskich analizach na temat globalnego Południa. Wskazuje również na powiązanie podejść geograficznych z innymi w ramach nauk społecznych. Nawiązuje w tym do interdyscyplinarności analiz rozwoju i niedorozwoju w krajach globalnego Południa.

Artykuł wpisuje się w kontekst badań prowadzonych nad bezpieczeństwem w naukach społecznych z wykorzystaniem krytycznych koncepcji badawczych, rozwijających się w opozycji do pozytywistycznych paradygmatów, jak realizm czy liberalizm po zakończeniu zimnej wojny. Dodatkowo autor wykorzystał nowe podejście – studia globalne – do analizy skutków ekspansji tzw. Państwa Islamskiego (ISIS) na Bliskim Wschodzie i jego oddziaływania w ramach nowego terroryzmu międzynarodowego. Celem rozważań jest ukazanie procesu formowania się studiów globalnych (ang. Global Studies) jako nowego ujęcia badawczego i akademickiego w naukach społecznych. Zostaną także wykazane możliwości aplikacyjne omawianego podejścia i zostanie podjęta próba analizy ISIS i percepcji tego zagrożenia terrorystycznego z perspektywy historycznej, co stanowi wartość naukową w polskiej i światowej literaturze. W ramach opracowania wykorzystane zostaną również takie metody badawcze jak metoda komparatywna i analiza jakościowa. Podstawowe pytanie brzmi: na ile studia globalne odróżniają się od innych nurtów w kontekście analizy problemów bezpieczeństwa i stanowią użyteczne ramy analizy? Artykuł ukazuje możliwości adaptacji założeń Global Studies jako krytycznej i postkolonialnej perspektywy poznawczej do analizy tragicznych losów jazydów pod okupacją ISIS i roli mediów w przestrzeni internetowej, wykorzystywanych do kampanii propagandowych i rekrutacyjnych na niespotykaną skalę, jako długofalowego efektu Arabskiej Wiosny.
The scientific article fits into the context of research on security within the social sciences with the use of critical research concepts, developing in opposition to positivist paradigms such as realism or liberalism after the end of the Cold War. In addition, in the article the author puts emphasis on methodological aspect, using a new approach – Global Studies – to the analysis of the effects of the expansion of the so-called Islamic State (ISIS) in the Middle East and its influence in the framework of new international terrorism. On the subject of research, the aim is to present the process of formation of Global Studies as a new academic research approach in social sciences. The application possibilities of the discussed approach will also be shown and an attempt will be made to analyze ISIS and the perception of this terrorist threat from a historical perspective, which is of scientific value in both Polish and world literature. Research methods such as comparative method and qualitative analysis will also be used as part of the study. The main question is to what extent Global Studies differs from other trends in the context of analyzing security problems and provides a useful framework for the analysis. The article presents the possibility of adapting the assumptions of Global Studies as a critical and postcolonial cognitive perspective to the analysis of the tragic fate of the Yazidis under the occupation of ISIS and the role of the media in the Internet space, used for propaganda and recruitment campaigns on an unprecedented scale, as a long-term effect of the Arab Spring.
