The problem of finding a gain matrix of the state-feedback of 2D linear system such that the closed-loop system is positive and asymptotically stable is formulated and solved. Necessary and sufficient conditions for the solvability of the problem are established. It is shown that the problem can be reduced to suitable linear programming problem. The proposed approach can be extended to 2D linear system described by the 2D Roesser model.

Opis:
The term of a ‘model/models’ of the civic (participatory) budget (CB) has not been discussed more widely in the Polish literature so far. There are also no publications comparing the existing typologies or classifications. In the article, the author presents what the civic budget model is and its definition in political science research. Various approaches are presented based on both Polish and English-language literature on the subject. The main aim of the article is to propose a model of civic budget in Poland. For this purpose, the author presents practical solutions of the Polish CB and, on this basis, distinguishes between general models (based on the scale of the entire state) and specific models (based on the solutions in local government units). The author also presents the components of these general and specific models.
Pojęcie modelu/modeli budżetu obywatelskiego (partycypacyjnego) nie było do tej pory szerzej poruszane w polskiej literaturze przedmiotu. Brak jest również publikacji porównujących dotychczasowe typologie czy klasyfikacje. W artykule autor prezentuje, czym jest model budżetu obywatelskiego oraz jakie są sposoby jego definiowana w badaniach politologicznych. Różne podejścia definicyjne prezentowane są zarówno na podstawie polskiej, jak i anglojęzycznej literatury przedmiotu. Głównym celem artykułu jest zaproponowanie modelowego ujęcia budżetu obywatelskiego w Polsce. W tym celu autor przedstawia rozwiązania praktyczne, dotyczące polskiego BO, i na tej podstawie wyróżnia podział na modele ogólne (dotyczące skali całego państwa) oraz modele szczegółowe (dotyczące rozwiązań w jednostkach samorządu terytorialnego). Autor prezentuje również elementy wchodzące w skład tych ogólnych i szczegółowych modeli.

Aim/purpose – This paper evaluates the effects of the illicit cigarette trade on the South African economy through a static Computable General Equilibrium (CGE) model. Indeed, the illicit cigarette trade occupies a prominent place in public debate in South Africa. Design/methodology/approach – The base year Social Accounting Matrix (SAM) of the model is constructed from the data for 2015 to reflect the most recent information. The model includes a number of direct and indirect tax variables. The indirect tax section is decomposed into VAT, excise and fuel levy for analysis purposes. The household section considered all income categories with 14 distinct deciles. Findings – One policy simulation was carried out to evaluate the effect of the illicit cigarette trade on growth and income distribution. Our findings show that the loss of R8 billion in tax revenue given the current growth of the illicit cigarette market has impacted negatively on the country’s GDP and employment rate. Research implications/limitations – We utilised the latest available data for 2015 when constructing the SAM that was used as database for the model. The assessment of the illicit cigarette trade through the application of a CGE model provided strategies for the implementation of a specific Cigarette Governing Body, with distinct areas of accountability focusing solely on illicit cigarettes. Originality/value/contribution – There is a need for urgent attention from the state to combat the trade in illicit cigarettes, as most of this illegal product is produced in South Africa. This paper contributes by expanding awareness amongst policy makers and the public regarding the connection between the illicit trade in licit goods, corruption, and organised criminal networks.

Aim/purpose – This paper analyses the impact of excise tax on the South African economy by means of a Dynamic Computable General Equilibrium (CGE) model. We utilised a policy simulation to evaluate the effects of an excise tax, with the results indicating that the rise in excise tax should not impinge on lower revenue households, as long as the greater government revenue flows to those households. Design/methodology/approach – The model applied in this study includes a specific database composed of a Social Accounting Matrix (SAM) constructed from data for the period 2010. A specific indirect tax block was disaggregated in such a way that VAT, excise tax and fuel levy taxes could be analysed. The household sector was further subdivided into 14 different revenue households. Findings – The simulation results indicate that GDP is linked to certain variables, for example absorption and consumption, which are negatively marked by the short run settings. The trend changed positively from the base year 2018 to the following year 2019 with a constant increase until 2023. The main reason for the increase is that the change in investment proportionally affects the total absorption in the market system. Research implications/limitations – The CGE model has been used extensively by the researchers for economic analyses of various projects. The production data constitute the main limitation, as Statistics South Africa has delayed collecting recent data. For this reason, data for the year 2010 were used in the SAM as the database for the CGE model. Originality/value/contribution – The specific economic tool, i.e. the dynamic CGE model, used in this study was seen to be the best model as far as an analysis of the excise tax was concerned. This model has never been used to study the excise tax in South Africa before, although Erero (2015) analysed the effects of increases in VAT through a dynamic CGE model, and found that the percentage increase in VAT would not affect lower revenue households negatively if the higher government revenue flowed to those households.

Opis:
A computer model ofa tilt-rotor kas been developedfor calculating performance, simulating flight, and investiga-ting stability and control. The model is composed of a fuselage, wings, an empennage, engine nacelles and rotors. Tiltrotor eąuations ofmotion were obtained by summing up inertia, gravity and aerodynamic loads acting on eachpart ofthe aircraft. Aerodynamic loads at wings, empennage and rotor blades are calculated using ąuasisteady model. For rotor induced velocity the Glauert model is used. The influence of rotor inflow wing and empennage aerodynamic loads is calculated using actual value ofinduced velocity. The computer program of tiltrotor model is developed in MatLab environment. The subprograms for load calculation are supplemented by modules for calculation of trim states and stability and control matrices.
Opracowano symulacyjny model statku powietrznego typu tiltrotor dla potrzeb analizy osiągów, stabilności i sterowania oraz symulacji lotu. Model wiropłata złożony jest z kadłuba, skrzydeł, usterzenia ogonowego, gondoli silnikowych i wirników. Równania ruchu zostały uzyskane z sumowania obciążeń bezwładności, grawitacyjnych i aerodynamicznych działających na każdy element statku powietrznego. Obciążenia aerodynamiczne skrzydeł, stateczników i łopat wirników zostały obliczone z zastosowaniem ąuasistacjonarnego modelu opływu. Do wyznaczania prędkości indukowanej wirników zastosowano model Glauerta. Wpływ na-czany z wykorzystaniem aktualnej wartości prędkości indukowanej. Program do modelowania wiropłata został opracowany w środowisku MatLab. Program złożony jest z modułów służących do obliczeń obciążeń poszczególnych elementów wiropłata, które wykorzystywane są również do wyznaczania warunków stanów ustalonych, stateczności i macierzy sterowania. Podczas pierwszego etapu badań wyznaczono warunki lotu ustalonego wiropłata typu tiltrotor w różnych konfiguracjach co pozwoliło zbadać zachowanie i potwierdzić poprawność modelu.

The purpose of this article is to account for informative sampling in fitting superpopulation model for multivariate observations, and in particular multivariate normal distribution, for longitudinal survey data. The idea behind the proposed approach is to extract the model holding for the sample data as a function of the model in the population and the first order inclusion probabilities, and then fit the sample model using maximum likelihood, pseudo maximum likelihood and estimating equations methods. As an application of the results, we fit the general linear model for longitudinal survey data under informative sampling using different covariance structures: the exponential correlation model, the uniform correlation model, and the random effect model, and using different conditional expectations of first order inclusion probabilities given the study variable. The main feature of the present estimators is their behaviours in terms of the informativeness parameters.

The paper focuses on the analysis of claim severity in motor third party liability insurance under the general linear model. The general linear model combines the analyses of variance and regression and makes it possible to measure the influence of categorical factors as well as the numerical explanatory variables on the target variable. In the paper, simple, main and interaction effects of relevant factors have been quantified using estimated regression coefficients and least squares means. Statistical inferences about least-squares means are essential in creating tariff classes and uncovering the impact of categorical factors, so the authors used the LSMEANS, CONTRAST and ESTIMATE statements in the GLM procedure of the Statistical Analysis Software (SAS). The study was based on a set of anonymised data of an insurance company operating in Slovakia; however, because each insurance company has its own portfolio subject to changes over time, the results of this research will not apply to all insurance companies. In this context, the authors feel that what is most valuable in their work, is the demonstration of practical applications that could be used by actuaries to estimate both the claim severity and the claim frequency, and, consequently, to determine net premiums for motor insurance (regardless of whether for motor third party liability insurance or casco insurance.

Research background: Using the marginal means and contrast analysis of the target variable, e.g., claim severity (CS), the actuary can perform an in-depth analysis of the portfolio and fully use the general linear models potential. These analyses are mainly used in natural sciences, medicine, and psychology, but so far, it has not been given adequate attention in the actuarial field. Purpose of the article: The article's primary purpose is to point out the possibilities of contrast analysis for the segmentation of policyholders and estimation of CS in motor third-party liability insurance. The article focuses on using contrast analysis to redefine individual relevant factors to ensure the segmentation of policyholders in terms of actuarial fairness and statistical correctness. The aim of the article is also to reveal the possibilities of using contrast analysis for adequate segmentation in case of interaction of factors and the subsequent estimation of CS. Methods: The article uses the general linear model and associated least squares means. Contrast analysis is being implemented through testing and estimating linear combinations of model parameters. Equations of estimable functions reveal how to interpret the results correctly. Findings & value added: The article shows that contrast analysis is a valuable tool for segmenting policyholders in motor insurance. The segmentation's validity is statistically verifiable and is well applicable to the main effects. Suppose the significance of cross effects is proved during segmentation. In that case, the actuary must take into account the risk that even if the partial segmentation factors are set adequately, statistically proven, this may not apply to the interaction of these factors. The article also provides a procedure for segmentation in case of interaction of factors and the procedure for estimation of the segment's CS. Empirical research has shown that CS is significantly influenced by weight, engine power, age and brand of the car, policyholder's age, and district. The pattern of age's influence on CS differs in different categories of car brands. The significantly highest CS was revealed in the youngest age category and the category of luxury car brands.
