The studied examples of the American, European and Oriental experience show that there are several approaches to integrating specialized facilities in a general educational institution.

    The peculiarities of distribution and use of budgetary facilities for the public goods production in the EU countries, including Poland, are considered and possibilities of adaptation of this experience to the Ukrainian conditions are determined in the article. The author has made the comparative analysis of the structure of general budgetary expenditures in the EU countries and Ukraine, revealed the regularities of financing the public goods production on the basis of calculating the elasticity of general budgetary expenditures by function to GDP, the index of the structure change in general budgetary expenditures and implementing the cluster analysis, and suggested certain recommendations concerning the improvement of financing public goods production in Ukrainian economy taking into account euro–integration aspirations.

    Opis:
    The general clauses are an important part of a legislator’s workshop. Their functions o er him a wide range of opportunities. Unfortunately, there is a danger of misuse of the general clauses. The paper is an attempt at presenting the functions of general clauses in normative canonical texts – Code of Canon Law 1983 as an example. First, de nition of a general clause is formulated, and, next, the demonstrations clauses are assigned to functions known from polish jurisprudence. At the end of the paper some postulates and guiding rules for a church legislator are formulated.
    Klauzule generalne są ważną częścią warsztatu prawodawcy. Ich funkcje dają szerokie możliwości. Niestety, istnieje niebezpieczeństwo błędnego użycia klauzul generalnych. Artykuł jest próbą pokazania ich funkcji w normatywnych tekstach na przykładzie kodeksu prawa kanonicznego 1983. Na początku sformułowano de nicję klauzul generalnych, a następnie ukazano klauzule w odniesieniu do funkcji znanych z polskiego prawoznawstwa. Artykuł kończą postulaty i wskazówki dla kościelnego prawodawcy.

    Research background: General grants in the system of local government finance should pursue five different functions. One of them is revenue equalization. This function is achieved if the revenue gap is reduced after the application of the subsidising mechanism. In addition, to be completed, the size of the support should be inversely proportional to own revenues. Purpose of the article: The aim of the article is to analyse the fulfilment of the revenue equalization function by general grants. Therefore, beside the theoretical analysis, which presents the general grants structure and the functions assigned to them, the article discusses the results of studies showing changes in the revenue gap after the application of the grant mechanism and the correlation between per capita own revenue and the amount of funds from selected parts (equalisation, balancing-regional, reserve, compensating) of the general grant. The following tentative research hypothesis was adopted: general grants fail to fulfil the revenue equalisation function. Methods: Two research methods were applied to achieve the aim of the article and verify the research hypothesis: descriptive statistics and correlation ? calculating the Pearson correlation coefficient. Findings & Value added: Based on the analyses, it was concluded that, once the corrective and equalising mechanism was applied, the range between the extreme per capita revenue values was reduced by 40?50% on average, at all local government levels, i.e. at commune (including cities with county right), county and province levels, in each year from the period analysed, i.e. 2012?2016. The correlation between the sizes of revenue before and after budget subsidising is always negative, whereas the strength of the relationship ranged between low and significant, depending on the local government level. It was found that general grants do fulfil the revenue equalisation function, which contradicts the initially formulated research hypothesis.

    According to the teaching of the Vatican Council II, the proclaiming of the Word of God is the main function of the bishop. The teaching function of bishops can exercise personally in communion with the Roman Pontiff or collegial within the framework of the conference of bishops, what is one of the indicative of affective collegiality. Bishops assembled within the framework of the conference of bishops realize the legislative competences in the range of the teaching function issued general decrees. A conference of bishops has power to issue general decrees in cases where the Code of Canon Law of 1983 has prescribed it or a special mandate of the Apostolic See has established it either motu proprio or at the request of the conference itself (can. 455 § 1), and each and every bishop has given consent (can. 455 § 4).

    The paper presents various ways of paraphrasing understood as a process of the expression of the same meaning via other words. Collected material shows a wide range of phenomena in the examined corpus of temporary press statements, wealth and the multi-directionality metatekstual expressions by which speakers signal the transition to the paraphrase. This has to do with the general function of paraphrasing which is a rhetorical technique in support of the process of the interpretation of the tekst. The added value is a revival of communication and increase confidence in the dialogue partner, as well as confidence to the language as a medium capable of expressing reality.

    The basic idea of this paper is to use the covariance of a partial differential operator under a suitable group action to determine suitable associated Green's functions. For instance, we offer a new proof of a formula for Green's function of the mth power $Δ^m$ of the ordinary Laplace's operator Δ in the unit disk found in a recent paper (Hayman-Korenblum, J. Anal. Math. 60 (1993), 113-133). We also study Green's functions associated with mth powers of the Poincaré invariant Laplace operator . It turns out that they can be expressed in terms of certain special functions of which the dilogarithm (m = 2) and the trilogarithm (m = 3) are the simplest instances. Finally, we establish a relationship between $Δ^m$ and : the former is up to conjugation a polynomial of the latter.

    Osoby podejmujące decyzje w podmiotach opieki zdrowotnej, poszukując najefektywniejszych sposobów zarządzania, zwracają niemałą uwagę na wykorzystywanie metod statystycznych i wysnuwanie na ich podstawie wniosków. Zasadniczym celem artykułu jest prezentacja zastosowania analizy dyskryminacyjnej do oceny zdolności dyskryminacyjnych zmiennych określających efektywność techniczną szpitali w powiatach i miastach na prawach powiatu województwa śląskiego w roku 2015 oraz przedstawienie krótkiego opisu tej analizy. Przeprowadzone badania wskazały, że decydenci, chcąc poprawić wykorzystanie zasobów, przede wszystkim, muszą zwracać uwagę na osobodni leczenia, a więc czynnik głównie generujący koszty. Takie podejście może sprzyjać poprawie zarządzania środkami finansowymi i rzeczowymi szpitala.
    Decision makers in health care units, seeking the most effective management practices, pay close attention to using statistical methods and drawing conclusions from them. The main purpose of the article is to present the application of discriminant analysis to assessing the discriminating abilities of variables determining the technical effectiveness of hospitals in districts and cities with district status of Silesia Province in the year 2015 and to present a short description of this analysis. The study carried out recently showed that decision makers, in order to improve the utilization of resources, must, first of all, pay attention to the bed-days, which is the factor mainly generating costs. This approach can help improve the management of the hospital's financial and material resources.
