Since the fall of their socialist centralized systems, the countries of Central and Eastern Europe have experienced considerable changes to their socioeconomic policies. The Republic of Albania has encountered several noteworthy challenges since 1992, and initially, eradicating gender inequality was not given much emphasis. Gender equality is an essential element that needs to be incorporated into the legal frameworks of all candidate countries aspiring to join the EU, in addition to being a fundamental right and a shared vision of EU institutions. In developing nations, social exclusion can be either active or passive. Because females are excluded from many facets of society, such as the workforce, education, access to the legal system, the realization of their property rights, and so forth, women's demands and interests are frequently disregarded. Following the UN Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW), the Republic of Albania has developed a number of laws, policies, and action plans pertaining to gender equality, in addition to measures addressing issues such as human trafficking, domestic abuse, closing the representational gap in politics and the economy, and other matters. This essay looks at Albania's methodology for evaluating European standards and, where necessary, adapts them to regional political and cultural norms. Ensuring that the body of legislation is in accord with the culture in which it functions is a better strategy to enforce laws than merely making models, rules, and regulations. This is a comprehensive effort to assess and contrast specific in pursuing full EU integration. This is an overall attempt to evaluate and compare some of the strategies and actions Albanian representatives and society have taken to address the gender factor in the democratization process and institution-building while pursuing full EU integration.

The emergence and growth of the internet and social media platforms have engendered significant transformations in everyday life, affecting not only society’s most innermost life but also its structural organization. This digital realm impacts gender equality, giving rise to spaces for feminist community building and activism, but at the same time enabling online gender harassment and violence. Our aim was to construct possible scenarios of the future, focusing on foreseeable consequences of social media on gender (in)equality in Europe. Using the Delphi+ method, we generated diverse future scenarios envisioning the intersection of gender and social media platforms. Through an analysis of these scenarios, we identified three recurring themes situated on a continuum from utopian to dystopian perspectives, including various positions in relation to the question of social media as safe or unsafe spaces. This study then provides us with possible imaginaries in relation to gender and social media platforms.

The aim of the research is to analyze research reports, articles and diaries showing how women function during the COVID-19 pandemic. The subject of my analyzes was quantitative and qualitative data showing differences in the functioning of women and men during the pandemic, along with their real and potential consequences from the perspective of gender equality. Although I was mainly interested in the situation of women in the text, the adopted perspective of gender equality required me to often (for comparative purposes) compile data regarding men. The article attempts to answer the question: What changes in particular areas of women’s social functioning have been caused by the COVID-19 pandemic? I decided to use nonreactive research using the method of analyzing existing data. My research shows that the Covid pandemic has caused unfavorable changes from the perspective of gender equality, not only in Poland, but also in other countries belonging to the European Union. Women suffered health consequences, felt exhausted by their duties and returned to stereotypical social roles. Despite the attempts to eliminate gender inequality in European Union countries (including Poland), the COVID-19 pandemic has significantly reversed progress in these activities.
Celem badań jest analiza raportów badawczych, artykułów i pamiętników ukazujących sposoby funkcjonowania kobiet podczas pandemii COVID-19. Przedmiotem podjętych przeze mnie analiz były dane o charakterze ilościowym oraz jakościowym ukazujące różnice w funkcjonowaniu kobiet i mężczyzn podczas wspomnianej pandemii wraz z ich realnymi oraz potencjalnymi konsekwencjami z perspektywy równouprawnienia płci. Choć w tekście interesowała mnie głównie sytuacja kobiet, to jednak przyjęta perspektywa równości płci, wymagała ode mnie często (w celu porównawczym) zestawiania danych dotyczących mężczyzn. W artykule podjęto próbę odpowiedzi na pytanie: Jakie zmiany w poszczególnych obszarach społecznego funkcjonowania kobiet wywołała pandemia COVID-19? Zdecydowałam się na zastosowanie badań niereaktywnych, korzystając z metody analizy danych zastanych. Z prowadzonych przeze mnie badań wynika, że pandemia Covid spowodowała niekorzystne zmiany z perspektywy równouprawnienia płci, nie tylko w Polsce, ale również w innych krajach należących do Unii Europejskiej. Kobiety poniosły konsekwencje zdrowotne, odczuwały przemęczenie obowiązkami i ponownie powróciły do stereotypowych ról społecznych. Pomimo obowiązującej w krajach Unii Europejskiej (również w Polsce) próby niwelacji nierówności płci pandemia COVID-19 mocno cofnęła postępy w tych działaniach.

Abortion was legalised in the United Kingdom in 1967. However, this fundamental right to bodily autonomy did not extend to the citizens of the United Kingdom who reside in Northern Ireland. It was not until 2019 that abortion was decriminalized in Northern Ireland. Looking at the concept of citizenship from a feminist perspective, this paper questions if the Northern Irish population are only partial citizens of the United Kingdom due to their lack of abortion rights.
Aborcja została zalegalizowana w Zjednoczonym Królestwie w 1967 roku. Jednak to prawo do autonomii cielesnej nie objęło obywateli Zjednoczonego Królestwa zamieszkujących Irlandię Północną. Dopiero w 2019 roku aborcja została zdekryminalizowana w Irlandii Północnej. Patrząc na koncepcję obywatelstwa z perspektywy feministycznej, niniejszy artykuł stawia pytanie, czy mieszkańcy Irlandii Północnej są tylko częściowymi obywatelami Zjednoczonego Królestwa ze względu na brak prawa do aborcji.

In the conditions of the full-scale invasion of the Russian Federation on the territory of Ukraine, the issues of gender-based violence, discrimination based on gender and domestic violence are more acute than ever before the Ukrainian society. The war became the catalyst that caused not only an increase in cases of such violence, but also complicated the process of identifying and recording them. Despite the military actions, Ukraine continues to take decisive steps to overcome this problem, following the Euro-Atlantic and NATO course. Ukraine supports the policy of gender equality aimed at overcoming all forms of discrimination based on gender. Ukraine has recognized gender equality as one of the global standards – one of the basic principles of a democratic society, and strives to achieve real, factual equality between women and men. Evidence of this is the active implementation of international and European legislation and the implementation of its provisions in the practical activities of state bodies and institutions of all levels. In order to overcome gender stereotypes, education is actively developing, the institutional capacities of state bodies and institutions, and local self-government bodies are being strengthened. Alongside this, statistical research findings suggest that women still have limited access to decision-making in armed conflict, despite their disproportionate contribution to humanitarian aid, and that women remain under-represented in the security and defense sectors , in particular at the level of decision-making, including in military and civilian positions in the Armed Forces of Ukraine, the National Police, in international operations to maintain peace and security. In view of the above, the issue of gender equality in the security and defense sector of Ukraine, in particular, in the bodies of the National Police, deserves special attention and remains relevant.

Women constitute half of the population in Kosovo, thus representing half of the voters in elections. Given the high importance of women’s representation in local governance, Kosovo has approved relevant legislation to guarantee gender equality at this level. The purpose of this study is to critically analyse Kosovo’s legislation on women’s political participation rights in the country’s municipalities. The analysis of Kosovo legislation on gender equality, international standards, and statistical data on women’s representation in local governance in Kosovo proves that women are underrepresented in municipal-level politics, with an average of 14.5% during the last twenty-three years, much lower than the gender quota in Kosovo and the world average of 36%. This is due to the non-harmonisation of the electoral quota with the gender quota (50%), the non-implementation of Kosovo Law on Gender Equality, traditions, prejudice against women, and the reluctance of women to assume governing positions.

The COVID-19 pandemic has had a profound impact on our living systems and on the economic and political organization of our country. The significant loss of human lives, the interruption of economic activities, the lockdown, to give just a few references, are undoubted threats to our well-being. The Italian context is of great interest to analyse the possible consequences of the COVID-19 pandemic with respect to women’s new daily life routines, not only because of the drastic measures adopted by the Government in the first emergency phase, but also because of the significant gender differences that characterise the country. In a more recent study (Chirivì & Moffa 2020) on women’s equality paths, we were able to highlight how the typically family-based Italian welfare system – the care of themost fragile people (children, elderly and disabled) is almost entirely entrusted to families – penalises women who bear the burden of looking after everyone. The spread of the pandemic has in fact laid bare the already existing gender inequalities, highlighting a dimension of women’s lives that is often hidden or overlooked, based on a persistent disparity in different areas of daily life, from everyday family life to work and social activities. This paper1 aims to explore two key issues: gender inequality and links between reproduction and production sphere, focusing on pre-existing inequalities and vulnerabilities in women’s life experiences.

The European Union has for many years been firmly committed to promoting gender equality in research and innovation (R&I). Despite this, the sector is still characterised by the persistence of structural barriers that prevent underrepresented groups from developing equally. To counteract this, those applying for Horizon Europe funding today must have a Gender Equality Plan (GEP). This study aims to present the theoretical and practical issues related to developing and implementing a Gender Equality Plan in R&I. However, this issue poses a challenge for many R&I entities (especially in Poland). The plan should, on the one hand, meet the requirements of the European Commission and, on the other, be a specific strategy designed to meet particular needs. Thus, the article explains: what precisely a GEP is and, what elements it should contain, how to create such a plan ‘step by step’, the EU recommendations in this respect are confronted with the first experiences of the University of Silesia in Katowice, and finally, it proves that a GEP is a proactive measure aimed at eliminating gender discrimination and identifying potential violations. At the same time, if taken seriously, it also can contribute to the construction and development of a real equal treatment policy in a workplace such as an R&I entity. Due to the rather practical (so far) aspect of the issue, the article is primarily based on EU and national documents (both binding and “soft”, strategic). At the same time, the literature analysis is only complementary.
Unia Europejska od wielu lat jest silnie zaangażowana w promocję równości płci w badaniach i innowacji. Mimo to sektor ten nadal cechuje utrzymywanie się barier strukturalnych, uniemożliwiających grupom niedoreprezentowanym równy rozwój. Aby temu przeciwdziałać, podmioty wnioskujące dziś o finansowanie ze środków w ramach Programu Horyzont Europa zobligowane są posiadać Plan Równości Płci (GEP). Niniejsze opracowanie ma na celu przedstawienie teoretycznych i praktycznych zagadnień związanych z opracowaniem i wdrażaniem Planu Równości Płci w sektorze R&I. Zagadnienie to dla wielu podmiotów R&I (zwłaszcza w Polsce) stanowi jednak wyzwanie. Plan powinien bowiem z jednej strony spełniać wymogi Komisji Europejskiej, z drugiej – być swoistą strategią, zaprojektowaną pod kątem konkretnych potrzeb. W artykule dookreślono zatem: czym dokładnie jest i jakie elementy powinien zawierać GEP, jak „krok po kroku” taki plan stworzyć; rekomendacje unijne w tym zakresie skonfrontowano z pierwszymi doświadczeniami Uniwersytetu Śląskiego w Katowicach, wreszcie – dowiedziono, że GEP jest proaktywnym środkiem, mającym na celu eliminację dyskryminacji ze względu na płeć i identyfikację potencjalnych naruszeń. Jednocześnie, potraktowany poważnie, ma on także szansę przyczynić się do zbudowania i rozwinięcia rzeczywistej polityki równego traktowania w miejscu pracy, jakim jest podmiot z sektora R&I. Z uwagi na dość praktyczny aspekt zagadnienia artykuł opiera się przede wszystkim na dokumentach unijnych i krajowych (zarówno wiążących, jak i „miękkich”, programowych), natomiast analiza literatury ma jedynie charakter uzupełniający.

The objective of the article is to analyze equal access of women and men to positions in the Polish Council of Ministers after 1989. The percentage of women in the Councils of Ministers established between 1989 and 2019 was at the level of 12.55%. Only in the office of Kopacz, the female ratio reached the value of 31.58%, i.e. the level of the so-called critical mass of 30%, which may constitute the threshold of the real influence of women on political decisions. The governments of Morawiecki (1st government) and Szydło were composed of 27% and 25% women, respectively. However, only 13% of women were in the subsequent (2nd) cabinet of Morawiecki. This proves that in the coming years in Poland, the perspective of gender balanced governments, which were created, among others: by the Prime Ministers of Sweden in 2014–2021 and of Canada since 2015, is unlikely to be realized.
Celem artykułu jest analiza równego dostępu kobiet i mężczyzn do stanowisk w Radzie Ministrów po 1989 r. Wolumen kobiet w Radach Ministrów funkcjonujących pomiędzy 1989 a 2019 kształtował się na poziomie 12,5%. Jedynie w gabinecie Ewy Kopacz współczynnik kobiet osiągnął wartość 31,6%, czyli poziom tzw. masy krytycznej wynoszącej 30% i mogącej stanowić próg rzeczywistego wpływu kobiet na decyzje polityczne. W skład rządów Mateusza Morawieckiego (I. rząd) i Beaty Szydło Kobiety wchodziło odpowiednio 27% i 25% kobiet. Natomiast w kolejnym gabinecie Morawieckiego (II. rząd) znalazło się zaledwie 13% kobiet. To świadczy, że w najbliższych latach w Polsce raczej nie zarysuje się perspektywa rządów zrównoważonych pod względem płci, które zostały utworzone m.in.: przez premierów Szwecji w latach 2014–2021 oraz Kanady od 2015 r.

In the conditions of the full-scale invasion of the Russian Federation on the territory of Ukraine, the issues of equal rights of women and men, prevention and counteraction of any manifestations of discrimination, including on the basis of gender, require a comprehensive approach for their effective solution and consolidation of the efforts of all state and public institutions. Ukraine continues to take decisive steps to overcome this problem, following the Euro- Atlantic and NATO course. Ukraine supports the policy of gender equality aimed at overcoming all forms of discrimination based on gender. Ukraine has embraced gender equality as a fundamental global standard, a cornerstone of democratic societies. The nation is actively working towards attaining authentic and factual equality between women and men, underscoring its commitment to fostering a society where equal opportunities and rights are afforded to individuals of all genders. Evidence of this is the active implementation of international and European legislation and the implementation of its provisions in the practical activities of state bodies and institutions of all levels. In order to overcome gender stereotypes, education is actively developing, the institutional capacities of state bodies and institutions, local self-government bodies are being strengthened. Furthermore, statistical research indicates that women continue to face restricted access to resolutions in armed conflicts, despite their significant contributions to humanitarian efforts. Women remain underrepresented in key sectors like security and defense, particularly at decision-making levels. This includes both military and civilian roles within the Armed Forces of Ukraine, the National Police, and international peacekeeping operations, highlighting an ongoing imbalance in gender representation within these critical areas. In view of the above, the issue of gender equality in the security and defense sector of Ukraine, in particular, in the bodies of the National Police, deserves special attention and remains relevant. The responsibility for implementing a cohesive state gender policy within the units of the National Police of Ukraine lies with the Human Rights Office of the General Inspection and Human Rights Department of the National Police of Ukraine (hereinafter referred to as the Human Rights Office). Despite the considerable volume of the legal framework outlining a diverse range of competences for the Human Rights Office as a subject of administrative and legal relations, it can be confidently stated that there has been no thorough examination of the regulatory and legal aspects governing the activities of the Human Rights Office in the field of implementing the unified state gender policy. This lack of comprehensive study contributes to the presence of numerous gaps in the legislative foundation of the Human Rights Office’s activities. All this actualizes the topic of the corresponding scientific research, testifies to its scientific and practical usefulness, taking into account the recent significant intensification of domestic law-making processes aimed at defining the legal foundations of gender equality and nondiscrimination, the integration of European and international legislation into domestic legislation.

The study employs Oxfam's Gender Impact Assessment Guidelines for extractive industries and the Convention on the Elimination of All Forms of Discrimination Against Women - CEDAW's Women's Economic and Social Rights Framework to assess gender-related issues in the mining sector. A survey of 207 students in Hanoi was conducted, besides focus group discussions and in-depth interviews with gender and mining experts. Findings reveal significant differences in knowledge and awareness of gender issues between students, emphasizing the need to integrate gender knowledge into specialized fields such as mining. In addition, professionals working solely in the mining sector demonstrated a lack of sensitivity to gender issues. Consequently, the study recommends capacity building, seminars, and exchanges to help mining professionals incorporate a gender perspective into their activities. Current policies exhibit gender neutrality, indirectly excluding women's participation and compromising men's safety in the mining sector. The study proposes policy recommendations for enhancing the protection of workers in the mining industry and promoting gender equality. These include incorporating gender perspectives into relevant laws, raising awareness of gender issues among policymakers and professionals, and increasing the mining sector's presence in the media to encourage youth to pursue careers in this field.

Modern civil law’s roots can be traced back to the 19th century, when its basic institutions were comprehensively regulated in three civil codes: the French Civil Code of 1804, known since 1807 as the Napoleonic Code, the Austrian Allgemeines Burgerliches Gesetzbuch (ABGB) of 1811 and the German Burgerliches Gesetzbuch (BGB) of 1896–1900. In the literature, these codes are commonly referred to as the Great Civil Codifications, as they have been influential in shaping European civil law doctrine from their inception to the present day. Although they were drafted under different political conditions (the French and Austrian Codes originated in 18th-century philosophy of natural law, with its individualistic treatment of private law subjects, while the German Code resulted from the triumph of positivism in the second half of the 19th century), and their original content was subject to far-reaching revisions over the years, their invariable merit lay in creating a legal framework guaranteeing the inviolability of individual rights, based on respect for the individual’s fundamental subjective rights under civil law and respect for the autonomy of the will in their implementation. These rights included: the equality and universality of civil rights; the treatment of marriage as a civil contract; the guarantee of the inviolability of private property; the freedom to shape civil law relations by contract; the autonomy of the will of the individual in disposing his or her succession rights. Yet these rights were accompanied by a whole range of limitations and exclusions, particularly for women, whose legal position in terms of civil rights vis-à-vis men was far from the equality and universality of civil law subjects as declared in each of the aforementioned codes. This handicap was only to be remedied in the century that followed.

The article is the analysis of the current issues related to gender policy of the Armed Forces of Ukraine. The article presents the principle of equality that has a number of manifestations, one of which is the principle of gender equality meaning equal approach to all relevant issues regardless of gender. Gender stereotypes, gender behavioural norms and problems of gender identification in the modern Ukrainian society are analysed. The problem of gender differences is associated with the fact that due to the continuous dynamic changes in the world, more and more questions arise as to the impact of certain gender stereotypes on professional activities of a person. One of the currently discussed issues is the impact of gender mainstreaming on the role of women in the military, as well as the impact on the effectiveness of military operations with their participation. The results of the research confirm that the principle of equal rights and possibilities for the service people of both genders is implemented in the army; however there is still the necessity to strengthen educational activities among the personnel, first of all, among the units and subdivisions of Ukraine’s Armed Forces. For the last few years, considering the fulfilment of assigned tasks in both everyday life and combat operations, the role of servicewomen has increased. To determine theoretical foundations of that problem the theoretical methods of generalisation, scientific analysis and synthesis were implemented. Corresponding software was used to process empirical data and to conduct analytical calculations. Analytical processing of information was engaged to solve the problem of scientific analysis of the events as a holistic phenomenon.
Wyniki badań świadczą o tym, że w wojsku realizowana jest zasada równych praw i możliwości dla żołnierzy obu płci, ale nadal istnieje konieczność wzmocnienia działań edukacyjnych wśród kadr, przede wszystkim jednostek i pododdziałów Sił Zbrojnych Ukrainy. Od kilku lat wzrasta udział żołnierek w wypełnianiu wyznaczonych zadań zarówno w życiu codziennym, jak i w działaniach bojowych. Dla określenia teoretycznych podstaw tego problemu zastosowano teoretyczne metody uogólnienia, analizy naukowej i syntezy. Do opracowania danych empirycznych i przeprowadzenia obliczeń analitycznych wykorzystano odpowiednie oprogramowanie. Zastosowanie analitycznego przetwarzania informacji umożliwiło przeprowadzenie naukowej analizy wydarzeń jako zjawiska holistycznego.
