    The article deals with the common currency as one of the biggest challenges currently facing the European Union. Arising from the financial crisis 2008–2009 and deepened by Brexit, they ought to be interpreted and analyzed as the most important impulse to further integration, especially within the sphere of fiscal policy on supranational level. The author claims that for those EU member states which do not participate in the monetary union it is the optimal moment for the decision to join and initiate the relevant procedures. Without any decisions so called multi- or two speed Europe is to be considered as a political fact. For Poland such a scenario creates costly and uncertain position which could inhibit its activities in the common Europe.

    Research background: Recent developments have raised doubts on future sustainability of the EU as successful political and economic organization. Many phenomena - from euro and sovereign debt crisis to the emergence of right-wing, populist and anti-liberal movements - have brought into question the actual foundations of European integration, be it economic cooperation or a community of values. This problem became even more topical after the Brexit referendum. For this very reason a new strand of research on European disintegration has lately began to appear. It was supposed to fill in a serious gap in the body of literature, which had so far optimistically focused on integration processes. Purpose of the article: The aim of our work is to reflect on Brexit - which is an exemplification of disintegration tendencies - through the lenses of theories of European integration in order to find out how well the two match each other. We also try to identify the dynamics Brexit may provoke in theoretical research and in the future of European integration. Methods: We take three most influential theories of integration, i.e. neofunctionalism, intergovernmentalism and post-functionalism, and attempt to analyze Brexit by means of their main assumptions and internal logic. Findings & Value added: We believe that only post-functionalism is able to satisfactorily explain Brexit by turning to mass politics and questions of identity instead of economic rationality. We also suggest that analysis of such issues will become more important in future research on European integration.

    This article reflects on the issue of legitimacy and attitudes of the young generation (16–19 years old) towards the European integration. The authors decided to divide the text into two parts, the first of which consists of the theoretical and historical approach to the problem of the legitimacy of European integration and the narrative about Europe, and the second presents the main conclusions and problems identified during the work of authors with the youth, and the implementation of the international Jean Monnet Network project MoreEU: More Europe to overcome the crisis. Confrontation of these two parts has made it clear that traditional justification of the legitimacy of the integration project does not speak to the contemporary youth, and that this is precisely in this age group that we can clearly see the crisis of the legitimacy of the European Union.

    The purpose of this article is to analyse the main characteristics of the EU’s foreign and security policy that can affect its functioning at present and in the future. Being part of the broader category which is the EU’s external policy, the EU’s foreign and security policy is plagued with numerous flaws. Reducing their impact would greatly strengthen this policy, but at the same time this depends on the resolution of the main axiological dilemma. It concerns the future shape of the whole European Union, which means that the EU needs to clearly formulate its finalité politique. The resolution of this dilemma will determine not only the future of the EU, but also the present and future shape of its foreign and security policy.

    Since 2000, the intensive debate on the future of the European integration has started again. The beginning of the current debate was the Constitutional Treaty, which did not come to force. The idea of creating a federal organization collapsed. The future model of integration is still an open question. On the other hand,the economic crisis of the world economy, started in 2008, which influenced the EU very strongly, rises aquestionwhether the European Union is able to face internal and external crisis. The possible scenariosfor the European Union in the years to come can be very different. The main objective of the paper is toanalyze the current model of the European integration, which consists of very many federal model’s elements but is still far away from federation. The influence of the treaties on the hybrid model of integration is discussed in the paper. There are three possible scenarios for the future of the EU presented in this paper.

    Artykuł stanowi przyczynek do dyskusji o modelu integracji europejskiej, towarzyszącej funkcjonowaniu Wspólnot i Unii od początku ich powstania, ale szczególnie ożywionej po kolejnych kryzysach od Grexit do Brexit. Odnotowując, że integracja europejska od początku oscylowała między realistyczną współpracą ekonomiczną a ideałem demokracji ponadnarodowej, co powodowało swoistą nierównowagę między instrumentami ekonomicznymi a politycznymi, autorka przedstawia różne diagnozy i propozycje, jakie się w polityce i literaturze europejskiej pojawiały w sprawie ostatecznego ukształtowania ustroju Unii – w tym analizuje przyczyny nieudanych prób ustanowienia konstytucji europejskiej i podejmując krytyczną analizę nurtu postulującego federalizację Unii lub przyrównującego obecną strukturę Unii do federacji. W artykule omawia się podstawowe strukturalne i funkcjonalne cechy państwa federalnego wskazując, że samo zastosowanie niektórych uniwersalnych mechanizmów federacji (np. podział kompetencji) to za mało, aby jako federację kwalifikować aktualny model integracji. Co więcej – nazwanie UE federacją („Stany Zjednoczone Europy”), choć fascynujące, może powodować interpretowanie jej struktury i funkcjonowania w takim duchu. A być może nie są na to gotowe społeczności państw narodowych. Tym bardziej, że – jak wskazuje na to obserwacja sytuacji politycznej – miejsce dawnego „deficytu demokratycznego” zajął obecnie „deficyt komunikacji społecznej” między szczeblem unijnym i narodowym.
    The article is a contribution to a discussion on a model of the European integration that has accompanied the Communities and the Union since they came into being, especially lively after the successive crises from Grexit to Brexit. Having noted that the European integration has always oscillated between realistic economic cooperation and ideal supranational democracy, which resulted in specific imbalance between economic and political instruments, the author presents various diagnoses and proposals that have appeared in the European policy and literature as far as the final development of the Union system is concerned and analyses the reasons of unsuccessful attempts to establish a European constitution, and presents a critical analysis of the current calling for federalization of the Union or comparing the present structure of the Union to a federation. The article discusses basic structural and functional features of a federal state and points out that just the use of some universal mechanisms of a federation (e.g. distribution of competence) is not enough to classify the present integration model as a federation. Moreover, calling the EU a federation (The United States of Europe), although fascinating, may result in the interpretation of its structure and functioning in such spirit. And the communities of national states are probably not ready for that, especially as now “social communication deficit” between the Union and national tiers has substituted for the former “democracy deficit”, which can be observed in the current political situation.
