Opis:
The objective of the study was to present the social and economic conditions needed for provision of public forest functions by the State Forests National Forest Holding (PGL LP) managing the great majority of forests of the national property in Poland. The analysis was restricted to the selected protection functions (water and soil protection, protection of air and wildlife) and to the social functions (recreational and educational). Based on the analysis of four social factors (increasing social awareness, demographic changes in Poland, growing wealth of Polish society and social preferences towards forest functions) and three economic factors (increasing costs of forest management including labour costs and decreasing productive capacities of forestry), a number of conditions decisive for further directions of public sphere development in forestry as well as mutual relations between two main areas of PGL LP activities (timber production function and the most important non−timber forest and forest management functions) were developed. The obtained results indicate that in the nearest decades the PGL LP will implement forest management close to the limits of economic efficiency, which first of all will depend on the social factors. Necessary conditions will be interlinked with political expectations towards the forests as an important element of climate policy and also towards timber from forests as a source of renewable energy. Presented factors will occur in conditions of further diversification of competency in the field of nature protection within forests as well as persisting tendency towards diminishing area of productive forests. Resolving the conflict between multiple unfavourable for the forest economy social, political and environmental circumstances could come through economic solutions such as development of internal timber market and increasing timber prices.

Opis:
The State Forests provide financial support, mainly from funds obtained in the sale of raw timber, for activities undertaken to increase the potential of the social and ecological forest functions. The study aimed to categorize and analyse costs incurred by forest districts in the Regional Directorate of the State Forests in Kraków (RDSF Kraków) in the years of 2005−2009 on the development of selected non−productive forest functions, particularly nature− and forest−related education, recreation forest management and nature protection. The effect of costs falling within the above mentioned categories on the financial situation of the forest districts was also assessed. Empirical data were obtained from financial statements, reports of the Information System of the State Forests, as well as interviews and a questionnaire survey answered by the Forest Service. Direct additional costs were acquired from the accounting records. Indirect and alternative costs were deduced i.a. from results of the questionnaire survey and calculations of the raw timber volume left in forests. In the studied period, the incurred costs and potentially lost profits associated with the development of non−productive forest functions systematically increased in forest districts and attained over 18.8 mln PLN. In the costs structure, the lowest share was observed for direct additional costs (tab. 1). Indirect costs, which were recorded, however not assigned to specific account items, covered 31%. The greatest share of expenses was noted for alternative costs. In the considered period, most forest districts of RDSF Kraków showed a negative financial result (tab. 2). The adverse financial situation in the forest districts was worsened by additional and alternative costs of development of non−productive forest functions. Important financial consequences for forest economy resulted mainly from implementation of nature protection tasks (additional and alternative costs of nature protection accounted for 79% of expenses incurred on fulfilling non−productive forest functions). Additional costs of the development of non−productive forest functions covered 1.6% of total expenses. Value of unharvested timber amounted to 1.9% of income from sale of raw timber. There is a need to emphasize activities undertaken by the State Forests within the development of non−productive forest functions as well as to adjust the cost accounting system in order to facilitate calculations of indirect costs and potentially lost profits.

Opis:
The perception of forests has changed in recent years. The non−wood services of forests gain more and more importance. Society pays more attention to the protective and social aspects of forestry. Hence, there is the need for their valuation. The aim of the research was to determine the economic value of the tourist function of the ‘Nad Tanwią’ nature reserve (south−eastern Poland) using a contingent valuation method (CVM). The objective reserve is a strict reserve with an area of 41.3 hectares. In order to determine its tourist value we conducted a survey that included a group of 341 tourists resting in this area. The research was carried out from May to September 2017. The CVM method uses a questionnaire as a tool to show respondents’ Willingness−To−Pay (WTP). The research used a variant of the CVM method in the form of a Payment Card. We used classification and regression trees for the statistical analysis. The method compiled data on the amount of hypothetical contributions for reserve protection (WTP) and the amount of contributions in the case of doubling the respondents’ income (WTP2). As a result of data analysis, the WTP model was built. The respondents reported the need of 14 types of visits in terms of their duration, most often they preferred short visits of up to 3 days. The demand for recreation in the reserve was determined using the regression equation: Sd=(29.87679/N)–0.12102. Hypothetical propensity to pay contributions for the protection of the ‘Nad Tanwią’ nature reserve was confirmed by 46% of respondents, while the remaining ones were against paying fees for this purpose. The average fee for all visits was PLN 27.51. The value of non−market benefits per person was PLN 340/year, and for the group of respondents it was around PLN 116,000. The valuation of all functions of forests is important from a practical point of view, as it supports foresters in making decisions about the right direction of forest management. In addition, forest areas covered by various forms of nature conservation are an important place of recreation for tourists.

Wdrażana i zyskująca obecnie na znaczeniu idea lasu wielofunkcyjnego powoduje powstawanie potrzeby, by w gospodarce leśnej wykazywać dbałość o trwałość zarówno materialnych, jak i niematerialnych jego funkcji. Funkcje lasu ulegają przemianom wraz z czasem, co wynika ze zmieniających się potrzeb społecznych. Mandziuk i Janeczko dostrzegli przykłady ponad 100 funkcji lasu, które w literaturze przedmiotu sklasyfikowano w dwie kategorie: główną – produkcję drewna (gospodarczą) oraz funkcje pozagospodarcze, gdzie wyróżnia się funkcję ochronną i społeczną.
The need for valuation of the component of natural environment, namely, the forest, is the consequence of the implemented policy of sustainable development and the idea of multifunctional forest, in accordance with the current trends. It results not only from the growing problem of financing non-productive functions of forests, and thus, forest policy, but also the need to increase awareness of the forests’ contribution to country resources and the impact on quality of life in society. The purpose of this article was to present the foundations and evaluation of the selected methods of estimating non-productive functions of forests as a key decision-making tools.

Celem artykułu jest propozycja metody identyfikacji i pomiaru kosztów społecznej odpowiedzialności Lasów Państwowych w kontekście zadań związanych z pozaprodukcyjnymi funkcjami lasów. Cel artykułu osiągnięto poprzez studia literaturowe i przeprowadzone studium przypadku na wybranej jednostce organizacyjnej Lasów Państwowych. We wstępie autorka wskazała na niektóre bieżące problemy Lasów Państwowych, określiła potrzebę identyfikacji i pomiaru kosztów społecznej odpowiedzialności ponoszonych w Lasach Państwowych oraz przestawiła główne informacje o kosztach w systemie rachunkowości tego podmiotu. Następnie przedstawiła fragmenty studium przypadku z propozycją pomiaru dotyczącego sposobu identyfikacji kosztów społecznej odpowiedzialności w działalności administracyjnej Lasów Państwowych. W podsumowaniu autorka podkreśliła konieczność identyfikacji i pomiaru kosztów społecznej odpowiedzialności Lasów Państwowych. The purpose of this article is to propose a method for identifying and measuring the costs of social responsibility of the State Forests in the context of tasks related to non-productive functions of forests. The purpose of the article was achieved through literature studies and a case study on a selected organizational unit of the State Forests. In the introduction, the author indicated some current problems of the State Forests, defined the need for identification and measurement of social responsibility costs incurred in the State Forests and presented the main cost information in the accounting system of this entity. Then she presented fragments of a case study with a measurement proposal on how to identify social responsibility costs in the administrative activities of the State Forests. In conclusion, the author emphasizes the need to identify and measure the costs of social responsibility of the State Forests.

W opracowaniu przedstawiono ekonomiczne aspekty modelu wielofunkcyjnego gospodarstwa leśnego ukierunkowanego na zachowanie wymogów ekologicznych oraz interesów ekonomicznych i potrzeb socjalnych ogółu społeczeństwa. Dokonano charakterystyki pozaprodukcyjnych funkcji lasów i gospodarki leśnej, następnie przedstawiono podstawowe kategorie wartości ekonomicznej, w tym wartości rynkowej i poza rynkowej, a także teoretyczne podstawy wyceny pozaprodukcyjnych dóbr, świadczeń i użyteczności pochodzenia leśnego. Ostatnie dwa rozdziały poświęcono przedstawieniu dylematów ekonomicznych współczesnego leśnictwa poszukującego narzędzi umożliwiających skuteczną realizację akceptowanego powszechnie modelu wielofunkcyjnej gospodarki leśnej.
This paper provides a perspective on how the forestry economics has come to deal with social preferencies for unpriced or non-market values of forests. The valuation problem in public forestry is described in the Section I. Section II and III of the paper describe how economic theory has evolved to more explicitly represent unpriced values. The non-market values have been broken into categories: consumptive, non-consumptive, existence, bequest, and option values. The last Sections of the paper highlight some issues for considerations important for effective progress in commonly acceptable Sustainable Forest Management (SFM) implementation. There must be an equilibrium between the needs of society, the requirements of the forest for sustainable growth, suitable technology and practical procedures for managing forestry.
