    Opis:
    The paper shows that conflicts of interest in science undermine its ethos. Some examples of this phenomenon have been analysed from the point of view of its destructive consequences. The need to counter them has also been identified in our country and some legal regulations and self-regulation are gradually being introduced. However, they are not always respected in practice. In the last part of the paper, a model of management of risk of bias in scientific research has been outlined. The main thesis says that an awareness of conflict of interest embracing both knowledge of the general issues and relevant assessment of the personal risk of lack of objectivism should be an ethical minimum of every scientific worker.

    Committee of Electronics and Telecommunications of the Polish Academy of Sciences (KEiT PAN) has been acting on behalf of scientific community in Poland since 1960. The article presents structure, statutory tasks, and Committee activities on behalf of the integration and development of electronics and telecommunications sciences and technology in Poland. The Committee of Electronics and Telecommunications of PAS is all the time an active participant of research life in the country. However, this participation is different than it used to be, and all the time is subject to intense changes. The authors present critically the current status of the Committee, but also undertake an effort to newly define the role, activity and potential of KEiT PAN, in completely new conditions of doing research in Poland, Europe and worldwide, than it was at that time, when the PAS Committees were originally defined. The conclusions, upon possible acceptance by the national research and technical communities of electronics and telecommunications, may possibly serve to change and/or optimise the work of the Committee in the near future.

    In this article, the author examines the most significant characteristics of a such method of budgetary funding for research in the European Union and Russian Federation as grant funding. Grants are actively used for these purposes in many countries. Grant funding is especially popular in the European Union. The analysis of research grants in Russia and the EU shows that the legal regulation and the grant process in mentioned public entities are very similar, but there are differences. The author focuses her attention on highlighting the advantages of grant funding of science in the EU and Russia to exchange of experience. The author uses the following scientific methods: collection of information on grant funding in the European Union and the Russian Federation, comparative analysis of legislation, observation, formulation of conclusions.

    The importance of research in family practice is widely acknowledged by leading international organizations and is recognized as a fundamental element for improving the quality of health care provision. Early-career family practice researchers often face significant difficulties related to lack of training, resources and capacity. The aim of this paper is to present the experiences gained from a country of limited resources and to provide practical guidance for young researchers to strengthen their research competencies by expanding their professional networks, utilizing funding sources and effectively presenting their research findings to the public and the international scientific community. Young family practice researchers, in particular those working in low-resource settings, may encounter many diverse obstacles from the start of their career, and actions to strengthen research capacity is needed around the world to assist in mitigating these barriers. There is, however, a great deal young researchers can achieve, despite the potential difficulties. Based on our research experience and knowledge gained in building a successful family practice research network in a low-resource country, we have attempted to offer some practical recommendations to enhance the personal competitiveness and capacity of young family practice researchers. Not to be forgotten, however, is that passion and enthusiasm will always be key factors in improving health care globally.
    Znaczenie badań w praktyce lekarza rodzinnego zostało powszechnie uznane przez czołowe organizacje międzynarodowe i uważane jest za podstawowy element poprawy jakości opieki zdrowotnej. Lekarze specjalizujący się w medycynie rodzinnej będący u progu swojej kariery naukowej często napotykają znaczne trudności związane z brakiem szkoleń, zasobów i umiejętności. Celem niniejszej pracy jest przedstawienie doświadczeń zdobytych w kraju o ograniczonych zasobach oraz przekazanie praktycznych wskazówek młodym naukowcom, aby zwiększyć ich kompetencje badawcze poprzez poszerzenie sieci kontaktów zawodowych, wykorzystanie źródeł finansowania i skuteczne prezentowanie wyników badań opinii publicznej oraz międzynarodowej społeczności naukowej. Młodzi naukowcy z praktyk lekarzy rodzinnych, zwłaszcza pracujący w warunkach niskich zasobów, mogą napotkać wiele różnych przeszkód od początku swojej kariery, a działania na rzecz zwiększenia potencjału badawczego są niezbędne na całym świecie, aby pomóc im złagodzić te bariery. Mimo potencjalnych trudności, wielu młodych naukowców może to osiągnąć. W oparciu o nasze doświadczenie w dziedzinie badań i wiedzę zdobytą w tworzeniu udanej sieci badań w zakresie praktyki rodzinnej w kraju o niskich zasobach staraliśmy się zaproponować praktyczne zalecenia mające na celu zwiększenie konkurencyjności osobistej i potencjału młodych badaczy praktyk rodzinnych. Nie można jednak zapominać, że pasja i entuzjazm będą zawsze kluczowymi czynnikami poprawiającymi opiekę zdrowotną na całym świecie.

    Intencją autorów jest przyjrzenie się obecnemu kierunkowi reform szkolnictwa wyższego w Polsce przez pryzmat zrealizowanej nordyckiej utopii, czyli tych rozwiązań systemowych dotyczących szkolnictwa i uniwersytetów, do których w sensie ideowym i strukturalnym zmierza także polskie szkolnictwo wyższe. Mimo wieloletniej tradycji wykorzystywania uniwersytetów do realizacji idei egalitaryzmu i utylitaryzmu społecznego w myśl założeń państwa opiekuńczego, państwa nordyckie w ciągu ostatnich dwudziestu lat stopniowo zmieniły politykę szkolnictwa wyższego i poczyniły znaczące kroki w kierunku zastąpienia modelu kontroli państwa nad szkolnictwem wyższym modelem luźniejszego nadzoru państwowego nad tym sektorem. Przeszły zatem wcześniej niż Polska zmianę, którą teoretycy umiejscawiają w szerszym kontekście ewolucji humboldtowskiego modelu szkolnictwa wyższego w kierunku modelu anglo-amerykańskiego. Niniejszy tekst dotyczy głównych aspektów i linii podziału między systemem anglo-amerykańskim i humboldtowskim w odniesieniu do dwóch metaobszarów funkcjonowania szkolnictwa wyższego, tj. zarządzania i finansowania. Zestawienie proponowanych rozwiązań polskich z wprowadzonymi już rozwiązaniami w krajach nordyckich ma na celu ukazanie skomplikowania i większej złożoności tego procesu niż mogłoby to wynikać ze schematycznych opisów typów idealnych.
    The authors’ intent is to examine the current direction of reforms in Poland’s higher education in the light of the fulfilled Nordic utopia, i.e. the systemie Solutions in school education and universities which Poland’s higher education is aiming for, ideologically and structurally. Despite many years of tradition in employing universities as a tool to establish the idea of egalitarism and social utilitarianism within a welfare State, Nordic countries have gradually modified their higher education policies in the last twenty years, making significant steps towards replacing the State control model with a more loose State supervision over the sector. Therefore, they went ahead of Poland in making a change which theoreticians put in a broader context of evolution from the Humboldtian to the Anglo- American model of higher education. The paper focuses on key aspects and dividing lines between the Anglo-American model and the Humboldtian model, making a reference to two meta-areas of higher education i.e. management and funding. The proposed Polish Solutions are juxtaposed with the already-implemented Nordic Solutions in order to show that this process is more complex than one might assume on the basis of formulaic descriptions of ideal types.

    Opis:
    The article looks at organizational and financial regulation of construction and operation of large-scale research plants. It analyzes and describes general provisions and peculiarities of mega-science projects, and their definitions. It also studies organizational forms of their cooperation both at the national and international levels and looks at financial mechanisms applied to the funding of research facilities on the territory of Russia and abroad. While working on the article the authors have established that financial and legal norms are applied to social relations targeted at financing mega-science projects. Social relations include the issues of fi nancing from state budget and tax relief applied to the organizations that construct and operate large research plants. The article also looks at fi nancial control, which is put in place during the implementation of mega-science projects. As a result of the conducted research a conclusion has been made about the effi ciency of joint projects by both international government organizations and Russian organizations where research facilities will be located. The article also draws attention to a misplaced approach, when mega-science projects are implemented on the premises of research institutions funded from state budget.

    Tekst prezentuje opinie na temat szeregu aspektów konstrukcji systemu nauki i szkolnictwa wyższego w Polsce, w kontekście dyskusji nad projektem Ustawy 2.0. Kluczowym założeniem systemowym jest zwiększenie autonomii uczelni poprzez delegację regulacji z poziomu ramowej ustawy i doprecyzowujących rozporządzeń na poziom statutu, uwzględniającego specyfikę konkretnej uczelni. Omawiane są aspekty organizacyjne uczelni oraz struktura i organy zarządcze, ze szczególnym uwzględnieniem silnej pozycji rektora jako menadżera i lidera. Zarządzanie uczelnią przez jej organy prawodawcze, wykonawcze i wspierające oparte ma być na naczelnej zasadzie harmonijnego rozwoju instytucji jako całości. Dyskutowane są aspekty kategoryzacji jednostek naukowych, podziału uczelni na typy, w tym sposób wyłaniania uczelni badawczych. Na bazie już wprowadzonych modyfikacji w algorytmach finansowania zaprezentowane są kierunki i założenia dalszych zmian w tym obszarze.
    A number of personal views on several aspects of the polish science and higher education system is presented, in the context of the current discussions concerning the forthcoming change of the basic law in that area. The leading issue underlying the whole system should be an increase of institutional autonomy of the universities, by delegating most of the relevant regulations from the high-level acts to the individually adopted statutes, including specific features of every institution. Elements of the university structure are outlined together with the hierarchy of the governing bodies, with a special emphasis on strengthening the role of rector as a manager and leader. Management conducted by university legislatorial, executorial and support bodies must be inspired by a fundamental guideline of university as a harmonious, although complex, entity. Considered are aspects of quality evaluation of research institutions, assignment of high schools to various classes, as well as some ideas on selection criteria for the top-ranked research universities. Already implemented modifications in the funding algorithms are used as a basis to point towards directions and assumptions for further changes in that sector.

    Aż do epoki nowożytnej nauka i technika stanowiły odrębne rzeczywistości. Nauka koncentrowała się na problemach teoretycznych, technika na rozwiązywaniu zadań praktycznych. Nowożytność zmieniła ten model: wraz z powstaniem cywilizacji naukowo-technicznej nauka została ściśle sprzęgnięta z techniką, z praktyką życia społeczno-ekonomicznego, a jej zadaniem jest umożliwienie człowiekowi opanowania i podporządkowania otaczającej go rzeczywistości, a także nieograniczonego przekształcania jej zgodnie z potrzebami. W społeczeństwie opartym na wiedzy wykształciła się także tzw. trzecia misja uczelni wyższych, obok tradycyjnej misji nauczania i prowadzenia badań naukowych. Społeczność akademicka stała się odpowiedzialna za dostarczanie społeczeństwu wiedzy naukowej cechującej się użytecznością i przydatnością w rozwiązywaniu problemów społecznych i osiąganiu celów takich jak bezpieczeństwo narodowe czy rozwój gospodarczy. Transfer wiedzy naukowej do otoczenia zewnętrznego – partnerów z sektora publicznego, prywatnego i pozarządowego – staje się coraz ważniejszym zadaniem uniwersytetu przedsiębiorczego. Celem artykułu jest próba diagnozy uwarunkowań politycznych transferu wiedzy naukowej na przykładzie polskiego systemu nauki i szkolnictwa wyższego ze szczególnym uwzględnieniem zmian wprowadzonych w ramach reformy nauki w 2010 roku.  
    In the knowledge society traditional division between science (focused on theoretical problems) and technology (focused on practical problems) has come to an end. Today, science is expected to display not only theoretical and methodological correctness but also a high degree of practical utility. Modern universities are, therefore, obliged to perform the so called third mission, in addition to their traditional didactic responsibility and scientific research. Entrepreneurial university is responsible for delivering scientific knowledge, which can be easily and efficiently used in order to solve practical problems of the society. The aim of the article is to present an in-depth analysis of political determinants of the transfer of scientific knowledge in Poland, including changes introduced by the 2010 science policy reform.
