Process of integration of former USSR republics into the global policy and economy within the existing international political system is related with many problems because they have inherited such causal issues of regional problems as independence and ethnic conflicts; integration into EU and settlement of relations with Russia; improvement of economical conditions and restriction of Russian capital and variations of decisions related to preparation of such decisions that shall contain alternative possibilities of actions which is impossible due to Russian spy networks and population with nostalgic attitude to Russia. For these reasons former USSR republics that are independent states at the present moment shall work out a joint doctrine. This article reviews main determinants of retaining of independence of former USSR republics, namely union of Ukraine and Georgia, which is based on existing and anticipated threats. Functional scheme of management of the union (alliance) is reviewed as well. Algorithms of stabilization of operation of the union and development of the union are represented too.

Opis:
Prompt and effective therapeutic intervention in patients with aphasia provides several benefits. First and foremost it reduces the risk of development of pathological patterns of verbal response, increasing the chances for earlier recovery of psychomotor functions and affecting favourably the patient’ comfort. There are several theories explaining the mechanism of development of aphasias and several techniques of assistance offered to people affected. Great variety of speech disorders necessitates implementation of diverse therapies and adjusting them to individual patient’s needs. The dynamic theory of location of cognition and the concept of functional system presented in this paper, establish a rationale for treatment of disorders resulting from brain injury. According to the premises of the dynamic localization theory, execution of all higher mental functions, including speech, involves variable activation several brain areas. Disturbed functions may undergo restorative processes as a result of structural rearrangement within the framework of the dynamic system, utilizing unaffected regions of both cerebral hemispheres. Hence, the dynamic theory of location of function encourages initiation of rehabilitation, also in patients with substantial functional loss, providing hope and the feeling of partnership, both to patients and their families. The authors discuss the impact of disturbed neurophysiological processes on purposeful use of articulated speech and present several practical exercises designed to help patients affected with various types of aphasia.
Podjęcie szybkiej i skutecznej interwencji terapeutycznej u osób dotkniętych afatycznymi zaburzeniami mowy przynosi liczne korzyści. Przede wszystkim zmniejsza ryzyko pojawienia się patologicznych wzorców reagowania werbalnego, ponadto zwiększa szansę na wcześniejszy powrót funkcji psychomotorycznych oraz, co niezwykle istotne, wpływa na poprawę samopoczucia pacjenta. Istnieje wiele teorii tłumaczących mechanizm powstawania zaburzeń afatycznych, a także wiele metod pomocy pacjentom nimi dotkniętych. Różnorodność zaburzeń mowy stwarza konieczność stosowania rozmaitych sposobów oddziaływania terapeutycznego, a także doboru tych metod do indywidualnych potrzeb konkretnego pacjenta. Opisane w niniejszej pracy dynamiczna teoria lokalizacji funkcji psychicznych i koncepcja „układu funkcjonalnego” stwarzają teoretyczne przesłanki dla terapii zaburzeń powstałych w wyniku uszkodzenia ośrodkowego układu nerwowego. Zgodnie z założeniami teorii „dynamicznej lokalizacji” wszelkie czynności wyższe, w tym mowa, są realizowane przy zmiennym zaangażowaniu wielu okolic mózgu. Zaburzone funkcje mogą podlegać procesom odtwórczym, dzięki przebudowie organizacyjnej w ramach dynamicznego układu, wykorzystując nieuszkodzone obszary obydwu półkul. Dynamiczna teoria lokalizacji funkcji zachęca zatem do podjęcia rehabilitacji także u osób z wyraźnymi deficytami, dając nadzieję i poczucie podmiotowości w działaniu pacjentom i ich rodzinom. W pracy omówiono ponadto wpływ zaburzeń procesów neurofizjologicznych na posługiwanie się mową artykułowaną, jak również przedstawiono szereg propozycji praktycznych ćwiczeń usprawniających przeznaczonych dla osób z różnymi rodzajami zaburzeń afatycznych.

Opis:
A Mayer's problem for a singularly perturbed controlled system with the general type of a small state delay is considered. The control is subject to geometrical constraints. The cost functional is a function of the terminal value of the slow state variable. A simpler parameter-free optimal control problem (the reduced problem) is associated with the original problem. A convergence of the optimal value of the cost functional in the original problem to the optimal value of the cost functional in the reduced problem, as a parameter of singular perturbation tends to zero, is established. An asymptotic suboptimality of the optimal control of the reduced problem in the original problem is shown. These results are extended to some more general optimal control problems. An illustrative example is presented.

Opis:
Środowiskowa ocena cyklu życia (LCA – life cycle assessment) służy do analiz obciążeń środowiskowych w cyklu życia technologii i produktów. W przypadku systemów, które pełnią kilka funkcji, tzw. systemów wielofunkcyjnych, np. takich, w których wytwarzanych jest kilka produktów lub przetwarza się kilka rodzajów odpadów, należy podjąć działania pozwalające na rozdzielenie obciążeń środowiskowych na poszczególne produkty. W tym celu może pomóc zastosowanie różnych narzędzi, w tym programowania liniowego oraz modeli równowagi rynkowej i innych narzędzi ekonomicznych. W pracy przedstawiono przegląd wybranych narzędzi, które są pomocne w ocenie cyklu życia systemów wielofunkcyjnych.
The environmental life cycle assessment (LCA) is used for the analysis of environmental burden in the life cycle of technologies and products. For systems that supply several functions, so-called "multi-functional systems", eg. in which several products are produced or several kinds of waste are processed, shares of the environmental burden should be apportioned to the individual products. Using of various tools, including linear programming, market equilibrium models and other economic tools can be helpful in solving this problem. The paper presents an overview of the selected tools that can support the life cycle assessment of multi-functional systems.

W pierwszej części artykułu omówiono standard zapisu funkcjonalności w systemie B2B, w drugiej zaś zaprezentowano model systemu B2B.
The aim of the paper is to present the results of research carried out within the framework of the second phase of the project called “The development of a modern and advanced B2B system based on Internet technologies through research and development works”, which led to the standardization of the functionality of system core modules and the design of a B2B system model. The first part of the paper discusses the standard recording functionality of the B2B system, and the next part presents the model of the B2B system.

The article presents at e-Navigation strategy and implementation plan for RIS centres supporting inland navigation. The author describes the RIS centre system architecture and modules collaborating in the process of data transmission based on e-Navigation technologies. The functional requirements of e-Navigation strategies for distress communications procedures and ensuring the safety of inland navigation in compliance with the EU directives are described. The components of e-Navigation, which integrate state-of-the-art satellite and terrestrial radio communications systems in the process of effective and efficient management of navigational data transmission, are presented. The feasibility of implementation of e-Navigation strategies for the Multifunctional Communication System integrating digital and analog data processing systems in maritime and inland navigation are analysed. A technological model of the Maritime Navigation Cloud supporting data exchange in the e-Navigation system is put forward.

Applying systems analysis in political science research is still one of the important dimensions of political science methodology. Reconstruction of the functional model of the social system seems to be an attractive proposition for policy researchers. Signed by the name of Jeffrey Charles Alexander, the American version of neofunctionalism is one of the responses to the crisis of traditional forms of structural functionalism. The main purpose of the reconstruction of T. Parsons’s theory was its revitalization consisting in restoring the possibility of its application in contemporary social research. The reinterpretation of the classical approach was to a large extent “forced” by harsh criticism of the current approach and focused especially on attempts to overcome the limitations contained therein, which manifested in the impossibility of correlation of functional theorems with newly developing research currents Jeffrey Alexander restored relevance and emphasizes suitability for interpreting and explaining political processes and phenomena. Understanding the concept of functions and functional relations in the political environment allows for effective application in the analysis of contemporary political systems. Therefore, changing the method of functional analysis is a useful methodological tool in developing a political theory.
