Opis:
The subject of the study is to show the basic conditions of changes that are taking place on the rail transport market in Poland in the regional system. The statistical analysis was conducted by provinces. Significant regional differences in the use of railways as a means of transport are characteristic for Poland. Individual voivodships differ in terms of the parameters of the railway network, the manner and scope of its use, the density of railway lines, and the location of stations. Statistical analysis has shown that a high degree of economic and social activity of the population is conducive to better use of railways. There is also a feedback loop here. It is the railway that has had a positive impact on the growth of the region's GDP, counteracting social exclusion and unemployment.
Przedmiotem opracowania jest ukazanie podstawowych uwarunkowań zmian zachodzących na rynku przewozów kolejowych w Polsce w układzie regionalnym. Analizę statystyczną przeprowadzono w podziale na województwa. Dla Polski charakterystyczne są znaczne różnice regionalne w wykorzystaniu kolei jako środka transportu. Poszczególne województwa różnią się między sobą parametrami sieci kolejowej, sposobem i zakresem jej wykorzystania, gęstością linii kolejowych oraz lokalizacją stacji. Analiza statystyczna wykazała, że wysoki stopień aktywności ekonomicznej i społecznej ludności sprzyja lepszemu wykorzystaniu kolei. Istnieje również zakres sprzężenia zwrotnego. To właśnie kolej pozytywnie wpływa na wzrost PKB regionu, przeciwdziała wykluczeniu społecznemu i bezrobociu.

The COVID-19 pandemic has affected all aspects of human life. Its negative effects have also hit the transport industry, largely as a result of staff contracting the virus and the restrictions imposed on human mobility. Therefore, the purpose of this study is to establish how the situation of rail freight transport in select EU countries has evolved in the post-pandemic era. The trend of rail freight transport is presented for the years 2015–2021, and forecasts are made for the years 2020–2021 using the method of seasonality indices. The study results show that most of the investigated countries show adverse differences in the actual and forecast quantity of freight handled, an effect clearly attributable to the pandemic.

Celem podjętych badań była identyfikacja powiązań działalności przemysłowej i logistycznej (przeładunki, magazynowanie) z siecią kolejową na obszarze metropolitalnym Szczecina. Zakres badań objął gminy należące do stowarzyszenia Szczecińskiego Obszaru Metropolitalnego oraz kilka przyległych gmin, ściśle z nimi powiązanych ze względu na przebieg linii kolejowych (łącznie 18 gmin). W artykule przeanalizowano infrastrukturę kolejową oraz projekty inwestycyjne związane z jej rozbudową. Przedstawiono stan istniejący, a także perspektywy rozwoju kolejowych przewozów towarowych w badanym obszarze. W analizie wykorzystano m.in. niepublikowane dane PKP PLK o średniodobowym ruchu pociągów. Sieć kolejowa obszaru badań obejmowała prawie 360 km linii kolejowych i ponad 80 bocznic kolejowych. Składy towarowe były obsługiwane na 17 stacjach, spośród których 12 miało ogólnodostępne punkty ładunkowe. Głównymi generatorami kolejowych przewozów towarowych były porty morskie i zakłady chemiczne w Policach – świadczą o tym potoki ruchu (liczba pociągów towarowych) na liniach kolejowych prowadzących do stacji towarowych obsługujących te podmioty.
The aim of the research was to identify the links between industrial and logistic activities with the railway network in the Szczecin metropolitan area (Poland). The research area covered communes belonging to the Szczecin Metropolitan Area Association and several adjacent communes, closely related to them due to the route of railway lines – 18 communes in total. The railway infrastructure and investment projects related to its expansion were analysed. The current status and development prospects for rail freight in the studied area are presented. The analysis used, inter alia, unpublished data of PKP PLK on the average daily train traffic. The railway network of the research area covered almost 360 km of railway lines and over 80 railway sidings. Freight trains were serviced at 17 stations, including 12 having generally accessible loading points. The main generators of rail freight were seaports and chemical plants in Police (Poland) – as evidenced by the traffic flows (number of freight trains) on railway lines leading to freight stations serving these entities.

Niniejsze badania opierają się na analizie niepublikowanych danych o  średniodobowym ruchu pociągów towarowych po sieci kolejowej zarządzanej przez PKP Polskie Linie Kolejowe i PKP Linię Hutniczą Szerokotorową. Przedstawiono także zmiany, jakie zaszły w tym czasie na rynku kolejowych przewozów towarowych w Polsce, dotyczące wielkości i struktury towarowej przewozów, liczby przewoźników i  ich udziału w  rynku. Dekada 2010-2020 charakteryzowała się nasileniem inwestycji na sieci kolejowej w  Polsce, a  także dynamicznym rozwojem rynku przewoźników i  wewnętrznej konkurencji między nimi. Zmiany te nie przyczyniły się jednak do zwiększenia roli kolei w strukturze gałęziowej transportu. Ruch kolejowy wykazywał tendencję do coraz większej koncentracji na głównych szlakach. Niezmiennie od wielu lat największym ruchem towarowym charakteryzowała się magistrala CE65 łącząca porty Trójmiasta z Górnym Śląskiem i granicą z Czechami. Wpływ na rozkład ruchu kolejowego miały aktualnie prowadzone inwestycje i związane z nimi zamknięcia torowe i trasowanie pociągów objazdami.
This research is based on the analysis of unpublished data on the average daily traffic of freight trains on the railway network managed by PKP Polish Railway Lines and Broad Gauge Metallurgical Railway Line. The changes that took place at that time on the rail freight market in Poland were also presented in terms of the volume and structure of freight transport, the number of carriers, and their market share. The 2010-2020 decade was characterized by increased investments in the railway network in Poland, as well as the dynamic development of the carrier market and internal competition between them. However, these changes did not contribute to increasing the role of railways in the branch structure of transport. Rail traffic tended to be increasingly concentrated on the main routes. Invariably, for many years, the largest freight traffic was characterized by the CE65 main, connecting the ports of the Tri-City with Upper Silesia and the border with the Czech Republic. The current investments and the related track closures and routing trains by detours had an impact on the railway traffic distribution.

In the article, the authors presented the technical, technological, legal, and business conditions of the functioning of rail freight transport in the international transport market. The authors analyzed the literature, considering this area's most important national and international normative documents. An essential element of the considerations is the presented schematic concepts of models for various forms of rail freight transport. The main ways of organizing freight transport at the eastern border were also indicated. The reasons for barriers that negatively affect the competitiveness of rail transport with other modes of transportation, especially in international transport, were shown. The rail transport market has undergone many changes recently, including investments in railway infrastructure, the growing importance of intermodal transport, and support for a more sustainable transport system. The article indicates the reasons for the occurrence of barriers that negatively affect the possibilities of further development of railways and the competitiveness of rail transport with other modes of transportation, especially in international transport.

W artykule przedstawiono sytuację polskiego transportu kolejowego podczas pierwszej i drugiej fali pandemii COVID-19. Nakreślono zauważalne trendy wykorzystania transportu kolejowego. Przedstawiono podstawowe parametry, jak: liczba pasażerów, ilość przewiezionych towarów, wskaźniki obrazujące stan przewozów kolejowych w 2020 i 2021 roku. Do poznania zagadnień wykorzystano przegląd literatury, tj. pozycje zwarte, artykuły naukowe oraz analizę danych statystycznych z Raportów Urzędu Transportu Kolejowego.
In this article the situation of Polish rail transport during the first and second waves of the COVID-19 pandemic is presented. Noticeable trends of rail transport usage are outlined. Basic parameters such as the number of passengers, the amount of goods transported indicators depicting the state of rail transport in 2020 and 2021 are shown. To learn about the issues, a review of the literature was used, i.e. compact items, scientific articles, and an analysis of statistical data from the Reports of the Railway Transport Office.

The article presents a proposal for the use of a risk matrix for assessing the safety of the implementation of rail freight transport. The starting point for considerations related to risk assessment is the conditions arising from the business need and the obligation of entities operating in the railway market to ensure the safety of the implementation of freight tasks. The authors presented selected literature within the framework of the issues discussed. The layers of risk assessment, which include the analytical layer, the decision layer and the elimination layer, indicate the possibility of considering the problem of risk assessment from different perspectives. The identification of direct causes and consequences of undesirable events during the implementation of rail freight transport was also made. The article describes one of the methods of risk management which is the risk matrix. The authors stressed that the construction of a risk matrix should be preceded by an analysis of the factors that affect the safety of rail transportation. This is possible by determining their probability of occurrence and setting values for the consequences of adverse events. The article divides the assignment of levels of adverse events to a five-level risk matrix (slight, low, medium, high, very high). Also presented is a case study considering the risk assessment of rail freight transport in Poland using the risk matrix method for railway accidents in the area of railway lines. Thanks to the development of the risk matrix, a risk management strategy can be used. The last part of the article is a summary, which highlights the possibility of applying the presented approach to risk assessment among entities operating in the rail transport market.

Transport plays an important role in the economy of any country. Efficient and developed transport infrastructure of various modes of transport significantly affects the availability of transport services, and consequently, the well-being of citizens. This article presents an analysis of the volume of passengers and cargo transport using rail and road transport in Poland in 2009-2019. These analyses were carried out based on data obtained from the Central Statistical Office. All data concerns Polish entities that provide services in the field of passenger and freight transport in Poland and focuses on such information as the volume of passengers and cargo by individual means of transport, broken down into domestic and international transport. Further, the presented analyses concern the length of the available rail and road routes, tracks, the size of the rolling stock as well as the groups of transported loads.

Transport, obok rolnictwa i handlu, stanowił jeden z pierwszych obszarów, które zostały objęte wspólną polityką Unii Europejskiej. Pochodną dynamicznych zmian społeczno-gospodarczych oraz procesów integracyjnych było niejednokrotne przewartościowanie realizowanych w jej ramach celów i priorytetów inwestycyjnych oraz potrzeb rozwojowych w zakresie poszczególnych gałęzi transportu, w tym również kolejowych przewozów cargo. Kraje członkowskie, choć prowadzą suwerenne polityki transportowe, chcąc współtworzyć system transportowy — muszą starać się podążać za tymi zmianami i ujmować je w narodowych politykach transportowych. W artykule dokonano analizy tych celów oraz ich wpływu na funkcjonowanie polskiego rynku kolejowego cargo w latach 1980–2018.
Transportation, next to agriculture and trade was one of the first areas covered by the common policy of the European Union. The consequence of dynamic socioeconomic changes and integration processes of this grouping was re-evaluation of the realized goals and investment priorities as well as development needs of different modes of transport, including rail freight. Member states, although they have sovereign transport policies, wanting to co-create the transport system must try to follow these changes and include them in national transport policies. In this article was analyzed the goals and their impact on the functioning of the polish rail cargo market in the years 1980–2018.

The article deals with research on the relationship between the performance of road and rail freight transport and transport infrastructure in EU countries. The authors of the article examined the relationship between transport performance and transport infrastructure by correlation and regression analyses. Verification of the statistical significance of the regression model was also performed. The main objective of the contribution is to find out what are the relationships and influences between transport infrastructure and development of transport performance. Research has shown that the strength of the relationship between transport infrastructure and transport performance is different for states. There are strong dependencies as well as strong independent relationships between the transport infrastructure and transport performance.

Celem badań była identyfikacja problemów, jakie mogą wystąpić po uruchomieniu Szczecińskiej Kolei Metropolitalnej do Polic. Linia ta charakteryzuje się znacznym ruchem towarowym, dlatego rodzi się pytanie, jak pogodzić ruch aglomeracyjny o wysokiej częstotliwości i dużej liczbie postojów z ruchem towarowym, w tym przewozami ładunków niebezpiecznych. Przedstawiono rys historyczny funkcjonowania i charakterystykę badanej linii kolejowej z uwzględnieniem jej stanu technicznego. Omówiono natężenie ruchu pociągów towarowych z uwzględnieniem przewożonych ładunków oraz ruch pasażerski – przed jego zawieszeniem w 2002 roku i po planowanej reaktywacji. Zaprezentowano także zakres modernizacji linii Szczecin – Police. Na koniec wskazano na mankamenty projektu i problemy, jakie mogą się pojawić po uruchomieniu pociągów aglomeracyjnych między Szczecinem a Policami, a także przedstawiono rekomendacje.
The aim of the research was to identify problems that may occur after starting SKM to Police. This line is characterized by considerable traffic of goods, which is why the question arises how to reconcile agglomeration traffic with high frequency and a large number of stops with the movement of goods, including transport of dangerous goods. The historical outline of the functioning and the characteristics of the railway line under examination, including its technical condition, are presented. The intensity of freight trains movement, including transported loads, and passenger traffic were discussed before its suspension in 2002 and after planned reactivation. The scope of modernization of the Szczecin - Police line was also presented. Finally, the shortcomings of the project and the problems that may arise after the commencement of agglomeration trains between Szczecin and Police were pointed out and recommendations were presented.

Opis:
Efektywne prowadzenie prac rozrządowych wymaga odpowiedniej ich organizacji. Ma to swoje przełożenie nie tylko na względy ekonomiczne (w tym zużycie energii), lecz również ekologiczne (emisja zanieczyszczeń w gazach wylotowych). W artykule dokonano analiz eksploatacyjnych, mających na celu określenie wpływu zastosowania różnego sposobu rozrządzania wagonów na kwestię emisji substancji toksycznych przez układ wylotowy lokomotywy SM42. Wspomniana lokomotywa należy do grupy specjalistycznych maszyn niezbędnych w pracach manewrowych. Należy nadmienić, że pojazdy tego typu mają znacząco odmienny charakter pracy niż lokomotywy wykorzystywane w ruchu osobowym i towarowym. Duży procentowy udział stanowi praca silnika w warunkach biegu jałowego oraz przy małym obciążeniu. Charakter obciążenia jest między innymi przyczyną zasadniczo dużego stężenia zanieczyszczeń w spalinach.
Effective management of marshalling works requires their appropriate organization. This has its impact not only on economic considerations (including energy consumption), but also ecological (emission of pollutants in exhaust gases). In the article, operational analyzes were made to determine the impact of the use of various wagon management methods on the issue of toxic substances emission via the SM42 locomotive's exhaust system. The locomotive belongs to a group of specialized machines necessary for maneuvering work. It should be noted that vehicles of this type have a significantly different nature of work than locomotives used in personal and freight traffic. A large percentage share is engine work under idling conditions and at low load. The nature of the load is, among other things, the cause of a substantially high concentration of pollutants in the exhaust gases.

Zaproponowany proces realizacji usługi transportu kolejowego obejmuje zlecenie usługi transportowej, adekwatnej do określenia zapotrzebowania przedsiębiorstwa na przewóz ładunków transportem kolejowym. Określenie wymagań związanych z przewozem ładunków, plan przewozu ładunków, organizacja przewozu, koszty przewozu ładunków, odpowiednie dokumenty handlowe i pociągowe, wady, które wynikają w trakcie dostawy transportem kolejowym, reklamacje usługi kolejowej transportowanego ładunku oraz zakres usług i adekwatne opłaty za dostęp i korzystanie z infrastruktury kolejowej odgrywają istotną rolę w realizacji usług przewozów towarowych transportem kolejowym.
The proposed process of provision of rail transport services includes commissioning transport services adequate to determine the company’s needs for the rail freight transport. Determining the requirements relating to the freight carriage, the freight carriage plan, the carriage organisation, the cost of the freight carriage, relevant commercial and rail documents, defects caused during the delivery via rail transport, complaints regarding the rail freight transport service, the scope of services and relevant fees for access to and use of the railway infrastructure play an important role in the provision of freight carriage via rail transport.
