Opis:: Freedom of expression has accompanied humanity for centuries. As societies have developed over the decades, it has evolved and changed. In parallel, the brutalisation of language has also progressed, leading to the emergence of hate speech. Today, hate speech is a global phenomenon, significantly impacting the speech of public figures. This is due to the fact that such statements reach a wide audience, which includes both supporters and opponents of such a person. Consequently, this leads to a wide-ranging debate where individual arguments lose relevance, overshadowed by the repetition of negative slogans and comments with hatefulovertones. This article aims to delineate the boundary between freedom of expression and hate speech, highlighting the consequences associated with the use of hate speech by public figures. It seeks to prove the main thesis that hate speech in the activity of public figures is an unquestionably negative phenomenon and thus cannot benefit from the protection guaranteed under freedom of speech. Additionally, it posits that hate speech undermines the dignity of individuals and society, leads to a decline in the culture of speech, and diminishes both political and social culture. Consequently, it erodes the authority of public figures and harms the offices they hold by undermining trust in them.

Opis:: Wolność wypowiedzi towarzyszy człowiekowi od wieków. Wraz z rozwojem społeczeństw, na przestrzeni kolejnych dziesięcioleci, podlegała ewolucji i zmianom. Równolegle z nią rozwijała się także brutalizacja języka, na podstawie której wykształciła się mowa nienawiści. Obecnie towarzyszy ona społeczeństwom na całym świecie. Jednak najbardziej znamienny wpływ ma w sferze wypowiedzi osób publicznych. Wynika to z faktu, iż wypowiedzi takie docierają do szerokiej rzeszy odbiorców, w której znajdują się zarówno zwolennicy, jak i przeciwnicy danej osoby. To z kolei prowadzi do szeroko zakrojonej debaty, w której poszczególne argumenty tracą na znaczeniu na rzecz powtarzalności negatywnych haseł i komentarzy o wydźwięku nienawistnym. Niniejszy artykuł ma na celu ukazanie granicy pomiędzy wolnością wypowiedzi a mową nienawiści oraz skutków, jakie wiążą się z występowaniem mowy nienawiści w wypowiedziach osób publicznych. Postarano się dowieść głównej tezy, iż mowa nienawiści w działalności osób publicznych stanowi zjawisko bezsprzecznie negatywne, przez co nie może korzystać z ochrony gwarantowanej w ramach wolności wypowiedzi. Stąd wśród dodatkowych tez obranych w ramach rozważań przyjęto, że mowa nienawiści godzi w godność nie tylko poszczególnych jednostek, ale i całego społeczeństwa, prowadzi do obniżenia kultury wypowiedzi, politycznej i – odpowiednio – społecznej. W konsekwencji narusza autorytet osób publicznych i godzi w urzędy, które sprawują, podważając zaufanie do nich.
Freedom of expression has accompanied mankind for centuries. As societies have developed over the decades, it has evolved and changed. In parallel with it, the brutalisation of language also developed, on the basis of which hate speech developed. Today, it accompanies societies all over the world. However, its most notable impact is in the sphere of the speech of public figures. This is due to the fact that such statements reach a wide audience, which includes both supporters and opponents of such a person. This, in turn, leads to a wide-ranging debate in which individual arguments lose relevance in favour of the repetition of negative slogansand comments with hateful overtones. This statement aims to show the boundary between freedom of expression and hate speech and the consequences that are associated with the use of hate speech by public figures. The article tries to prove the main thesis that the hate speech in the activity of public persons is an unquestionably negative phenomenon, thus it cannot benefit from the protection guaranteed under the freedom of speech. Hence, among the additional theses chosen within the framework of the deliberations, it was assumed that hate speech undermines the dignity not only of individuals but also of the whole society, leads to a lowering of the culture of speech, political and social respectively. Consequently, it violates the authority of public figures and harms the offices they hold by undermining trust in them.
