    Opis:
    W artykule omówiono znaczenie kształcenia obywatelskiego w procesie tworzenia demokratycznego społeczeństwa. Autorka zwraca uwagę na funkcjonowanie kształcenia obywatelskiego w systemie formalnej i nieformalnej edukacji, podkreśla różnice w ramach nieformalnego systemu edukacji obywatelskiej w Polsce i w Niemczech. Wskazuje na rolę organizacji pozarządowych jako znaczących aktorów realizujących tę formę edukacji. Zdaniem autorki zadania edukacji obywatelskiej są ważne, zwłaszcza w świecie, w którym często spotykamy biernych, nieodpowiedzialnych obywateli, dystansujących się od życia publicznego. Niemniej jednak w Polsce edukacja obywatelska ciągle traktowana jest marginalnie.
    The article discusses the importance of citizenship education in the process of building a democratic society. The author points to the functioning of citizenship in a formal and non-formal education, highlights differences in non-formal citizenship education in Poland and Germany. The role of non-governmental organisations as significant players in this form of education is indicated. In the author’s view the goals of citizenship education are important, especially in a world where we often meet passive, irresponsible citizens, ones who try to put distance between them and public life. Nevertheless, citizenship education in Poland is still treated as something marginal.

    In the Middle Ages the relations between man and God were realized among others by means of material offerings which were a form of penance for committed sins and transgressions. Those were the so-called penitential foundations, donations or deeds of gift to the  Church.One of the more important extra-religious aspects of penitential deeds of gift was the pursuit of a greater economic independence of the Church by obtaining and then confirming its economic immunities. Thanks to those foundations, for instance monasteries conducted large scale economic activities which were instrumental in the development of agrarian  culture.The author focuses his studies on Wielkopolska, understood as the territory where the document was issued and as the place of permanent residence of the founder or the recipient of the foundation.

    Opis:
    In 1616 Stanisław Lubomirski founded the town Wiśnicz as a private town, a centre of vast latifundium in Cracow region. In 1620 he provided the funds to build a new stone-wall parish church which was consecrated in 1647. In the great fire of the town in 1863 the wooden buildings of the market square and the town hall were burnt down. The church, its belfry, rafter framing and parish archives also suffered from the fire. The presbytery of the church is semicircular, with adjacent vestibule, vestry and a small treasury. The nave is wider than the presbytery, rectangular and elongated of mannerist proportions with later addition on the east. Outside the nave there are buttresses in the form of giant volutes. Two-storey western elevation of the church is divided in its lower part into three fields of different widths by pilasters. In the middle field there is a portal with the coat-of-arms of Szreniawa in the pediment broken along the axis. The Palladian openings and conch niches are placed regularly. The upper storey, narrower, finished with a flattened arc is framed by a small volutes. Low pinnacles finish the part of the façade. The baroque forms in the façade are placed in a mannerist manner. The façade is divided by a huge mould separating the colossal pilasters from the gable divided in a different rhythm. The pilasters of the upper storey and towers are off the axes of the lower storey pilasters. The flat and linear architecture is supported by huge, almost bulging base. The barrel vault is emphasized by conspicuous entablature, and the interior is homogeneous in character. The elegant composition with few sculptural elements reminds one of the Carmelite church interior. In the façade the elegant forms are combined with sculpturally exaggerated ornamentations and the outline of framing is mannerist. Andrea Spezza, of Italian origin, probably architect of parish church in Wiśnicz, executed the baroque architecture in a very individual way but with strong mannerist impressions. The eastern frontage together with the parish church are a basic elements of the architectural complex of the former Carmelite monastery and castle, which dominate in the Wiśnicz skyline. Therefore its arrangement must be regulated, and the view of the parish church façade exposed. Translated by P.S. Szlezynger

    Opracowanie dotyczy czynników mających wpływ na kształt polskiego sądownictwa administracyjnego, począwszy od ich koncepcyjnych wzorców w okresie międzywojennym, po czasy współczesne. W związku z tym w artykule przedstawiono historię reform sądownictwa administracyjnego oraz konstytucyjne i ustawowe podstawy polskiego sądownictwa administracyjnego i ich najważniejsze zmiany. W kolejnych częściach opracowania omówiono zagadnienia dotyczące struktury i organizacji wewnętrznej sądów administracyjnych, ich właściwość oraz pojęcie „sprawy sądowoadministracyjnej” jako przedmiotu postępowania przed sądem administracyjnym. Przybliżono też podstawowe zasady postępowania sądowoadministracyjnego oraz rodzaje i charakter rozstrzygnięć sądowych, w tym ich zaskarżalność, prawomocność i wykonalność. W ostatniej części zwrócono uwagę na wyzwania stojące przed polskim sądownictwem administracyjnym oraz perspektywy jego dalszych reform.
    The study concerns the factors influencing the shape of the Polish administrative judiciary, ranging from their conceptual patterns in the interwar period to the present day. Therefore, the article presents the history of administrative judiciary reforms as well as the constitutional and statutory foundations of the Polish administrative judiciary and their most important changes. The following parts of the study discuss issues related to the structure and internal organization of administrative courts, their jurisdiction and the concept of “administrative court case” as the subject of proceedings before an administrative court. The basic principles of administrative court proceedings as well as the types and nature of court decisions, including their appealability, validity and enforceability, were also discussed. The last part highlights the challenges faced by the Polish administrative judiciary and the prospects for its further reforms.
