    Opis:
    NIK has carried out an audit at the Ministry of Sport and Tourism entitled Protection of the State Treasury’s interest by the Minister of Sport and Tourism in contracts concluded by the National Sport Centre company. In the audited period, the National Sport Centre (NCS) concluded six contracts on behalf of and to the benefit of the State Treasury, related to football matches on the National Stadium. NIK has assessed three contracts for the organisation of those matches, in which the State Treasury is obliged to pay high contractual fines. In his article, the author presents the detailed findings of the audit.

    The right of football clubs to establish local bans (the so-called “blacklists”) depends on a number of reasons. A local ban on visiting football matches can act as a measure to combat the unlawful behaviour of viewers, thus complementing the administrative responsibility of the spectators. In Russian law it is not possible to impose a ban on the sale of tickets to football matches by football clubs. The current wording of the rules of spectators’ behaviour during official sporting events does not, by default, allow supporter identity checks when entering the stadium. That also complicates the identification of spectators for being on the “blacklist”. The practice of civil suits brought by football clubs against supporters, as one of the few legal tools to influence supporters, is currently not widespread. As a result, there are no uniform approaches to resolve these disputes: the courts motivate refusals by various arguments, the validity of which can be reasonably criticised.

    The aim of this paper is to describe and analyse police cooperation and the exchange of information between National Football Information Points (NFIPs) to ensure safety and security at international football matches. The author assesses the choice between the obligatory and optional nature of regulations in this area. Attention is also focused on the evolution of the topics and solutions connected with public order and the safety and security of football matches.
    Celem artykułu są opis oraz analiza bazowych dokumentów związanych z bezpieczeństwem międzynarodowych meczów piłkarskich w ujęciu współpracy policyjnej i wymiany informacji za pośrednictwem narodowych punktów informacyjnych dla piłki nożnej (NFIP). Artykuł stanowi niepodejmowaną dotychczas próbę rozstrzygnięcia wyboru między obligatoryjnym a fakultatywnym charakterem regulacji w omawianym obszarze. Uwaga zostaje także skupiona na ewolucji podejmowanych zagadnień i rozwiązań dotyczących bezpieczeństwa i porządku publicznego w związku z meczami piłki nożnej.
