Opis:: The sustainable development is connected directly with a spatial politics among others within the framework of spatial order. Spatial politics on the flood land in order to be carried out in harmony should integrate general objectives, i.e. the prosperity being a result of the development with principles of the sustainable development, justice in the access to resources (real estates) and management of them, as well as the widely understood health safety and lives on such areas. It should include the town-and-country planning, environmental conditioning, including restrictions in intensive developing of the flood land but the politicians should take into consideration greening of town-and-country planning and protection against floods. The sensible planning on the flood land is a main factor being able to prevent or minimize dramatic effects of floods in the future so the politics on these particular areas must reconcile businesses of all interested parties, of both residents and the commune. The system of the technical protection was presented on the example of the Zachodniopomorskie province. Cities should be designed in a way to limit their negative environmental impact to the minimum, and at the same time to link the built environment with the natural environment, with respect to the community, cultural legacy, but also including the economic calculation. The system is addressed to designers, self-government bodies and citizens. There is a special system prepared for it which contains a lot of databases facilitating the decision making about the location of an investment.

Opis:: Flooding is a very dangerous phenomenon, causing both direct and indirect damage. The preventive actions result from the awareness of the danger and consequences of floods. In the affected areas, an important stage of management includes preventing and minimizing losses. The article presents a method for estimating the flood losses using flood hazard maps and taking into account the updated prices. Particular emphasis was placed on different risk levels of risk that are due to a flood in the examined location. The analysis was performed for the city through which three rivers flow. The generally available flood hazard maps in the Computerized National Protection System (Polish acr. ISOK), which include the information on the depth of the floodwater and land use classes, help estimate the financial losses. The research has shown that the greatest material losses caused by flooding are usually incurred in residential areas. On the basis of the results obtained, it was also determined that asset revaluation with time has a significant impact on the level of estimated losses. The article uses the methodology implemented in the Flood Risk Maps, which present the negative consequences for the population and the scope of flood losses. The results were compared with the author’s interpretation.

Opis:: The paper is focused on the integration of the US Army Corps of Engineers Hydrologic Engineering Center (HEC) models, particularly the HEC-RAS (River Analysis System) 1D hydraulic model, into a decision support system for predicting the effects of floods. The study was conducted in the Tamanrasset Valley watershed in Algeria, where the HEC-RAS model was used to calculate water flow profiles for various flood events that occurred downstream. The objective of the study was to generate flood maps for extreme river flood events in the area, which could help assessing the risk of flood vulnerability in the area study. The process involved using the HEC-RAS 1D model to simulate the water flow in the river, taking into account the various flow and boundary conditions. The results of the simulation were then exported and analyzed in GIS-based software, HEC-GeoRAS, to prepare the flood inundation maps. The flood maps were based on the water level at each cross-section, which was calculated using the water surface profiles generated by HEC-RAS. The study aimed to identify flood zones using a combination of HEC-GeoRAS and GIS. The HEC-GeoRAS extension was utilized in a GIS environment to determine flood zones associated with 10-year, 20-year, 50-year, and 100-year return periods. The results of the study confirmed the effectiveness of the integration of GIS and HEC-RAS and demonstrated the performance of the model. Based on these findings, the study recommends the application of this model in planning and management programs for both residential and agricultural areas, to ensure appropriate measures are taken for future flood defense.

Opis:: This paper presents a methodology for flood risk mapping as envisaged by the Directive on the Assessment and Management of Flood Risks [Directive 2007/60/EC]. Specifically, we aimed at identifying the types of flood damage that can be estimated given data availability in Lithuania. Furthermore, we present the main sources of data and the associated cost functions. The methodology covers the following main types of flood threats: risk to inhabitants, risk to economic activity, and social risk. A multi-criteria framework for aggregation of different risks is proposed to provide a comprehensive appraisal of flood risk. On the basis of the proposed research, flood risk maps have been prepared for Lithuania. These maps are available for each type of flood risk (i.e. inhabitants, economic losses, social risk) as well as for aggregate risk. The results indicate that flood risk management is crucial for western and central Lithuania, whereas other parts of the country are not likely to suffer from significant losses due to flooding.
W artykule przedstawiono metodologię mapowania ryzyka powodziowego zgodnie z zaleceniami Dyrektywy 2007/60/EC w sprawie oceny ryzyka powodziowego i zarządzania nim. Celem Autorów było w szczególności zidentyfikowanie typów szkód powodziowych, które można oszacować pod warunkiem dostępności danych na Litwie. Ponadto przedstawiono główne źródła danych i powiązane funkcje kosztów. Metodologia obejmuje następujące główne typy zagrożeń powodziowych: zagrożenia dla mieszkańców, zagrożenia dla działalności gospodarczej i zagrożenia społeczne. Zaproponowano wielokryterialne ramy do powiązania różnych rodzajów zagrożeń celem zapewnienia całościowej oceny ryzyka powodziowego. Na podstawie proponowanych badań sporządzono mapy zagrożenia powodziowego dla Litwy. Mapy te są dostępne dla każdego typu zagrożeń (tzn. mieszkańców, gospodarki i zagrożeń społecznych) i dla łącznego ryzyka. Wyniki dowodzą, że zarządzanie ryzykiem powodziowym ma zasadnicze znaczenie dla zachodniej i centralnej Litwy, inne obszary kraju nie powinny doznać istotnych strat w wyniku powodzi.

Opis:: W nadwarciańskich miastach Wielkopolski obszary szczególnego zagrożenia powodzią nie przekraczają zwykle 15% powierzchni miasta, ale w znacznym stopniu kształtują ich wizerunek. Funkcjonalnie przeważają tam tereny użytków zielonych, choć występują też sporadycznie funkcje przemysłowe i mieszkaniowe. W połowie miast nadwarciańskich występują wały przeciwpowodziowe, a tereny potencjalnie zagrożone powodzią zajmują około 20% powierzchni. Obszary zagrożone powodzią w badanych miastach są w różnym stopniu pokryte miejscowymi planami zagospodarowania przestrzennego (MPZP). Zapisy MPZP w znacznym stopniu chronią tereny zieleni nadwodnej, jednak nie są w pełni wykorzystywane dla kształtowania miejskich terenów nadrzecznych w oparciu o współczesne standardy europejskie.
The areas of the special flood hazard in the riverside towns of the Wielkopolska Region usually do not exceed 15% of the total area of each town, but they make a significant contribution to their image. Considering their function the grassland prevails there, although there are also occasional industrial and residential functions. The floodbanks can be found in the moiety of towns but approximately 20% of their area can be potentially flooded. The flood hazard areas in the examined cities are covered by local spatial development plans (MPZP) to a varying extent. The local acts of law (MPZP) usually protect waterside green areas, but they are not fully used to shape urban waterfronts according to European standards.

Opis:: The construction of dams in rivers can offer many advantages, however the consequences resulting from their failure could result in major damage, including loss of life and property destruction. To mitigate the threats of dam break it is essential to appreciate the characteristics of the potential flood in realistic manner. In this study an approach based on the integration of hydraulic modelling and GIS has been used to assess the risks resulting from a potential failure of Zardezas dam, a concrete dam located in Skikda, in the North East of Algeria. HEC- -GeoRAS within GIS was used to extract geometric information from a digital elevation model and then imported into HEC-RAS. Flow simulation of the dam break was performed using HEC-RAS and results were mapped using the GIS. Finally, a flood hazard map based on water depth and flow velocity maps was created in GIS environment. According to this map the potential failure of Zardezas dam will place a large number in people in danger. The present study has shown that Application of Geographical Information System (GIS) techniques in integration with hydraulic modelling can significantly reduce the time and the resources required to forecast potential dam break flood hazard which can play a crucial role in improving both flood disaster management and land use planning downstream of dams.
Budowa zapór na rzekach może przynosić wiele korzyści, jednakże ich przerwanie może skutkować poważnymi stratami, włączając w to utratę życia czy zniszczenie mienia. Aby zmniejszyć zagrożenia wynikające z przerwania tamy, należy uwzględnić charakterystykę prawdopodobnej powodzi w sposób realistyczny. W przedstawionej pracy zastosowano podejście polegające na zintegrowaniu modelowania hydraulicznego z GIS w celu oceny ryzyka potencjalnego zniszczenia betonowej zapory Zardezas zlokalizowanej w Skikda w północno-wschodniej Algierii. Do uzyskania danych geometrycznych z cyfrowego modelu wysokości użyto HEC-GeoRAS pracującego w GIS. Dane te następnie wprowadzono do HEC-RAS. Symulacje przepływu po przerwaniu zapory przeprowadzono z użyciem HEC-RAS, a wyniki przedstawiono w postaci mapy z użyciem GIS. Na koniec utworzono w środowisku GIS mapę ryzyka powodziowego na podstawie danych o głębokości wody i prędkości przepływu. Według tej mapy, potencjalne przerwanie zapory Zardezas stworzy zagrożenie dla znacznej liczby ludności. Badania wykazały, że zastosowanie technik GIS w połączeniu z modelowaniem hydraulicznym może znacząco zmniejszyć czas i ograniczyć zasoby niezbędne do prognozowania zagrożenia powodzią po przerwaniu tamy. Uzyskane wyniki mogą pełnić ważną rolę w zarządzaniu ryzykiem powodziowym i w planowaniu przestrzennym terenów położonych poniżej zapory.

Flood losses minimization is dependent on proper determining the extent of flood hazard zones what requires the development of a hydraulic model by means of MIKE FLOOD application. Preparation of the input data for the model is carried out using GIS software. One of the programmes commonly used is ArcGIS Desktop by ESRI. In the article selected functions and tools of the ArcGIS Desktop programme were presented - the functions and tools which are necessary to prepare the hydraulic model and to visualize the obtained results as flood hazard zones.

Opis:: Ryzyko powodziowe oznacza kombinację wystąpienia powodzi oraz jej negatywnych skutków. Ogół działań związanych z ograniczaniem skutków powodzi dla zdrowia ludzkiego, środowiska, dziedzictwa kulturowego oraz działalności gospodarczej wchodzi w obręb tzw. zarządzania ryzykiem powodziowym. W artykule omówiono czynniki wpływające na poziom ryzyka powodziowego. Wykazano, że poziom ryzyka powodziowego, związanego z powodziami błyskawicznymi w małych zlewniach karpackich, można obniżyć przede wszystkim poprzez działania na rzecz ograniczenia tzw. ekspozycji oraz wrażliwości na powódź. Wykazano, że odpowiednio prowadzone działania planistyczne w obrębie zlewni, mogą przyczynić się do ograniczenia poziomu ryzyka powodziowego związanego z ekspozycją. W tym kontekście omówiono znaczenie map zagrożenia i ryzyka powodziowego. Zwrócono uwagę na konieczność prowadzenia tzw. edukacji powodziowej będącej u podstaw podejmowania skutecznych działań na rzecz ograniczenia wrażliwości na powódź.
Flood risk is a combination of flooding and its negative consequents. Generally, activities aimed at reducing the negative consequences of flooding on human health, environment, cultural heritage and economic activity are related to flood risk management process. The article discusses the factors affecting the flood risk level. It was proved that lower flood risk level may be achieved by reducing the exposure and susceptibility to flooding. Spatial planning within the catchment is one of the most important methods allowing for reducing the exposure to flooding. In this context, the role of flood hazard and flood risk maps was discussed. It was emphasised that education related to floods is the key element for flood susceptibility mitigation.

Opis:: Oprogramowania tworzące mapy zagrożenia związanego z kataklizmem powodzi opierają się w dużej mierze na danych o terenie w formie numerycznego modelu terenu. Produkt ten generowany jest na podstawie danych ze skaningu laserowego, który dostarcza odpowiednio dokładne, ale i ogromne zbiory danych, stwarzające problemy dla skomplikowanych obliczeń przy modelowaniu hydraulicznym. W niniejszej pracy przedstawiono wpływ redukcji NMT na określanie miejsc potencjalnego wystąpienia katastrofy powodzi poprzez tworzenie map zagrożenia powodziowego. Numeryczny model terenu obszaru testowego poddany został znaczącej redukcji wybranymi metodami, co posłużyło do późniejszych analiz związanych z jej wpływem na wielkość obszaru zagrożonego katastrofą powodzi. Celem badania jest przede wszystkim udowodnienie istnienia możliwości wykorzystania jedynie nieznacznej części informacji zawartej w NMT dla stworzenia równie wysoko dokładnych opracowań co takie, dla pozyskania których wykorzystano oryginalne dane. Wyniki doświadczenia potwierdzają przypuszczenie o niewielkich rozbieżnościach w określeniu miejsc zagrożonych powodzią pomiędzy analizami z użyciem oryginalnych danych i tych poddanych różnowariantowej redukcji.
Software for creating flood risk maps and simulation of flood water is based on Digital Terrain Model (DTM). Such product is generated on a basis of laser scanning data which provide appropriately accurate results and huge data sets as well, what causes many problems for hydrodynamic – numerical calculations. The essential issue for such data is high redundancy which can guarantee the opportunity to thin it out. However, it is possible to provide suitable DTM for flood modeling by its intelligent reduction, which could still ensure sufficient accuracy for application such as hydrodynamic modeling. In this paper, the impact of DTM reduction on determination of area at risk of flood disaster by creating flood hazard maps was presented. Digital terrain model of case study was significantly reduced with use of six selected methods, what gave possibility for subsequent analysis of reduction impact on the size of the area endangered by a flood disaster. This reduction was based on the automation of the process where points, containing key information, were retained while redundant points, duplicating information about terrain height, were removed from the data set. For comparison of the result of reduction, such reduced models were used in practice to determine flood risk by creating flood hazard maps for selected water levels. For each reduction method, flood simulation with different river water level (i.e. digital water surface model) was created. In this way, area endangered by flood was determined in result of the intersection of digital terrain model and digital water surface model. Size of such area was compared then for each approach with the results obtained on the basis of original DTM data and methods were assessed in terms of their accuracy, efficiency and suitability for presented issues. The aim of this research is particularly to prove that it is possible to use only small percentage of the information contained in DTM for the creation as highly accurate studies as can be obtained from original data. The results of experiment confirm the assumption of small disparities in identifying areas endangered by flood disaster between analysis with use of original data and those reduced by various methods. Difference between results from unreduced and reduced DTMs was very slight what proves that well-generalized models of terrain can be effectively used in that application.
