    This article is an attempt to formulate a theoretical model for governance of the European Union. On one hand it takes into account the ongoing theoretical debate in this field, and especially the critical analysis of recent years, while on the other it refers tothe actual course of the European Union’s systemic reform in terms of its coherent reform plan for the Economic and Monetary Union (especially the euro area). It also refers to the reforms of the EU proposed in academic literature.1 The article analyses various models of differentiated integration. Regarding the implemented reforms and the future model for the governance of the EU, the starting point is the dominant assumption in the discussions that the focus should be on the cohesion of the institutional and legal system of the EU. The model of ‘fl exible integration’ presented in the article takes as a starting point the fact that the internal differentiation of the various statuses of EU Member States has now become a systemic trend of the European integration process. Within the framework of the ‘fl exible integration’ model, the author identifi es the essential institutional and legal elements of the EU that will allow it to maintain its cohesion.

    Opis:
    After the Second World War the question of the unified Europe became the central point of attention. However, it has been a difficult (sometimes even impossible) task to develop and implement a common concept concerning the integrity of Europe. Over the years, the intensification of integration processes and an increase in the number of the EU members states have diversified the Union’s structure as well as enhanced its internal diversity. In such circumstances, the application of the flexible integration concept, defined as one of the EU basic principles, became crucial. The flexible integration elements were introduced to the primary law in the form of an enhanced cooperation mechanism relatively late, namely via the Treaty of Amsterdam. Nevertheless, the European initiatives in which not all of the member states took part (for instance, the Schengen Agreement. or the Economic and Monetary Union) already existed. In the current considerations attention is drawn to the fact that certain forms of “flexibility” existed since the beginning of the integration process and continued through the subsequent stages of the Union’s broadening and deepening; the developments which, to an extent, facilitated the acceptance of the flexible solutions. Although the flexibility policy is inconsistent with the European integration paradigm, it has accompanied this process since the beginning and is now vital for its continuation of the integration process. The issue of the flexible integration fits well in between two competing theoretical concepts – these of federalism and intergovernmentalism – whose theoretical approaches recognise and respect the diverse European reality.  
    ELASTYCZNA INTEGRACJA W EUROPEJSKIM PROCESIE INTEGRACYJNYM. WYBRANE ZAGADNIENIA Po II wojnie światowej problem jedności Europy znalazł się w centrum uwagi. Jednak wypracowanie wspólnej koncepcji integracji Europy i jej realizacja była niezwykle trudnym zadaniem. Z biegiem lat wzrost liczby członków doprowadził do skomplikowanej liczby struktury Unii Europejskiej i wzmocnienia jej wewnętrznej różnorodności. W tych okolicznościach zastosowanie elastycznej integracji, która na pewnym etapie zdefiniowana została jako jedna z podstawowych zasad Unii Europejskiej, stało się istotne. Elementy elastycznej integracji zostały wprowadzone jako mechanizm wzmocnionej współpracy do prawa pierwotnego, stosunkowo późno, bo dopiero przez Traktat Amsterdamski. Jednak już wcześniej istniały inicjatywy europejskie, w których nie wszystkie państwa członkowskie uczestniczyły, jak choćby porozumienia z Schengen czy unia gospodarczo-walutowa. W tych rozważanych zwraca się uwagę na fakt, że pewne formy elastyczności istniały już od początku procesu integracyjnego i były wprowadzane przez kolejne etapy poszerzania i pogłębiania. Pomimo, iż polityka elastyczności jest niezgodna z podstawowym paradygmatem integracji europejskiej, towarzyszy temu procesowi od początku i jej zwiększenie staje się koniecznością. Problematyka elastycznej integracji wpisuje się między dwie rywalizujące koncepcje teoretyczne federalizmi międzyrządowość, które w swych podejściach teoretycznych dostrzegają i respektują różnorodną rzeczywistość europejską.

    W pracy przedstawiono koncepcję elastycznego systemu sieciowych usług rekomendacyjnych. Usługi rekomendacyjne są rodzajem usług informacyjnych świadczonych również przez systemy doradztwa rolniczego. Zakłada się, że algorytm tworzący ranking rekomendowanych produktów będzie powstawał w wyniku maszynowego uczenia na zweryfikowanych danych. Aplikacja modelująca taki algorytm może być wykonana w technologii typowej dla sieciowych baz wiedzy. Problemem jest to, że aktualne systemy sieciowych usług informacyjnych są niewystarczająco odporne na zakłócenia w dostępie do danych, z których syntetyzowana jest usługa. Stąd pomysł uelastycznienia systemu poprzez semantyczną integrację zasobów sieciowych.
    The work presents the conception of the flexible system of network recommendation services. Recommendation services are a kind of information services provided also by agricultural consultancy services. It is assumed that the algorithm creating the ranking of recommended products will be formed as a result of machine learning on the basis of verified data. The application modelling such an algorithm can be created in a technology which is characteristic of network knowledge bases. The problem is that current systems of network information services are insufficiently resistant to interruptions of access to data from which the service is synthesized. Consequently, an idea of making the system more flexible through semantic integration of network resources was created.
