The second chapter describes how MIS could support management of that type of company, as well as general and functional requirements of the computer application. Third chapter presents an example of methodology of solving selected decision-making problem using a fuzzy rule-based model.

Global Navigation Satellite System (GNSS) in connection with other technologies, such as mobile telephone GSM will improve management of chains of orders and fleet management in all types of transport. The paper describes existing navigation satellite systems (NAVSTAR GPS, GLONASS, EGNOS). It also presents advantages and barriers of using GNSS in transportation systems.

Referat opisuje istniejące nawigacyjne systemy satelitarne (NAVSTAR GPS, GLONASS, EGNOS). Zostały również przedstawione zalety oraz przeszkody wykorzystywania GNSS w systemach transportowych.

Działając w silnie konkurencyjnym środowisku oraz doświadczając postępującego deficytu kadr, branża stara się w coraz bardziej powszechny sposób wykorzystywać monitoring technologiczny pracowników, aby zwiększyć ich produktywność i obniżyć koszty operacyjne. Pomimo bezsprzecznych korzyści w różnych obszarach stopniowo zauważalne są również negatywne aspekty takiej strategii, które częściowo neutralizują osiągane efekty.
The aim of this article is to assess the impact of information and communication technologies, in particular fleet management systems, on professional drivers, in international road freight transport within the European Union. Operating in a highly competitive environment and experiencing a growing shortage of staff, the industry is increasingly making use of technological monitoring of employees in order to increase their productivity and reduce operating costs. Despite the unquestionable benefits in various areas, the negative aspects of such a strategy are also gradually being noticed, which partly neutralise the original effects achieved.

The paper presents a certain approach to fleet management in the company, taking into account the mobility of employees and the selection of vehicles for tasks. The main objective is to indicate the factors that significantly affect the proper selection of vehicles for the task, as well as concurrently meeting recipients' needs. The general model for fleet management was presented, taking into account not only the mobility of employees but also the method of obtaining funds for the replacement of greener cars. The current approach is based on the car purchase model in the form of credit, low-purchase leasing, and supervision over the use process and operating costs by the company's internal resources. The problem solved in the article concerns the analysis of entrusting fleet management to specialized Car Fleet Management (CFM) companies. It was pointed out that in this calculation model, CFM companies have to take into account many variables related to vehicle selection and mobility of employees in order to perform tasks. In this article, particular attention has been paid to the areas that CFM analyses when choosing a vehicle for a given company.

W artykule przedstawiono wyniki badań dokładności lokalizacji pojazdów transportu publicznego w obszarach o różnym stopniu urbanizacji. Omówiono również przesłanki tworzenia i typowe konfiguracje systemów zarządzania transportem publicznym. Szczególną uwagę poświęcono funkcjom lokalizacji pojazdów komunikacji publicznej w sieci ulic. Przedstawiono zasady lokalizacji autobusów przyjętych w koncepcji budowy takiego systemu dla Warszawy.
The paper presents the results of empirical study on the precision of public transport vehicles' localization in areas with different degrees of urbanization. The paper also discusses the premises for the creation of fleet management system for public transport and typical configurations of such systems. Particular attention is devoted to the localization of public transport vehicles in the street network. Finally, the paper presents the approach to city bus localization adopted in a project of the system for public transport management in Warsaw.

Jednym z największych problemów występujących w przedsiębiorstwach transportu samochodowego są kradzieże paliwa. Niejednokrotnie dochodzi do tego rodzaju zdarzeń regularnie i na dużą skalę. W artykule omówione zostały metody zapobiegania kradzieżom paliwa w przedsiębiorstwach transportowych, oparte na wykorzystaniu różnorodnych rozwiązań technicznych. Uwzględniono dwie zasadnicze grupy tego typu rozwiązań – urządzenia pomiarowe, kontrolujące zużycie paliwa oraz zabezpieczenia antykradzieżowe. Uwypuklono również znaczenie Systemów Zarządzania Flotą. Przedstawione zagadnienia zostały oparte w znacznym stopniu na rezultatach badań, przeprowadzonych w trakcie praktyki w hiszpańskim przedsiębiorstwie Biofutur Truck, zajmującym się sprzedażą urządzeń kontrolujących zużycie paliwa oraz systemów zabezpieczeń antykradzieżowych zbiorników paliwowych.
One of the biggest problems in transport businesses is a fuel theft. Not just once, this kind of event happens regularly and on a large scale. The paper is focused on the methods of preventing theft of fuel in transport companies, based on the use of various technical solutions. Two basic groups of this type of solution are taken into consideration – measuring devices for fuel consumption control and anti-theft protection systems. Additionally, the importance of Fleet Management Systems has been emphasized. These issues were largely based on the results of a study carried out during the practice of the Spanish company Biofutur Truck, which sells fuel consumption control devices and anti-theft protection systems for fuel tanks.

This paper aims to develop an approach to identify optimal fleet size under uncertainty and to identify important factors affecting transportation performance. The methodologies used in this paper are two folded. The first methodology is to develop a simulation model that allows manager to evaluate the impact of having different number of trailers on delivery and cost in order to identify the optimal fleet size. The second methodology is to use a Design of experiment (DOE) together with the simulation model to identify important factors that affect transportation performances. The result shows that the company should hire 16 trailers, which will reduce the delivery delay from 14% to 0.02%. Furthermore, it is found that variation in demand has a strong impact on late delivery and cost. There is also an interaction between demand variation and transportation time variation.
Niniejszy dokument ma na celu opracowanie podejścia do określania optymalnej wielkości floty w warunkach niepewności oraz określenie ważnych czynników wpływających na wydajność transportu. Metodologie stosowane w tym artykule są złożone. Pierwszą metodologią jest opracowanie modelu symulacyjnego, który umożliwi menedżerowi ocenę wpływu posiadania różnych przyczep i kosztów w celu określenia optymalnego rozmiaru floty. Drugą metodologią jest wykorzystanie projektu eksperymentu (DOE) wraz z modelem symulacyjnym w celu zidentyfikowania ważnych czynników wpływających na wydajność transportu. Wynik pokazuje, że firma powinna wynająć 16 przyczep, co zmniejszy opóźnienie dostawy z 14% do 0.02%. Ponadto stwierdzono, że zróżnicowanie popytu ma duży wpływ na opóźnienia w dostawie i koszty. Istnieje również interakcja między zmiennością popytu a zmiennością czasu transportu.

In the era of rapidly changing market and consumer needs, there are dynamic changes in the services offered. This also applies to the car fleet market. Currently, the approach to owning a vehicle is changing to other forms such as rental or subscription. Different types of funding are conducive to changes in the fleet management industry. More and more sophis-ticated services are offered for corporate clients, but also private customers. In the context of these changes, the approach to different aspects of vehicle use is also clarified, including what has been noticeable in recent years, increased interest in road safety, environmental issues and most importantly costs of use and possession of the vehicle. This puts high demands on fleet managers who sustainably need to match the structure of their fleets to the needs and capabilities of their customers while taking into account safety and ecology issues. This is a complicated task that requires decision-making assistance. This article addresses the support of the fleet manager decision, taking into account the sustainable management model. The article aimed to develop a model that takes into account the aspects of safety and ecology from the operator-financier the point of view. The result of the article is to provide a decision-making tool for the selection of vehicles and drivers, taking into account their characteristics to accomplish their tasks. The work presents the problem of fleet management, shows the characteristics of different forms of financing and the impact of market trends on the current approach to these problems. The analysis of safety aspects to the possibility of using different methods affecting its level was then presented. Another element of the article is a mathematical model of the problem of resources assignment for tasks. The developed model is universal and can be used for evaluation and optimisation. To this end, the function of the criterion has been formulated, taking into account the aspects of safety, ecology and financial aspects. It also takes into account the randomness of adverse events and the duration of the remaining appropriations in the out-of-order state. This Model can be used for the risk assessment of the driving staff. The developed model was implemented in the Flexsim environment for a computational example for a trading company. Computational experiments have indicated the correctness of the model and its high application potential, as well as further directions of model development to support complex management processes carried out by fleet managers.

Background: Fleets constitute the most important production means in transportation. Their appropriate management is crucial for all companies having transportation duties. The paper is the second one of a series of three papers that the author dedicates to the strategic vehicle fleet management topic. aterial and methods: The paper discusses ways of building companies' fleets of vehicles. It means deciding on the number of vehicles in a fleet (the fleet sizing problem - FS) and types of vehicles in a fleet (the fleet composition problem - FC). The essence of both problems lies in balancing transportation supply and demand taking into account different demand types to be fulfilled and different vehicle types that can be put into a fleet. Vehicles, which can substitute each other while fulfilling different demand types. In the paper an original mathematical model (an optimization method) allowing for the FS/FC analysis is proposed. Results: An application of the proposed optimization method in a real-life decision situation (the case study) within the Polish environment and the obtained solution are presented. The solution shows that there exist some best fitted (optimal) fleet size / composition matching company's transportation requirements. An optimal fleet size / composition allows for a significantly higher fleet utilization (10-15% higher) than any other, including random fleet structure. Moreover, any changes in the optimal fleet size / composition, even small ones, result in a lower utilization of vehicles (lower by a few percent). Conclusions: The presented in this paper analysis, on the one hand, is consistent with a widespread opinion that the number of vehicle types in a fleet should be limited. In the other words it means that the versatility / interchangeability of vehicles is very important. On the other hand, the analysis proves that even small changes in a fleet size / fleet composition can result in an important changes of the fleet effectiveness (measured for example by the utilization ratio).
Wstęp: Floty pojazdów stanowią podstawowy środek produkcji w transporcie. Prawidłowe zarządzanie nimi jest zatem kluczowe dla wszystkich firm realizujących przewozy. Niniejszy artykuł jest drugim z serii trzech, jakie autor chce poświęcić tematyce strategicznego zarządzania taborem samochodowym. Metody: W artykule omówiono sposoby kształtowania flot samochodowych przedsiębiorstw. To znaczy ustalenia liczby (problem liczebności - FS) i rodzajów pojazdów (problem kompozycji - FC) we flocie. Istota obu problemów leży w równoważeniu podaży i popytu na przewozy z uwzględnieniem różnych rodzajów popytu, jakie trzeba zaspokoić, oraz różnych rodzajów pojazdów, jakie mogą znaleźć się we flocie wraz z wzajemną zastępowalnością owych pojazdów przy zaspokajaniu poszczególnych rodzajów popytu. W artykule zaproponowano autorską, matematyczną metodę (model optymalizacyjny) pozwalającą na prowadzenie analiz typu FS/FC. Rezultaty: W artykule zaprezentowano zastosowanie opracowanej metody na rzeczywistym przykładzie problemu decyzyjnego w warunkach polskich oraz uzyskane rezultaty. Rezultaty te pokazały, że istnieje pewne, najlepsze (optymalne) dopasowanie struktury floty do potrzeb przewozowych. Rozwiązanie pozwalające na wykorzystanie taboru w stopniu istotnie wyższym (10-15%), niż w przypadku innych, w tym losowych, rozwiązań. A zmiana owego optymalnego rozwiązania, nawet w niewielkim stopniu, powoduje pogorszenie wykorzystania taboru o kilka procent. Wnioski: Prezentowana w pracy analiza jest z jednej strony zgodna popularną opinią, iż ilość typów samochodów we flocie powinna być ograniczona. Oznacza to, że uniwersalność i możliwość zmian w liczbie samochodów ma bardzo duże znaczenie. Z drugiej strony, prezentowana analiza potwierdza stwierdzenie, że nawet małe zmiany w wielkości floty i jej składzie mogą powodować istotne zmiany efektywności całej floty (mierzone na przykład, jako procent użytkowania).

Background: Fleets constitute the most important production means in transportation. Their appropriate management is crucial for all companies having transportation duties. The paper is the third one of a series of three papers that the author dedicates to the strategic vehicle fleet management topic. Material and methods: The paper discusses ways of building replacement strategies for companies' fleets of vehicles. It means deciding for how long to exploit particular vehicles in a fleet (the fleet replacement problem - FR). The essence of this problem lies in the minimization of vehicle / fleet exploitation costs by balancing ownership and utilization costs and taking into account budget limitations. In the paper an original mathematical model (an optimization method) allowing for the FR analysis is proposed. Results: An application of the proposed optimization method in a real-life decision situation (the case study) within the Polish environment and the obtained solution are presented. The solution shows that there exist optimal exploitation periods of particular vehicles in a fleet. However, combination of them gives a replacement plan for an entire fleet violating budget constraints. But it is possible to adjust individual age to replacement of particular vehicles to fulfill budget constraints without losing economical optimality of a developed replacement plan for an entire fleet. Conclusions: The paper is the last one of a series of three papers that the author dedicated to the strategic vehicle fleet management topic including the following managerial decision problems: MAKE-or-BUY, sizing / composition and replacement.
Wstęp: Floty pojazdów stanowią podstawowy środek produkcji w transporcie. Prawidłowe zarządzanie nimi jest zatem kluczowe dla wszystkich firm realizujących przewozy. Niniejszy artykuł jest trzecim z serii trzech, jakie autor chce poświęcić tematyce strategicznego zarządzania taborem samochodowym. Metody: W artykule omówiono sposoby kształtowania strategii wymiany flot samochodowych przedsiębiorstw. To znaczy ustalenia, jak długo poszczególne pojazdy we flocie mają być eksploatowane (problem wymiany - FR). Istota problemu leży w minimalizacji kosztów eksploatacji pojazdu / floty poprzez znalezienie równowagi pomiędzy kosztami posiadani a kosztami użytkowania z uwzględnieniem ograniczeń budżetowych. W artykule zaproponowano autorską, matematyczną metodę (model optymalizacyjny) pozwalającą na prowadzenie analiz typu FR. Rezultaty: W artykule zaprezentowano zastosowanie opracowanej metody na rzeczywistym przykładzie problemu decyzyjnego w warunkach polskich oraz uzyskane rezultaty. Rezultaty te pokazały, że istnieje optymalny okres eksploatacji każdego z pojazdów we flocie. Jednak kombinacja tych okresów daje plan wymiany dla całej floty niespełniający ograniczeń budżetowych. Jest jednak możliwe dostosowanie indywidualnych okresów eksploatacji poszczególnych pojazdów we flocie tak, by spełnić ograniczenia budżetowe i jednocześnie zachować optymalność / efektywność ekonomiczną uzyskanego rozwiązania, planu wymiany dla całej floty. Wnioski: Niniejszy artykuł jest ostatnim z serii trzech, które autor poświęcił tematyce strategicznego zarządzania taborem samochodowym z uwzględnieniem takich menedżerskich problemów decyzyjnych, jak: MAKE-or-BUY, liczebność / kompozycja i wymiana floty.

Celem pracy jest przedstawienie metod operacyjnych zarządzania flotą pojazdów drogowych przez operatora ruchu w firnie transportowej. Proces zarządzania jest skomplikowanym działaniem, którego celem jest płynne i bez strat wykorzystanie floty pojazdów. Miarą wykorzystania floty pojazdów mogą być wskaźniki wykorzystania czasu pracy kierowców, wykorzystania ładowności czy kubatury pojazdów. Miarą może być również wypracowany zysk. W pracy przedstawiono te zagadnienia na tle uwarunkowań prawnych funkcjonowania transportu oraz zaproponowano miary ocenowe pracy dyspozytorów ruchu floty pojazdów.
The aim of the study is to present the operational methods of management of the fleet of road vehicles by the traffic coordinator in the transport company. Management process is a complex operation, which aim is to use the fleet of the vehicles smoothly and without loss. The measure of it's usage can be defined by the rates of the efficiency of use the driver's working time, use of the carrying capacity and volume of vehicles and also earned profit. A huge influence on the value of these rates has work and experience of the dispatcher. This study presents these issues against a background of the legal conditions of transport functioning and also proposes the measures of efficiency of dispatcher's work.

The main problem of paper was formulated as follows: What should be the structure of the Fleet Monitoring System and Personnel Management, taking into account national and international legal regulations and existing threats? The following specific problems resulted from the mentioned problem: What advantages and disadvantages have identified vehicle monitoring systems in the world and in Europe? What should be the functional, communication and physical structure of the Fleet Monitoring System and Personnel Management? What should cover the requirements of devices included in the system? Main hypothesis: The Fleet Monitoring System for Vehicles and Personnel Management should ensure proper, undisturbed organization of transport, monitoring of means of transport and threats, which depends mainly on the professional competences of employees, and secondly on the technical condition of infrastructure and road fleet. While submitting the main hypothesis to the process, detailed hypotheses were formulated: Professional competences of employees (KZP) are a key element of the smooth functioning of the system. The technical condition of the infrastructure (STI) has a significant impact on the smooth functioning of the system. Requirements for devices should include standards, standards and modern solutions in the field of ITS (Intelligent Transport Systems).

The introduction of digital tachographs does not bring much novelty in terms of time limits for drivers involved in road transport, but rather narrows the space for workload restrictions abuse. Combined with the telematic systems (GNSS - Global Navigation Satellite System), which in addition to tracking bring a multitude of data on the vehicle, this device allows for a direct transmission of data on driver's work in real time (the hours worked and rest-time used) into the dispatch centre of the Carrier. The paper will present the importance of monitoring the driver's activity and the observance of time limits for fleet management.

Management in transport is mostly based on transport market observations and the person managing transport in a company must respond quickly to customers’ needs and implement new solutions. At present, competition forces transport companies to look for possibilities for cost optimisation, including transport costs. Effective planning of the vehicle fleet use is a significant element influencing the company’s financial result. The use of appropriate tools allows for greater savings and improvement in the effectiveness of vehicle use.
