Opis:
The dynamic development of services in the financial market that use digital technologies has made FinTech synonymous with modernity, and a term with growing popularity, both among banking professionals and the wider consumer community. Since 2009, the dynamic development of this new segment of non-banking startup entities within the financial sector, FinTechs, has been observed. The main objective of this study is to identify success factors for the development of FinTech entities, by conduscting research using a multiple case study method involving six selected FinTech entities operating in the Polish market, supported by an extensive literature review. Our research, as well as the analysis of secondary sources, established that one of the key factors supporting the success of the development of FinTech entities is the establishment of cooperation with banks, which brings significant benefits to both parties - banks and FinTechs - allowing them to exploit the potential for complementarities between their strengths and increase opportunities for joint development. Some of the solutions introduced by FinTechs are fully based on cooperation with banks, for example BLIK, a system integrated with mobile banking applications. The main barrier to the development of FinTechs in Poland has turned out to be limitations related to legal regulations and the manner of their implementation in the Polish market. The financial market is becoming increasingly regulated, and, at the same time, the Polish financial market supervisory authority is pursuing a rather restrictive policy. The most important factor that determines the popularity of digital FinTech services among Polish consumers is the ability to provide them with broadly understood convenience.

Opis:
Research background: Traditional financial institutions are facing new competitors - FinTech lenders. The development of these entities and their services depends on many factors, including the level of their acceptance and use by potential and/or current customers. This acceptance determines the ability to create desired financial results and defines the set of FinTech lenders' activities and also their environment aimed at shaping the offer which meets their consumers' expectations. The limited number of studies addressing the identification and assessment of the impact exerted by the adoption factors of lending services offered by FinTech lenders and the lack of such analyzes relating to these decisions made by consumers from Central and Eastern Europe argue for the need to conduct such research. Purpose of the article: Identify factors driving consumers' adoption of digital lending services offered by FinTech lenders in Poland. Methods: Critical analysis of the source literature, descriptive and comparative analysis, diagnostic survey, econometric methods (PCA, SEM used in the TAM). Empirical data come from the surveys carried out in May 2022 using the CAWI method and covering a representative sample of 1,000 Poles. Findings & value added: The study identified factors driving consumers' adoption of digital lending services, including perceived trust, risk, usefulness and financial health. It has been proven that the perceived ease of use and innovation do not represent the statistically significant constructs influencing the accepted adoption attitudes. The adopted research model shows a considerable power to explain the intention of using digital loans. The article is the first scientific study of this type discussing the identification of adoption factors for loan services offered by FinTech lenders operating on the Central and Eastern European market. The presented example of Poland being the leader in this dynamically developing market provides the background for conducting international comparative studies in the future.

COVID-19 pandemic
Opis:
Purpose: The purpose of the article is to present both theoretical and practical basis for development of payment services in Poland and in the whole world during the COVID-19 pandemic. Over this time there was a sharp rise in e-commerce along with a fast growth of the number of consumers making online payments. This resulted in changes in adoption of new technologies and payment services. Apart from those which were the consequence of quickening the pace of change in the consumers’ behavior, a crucial role, especially in developing countries, was played by local regulators, who somehow forced financial institutions to create new solutions, which fintech readily made good use of. In numerous countries it fostered radical and groundbreaking quickening of the pace of shifting to electronic payments and creating a new sort of payment services, adjusted to the needs and expectations of younger consumers. Methodology: The paper uses the method of an economic analysis and literature review - mostly electronic sources, descriptive and comparative analyses. Findings: From customers’ perspective, the impact of COVID-19 pandemic on development of new payment services should be acknowledged as positive, or even groundbreaking in some developing countries. Over the years 2020-2021 the number of customers making on-line payments, especially mobile payments, grew rapidly. This was the result of a fast, forced by pandemic, growth in sales in e-commerce. Consequently, it enabled to introduce and widely promote new financial services - based on open banking, and promoting solutions targeted at young consumers, e.g. deferred payments. Even though the pandemic is over, the interest rate rise and the consequences of the war in Ukraine are bound to bring further, dynamic development of such payment services, as well as their popularization on more and more new markets all over the world. Practical implications: The analysis of relations between theoretical and practical bases of widespread adoption of new solutions concerning on-line payments in the world during the COVID-19 pandemic is an important factor in the development of e-commerce market and financial services. The fact that digital forms of payments have become very common brought about the network effect, a situation when the value for the customer depends on the number of users of a particular solution. Due to that, poorer, developing countries could, making use of the solutions based on open banking and the technology provided by fintech, quickly popularize cashless, and electronic payments. Only a few years ago it was estimated that in the countries lacking the standard payment infrastructure it would take decades to reach this level. Also, in developed countries the pandemic contributed to popularization among young consumers of solutions adapted to their preferences, being an alternative to traditional credit cards. Deferred payments are a solution which is commonly used in e-commerce, and their main merits include increasing both conversion rates and average order value. However, it needs to be emphasized that this goes with a less flexible business model of the companies providing such services in high interest rate environment, as well as adverse consequences of broad access to such services. Many countries have observed a growth of customer debt - which effects both credit worthiness and problems to pay off rising debts. This results in imposing formal regulations on deferred payments markets more and more frequently.

Opis:
Digitalization of public services is a global trend throughout the civilized world. Progressive governments of developed countries are actively implementing initiatives that have been given a very young acronym – GovTech. These are the latest digital technology solutions that make the work of the state more efficient and the lives of citizens easier. Implementation of the GovTech policy is a priority for many international projects and programs: Lisbon Council, Digital Europe, European Blockchain Partnership (EBP), International Association for Trusted Blockchain Applications (INATBA), DT4UA. The purpose of the article is to form a general vision of the current trend of GovTech policy implementation, using Ukraine as an example for the period of 2020-2023. In order to achieve the goal and formulate reasonable results, the study was structured in three sections: 1) Digitalization of Ukraine: introduction of modern digital technologies; 2) Ukraine’s participation in international digital projects; 3) Sharing Ukraine’s digitalization experience with other countries. The study has led to a number of conclusions. The ideology of GovTech is a two-vector message to humanity about the future: where instead of analog officials and certificates, “PaperLess” will work, and instead of cash currency “CashLess” – CBDC / cryptocurrency in a smartphone. Digital public services in a smartphone, and even a citizen’s passport, are already GovTech realities confirmed by the Ukrainian digital project “DIJA”. Ukraine’s successful experience in forming a GovTech e-state has begun to spread actively in other European Union countries (code name: “DIJA”). This shows a trend towards the development and formation of a precedent for the international GovTech format, in the form of a certain future standard (we are sure that this will be developed and researched). However, this study has shown that there are legal difficulties on the way to creating a precedent for the formation of the international GovTech format in Ukraine. The introduction of the intergovernmental GovTech format requires separate legal regulation and consideration of the issue of a fair balance of bilateral state agreements when it is introduced, which also lack relevant legal developments.

The aim of the article is to identify the relationship between the level of regulation of various segments of the FinTech industry and the level of development of this sector. To address this research problem, the paper analyses the scope of regulation in 14 segments of the FinTech sector, and based on that, develops the FinTech Regulation Index for the individual European Union countries. Then, the paper uses this index to examine if there is a relationship between the level of regulation and the level of FinTech development in the various European Union countries. The econometric analysis confirmed the initial hypothesis that there is a significant relationship between the level of FinTech sector regulation and the level of its development.

We examine the impact of COVID-19 on the banking and fintech sectors based on the relationships of the respective stock indices from December 2017 to April 2022. We analyse dynamic correlations within multivariate GARCH models and relationships in tails with the quantile coherency approach. Returns of fintech and banks dropped simultaneously at the beginning of the pandemic, but the analysis of cumulative returns and draw-downs reveals that the former recovered faster. Banks and fintechs experienced sharp declines together and fintech experienced extreme growth during the downfalls in the banking sector. However, the latter relationship disappears when we analyze only the banks from the USA and Eurozone. Thus, integrating with fintech may be especially beneficial for banks outside those regions. The ability of fintech to resurface and continue to grow demonstrates its importance in the financial system and confirms the shift toward a digital economy in financial markets.

Significant technological advances have determined the importance of FinTech firms worldwide; they attract substantial investment and put competitive pressure on banks providing traditional services. The development of financial innovations challenges users accustomed to classical financial solutions since trust in financial technologies requires risk assessment, which becomes increasingly complicated. The main participants shaping the attitude towards FinTech are investors, customers, regulators, technology developers, and risk managers. The paper aims to explore FinTech opportunities and challenges, as the public understands them. The authors used scientific sources and employed big data processing methods to evaluate social media users' attitudes towards the FinTech sector. The obtained results revealed that, despite of overall positive attitude, FinTech companies have to pay special attention to investment management and ensuring the security and privacy of clients’ data.

The lack of a legal framework did not prevent Ukraine from ranking third among the world leaders in the use of cryptocurrencies in 2022. In terms of the sum of indicators, Ukraine is ahead of such tech giants as the United States (5th place), China (10th place), and the United Kingdom (17th place). The purpose of the study is to identify the underlying principles for the introduction of a new legal definition of “digital things” and “digital content” and their prospects for use, which are laid down in draft laws No. 6447 and No. 6576, as initiatives that are satellites to the relevant law on virtual assets. As a reminder, the Parliament of Ukraine adopted the Law of Ukraine “On Virtual Assets” No. 2074-IX on February 17, 2022. Since the adoption of Law 2074 by the Parliament of Ukraine on February 17, 2022 and until the period of 2023, significant events have taken place. They have significantly affected the plans of the Parliament of Ukraine to launch mandatory amendments to the Tax Code of Ukraine provided for in the Draft Law 7150 and simultaneously enact Law 2074 from October 1, 2022. The study was based on the analysis of the legislative framework of Ukraine, the European Union and other international acts, including those ratified by the Parliament of Ukraine. The study has led to a number of conclusions. Draft Law No. 6447 introduces the definition of a “digital thing” that is in circulation only in digital form; these include virtual assets, digital content, online accounts, money and securities that exist exclusively in digital form. Its adoption will help potential consumers to protect their rights to digital content, online accounts, virtual assets, even money and securities that exist exclusively in digital form. Comparing the concepts of “digital thing” and “digital content” proposed by draft laws No. 6447 and No. 6576, we found signs of legal tautology in determining what is primary and what is secondary. The addition of the words “digital content” to Article 177 of the Civil Code and the expansion of the concept of a thing to “material and digital things” is at least more declarative.

The purpose of the article. This article explores the trend of fintech firms obtaining banking licenses, challenging their traditional advantage of not being banking institutions. It investigates two hypotheses: H1 – Banking licenses bring more opportunities than threats for fintech companies;H2 – Obtaining licenses positively impacts their profitability. Methodology. The study utilizes the literature review and applies Porter’s Five Forces methodology to assess the strategic implications of banking licenses for fintech firms. Financial analysis is conducted on three selected companies based on market capitalization, banking license timeline, and geographical diversification. Profitability ratios (ROE and ROA) are analyzed before and after obtaining the license. Results of the research. Fintech firms with banking licenses experience more opportunities than threats, as confirmed by Porter’s analysis. However, only one out of three analysed companies immediately improved profitability ratios after obtaining the license. In conclusion, obtaining banking licenses opens growth opportunities for fintech firms, but immediate profitability improvements are not guaranteed. Additional requirements and challenges arise during the transition to a banking area. The study acknowledges limitations and suggests further research to confirm and expand these findings in the evolving fintech landscape.

Badanie to analizuje dwie hipotezy: H1 – Licencje bankowe przynoszą więcej możliwości niż zagrożeń dla firm fintech,H2 – Uzyskanie licencji pozytywnie wpływa na ich rentowność. Metodyka. Badanie rozpoznaje ograniczenia i sugeruje dalsze badania w celu potwierdzenia i rozszerzenia tych wyników w zmieniającej się rzeczywistosci w jakiej funkcjonuje fintech.

Opis:
Research background: According to the World Bank (2020), about 60% of adults in developing countries do not use formal financial services. Furthermore, according to the Polish Association of Loan Institutions (2022), about 3 million Poles use loans, most of them obtained online. Among the reasons for more than a decade of growth of interest in the non-bank consumer lending market there are the development of modern technology applications in finance and the establishment of the Lendtech sector. Purpose of the article: The main goal of the paper is to verify the role played by the Lendtech (LT) sector in the consumer credit market in the context of household financial exclusion. The following research questions were asked: Do credit-excluded households take advantage of LT services and, if so, to what extent? What are the behaviours and preferences of those who use consumer credit offered by LT? Do socio-demographic characteristics determine consumer use of loans offered by LT and, if so, what are they? Is the use of loans offered by LT due to credit exclusion or other factors? What action should be taken by participants in the digital consumer loan market interested in its inclusive direction? Methods: The paper uses the following methods: critical analysis of the literature, Kruskal-Wallis test, Mann-Whitney test, and nonparametric regression algorithm: k-nearest neighbors, as well as inductive inference methods. The data used is primary in nature and comes from a nationwide survey, September 2022 (CAWI method) of 1,200 Poles, of whom 200 respondents are Lendtech customers. The quota selection applied made it possible to reflect characteristics corresponding to the population of customers of lending institutions registered in BIK databases. Findings & value added: The article is a pioneering study based on an independent scientific survey, devoted to the Polish LT services market considered in terms of its relationship with one of the types of financial exclusion: credit exclusion. The most important conclusion is that people at risk of credit exclusion find a financing substitute in the LT sector, and thus it plays an important role in reducing financial exclusion, while maintaining the principle of creditworthiness verification.

Opis:
Theoretical background: Contemporary financial systems have been going through a period of dynamic changes since the beginning of this century. A special role in this process is played by technological innovations, especially the process of digitalization of financial systems, which resulted in the development of FinTech lenders. These entities are active in various segments of the financial services market, including the area of consumer loans (FinTech lenders). The conducted research confirms the dynamic development of FinTech lending activity worldwide and indicates the leading position of Poland among the countries of Central and Eastern Europe in terms of the volume of digital lending. A review of the source literature shows a small number of scientific studies devoted to identifying the reasons underlying the growing interest of consumers in the offer of FinTech lenders. The perceived research gap became the motivation to undertake research addressing this topic in relation to the Polish market of non-banking digital loan services. Purpose of the article: Determining the place and importance of trust and personal innovativeness for consumers’ decisions to use digital loan services offered by FinTech lenders in Poland. Research methods: Critical analysis of the source literature, descriptive and comparative analysis, diagnostic survey as well as simple statistical methods, i.e. analysis of the structure or Kendall’s Tau correlation analysis. The empirical data were collected in May 2022 using the CAWI (computer-assisted web interview) method. The research sample was representative and included 1,000 representatives of Polish population. Main findings: Among the factors determining the adoption decisions of FinTech lenders’ clients, two groups of constructs can be distinguished. The first one consists of classic prerequisites (e.g. perceived ease of use [PEU], perceived usefulness [PU]), identified for a wide range of entities offering financial services based on information technologies. The second group consists of the factors attributed mainly to FinTech lenders, among which the leading position is taken by expressed trust (T) and personal innovativeness (PI). The analyzes carried out in the article confirmed that the expressed trust and personal innovativeness represent the statistically significant factors influencing the decisions made by Poles related to using digital loan services offered by FinTech lenders. The influence of these constructs on the adopted attitudes is a function of their mutual relationship, based on the reciprocal reinforcement of these factors. The conducted research also resulted in developing the economic and demographic profile of a person using the services of FinTech lenders. It is a man, aged 25–34, a university graduate earning an income exceeding PLN 5,000 and residing in a city populated by over 500,000 residents.

The purpose of the article. The aim of this paper is to examine the impact of digital technologies, including FinTechs, on competition in the EU banking sector. Methodology. This paper consists of qualitative and quantitative analysis using panel regression models. In the theoretical part, on the basis of the available literature on the subject, the important role of FinTech enterprises in shaping the level of competitiveness in the financial sector, all over the world, including in the EU, was demonstrated. The analysis takes into account the impact of FinTechs, m.in. on barriers to entry and price discrimination. BigTech companies are also included in the theoretical part. Finally, the SCP model was used in the quantitative study. The quantitative study was conducted using linear regressions on panel data for the years 2010–2020. Results of the research. Despite the ambiguous impact of digital techniques on banks’ profitability, the results showed that the increasing size of the banking sector did not result in an increase in profitability due to other market players. In addition, the ongoing consolidation has not resulted in a decrease in competition in the EU banking market, due to FinTech solutions. In addition, the qualitative analysis showed that FinTechs have changed the conditions of competition in the financial market.
