The paper presents system of financing of agricultural secondary schools before and during the education reform in the years 1999-2006.
Rozwój świata przebiega w rytm fal przemian gospodarczych. Obecnie jesteśmy świadkami początku trzeciej rewolucji, czyli rozwoju gospodarki opartej na wiedzy (GOW), która charakteryzuje się wykorzystywaniem wiedzy, informacji oraz komunikacji. Poprzedziły ją dwie wcześniejsze fale przemian: rewolucje agrarna i przemysłowa. W obliczu zachodzących przemian demograficznych, ekonomicznych, politycznych i kulturowych konieczne jest, aby państwo dbało o jak najlepsze wykształcenie swoich obywateli. W związku z tym pieniądze inwestowane w system oświaty powinny nie tylko pokrywać koszty kształcenia, lecz także być odpowiednio rozdzielone, aby zapewniały każdej jednostce prawidłowy i swobodny rozwój. W epoce GOW na konkurencyjną walkę w świecie będą miały wpływ tylko te państwa, których obywatele będą prężnie działającymi naukowcami, specjalistami, przedsiębiorcami itd. Można to osiągnąć, zapewniając dostęp do wiedzy całemu społeczeństwu, co w konsekwencji umożliwi poszczególnym jednostkom rozwój osobowy przez całe życie. Celem prezentowanej pracy jest przedstawienie aktualnie obowiązującego systemu finansowania średniego szkolnictwa rolniczego oraz wskazanie alternatywnych źródeł finansowania tego szkolnictwa.

One of the main problems of contemporary higher education on a global scale is the deficit of sufficient financial resources. Universities are financed from both public and private sources. Presently in Poland reforms of this financing are being discussed and implemented. This generates both economic and social consequences. The newly edited ”Development strategy for the higher education system in Poland up to the year 2020” suggests many both evolutionary and revolutionary changes in financing higher education. The example is an idea of common tuition fees.

The author examines how the strategic objectives of Horizon 2020 are an opportunity for Polish science. The program allocates significant resources to specific tasks such as the implementation of innovation and social challenges. Despite relatively low public expenditure on education, Poland is placed in the European Union average. However, in the case of competitions Horizon 2020 bonus criteria are different from the current Polish finance division algorithm. Emphasis was placed on the relationship between science and the labor market, which in Poland is not significant. These funds will mean a true test of the potential of Polish scientific institutions. In this article the author has analyzed the various opinions of scientific environment in terms of opportunities and threats.

The traditions and systems of students’ education financing and in Ukraine and other countries have been discussed. This issue is currently of great interest because education and vocational training play a very crucial role in securing economic and social progress and improving income distribution. No country can achieve sustainable economic development without substantial investment in human capital and in education of students. Purpose. The purpose of the article is to study the traditions and systems of students’ education financing in Ukraine and other countries. Methods. For achieving the purpose, the following methods have been used. Methods of structural and logical analysis have been applied to implement theoretical generalizations and formulation of directions for increasing efficiency of education financing in Ukraine. Methods of detailing and synthesis have been used to study financing of vocational training. The statistical methods have been used to study the trends of education financing in the world economy under the conditions of international communication. Grouping methods have been used to determine traditions and systems of education financing. Results: Studying the traditions and systems of students’ education financing in Ukraine and other countries has given possibility of introducing new directions of education financing in Ukraine. Proposals for assessing the effectiveness of financing on the basis of financial and non-financial indicators have been formulated. The author concludes that a new model of students’ education financing in Ukraine includes such components as transformation of the system of state financing of education; activation of public-private partnership; development of private investment and others.

Opis:
The article analyses public spending on education at the local level in Poland in the last 5 years. It begins with outlining the legal regulations and financial conditions of providing education by local government units. Next, the author compares budgetary and non-budgetary sources of financing education by local government, the cities with county rights, and the city Lublin. Special attention is given to the educational component of general subsidies from state budget as the main source of education funding in Poland. The article concludes that complicated system of financing education strongly determines local government units’ decisions.

The article focuses on key changes currently taking place in the financing of French universities - level, structure and mechanisms of allocating funds flowing from the state budget. Conducted analysis is based on existing data (Eurostat). The article starts with the analysis of existing data in the field of demography, the number of universities and students. Then, the evolution of the higher education financing system is described. The next section focuses on presenting the higher education sector's goals, analysis of main incomes of universities and identification of the currently used public funds distribution mechanisms and ways of their allocation. A further part of the study focuses on issues related to supporting programs for students, their families and tuition fees. The article ends with presenting the areas of university activities that are evaluated by special government agencies appointed to address issues mentioned above.

The article focuses on public expenditures on culture in Poland. In 2017, the new funding formula for distribution of block grants for Polish universities came into force. Based on the figures, we discuss the impact of the new funding formula on block grants for universities. Besides the analysis of both size and structure (partition into different components) of the grants, we present accurate calculations concerning gains or losses for individual universities resulting from the introduction of elements of the algorithm such as: a reduction of the student component if the student-academic staff ratio is greater than 13, multiplication of the staff component by the academic category (based on the evaluation of the research activity) or benefiting the university for enrolling foreign students. The new funding formula provides powerful and fast-acting incentives, and so will have a great influence on the higher education system in Poland.

Abstract: The subject of the work is an analysis and evaluation of the self government role in fulfilling educational tasks in Poland. The essence of the problem and tasks of self government in all levels of territorial organization of Poland with special reference to educational tasks of local community weredescribed. The educational reforms during transformation in Poland, educational responsibility of local governments as well as implementation of educational tasks during the period 2010–2015 were presented. The forms of educational activities, the role of different actors and institutions in the implementation ofeducational activities aiming at improving the education programs and teachers qualification were also described. The role of local government was presented on the case of Szelków community. The subject of the research were the organization of educational activity in the surveyed community and functioning of the local educational system. These were evaluated by members of local society with the use of questionnaire. Educational activity of local governments was generally assessed positively. Results of research enrich the knowledge about local educational systems and create the basis for its improving, mainly in the area of management and financing.
Przedmiotem pracy jest analiza i ocena roli samorządów terytorialnych w wypełnianiu funkcji edukacyjnych. Przedstawiając istotę i zadania samorządów terytorialnych wszystkich szczebli w Polsce, skoncentrowano się na zadaniach edukacyjnych gminy. Scharakteryzowano kolejno reformy edukacyjne w Polsce od czasów transformacji ustrojowej, zadania oświatowe jednostek samorządu terytorialnego oraz informację o stanie realizacji tych zadań w latach 2010–2015. Zaprezentowano zarówno formy działalności edukacyjnej, rolę różnych podmiotów oraz działania skierowane na podnoszenie jakości kadry nauczycielskiej i podstawy programowej. Rolę samorządu terytorialnego w realizacji zadań oświatowych przedstawiono na przykładzie wiejskiej gminy Szelków. Przedmiotem badań była organizacja i funkcjonowanie systemu edukacyjnego w gminie oraz ocena oświaty i działalności samorządu gminnego przez lokalną społeczność. Uzyskane, na ogół pozytywne wyniki badań mają znaczenie poznawcze i mogą stanowić wskazania dla dokonywania dalszych usprawnień systemu funkcjonowania i zarządzania oświatą i sposobu finansowania działalności oświatowej.

W dobie współczesnej gospodarki opartej na wiedzy niezwykle istotnym zadaniem jest permanentna ocena efektywności kształcenia. Dlatego celem prezentowanego artykułu jest przedstawienie systemu kształcenia zawodowego dla branży transportowej oraz logistycznej na poziomie szkoły średniej wraz z jego oceną skuteczności kształcenia w aspekcie osiąganych efektów przez uczniów/słuchaczy w postaci poziomu zdawalności egzaminów potwierdzających kwalifikacje zawodowe. Zderzenie tych dwóch elementów pozwoliło na sformułowanie licznych istotnych wniosków. Artykuł powstał na podstawie analizy dokumentów formalno-prawnych oraz aktów normatywnych obowiązujących w opisywanym obszarze.
In the era of modern knowledge-based economy, it is not usually an important task to constantly assess the effectiveness of education. Therefore, the purpose of the article is to present the vocational education system for the transport and logistics at the high school level along with its assessment of the effectiveness of education in terms of achieved effects by students / learners in the form of pass rate exams confirming professional qualifications. The clash of these two elements allowed for the formulation of a number of important conclusions. The article was based on the analysis of formal and legal documents and normative acts applicable in the area described.

Prezentowany tekst zawiera krótką analizę najważniejszych motywów dyskusji toczących się w Europie i dotyczących przyszłości tradycyjnej instytucji uniwersytetu, które są istotne w kontekście polskim. Siedem motywów najważniejszych w polskim kontekście to równość dostępu do szkolnictwa wyższego i ekspansja systemów edukacyjnych, współfinansowanie studiów, finansowa niezależność uczelni, wyższe wykształcenie jako dobro prywatne i dobro publiczne, przedsiębiorczość uczelni, zmieniająca się dynamika relacji prywatne – publiczne w szkolnictwie wyższym oraz regionalna misja uczelni.
The paper contains a concise analysis of the most important motifs of discussions going on in Europe, which concern the future of the traditional institution of university and which are especially relevant in the Polish context. The seven motifs which are particularly important in the Polish context are: equal access to higher education and expansion of educational systems; co-funding of education; financial independence of universities; higher education as a private and a public good; entrepreneurial system of universities; the changing dynamics of the private versus public relation in higher education; and regional mission of universities. The education system in Indonesia has two main sub-systems, one under the management of the Ministry of Education and Culture (MoEC), and madrasah education and religious education under the management of the Ministry of Religious Affairs (MoRA). Out of approximately 233,517 state schools and madrasah, about 82% are state schools and the remaining 18% are madrasah; and out of 49,402,000 students from these institutions, 87% are registered in-state schools and other 13% are registered in madrasah. Indonesian laws and regulations require state schools and madrasah to be treated equally. Moreover, madrasah teaches the same national curriculum in addition to Islamic religious subjects regulated by MoRA. The author tried to define the current circumstance of Islamic education in Indonesia, the academic issues that the government faces and sought possible solutions for them through field surveys and data analysis methods used throughout the investigation. The found data show that improper infrastructure of government contribution towards public education including religious education, and limited quota in pedagogical universities lead to a shortage of teachers in rural areas. The government of Indonesia needs further educational reforms in the area of public education, teacher training, and re-training programs, and increasing teachers’ salaries. School dropouts, shortage of well-qualified teachers, and school fees challenge the national education system in the country.

Chociaż odpowiedzialność za finansowanie edukacją i zarządzanie nią w Polsce spoczywa na jednostkach samorządu terytorialnego, to zapewnienie środków finansowych na realizację zadań edukacyjnych znajduje się w gestii budżetu państwa. Transfery w postaci części oświatowej subwencji ogólnej stanowią główne źródło finansowania zadań oświatowych. W artykule wyjaśniono istotę decentralizacji oraz przedstawiono zagadnienia związane z redystrybucją części oświatowej subwencji ogólnej jako głównego źródła finansowania zadań oświatowych.
Although the responsibility for financing and managing education in Poland lies with the units of self-government, ensuring the financial resources for the realization of educational tasks is found to be at the mercy of the state budget. Transfers in the form of parts of general educational subsidies constitute the principal source of financing educational tasks. In the herein paper, the essence of decentralization has been explained, as well as a presentation provided of the issues associated with the redistribution of general subsidies for educational tasks as the principal source of financing educational tasks.

Niniejszy artykuł skupia się na najważniejszych zmianach zachodzących obecnie w finansowaniu fińskich uczelni w zakresie poziomu, struktury i mechanizmów alokacji środków płynących z budżetu centralnego. Przeprowadzoną analizę oparto na danych zastanych (Eurostat). Opracowanie rozpoczyna analiza danych zastanych z zakresu demografii, liczby uczelni wyższych i studentów do nich uczęszczających. Dalej następuje opis ewolucji systemu finansowania szkół wyższych. Kolejny podrozdział skupia się na prezentacji celów stawianych przed sektorem edukacji wyższej, analizie głównych dochodów uczelni oraz identyfikacji obecnie stosowanych mechanizmów dystrybucji środków publicznych i sposobów ich alokacji. Dalsza część opracowania ogniskuje się na zagadnieniach związanych z programami wsparcia studentów i ich rodzin oraz opłat za studia. Opis:
As of January 1, 2018, the provisions of the new Act on the financing of education tasks came into force, whereby the statutory legislator authorised the legislative bodies of local government units to, among others, determine the procedure for the granting and settlement of subsidies, as envisaged by Article 38 para. 1 of the act on the financing of educational tasks. These powers (convergent with the powers granted by the provisions of the subordinate act on the education system) give this body the possibility of technically regulating the scope of data which an application for subsidy must contain, but not to determine the principles and conditions as necessary conditions. The article presents selected judgements of administrative courts (based on previous regulations), which emphasize the abuse of power by the legislative bodies of local government units.
