    The aim of this paper is to identify and assess the main problems with economisation of the environmental policy in Poland. The first part presents the significance of economisation in setting the environmental policy objectives, the second part indicates the problems with economising the activities pursued by the entities which create and supervise the policy, and the third part points to the problems with economising the policy instruments. The Polish environmental policy was oriented towards using aid from the European Union to the maximum possible extent. After 2020, this source of funding will play a minor role. In order to economise the environmental policy, the environmental law needs to be amended and the role of economic and market instruments of this policy must increase.

    As Poland is considered a coal country, renewable energy resources still do not have a significant share in energy production. Further, 14% contribution of renewable energy to total primary energy production in 2020 is endangered. Thus, in order to speed up with renewable energy sources new actions should be stimulated. The aim of the article is to describe the most popular renewable energy installations in Poland and further to search for a case study indicating that an investment in renewable sources is profitable without financial support. The results indicate that prior literature does not present any analysis of profitable renewable energy investment without financial support. It states the need for regulators to implement additional financial support not only on the European Union level but also on the national one.

    The article analyses the effects of an internal financing institution, namely the Voivodeship Fund for Environmental Protection and Water Management in Zielona Góra on stimulating pro-ecological activities in the production business sec-tor.     The article discusses the issue of financing pro-ecological investments by the public funds, basing on the example of Voivodeship Fund for Environmental Protection and Water Management in Zielona Góra in the years 2009-2013. It also defines the essence of the implementation of these investments by the regional business sector in terms of the regional development process. Furthermore, apart from providing the compilation of the basic information concerning ecological funds, focusing on the origin, division, and the rules of their functioning, the analysis of the volume of expenditure in the years 2009-2013 has also been performed in the form of individual instruments supporting pro-ecological investments of the business entities in the region of Lubuskie Province. The summary contains the conclusions and forecasts for the coming years.
    W artykule podjęto problematykę finasowania inwestycji proekologicznych ze środków publicznych, na przykładzie Wojewódzkiego Funduszu Ochrony Środowiska i Gospodarki Wodnej w Zielonej Górze w latach 2009-2013. Zdefiniowano w nim także istotę realizacji tych inwestycji przez regionalny sektor przedsiębiorstw z punktu widzenia procesu rozwoju regionalnego. Ponadto dokonano zestawienia podstawowych informacji na temat funduszy ekologicznych, skupiając się na ich genezie, podziale, a także zasadach ich funkcjonowania oraz przeprowadzono analizę wielkości wydatków w latach 2009-2013 w postaci poszczególnych instrumentów wspierania inwestycji proekologicznych podmiotów gospodarczych z terenu województwa lubuskiego. W podsumowaniu zawarto wnioski wraz z prognozami na najbliższe lata.

    Celem artykułu jest porównanie poziomu finansowania ochrony środowiska w Polsce na tle Słowacji, Czech i Litwy, z uwzględnieniem przede wszystkim działalności podmiotów publicznych, odpowiedzialnych za logistykę miasta, i przedsiębiorstw. Temat ochrony środowiska cechuje się wysoką aktualnością, szczególnie na tle zachodzących zmian w logistyce i tych społecznych, związanych z jakością życia. Finansowanie działań proekologicznych oznacza zaangażowanie i  spełnianie obowiązków wynikających z umowy akcesyjnej z Unią Europejską i przede wszystkim wpływa na jakość życia mieszkańców miast w Polsce. Istotność tematyki stanowiła motywację do oceny jednej ze składowych działalności środowiskowych, jaką jest struktura i wysokość nakładów finansowych. Decyzja o liczbie i jakości realizowanych w badanym zakresie zadań wpływa na życie mieszkańców miast.
    The purpose of the article is compare level of financing environmental protection in Poland, Slovakia, Czech Republic and Lithuania in regard to public institutions responsible for city logistics as well as to the enterprises. The environment protection issues is present in many publications especially with the background in logistics as well as social issues, connected with life quality. Financing ecological actions means fulfilling duties coming from the European Union accessing agreement as well as influence on the city inhabitants life quality in Poland. The relevance of the above mentioned issues is the motivation to evaluate one of environmental issues, which is structure and quantity of financial expenditure. Decision about quantity and quality of realized tasks in the research influence od city inhabitants life.

    The aim of the research was to determine the structure and dynamics of changes in the sources of financing fixed assets serving environmental protection in Poland. The article covers the years 2012-2013. The analysis concerned sources of financing perceived from a regional perspective, taking average dynamics of changes into account and showcasing the average share of individual sources of financing in voivodships. The support of such financing with EU funds was particularly emphasized. It was proven that, apart from own resources, public funds from the European Union budget and co-financing from environmental funds take up a significant share in the structure of sources of financing of environmental protection. Favorable changes were observed in the financing source structure of fixed assets serving environmental protection in various regions of Poland in the analyzed period. The highest dynamics of changes in Poland and in voivodships applied to foreign funds, a consequence of using financial resources from the EU budget to improve and maintain the quality of the natural environment. A positive effect of these activities was an increase in the value of expenditures on fixed assets in environmental protection after 2004, in other words after joining the EU. This was confirmed by the growing dynamics of changes in investment outlays for fixed assets in environmental protection in Poland and individual voivodships. After 2004, the share of funds from ecological funds as well as domestic credits and loans decreased, while the share of funds from abroad increased significantly.
    Celem badań było określenie struktury i dynamiki zmian źródeł finansowania środków trwałych służących ochronie środowiska w Polsce. Zakres czasowy badań obejmował lata 2002-2017. Analizie poddano źródła finansowania w ujęciu regionalnym, uwzględniając średnią dynamikę zmian oraz wykazując średni udział poszczególnych źródeł finansowania w województwach. Zwrócono szczególną uwagę na wsparcie tego finansowania ze środków funduszy unijnych. Wykazano, że w strukturze źródeł finansowania ochrony środowiska, oprócz środków własnych znaczny udział miały środki publiczne z budżetu UE oraz dofinansowanie z funduszy ekologicznych. Zaobserwowano korzystne zmiany, które nastąpiły w badanym okresie w zakresie struktury źródeł finansowania środków trwałych służących ochronie środowiska w różnych regionach Polski. Najwyższą dynamiką zmian w Polsce, a także w województwach charakteryzowały się środki z zagranicy, co wynikało ze skutecznego wykorzystywania środków finansowych z budżetu UE w celu poprawy i utrzymania stanu jakości środowiska naturalnego. Pozytywnym efektem był wzrost wartości nakładów skierowanych na środki trwałe służące ochronie środowiska po 2004 roku, czyli po wstąpieniu do UE. Potwierdzeniem tego była rosnąca dynamika zmian nakładów inwestycyjnych na środki trwałe w ochronie środowiska w Polsce i poszczególnych województwach. Po 2004 roku zmniejszył się udziału środków pochodzących z funduszy ekologicznych oraz kredytów i pożyczek krajowych, natomiast wyraźnie zwiększył udział środków pochodzących z zagranicy.

    The article aims at identification and assessment of the extent to which rural communes in Poland participate in financing environmental protection investments. Investments in the natural environment protection are the subject of the paper. The analysis addresses particularly the issue of their financing, especially funding from budgetary means of rural communes with regard to territorial division into provinces. Secondary sources of information for the years 2004-2009 were used in the investigations. Among the sources of funding for environmental protection investments, the most important are own means covering almost half of the outlays on fixed assets for the natural environmental protection. Expenses from communes' budgets are of marginal importance for the structure of environmental protection funding. Communes' investment expenditure focuses almost exclusively on wastewater management, water protection and waste management. Rural communes financed 20.3% of the total environmental investment outlays realized by all communes. Environmental protection (together with public utilities) are on the second position among the investment objectives of rural communes. The largest scale of investment expenditure on the environmental protection in 2009 was registered in the Podkarpackie province, where rural communes financed about 20% of investment outlays in this field made by all rural communes in Poland total.Tangible effects of the realized environmental investments financed from rural communes' budgets in 2009 in Poland are diversified spatially. Considering investments in wastewater management, three provinces (Podkarpackie, Małopolskie and Mazowieckie) realized investments such as collective sewer system constituting almost half of the total length of such investments realized in 2009 in rural areas. Similar situation was observed for the length of house sewers and collective wastewater treatment plants. It was the same also in case of individual wastewater treatment plants of which half of the whole number commissioned for use in Poland was located in the areas of four provinces: Kujawsko-Pomorskie, Lubelskie, Mazowieckie and Wielkopolskie.

    Regionalne Programy Operacyjne zapewniają wsparcie z funduszy UE dla różnych projektów realizowanych w poszczególnych województwach w Polsce. Artykuł przedstawia analizę kwot i rezultatów wsparcia z Regionalnego Programu Operacyjnego Województwa Zachodniopomorskiego 2014-2020 na działania środowiskowe MSP. Analiza obejmuje dane od 2014 r. do 31 lipca 2018 r. Opiera się dokumentach programowych i danych z Urzędu Marszałkowskiego Województwa Zachodniopomorskiego. Przeprowadzona analiza pokazuje, że udział wsparcia dla projektów środowiskowych MSP w całości dofinansowania z RPO WZ jest niewielki i wynosi 4%. Wykorzystanie środków na projekty dotyczące energii odnawialnej z działania 2.10 jest duże, ale w przypadku działań 2.9 i 2.12 jest nieznaczne. Niepokojąco na niskim poziomie jest realizacja wszystkich działań środowiskowych dotyczących MSP w ramach Regionalnego Programu Operacyjnego Województwa Zachodniopomorskiego 2014-2020. Słowa
    Regional operational programmes provide support granted from EU funds for different projects implemented in individual voivodeships in Poland. The aim of the article is to analyze the amount and the results of the support provided from the Regional Operational Programme for Zachodniopomorskie Voivodship 2014-2020 for environmental projects of SMEs. The analysis includes experience from 2014 to July 2018. It is based on regional programme documents and data from The Marshal's Office of the Zachodniopomorskie Voivodship. The analysis shows that the share of support for environmental projects of SMEs in total funding provided by ROP ZV (about 4%) is not significant. The level of support for renewable energy projects from Measure 2.10 is quite substantial but in Measures 2.9 and 2.12 is inadequate. Disturbingly at a low level is the implementation of all environmental activities related to SMEs through the Regional Operational Programme for Zachodniopomorskie Voivodship 2014-2020.
