The purpose of this article is to present the operational capabilities of the OSCE in regulating armed conflicts and their application in the former Eastern bloc countries. In order to show the role of the OSCE in the regulation of armed conflicts, OSCE operational capabilities have been structured in a conceptual grid including: OSCE regulatory tools – in the form of missions, field offices and field coordinators; regulatory mechanisms and emergency mechanisms applied in the light of the peaceful pathways of OSCE involvement in the regulatory process. The common feature of operation at each phase is the broadly understood maintenance of stability or achieving stability. There are armed conflicts against which the OSCE has selectively used regulatory activity, omitting certain phases of the conflict, and those against which the application of regulatory tools has not led to lasting stabilisation. The results presented in the paper confirm the correctness of considering the above theories against the background of the conflict cycle concept. Institutional and legal analysis and comparative analysis were used in this paper.

Opis:
Manufacturing errors (MEs) are unavoidable in product fabrication. The omnipresence of manufacturing errors (MEs) in product engineering necessitates the development of robust optimization methodologies. In this research, a novel approach based on the morphological operations and interval field (MOIF) theory is proposed to address MEs in the discrete-variable-based topology optimization procedures. On the basis of a methodology for deterministic topology optimization (TO) based on the Min-Cut, MOIF introduces morphological operations to generate geometrical variations, while the dimension of the structuring element is dynamically set by the interval field function’s output. The effectiveness of the proposed approach as a powerful tool for accounting for spatially uneven ME in the TOs has been demonstrated.

Th e article is an analysis of an epic poem entitled Th e Succour of Smolensk by Eminent Sir Aleksander Korwin Gosiewski (Odsiecz smoleńska przez sławnie wielmożnego Jego Mości Pana Aleksandra Korwina Gosiewskiego) penned by Jan Kunowski (1617). Being the fi rst Polish-Lithuanian military treatise in verse with a map included, it is an exceptional text. Th e map was added to illustrate the space and events described in the treatise that were taking place during a military campaign between the Russian and Lithuanian troops conducted from the late 1616 to May 1617. I propose a hypothesis that Th e Succour of Smolensk reveals characteristics of a metrical military poem. I also shed light on the circumstances accompanying the drawing of this map, originally prepared for Aleksander Gosiewski’s war staff in October 1616. Next, I present the role played by Jan Kunowski, a mercenary in the Swedish army that besieged Pskov in 1615. Kunowski used his experiences related to the construction of fortifi cations in order to cut off the food supplies for enemy fortresses or troops. Th e preserved map is crude in terms of geographic details, there are no cardinal directions, it is, however, orientated with azimuths indicating the main towns: Dorogobuzh, Katyn, Orsha, Biala, Mstislavl (east–north-east orientation). Th e scale of the map, being ca 1:500,000, is right for military operations, and it covers an area of ca 8,840 square kilometres. It is an example of cartographic source which was used in the early modern era for military operations.
Artykuł prezentuje poemat epicki pt. Odsiecz smoleńska przez sławnie wielmożnego Jego Mości Pana Aleksandra Korwina Gosiewskiego autorstwa Jana Kunowskiego (1617). Do niego została dołączona mapa, która posłużyła do zobrazowania wydarzeń opisanych w utworze. Wyjaśniono okoliczności jej powstania i rolę kartografii podczas planowania operacji wojskowych. Przedstawiono nowatorski sposób prowadzenia działań wojennych przez oddziały litewskie pod dowództwem Aleksandra Gosiewskiego. Scharakteryzowano etapy, fazy i czynności podejmowane podczas odsieczy Smoleńska (1616–1617). The article presents an epic poem entitled The Succour of Smolensk by Eminent Sir Aleksander Korwin Gosiewski (Odsiecz smoleńska przez sławnie wielmożnego Jego Mości Pana Aleksandra Korwina Gosiewskiego) by Jan Kunowski (1617). A map was attached to it to illustrate the events described in verse. The article explains the role of the map in the poem and cartography in general for military operations. Then, it presents Aleksander Gosiewski’s novel approach to conducting warfare as well as the stages, phases and actions taken during the Smolensk relief (1616–1617).
