Waged in 2016, Philippine President Rodrigo Duterte’s war on drugs has claimed over 20,000 lives according to human rights groups. The Duterte administration’s own count is significantly lower: around 6,000. The huge discrepancy between the government’s official count and that of arguably more impartial organizations about something as concretely material as body count is symptomatic of how disinformation is central to the Duterte administration and how it can sustain the approval of the majority of the Philippine electorate. We suggest that Duterte’s populist politics generates what Boler and Davis (2018) call “affective feedback loops,” which create emotional and informational ecosystems that facilitate smooth algorithmic governance. We turn to Patron Saints of Nothing, a recently published novel by Randy Ribay about a Filipino-American who goes back to the Philippines to uncover the truth behind the death of his cousin. Jay’s journey into the “heart of darkness” as a “hyphenated” individual (Filipino-American) allows him access to locally networked subjectivities but not its affective entanglements. Throughout the novel, he encounters numerous versions of the circumstances of Jun’s demise and the truth remains elusive at the end of the novel. We argue that despite the constant distortion of fact and fiction in the novel, what remains relatively stable or “sticky” throughout the novel are the letters from Jun Reguero that Jay carries with him back to the Philippines. We suggest that these letters can potentially serve as a form of “dissensus” that challenges the constant redistribution of the sensible in the novel.

Ribonuclease Dicer plays a pivotal role in RNA interference pathways by processing long double-stranded RNAs and single-stranded hairpin RNA precursors into small interfering RNAs (siRNAs) and microRNAs (miRNAs), respectively. While details of Dicer regulation by a variety of proteins are being elucidated, less is known about non-protein factors, e.g. RNA molecules, that may influence this enzyme's activity. Therefore, we decided to investigate the question of whether the RNA molecules can function not only as Dicer substrates but also as its regulators. Our previous in vitro studies indicated that the activity of human Dicer can be influenced by short RNA molecules that either bind to Dicer or interact with its substrates, or both. Those studies were carried out with commercial Dicer preparations. Nevertheless, such preparations are usually not homogeneous enough to carry out more detailed RNA-binding studies. Therefore, we have established our own system for the production of human Dicer in insect cells. In this manuscript, we characterize the RNA-binding and RNA-cleavage properties of the obtained preparation. We demonstrate that Dicer can efficiently bind single-stranded RNAs that are longer than ~20-nucleotides. Consequently, we revisit possible scenarios of Dicer regulation by single-stranded RNA species ranging from ~10- to ~60-nucleotides, in the context of their binding to this enzyme. Finally, we show that siRNA/miRNA-sized RNAs may affect miRNA production either by binding to Dicer or by participating in regulatory feedback-loops. Altogether, our studies suggest a broad regulatory role of short RNAs in Dicer functioning.

A two-axis gimbal system can be used for stabilizing platform equipped with observation system like cameras or different measurement units. The most important advantageous of using a gimbal stabilization is a possibility to provide not disturbed information or data from a measurement unit. This disturbance can proceed from external working conditions. The described stabilization algorithm of a gimbal system bases on a regulator with a feedback loop. Steering parameters are calculated from quaternion transformation angular velocities received from gyroscopes. This data are fed into the input of Proportional Integral Derivative (PID) controller. Their input signal is compared with earned value in the feedback loop. The paper presents the way of increasing the position’s accuracy by getting it in the feedback loop. The data fusion from a positioning sensor and a gyroscope results in much better accuracy of stabilization.

Opis:
We present a feasibility study of fast events parameters estimation algorithms regarding their execution time. It is the first stage of procedure used on data gathered from gas electron multiplier (GEM) detector for diagnostic of plasma impurities. Measured execution times are estimates of achievable times for future and more complex algorithms. The work covers usage of Intel Xeon and Intel Xeon Phi - high-performance computing (HPC) devices as a possible replacement for FPGA with highlighted advantages and disadvantages. Results show that less than 10 ms feedback loop can be obtained with the usage of 25% hardware resources in Intel Xeon or 10% resources in Intel Xeon Phi which leaves space for future increase of algorithms complexity. Moreover, this work contains a simplified overview of basic problems in actual measurement systems for diagnostic of plasma impurities, and emerging trends in developed solutions.
