Opis:
The paper contains a deep analysis of exports of Belarus and defines the proposals for its development. Economic comparisons and systematisation, which is based on the official statistical data for 2012–2018, are used in the study. It is concluded that Belarus exports have a poor diversification; export development is largely determined by Eurasian Economic Union (EAEU) integrating processes; export support of innovative goods and evolution of a single service market through the enhanced cooperation are possible. A generalised model for the export development of innovative goods and services of the EAEU member states on a cooperative basis is proposed.

This article aims to analyse the public financial support programmes for SME internationalisation available to Polish companies, with a view to identifying and potentially eliminating existing barriers. The three programmes under consideration are “Polish Tech Bridges,” “SME Internationalisation,” and “Go to Brand.” These programmes were evaluated based on certain criteria and then analysed for present barriers. The study was conducted via desk research of relevant project documentation, including the regulations. Each programme was compared across several aspects, which allowed the differences between them to be demonstrated. These aspects concerned support projects both at the stage of obtaining and implementing assistance and after project completion. The study revealed that these programmes are characterised by different – but not completely unique – advantages and disadvantages. Consequently, their appeal to companies varies depending on factors such as the company’s experience, location, or resources. Based on the identified disadvantages that constitute a barrier for SMEs to access finance, institutions could modify these programmes to enhance the accessibility of public support for SME internationalisation.

Export is crucial for economy. It influences the level of economic growth, balance of payment and social welfare among many others. Therefore, increase in exports often becomes one of the main objectives of governments. This raises the question of how to support export activity of the companies in order to ensure the expected increase in export. Approaches towards this problem differ significantly. The fact that this support is covered mainly from public funds raises the question of the justifiability and effectiveness of such assistance. The aim of this paper is to investigate whether to support export activity at all, and if so, how to do it effectively. To achieve the goal of the article the author analyzed both Polish and foreign literature, with special emphasis on the newest trade theories. The Author analyzes secondary data describing factors that determine export activity, describes the profile of a company becoming an exporter and investigates actual connection between the offered support and the increase in export activity.

The article aims to assess the system for supporting Polish exports in 2000-2009, with a particular focus on exports to high-risk countries. The authors review the available support instruments and evaluate the work of Poland’s Export Credit Insurance Corporation (KUKE), an institution that plays a key role in this system. The authors rely on a method based on analyzing the contents of documents and legal regulations-enacted by Poland, the European Union, the World Trade Organization (WTO) and the Organization for Economic Cooperation and Development (OECD)-concerned with issues related to export support. The authors also examine statistical data, conduct in-depth interviews, and use information from publicly available reports on the activities of the Export Credit Insurance Corporation. The decade covered by the study is not a uniform period, the authors say. They divided it into two subperiods: the time from 2000 until Poland’s EU entry in 2004, and the EU membership years (2004-2009). In the latter subperiod, special attention was paid to 2008 and 2009, the years of economic crisis. The analysis of changes taking place in the official system for supporting exports with the use of Treasury guarantees shows the government’s role in the development of exports by Polish enterprises. The study also shows how the external environment, including Poland’s status as an EU member as well as international regulations and fluctuations in international markets, influence the system’s functioning. The authors conclude that the system has played an insufficient role in promoting Poland’s exports so far, particularly in the case of small and medium-sized enterprises. This was especially evident during the latest crisis, the authors say. The Polish export support system requires far-reaching changes, according to the authors. Most of the initiatives mentioned in official government documents are declarations and tentative proposals not followed byspecific projects. This approach did not even change during the recent crisis when the Polish government, unlike its counterparts in other EU countries, failed to markedly step up measures aimed at boosting exports. Not only proposals but also concrete and consistent steps-jointly taken by many institutions-are needed, the authors say. On the one hand, these should involve adapting the system to the needs of a wider group of businesses, especially small and medium-sized enterprises (SMEs); on the other hand, it is necessary to strengthen KUKE financially and take better advantage of opportunities linked with those activities of the Export Credit Insurance Corporation that are conducted on behalf of the Treasury, the authors say.

Since many years much attention has been paid to the rationality of wood transportation criteria due to the realization of social objectives. Identification and elimination of unnecessary haulage can reduce the total cost of transport and contribute to reducing fuel consumption, carbon dioxide emissions and accident risk. This paper concerns decision support for the allocation of available wood as a lot of irrationality of the existing wood transport operations has been observed. The aim of the study was to develop and test the method of optimizing the allocation of wood available in forest districts for selected groups of customers from over the country, taking into account the criterion of export distance (geography of purchase). The scale of the effects of applying the proposed optimization method is also presented. Data on sales of medium size S2A Scots pine wood in 2015 was used. A model of a two−dimensional transport task was built in order to optimize wood allocation. The road distance between the points where the wood was loaded and the points where it is processed was determined using the transportation network and network analysis performed in ArcGIS software. Linear programming was used to develop a software to support the allocation of wood to a group of selected customers nationwide. It was assumed that the benefits of optimization would be shared by whole group and not just by each customer individually. Changing existing supply locations can significantly shorten the average transportation distances up to 31% for particular customers (tab. 2), while for the whole group of analysed customers the reduction amounted to 14%. As a result of the proposed method, the transportation work would be reduced by 65 mio m3, which would reduce the average distance of timber exports by 15 km. This allows shortening of over 174 thousand of truckloads. The savings from the shortage of truck− loads will amount to over 1.1 mio l of diesel fuel, which is worth about 5 mio PLN (1.18 mio ).
