    Opis:
    In this paper, a new multi-step approach for the selection of an LNG terminal location (for offshore terminal, onshore terminal, or floating storage regasification unit – FSRU) was presented based on the holistic evaluation of the impacts of the potential LNG terminal. The first step was to divide the entire observed area of the Adriatic Sea of the Republic of Croatia into smaller areas by using the geographic information system (GIS) and then selecting areas where the installation of an LNG terminal was technically feasible based on the pre-elimination criteria. Potential LNG terminal areas were selected by taking into account all pre-elimination criteria, and 14 areas were selected by using pre-elimination criteria in a GIS smart chart tool that enabled the analysis of spatial data. The second step involved analyzing the elimination criteria of the 14 areas selected in the first step by pre-elimination criteria analyses. Six potential LNG terminal micro-locations were selected based on the defined elimination criteria. In the third step, these six micro-locations were evaluated by experts by using 38 specific sub-criteria classified into five distinct groups: economic (11 sub-criteria), ecological (13 sub-criteria), safety (4 sub-criteria), traffic connection (6 sub-criteria), and gas needs (4 sub-criteria). The fourth step involved making a multi-criteria expert analysis of the six locations selected in the previous step (for onshore terminals, offshore terminals, and FSRU) for the analysis of three different scenarios by the PROMETHEE (Preference Ranking Organization METhod of Enrichment Evaluation) method. In every scenario, one group of sub-criteria was selected as the most important according to its cumulative relationship with the other groups of criteria (scenario 1 – economic group; scenario 2 – ecological group; scenario 3 – safety group). A different importance (weight) was given to each of the sub-criteria. The methodology presented in this paper can also be used for decision-making processes for other marine and coastal activities, where incorporating an ecosystem approach is necessary for taking into account safety and project costs; however, the selection of pre-elimination criteria, elimination criteria, and sub-criteria should be carefully adjusted to other situations or activities.

    Organization of the dredging works is a multi-faceted issue. The management of the dredging process varies according to the location and it mostly depends on local conditions (Żak, 2014). The paper presents the results of the expert survey which was structured on a questionnaire concerning the dredging techniques in harbours. Respondents, that take part in the research, were experts from different nations, working at the management levels in the enterprises associated with the dredging branch. The aim of the proposed research was to support the selection of the appropriate dredger, the preparation of optimal work technology and the verification of strategic decisions affecting entire project. Taking everything into consideration the author proposes to use the expert survey as a technique to support the decision-making process. It enables to take advantage of the wide knowledge and experience of experts to create the most suitable dredging project.

    The Electronic Chart Display and Information Systems (ECDIS) became inevitable central navigational tool for effective voyage planning and voyage monitoring execution. Furthermore, each model comprises numerous navigational and other display components, each of them with its limitations, reliability and simplicity. This is also supported by the fact that there is a large number of approved manufacturer systems on the market. Apart from fulfilling the performance standards regulated by the International Maritime Organization (IMO), the system models differ significantly regarding handling, interface, and interpretation of data and information, therefore biasing the required knowledge and the purposefulness of the system. The aim of this study is to determine navigators’ response in ECDIS comparison of different manufacturer models to identify pros and cons of specific tasks, features and other navigational functions. The present work is based on international survey in form of questionnaire conducted among ECDIS stakeholders. Answers are presented and discussed, revealing certain shortcomings of specific manufacturer ECDIS system. On the other hand, the analyses show the significant advantages of each system, potentially leading to creation of the ideal system from the end-user’s perspective. The proper configuration of ECDIS should standardise functions and display considering different types, and undoubtedly resolve a problematic issue as a consequence of numerous ECDIS models and their diversities.

    The purpose of this article is to analyse the methodological aspects related to the study of ideological changes in political parties. The article compares the quantitative analysis of election programs and the Expert Survey, evaluates their strengths and weaknesses, and analyses their application possibilities. The hypothesis adopted in this article is as follows: quantitative analysis of election programs is burdened with smaller methodological weaknesses than Expert Survey and thus is a more reliable tool for measuring ideological changes in the environment of political parties.
    Celem artykułu jest analiza aspektów metodologicznych związanych z badaniem zmian ideologicznych w partiach politycznych. W pracy porównano analizę ilościową programów wyborczych i ankiety eksperckiej, oceniono ich mocne i słabe strony oraz przeanalizowano możliwości ich zastosowania. Hipoteza przyjęta w artykule jest następująca: analiza ilościowa programów wyborczych jest obciążona mniejszymi słabościami metodologicznymi niż ankieta ekspercka, a zatem jest bardziej niezawodnym narzędziem do pomiaru zmian ideologicznych w środowisku partii politycznych.

    W artykule zaprezentowano technikę wywiadów eksperckich oraz ich szczególnej podklasy – wywiadów delfickich. Wskazano przyczyny, dla których zastosowanie tej techniki w socjologicznej praktyce badawczej jest współcześnie uzasadnione. Omówiono skrótowo doświadczenia z wykorzystaniem wywiadów eksperckich (w tym: delfickich) w innych dyscyplinach naukowych oraz w badaniach aplikacyjnych. Charakterystyka wywiadów eksperckich (w tym: delfickich) została uzupełniona o prezentację własnych doświadczeń badawczych. Artykuł kończą rozważania dotyczące konsekwencji, z jakimi wiąże się odwołanie w badaniach socjologicznych do wiedzy fachowej i doświadczenia aktorów społecznych. Odnosi się to przede wszystkim do konieczności przemodelowania dotychczasowej roli socjologa oraz respondenta. Sama relacja badacza i badanego powinna zostać przeformułowana w kierunku relacji partnerskiej, kosztem relacji władzy i/lub statusu. W artykule wskazane są te obszary dociekań socjologicznych, w których przypadku wykorzystanie wywiadów eksperckich (w tym: delfickich) jest szczególnie uzasadnione.
    In the article the technique of an expert opinion survey and Delphi interviews (as a kind of expert interviews) is described. Reasons for using those interviews in contemporary sociological investigations are presented as well. Experiences of implementing those interviews into research practice of other disciplines of science and among applied researches are shortly shown. The description of the expert opinion survey and Delphi interviews is enlarged with presentation of an own research experiences. In the article some consequences of referring among academic sociological investigations to expertise and experience of social actors are analyzed. Those consequences mean the necessity of redefining the role of a sociologist and a respondent. The relation of the sociologist and the respondent should be redefined in order to implement the factor of partnership and diminish significance of the aspect of power and status. In the article some areas of sociological researches are suggested as especially adequate for using the expert opinion survey and Delphi interviews.
