Opis:
Modernizacja linii kolejowych jest bardzo kosztowna. Jej wyniki powinny być oceniane wg jednolitej metody, uwzględniającej parametry eksploatacyjne oraz infrastrukturalne. Ocena ta nie powinna ograniczać się tylko do samej linii modernizowanej, lecz uwzględniać również wpływ modernizacji tej linii na parametry eksploatacyjne linii powiązanych. Artykuł przedstawia taką metodę, proponowaną przez autora. Wszystkie obliczenia wg tej metody są ilustrowane przykładami.
Modernisation of railway lines is very expensive. The received results of the modernisation should be evaluated by a uniform method, taking into account the operational and infrastructural parameters. The evaluation should not be limited only to the same modernised line but it also should take into account the impact of this modernisation on operational parameters of connected lines. The paper presents such a method of the evaluation proposed by the author. All calculations according to the method are illustrated with examples.

The purpose of this paper concerns the relation between delivery of electronic services (e-services) and evaluation of public administration performance. Public sector organizations should pay attention and determine the strategies to be followed in order to increase the satisfaction of citizens and businesses in relation to delivery of electronic services. The study aims to review the demands toward progress to the competitiveness, the sustainability, efficiency and effectives in public administration that have rapidly enforced the wide reforms in the public sector, in order to modernize the initiatives to offer better electronic services for the citizens. The article aims to present that the transformation process toward providing electronic services to the citizens should be assessed continuously, in light with challenges, demands and process of globalization, in order to strengthen the capacities of public administration and make it more efficient. In this regard, the regular evaluation and measurement of the public administration performance leads toward the promotion of enhanced public services and higher level of accountability. Through receiving the e-services, citizens can save their time, can reduce the expenses and create an easier access of communication with all levels of the government.

Opis:
The article analyses the current traction rolling-stock used by „Lietuvos geležinkeliai“ Plc. for freight transportation. The technical data of the above mentioned rolling-stock is explored and compared, and operation costs are estimated in the article. After the assessment of the forecasts of freight flows on the constructed railway „Rail Baltica“, the algorithm for selection of freight locomotives was proposed. The efficiency of the locomotives operated on the railway is determined by three multicriteria evaluation methods: the sum of ratings, simple additive weighting, and the geometric mean method. Locomotives are valued in accordance with technical, economic and ecological parameters. The results of possible effective performance of the rolling stock have been determined by changing coefficient values of the criteria. Finally, basic conclusions are given.

Data Envelopment Analysis (DEA) is a well-established, popular, and often used method for efficiency evaluation of units from all sector, both commercial and nonprofit organisations, of any scale of operations. Network DEA models are a relatively recent approach used to examine the efficiency of decision-making units (DMUs) having an internal structure of sub-processes. The article presents the concept of DEA network models in estimating the efficiency of courier and messenger companies with relations to their business clients. The considerations are supported by an example of data concerning leaders from the sector of couriers and messengers in Poland and one of the biggest and most popular online stores. The results are compared with the traditional DEA approach. In addition, to measure reliability for DEA scores, the jackknife procedure was performed. The author proves the usefulness of network DEA as a research and management tool.

This paper proposes a method for increasing the efficiency of state corporate rights management of industrial enterprises by clarifying the evaluation of the efficiency of their management. This method is a model of comprehensive eval-uation of enterprises on the basis of data that resulted in the reporting documents. Three groups of indicators were adopted and included: commercial, non-commercial and managing criteria. Integral performance criterion is the weighted sum of those three groups. Model performance evaluation was built using ordinal regression. Based on this model estimate the efficiency of state corporate rights management of industrial enterprises was obtained more accurately, providing a wide range of estimates.

The aim of the article was to analyze selected methods of creating artificial intelligence in a popular card game. Two experiments were conducted: with a human and with a computer. The following algorithms were analyzed: random, min-max, based on a neural network, statistical and statistical with the use of “cheating” technique. The examined parameters were as follows: efficiency, execution time, number of implementation code lines, implementation time and training duration. The indicator with the greatest impact on the selection of the most optimal method was efficiency. The research has shown no difference in efficiency for the neural network-based algorithm and the statistical algorithm. In other cases, the differences in this feature were significant. The use of the “cheating” technique has increased the efficiency.
Celem artykułu była analiza wybranych metod tworzenia sztucznej inteligencji w popularnej grze w karty. Zostały przeprowadzone dwa eksperymenty: z człowiekiem oraz z komputerem. Analizie poddano algorytmy: losowy, minmax, bazujący na sieci neuronowej, statystyczny oraz statystyczny z użyciem techniki „oszukiwania”. Zbadano takie parametry jak: skuteczność, czas wykonania, liczbę linii kodu implementacji, czas implementacji oraz czas trwania treningu. Wskaźnikiem mającym największy wpływ na wybór najbardziej optymalnej metody była skuteczność. Badania wykazały brak różnic w skuteczności dla algorytmu bazującego na sieci neuronowej i algorytmu statystycznego. W pozostałych przypadkach różnice tej cechy były istotne. Użycie techniki „oszukiwania” zwiększyło skuteczność.

Hospitals are the most important and costly component of the healthcare system. Therefore, hospital performance evaluation (HPE) is an important issue for the managers of these centres. This paper presents a new approach for HPE that can be used to calculate the efficiency, effectiveness, and productivity of hospitals simultaneously. Efficiency refers to the ratio of inputs and outputs, effectiveness refers to the extent to which outputs align with predetermined goals, and productivity refers to the sum of both efficiency and effectiveness. To this end, a Data Envelopment Analysis (DEA) model is developed to simultaneously measure the efficiency, effectiveness, and productivity (DEA-EEP) of hospitals. DEA is a linear programming technique that in its traditional form, calculates the performance of similar decisionmaking units (DMUs) that have both inputs and outputs. In this study, the inputs are the number of health workers, the number of other staff, and the number of patient beds; while the outputs are the bed occupancy rate and the bed turnover rate. A target value is set for each output to measure the effectiveness of hospitals. The advantage of the developed model is the ability to provide a solution for non-productive units so that they can improve their performance by changing their inputs and outputs. In the case study, data of 11 hospitals in Tehran were evaluated for a 3-year period. Based on the results, some hospitals experienced an upward trend in the period, but the efficiency, effectiveness, and productivity scores of most hospitals fluctuated and did not have a growing trend. This indicates that although most hospitals sought to improve the quality of their services, they needed to take more serious steps.

The reduction of natural resources and the ever increasing demand for energy forces research on new energy sources. In the case of obtaining energy from non-renewable sources of energy, natural resources are used as fuel in the combustion process. This way relatively high calorific value is achieved but it is associated with the number of fundamental flaws. Among other things, this may include destruction of the environment in the vicinity of extraction of conventional fuels’ sources, emission of large amounts of harmful substances during the combustion of conventional fuels causing the pollution of natural environment and there is a danger of life or health loss for people working in the extraction of fossil fuels. The use of renewable energy sources is related to interesting investment opportunities in the energy field and there are no problems mentioned above. For these reasons, it is worthwhile to conduct research on improving investment efficiency by using new, renewable sources. Therefore, the purpose of this paper is showing the opportunities of improving efficiency of electric power investment by using renewable energy sources. This article presents a comprehensive overview of renewable technologies used to produce electricity. Then, the attention was focused on assessing the financial efficiency of wind turbines. The considerations were illustrated with the examples of calculation of financial ratios NPV and IRR for a hypothetical investment in the production of electric power using the wind farm. The calculations and analysis conducted can provide interesting basis for further research on improving electric power investment efficiency by using renewable energy sources and new comprehensive evaluation methods of such investments. Comprehensive evaluation methods should take into consideration multifaceted nature of the projects.

Wydaje się naturalnym pogląd, że wszelkiemu rozmyślnemu zachowaniu podmiotu winna towarzyszyć sprawność jego działania. Doniosłość społeczna owej sprawności dotyczy szczególnie tych spośród działań, które wykonywane są w trudzie zbiorowym dla ludzi, dla dobra ogółu. Szczególne znaczenie w organizowaniu działań zbiorowych dla dobra społeczeństwa ma państwo jednoczące siły wielu po to, by zaspokoić potrzeby wspólnoty ją tworzącej. Jedną z pierwszych jest potrzeba bezpieczeństwa. Istotnym elementem systemu bezpieczeństwa każdego nowoczesnego państwa jest policja, formacja umundurowana i uzbrojona, odpowiadająca między innymi za utrzymywanie bezpieczeństwa publicznego. Owo utrzymywanie to nic innego, jak działania posiadające charakter procesu zmierzającego do zachowania pożądanego społecznie stanu wolności od bezprawia. Sprawność działania rozumiana prakseologicznie podlega ocenie utylitarnej. Ta ocena pozwala między innymi na poszukiwanie nowych możliwości doskonalenia funkcjonowania policji w sferze zapewnienia bezpieczeństwa publicznego. Jeśli przyjąć, że podstawowym zagrożeniem bezpieczeństwa publicznego jest przestępczość, to można przyjąć, że miarą sprawności działania policji w sferze utrzymania bezpieczeństwa publicznego jest poziom przestępczości, w tym szczególnie uciążliwej społecznie, oraz wykrywalność sprawców przestępstw.
It seems reasonable to assume that the efficiency of the actions taken should accompany any deliberate behaviour of the subject. The social importance of this efficiency applies especially to those activities that are carried out in a collective effort for people, for their general good. The state’s role in organizing collective actions for its citizens is significant. The Police Forces constitute an essential element of the security system of every modern state, and among other things, they are responsible for maintaining public safety. The latter is nothing else than actions having the nature of a process aimed at ensuring the socially desired state of freedom from lawlessness. The praxeologically understood efficiency of operation is subject to functional evaluation, which, in turn, allows for searching for new opportunities to improve the functioning of the Police Forces in the sphere of their statutory tasks. Given that crime is the main threat to public safety, the measure of efficiency of the Police Forces in the sphere of ensuring safety is the level of crime and the detection of perpetrators of prohibited acts.

Policja w Polsce jest formacją służącą społeczeństwu i przeznaczoną do zapewnienia bezpieczeństwa publicznego. W interesie społecznym leży sprawna Policja. Miarą utylitarną sprawności działania tej instytucji jest w wymiarze uniwersalnym jej skuteczność w ograniczaniu przestępczości, w tym szczególnie społecznie uciążliwej, oraz wykrywalność sprawców czynów zabronionych. Badając sprawność działania polskiej Policji, dokonano analizy skuteczności jej działań w latach 2015 – 2019.
The Police in Poland is a formation serving society and responsible for ensuring public safety. Efficient Police Forces are in the public interest. The useful measure of the efficiency of the institution’s operation is, in a universal dimension, its effectiveness in limiting crime, including particularly socially burdensome crime, and the detection of perpetrators of prohibited acts. The examination of the efficiency of the Polish Police Forces enabled the author to analyse the effectiveness of their activities performed in the period between 2015 and 2019.

In mineral processing separation efficiency (SE), operation efficiency (OE), selectivity index (SI) and other indices have been used to evaluate the separation process. Up to now, no study has been conducted on the relationship between the SE, OE and SI indices. In this research, two upgrading curves are proposed based on the above indices for process and selectivity evaluation. The first upgrading curve is based on recovery R, SE, and OE as a function of concentrate grade. This curve has three background lines, including no upgrading line, ideal upgrading line and the ideal mixing line. The proposed upgrading curve is applicable not only for process evaluation by specification of OE and SE, but also for selectivity evaluation with the lowest difference between SE and OE. The curve showed that the recovery value is always greater than the SE and OE values. The parameters of OE, SE and R were used for plotting the upgrading curve as a function of concentrate grade taking into consideration all of them at a time. A new selectivity indicator, namely Efficiency Ratio (ER) as the selectivity parameter, is proposed as the ratio of OE to SE. The ER values fluctuate between 1 and . It can be presented as a function of concentrate and tailing grades (ER = [c(1-t)]/[1(c-t)]). The results showed that ER is insensitive to the feed grade and has the inverse relationship with SI. To measure the separation selectivity, another upgrading curve is proposed based on ER and SI parameters. This curve is divided into seven separation classes for evaluation the class of a separation process from ideal class to no separation one. The results of this research can be useful for separation process evaluation.

Opis:
International requirements for improving energy efficiency and environmental protection and the necessary goals for their implementation in the marine industry are an actual problem. To integrate state-of-the-industry technologies and marine specialists education, the training complex is proposed. It is based on the platform of a hardware-software complex with the ability to integrate training equipment, simulators and software. That makes such a training complex multitask, universal, and flexible in achieving a variety of tasks and goals. The complex also implements high-quality education and training of marine specialists, conducting research after processing working out the results of engineering modelling of structural, thermal power, hydraulic, electrical, electronic, multi-physical and other solutions. The need to use the training complex allows us to form the necessary competence of the engine team personnel, develop methods and criteria for assessing competence, evaluate and demonstrate practical skills.
Międzynarodowe wymogi dotyczące poprawy efektywności energetycznej i ochrony środowiska oraz cele niezbędne do ich wdrożenia w przemyśle morskim stanowią aktualny problem. W celu zintegrowania najnowocześniejszych technologii i kształcenia specjalistów z branży morskiej proponuje się utworzenie kompleksu szkoleniowego. Jest on oparty na platformie kompleksu sprzętowo-programowego z możliwością integracji sprzętu szkoleniowego, symulatorów i oprogramowania. To sprawia, że taki kompleks jest wielozadaniowy, uniwersalny i elastyczny w realizacji różnorodnych zadań i celów. Ponadto kompleks realizuje wysokiej jakości kształcenie i szkolenie specjalistów morskich, prowadząc badania po opracowaniu wyników modelowania inżynierskiego rozwiązań konstrukcyjnych, cieplnych, hydraulicznych, elektrycznych, elektronicznych, i innych. Wykorzystanie kompleksu szkoleniowego pozwala na kształtowanie niezbędnych kompetencji personelu zespołu inżynierskiego, opracowanie metod i kryteriów oceny kompetencji, ocenę i wykazanie umiejętności praktycznych.
