Artykuł stanowi teoretyczną refleksję nad istotą pojęcia deeuropeizacji. Krytyczna ocena koncepcji europeizacji pozwala zidentyfikować jej wewnętrzne słabości, ograniczające jej możliwości poznawcze. Tendencja do jednoznacznie pozytywnej konotacji oraz marginalizowanie trudności powstających na skutek procesu integracji tworzą niepełną rzeczywistość. Stąd pojawia się konieczność pochylenia się nad jej antytezą – deeuropeizacją. W oparciu o analizę dostępnej literatury na temat deeuropeizacji artykuł porządkuje istniejące wymiary deeuropeizacji oraz identyfikuje jej charakterystyczne cechy.
The paper offers a theoretical reflection on the substance of the meaning of the term ‘De- Europeanization’. A critical assessment of the concept of Europeanization reveals a tendency towards an unequivocally positive connotation and the subconscious marginalization of the difficulties caused by the integration process. These aspects underline its inherent cognitive weakness. Hence, there is a need for a deeper reflection on its antithesis – De-Europeanization. Based on the available De-Europeanization literature, this paper aims to organize the existing dimensions of De-Europeanization and identify its characteristic features.

This article discusses Europeanization processes (that means adjustment to advanced western models) of Bulgarian culture and literature in the age of modernism. For Bulgarian society the Europeanization processes as an all-encompassing and demanding project generate many problems. During the age of modernism the debate centered on the opposition between traditional and modern, native – European, homely – foreign: a stronger Western orientation marked by a strong emphasis in on the Bulgarian national and identity. In this time appear inferiority complexes and serious difficulty in identifying cultural affiliation.

The main research purpose of the following article is to indicate selected models and methods of the Europeanisation of public administration, as well as their legal and social aspects. As a result of the research material selection, the article also attempts to indicate how certain conditions have influenced the processes of Europeanization. The political and legal context of preparing public administration (both government and local) for effective participation in the European Union public policies was also highlighted.
Głównym celem badawczym artykułu jest wskazanie wybranych modeli i sposobów europeizacji administracji publicznej oraz przybliżenie aspektów prawnych i społecznych. Dokonana selekcja materiału badawczego powoduje, że w niniejszym artykule próbowano także wskazać, w jaki sposób określone uwarunkowania miały wpływ na procesy europeizacji. Wyeksponowano również kontekst polityczny oraz prawny w przygotowaniu administracji publicznej (zarówno rządowej, jak i samorządowej) do efektywnego uczestnictwa w politykach publicznych Unii Europejskiej.

Europeanization is not a new term, but only throughout the recent two decades it has turned into a notion very frequently used in social science. It seems there are two reasons for its success: (1) the intensification of European integration in the late 1980's and (2) the development of the conceptual studies on Europeanization. Numerous theoretical approaches elaborated under the term have stimulated its popularity, yet they have also raised a critical question on the empirical usefulness of the broadly and vaguely defined concept. In the article the concept of Europeanization is taken under scrutiny. Recently developed multiple attitudes to Europeanization are critically discussed and presented with reference to the broader body of the literature on European integration. The considerations end with a short revision of possible empirical usages of the popular term in Polish context. This aim has been triggered by a shortage of references to the widely discussed concept in Polish literature. Polish debate on repercussions of the membership in the European Union may be significantly enriched by a thoughtful reference to the popular, even though controversial concept. Being aware of its shortcomings we can make a better use of its advantages.

This article addresses the arguments in an article in the quarterly Polish Sociological Review, no. 1(193)2016, entitled ‘The Rocky Road of Europeanization in the New Member States: From Democracy to a Second Try at Democratization’ by Attila Ágh, a Hungarian political scientist. In my opinion, Ágh’s interesting article, which looks at political transformation processes, Europeanization, and democratization in new member states of the European Union (i.e., Bulgaria, Croatia, the Czech Republic, Hungary, Poland, Romania, Slovakia, and Slovenia), has certain methodological and factual deficiencies. Moreover, it contains numerous ideas that I believe are debatable and require further empirical research.

The participation of Poland in the Union’s military missions was dictated by a conviction about the need of a common, solidary cooperation in solving problems on a local, as well as international level, especially in the situation, when local issues could transform into a problem of a wider, so regional or global nature. Ensuring a state’s safety and strengthening of the position of Poland on the international arena, as constant purposes of our national policy, required joining in any international initiatives that were supposed to serve as a realization of strategic national aims. Due to the fact that different processes and phenomena happening in surroundings, regions and in the world influenced by the Polish safety, Poland had to actively participate in these actions. The active membership of Poland in foreign missions had been creating conditions that favor economical development and a progress of civilization. The participation in missions lead under the aegis of the European Union was also a realization of allied commitments and they were the one to constitute the credibility of Poland. The participation of Poland in the Common Security and Defence Policy can be divided into two periods. The first once embraces a time, when Poland was not a member of the European Union and, to be honest, its participation in a decisive process under the CSDP had more of a personal nature of engagement into lead missions. Therefore, Poland activated its military forces in military operations, as well as civilian ones, of which there were more. A second period is the time after 2004, when Poland had become a member of the European Union. In this case, we had a formal right to participate or make decisions ands not to participate in certain initiatives of the European Union. In operations that had national forces involved, it is possible to notice happening there processes of the Europeanization. Generally, they were based on taking over soft regulation aspects elaborated on a Union’s level and implementing them in actions of Polish organizations. Even though under the CSDP decisions were made and are made in an intergovernmental way, in situations when Poland participated in operations lead by the European Union, it has always adjusted to the dictate of Brussels. It resulted from an operational, organizational and logistic subordination of the Polish Military Contingent. To sum up, it can be assumed that even in a policy considered as a field with many flaws, there still are ongoing processes of Europeanization based on taking over elements of soft laws and in some cases – hard regulations as well. In this context, Polish armed forces received some “best practices”, learnt to act in completely different conditions and fields that made their adjustments and taking over good practices have some kind of a socialization nature.

The article presents a summary of the refl ections and research of the author (and the wider research team) on the Europeanization of heritage and memory in Holocaust and World War II museums, exhibitions and educational projects in Poland and gives a theoretical overview on the issue. In how far does the Polish way of commemoration reflect the postulates of academic research in this field? Currently in Europe, the trend in historical museums shifts from the sheer presentation of the past towards a more open format, including references to human rights, tolerance and non-discrimination. Furthermore, European museology develops towards being a platform of democratic discussion and the negotiation of meanings. What can be the potential role of Polish Holocaust and World War II museums? And how are these postulates in practice realized in cultural institutions and museums dealing with one of the greatest disasters in modern history? The research sample included the Auschwitz-Birkenau State Museum, the State Museum at Majdanek, the Home Army Museum in Kraków, the Ulma Family Museum of Poles Saving Jews in World War II in Markowa and a number of other institutions in Poland.

Opis:
The article describes the main directions and reasons for educational migration in Europe as well as the Europeanization of the educational strategies of the young Poles. Those strategies are beginning to resemble the behavioural patterns of their peers from other EU countries. Nowadays, it is becoming more and more common for the Poles to take up studies abroad. The text provides an analysis of the official data about educational migration in various EU countries and a description of the author’s own research among Polish students in London based on participating observation, interviews and questionnaires. Official data about educational migration in the EU indicate that students often take up university studies in the states which share a border with the sending country. In consequence, they can keep being mobile and frequently change their place of residence. They increase their chances in the labour markets of both countries and they do not make hasty assumptions as to their country of settlement. Moreover, the analysis of the Poles studying in London indicates that educational migrants are prepared to look for a job not only in the sending country and the country of university study, but also in other European countries. The migrants educated abroad can apply for more attractive jobs in Europe, and thus they are better prepared and more prone to Europeanization or to making proper use of the EU rights connected with free movement of persons, services and capital. Their career perspectives are not limited to the sending country and the country of university study, but include also vocational projects in other EU countries. The example of the Poles in London shows that educational migrants constitute a special group, different from labour migrants. They can speak several foreign languages and have had migration experience even before taking up university studies. They are either children of multinational marriages or are in relationship with foreigners.

The article attempts to analyse the Polish experience relating to the integration of immigrants in a broad macro-historical context, mainly European. The article starts with the presentation of the theoretical conceptions of integration. Next, different challenges of the European socio-historical context of integration and integration policies in Europe are presented. Subsequently, the concepts and practices of the integration in Poland as well as the present state and the prospects of development of the field are discussed in relation to internal and external conditions. The text shows the integration of immigrants as affected, on one hand, by Europeanization and globalization, and on the other, by the Polish special circumstances linked both to a wider social context and to the characteristics of the immigration to Poland.

A paper describes challenges of globalization, Europeanization and new governance towards institution of public administration body (in the fields of law and public management). An author mentions basic assumptions of modern public governance and main, significant elements of processes of globalization and Europeanization. The paper describes current problems of mentioned topic (such as varied kinds of development and progress – especially connected with information society). Despite the increasing influence of European legislation on the subnational level of government and local public policy, until recently, the subnational level has played only a marginal role in exploring Europeanization processes. With the creation of the single market in the early 1990s, the process of European integration began to have a significant impact on local governments across Europe. Subsequently, the development of European regional and cohesion policy resulted in the adaptation of the political and administrative structures of the local units of the Member States. However, the impact of European integration is not one-sided. The European Union's multilevel governance system and the spread of the impact of Europeanization on interstate levels pose new challenges for European cities and local actors and enable them to actively participate and influence political decision-making processes at the European level. The paper first conceptualizes the phenomenon of Europeanization and then identifies and addresses its dimensions and mechanisms in the field of local self-government. Emphasis is placed on the implementation of European legislation by local authorities and the institutional and non-institutional (indirect and direct) participation of subnational units in European governance. In an attempt to provide answers to the research questions, the author used the legal analysis and the teleological and linguistic method.

The author considers the issue of whether the postulate of creating a new code of civil procedure is still valid. He comes to the conclusion that the following arguments support the new codification: the poor state of the current Code of Civil Procedure and the need to take into account the challenges facing civil procedural law like constitutionalization, Europeanization and digitalization of this law, as well as the creation of new solutions to protect collective interests. However, he indicates, as obstacles to the preparation of the new code, the collapse of the culture of creating law in Poland, problems resulting from changes in the justice system and threats resulting from legal populism.

Any short review of the penetration of European music into Japan and its enthusiastic appropriation calls for a different approach to the controversial question of acculturation. The rapid growth in the pianos popularity in Japan, together with the implicit musical revolution, could also occasion a parallel with the similar process of acculturation which occurred in Eastern Europe (for instance the Romanian Principalities). Musical Westernization (including the institutional and educational reform) might, in contradicting the traditional local musical concepts, mirror a different perspective on intercultural communication and contemporary cultural education.
