Objectives: The aim of the study was to make an international comparison of blood levels of cadmium (B-Cd), lead (BPb) and mercury (B-Hg) of women in seven European, and three non-European cities, and to identify determinants. Materials and Methods: About 50 women (age: 46–62) from each city were recruited (totally 480) in 2006–2009. Interview and questionnaire data were obtained. Blood samples were analysed in one laboratory to avoid interlaboratory variation. Results: Between the European cities, the B-Pb and B-Cd results vary little (range of geometric means: 13.5–27.0 μg/l and 0.25–0.65 μg/l, respectively); the variation of B-Hg was larger (0.40–1.38 μg/l). Between the non-European cities the results for B-Pb, B-Cd and B-Hg were 19.2–68.0, 0.39–0.99 and 1.01–2.73 μg/l, respectively. Smoking was a statistically signifi cant determinant for B-Cd, while fi sh and shellfi sh intakes contributed to B-Hg and B-Pb, amalgam fi llings also contributed to B-Hg. Conclusions: The present results confi rm the previous results from children; the exposure to lead and cadmium varies only little between different European cities suggesting that other factors than the living area are more important. The study also confi rms the previous fi ndings of higher cadmium and lead levels in some non-European cities. The geographical variation for mercury is signifi cant.

This paper analyzes the condition of open-air markets in Poland, with particular emphasis on Kraków. The authors note that there are a declining number of open-air markets. The size of the markets is also shrinking and there are a decreasing number of stands. Similarly, survey respondents demonstrate less interest in open-ai rmarkets as a shopping destination and significantly increased interest in shopping centers (malls), discount stores, supermarkets, and hypermarkets. However, open-air markets have many supporters: in particular, older people appreciate open-air markets, and not only because of the availability of fresh products at a relatively low price. They also appreciate such markets as meeting places. Open-air markets in CEE cities have always played an important commercial role and been witness to the history of these cities. For this reason and also because of the important function they play as unique public spaces, they should be protected and should receive special treatment from the local authorities.

Jednym z najistotniejszych problemów współczesnego rozwoju wielu miast, zarówno pod względem naukowo-badawczym, jak i praktyczno-decyzyjnym, jest proces „kurczenia się” miast (shrinking cities). Przezwyciężenie jego negatywnych skutków wydaje się w najbliższym czasie jednym z największych wyzwań polityki rozwoju wielu ośrodków miejskich w Europie. Z tego powodu zachodzi konieczność formułowania i realizacji nowych strategii rewitalizacji „kurczących się” miast na różnych poziomach zarządzania rozwojem. W niniejszym artykule poddano analizie strategie krajową i regionalną we wschodnich Niemczech oraz lokalną we francuskim mieście pokopalnianym Saint-Etienne. Na tej podstawie można stwierdzić, że kluczowym zadaniem władz miast i regionów powinna być współpraca z mieszkańcami, właściwe zarządzanie procesem, indywidualne podejście do każdego przypadku, a przede wszystkim przekonanie lokalnej społeczności, że „kurczenie się” również może oznaczać nowe możliwości rozwoju.
One of the most important problems of the present-day development of many cities, both in theoretical-research and practical decision-making terms, is the process of their shrinking. Fighting adverse effects of the shrinkage seems to be one of the greatest challenges of development policy for the nearest future in many cities of Europe. That is why it is necessary to formulate and implement new strategies of renewal of the shrinking cities at various levels of development management. The present article offers an analysis of the national and regional strategies in eastern Germany and the local one in the French postmining town of Saint-Etienne. One can conclude on their basis that the key tasks of the urban and regional authorities should be co-operation with the residents, proper management of the process, an individual approach to each case, and first and foremost, convincing the local community that shrinking can also mean new growth possibilities.

Purpose: The primary purpose of the presented work is to show the impact of the residents’ opinion on the formation of the city's position in the SCR ranking. Another objective was to draw attention to the problem of data shortages in publicly available databases. Design/methodology/approach: The primary database of European countries is the Eurostat database. The research area covered cities with a population of between 200,000 and 800,000, which were not national capitals. Only one city from each country was selected. The proposed SCR covers six areas related to Smart City concept. Two types of meters for each of them are proposed – the first based on objective measures, the second on subjective measures, i.e. the opinions of residents. Each factor was standardised and transformed. The higher the value of the factor, the greater the positive effect on the index. Findings: Cities from the database were identified. General ranking and rankings for both objective and subjective meters were created. The relationship between rankings was investigated, and the impact of subjective variables was shown to be significant. Originality/value: The original method for determining the Smart City index was proposed. It is shown that subjective measures should be included in the rankings. The opinion of the residents should be taken into account when building a ranking regarding Smart City concept.

City tourism belongs to the strongest trends in the international tourism market, which is especially the case in Europe, where eight out of twenty largest city destinations are located. Faced with growing competition these urban destinations have, however, to look for new marketing solutions to strengthen their position and attractiveness for potential visitors. One of them is a destination card which integrates a variety of tourism services provided by several operators at a discounted inclusive price. Therefore, it offers visitors an advantage by bundling the products and services available without the need for booking and buying in advance. By doing so, the card also fosters higher participation in cultural activities and public transport usage and offers additional benefits for the city which can include spreading the tourist traffic throughout the city or attracting visitors to lesser known sites. Additionally, the destination card system can also provide data concerning tourist flows and allows to adapt the offer better to their specific needs. The purpose of this paper is therefore to work out the model of a city destination card for a large city. In order to achieve this objective, the top five European capital cities were selected based on the number of visitors. Subsequently, the comparative study – developed on the secondary analysis of data – of tourist cards offered in London, Paris, Rome, Prague and Vienna has been conducted. Based on the study and referring to the literature, the final results were formulated concerning the typical structure of a card and its additional elements, followed by the validity period solutions and their price. Satisfied customers highlight that the offered card combines everything needed for the tourist stay, as in their opinion, cards tend to be a very easy, convenient and simple way of sightseeing the city with benefits such as saving money and time. They also recommend longer periods of card validity. The value of the destination card as a marketing tool for a city has also been proven based on the appraisal of customers opinions.

Local authorities are central actors in the governance of European intermediate urban regions. In this paper, we propose a methodology to analyse the fragmentation of local authorities within 119 urban regions. We tested several European databases to create indicators of fragmentation and to develop a typology of fragmentation within cities. Our results show that the Eurostat Cities programme gives a consistent spatial definition of urban regions and that their fragmentation is mainly influenced by national contexts. The developed methodology is a contribution to the debate on territorial reforms and urban governance transformations.

Tall residential buildings are common "elements" of modern cities and have a strong influence on the composition and social life in their surroundings. In fact, tall residential buildings create "small" vertical neighborhoods in cities, which are often dominated by them in the context of urban composition, social, high population density in a small area. This can create many conflicts between architectural beauty, business interests, social functionality, and the needs of the residents of the locations. In this paper, special interest is focused on the assessment and systematics of tall residential buildings in European cities, functionality and structure, and their immediate surroundings.
Wysokie budynki mieszkalne są powszechnymi „elementami” współczesnych miast i mają silny wpływ na kompozycję i życie społeczne w ich otoczeniu. W rzeczywistości wysokie budynki mieszkalne tworzą „małe” wertykalne dzielnice w miastach, które są często przez nie zdominowane w kontekście kompozycji urbanistycznej, społecznym, dużej gęstości zaludnienia na niewielkim obszarze. W ten sposób może powstać wiele konfliktów między pięknem architektury, interesami biznesowymi, funkcjonalnościami społecznymi i potrzebami mieszkańców danych lokalizacji. W niniejszym artykule szczególne zainteresowania skupiają się na ocenie i systematyce wysokich budynków mieszkalnych w miastach europejskich, funkcjonalności i struktury oraz ich najbliższego otoczenia.

The article constitutes an overview of the most important views of Cracow in the Old Polish times. The keynote is the presentation of specific representations (11 views have been discussed) along with the rules of showing the city and – which is the basic thesis – their subjective interpretation in the social and political context. A view beyond the axiomatic principle of the faithfully portrayed urban space usually carried out interpretations which were more or less visualized (both by their creators and recipients). It should be read as a testimony of the epoch, exploring the circumstances of their creation and possible cultural analysis. The first of the discussed representations is the view in the work of Hartman Schedel of 1493; it is not so much the real image of the city as its sign – it corresponds to the views of the city landscape at that time. The second view, from 1537, probably by Mathias Gerung, despite being generally the faithful reflection of the reality, omits many details or distorts them. However, the first representation which faithfully presents the details is the view of 1581; however, it, in turn, deforms the urban space (which, incidentally, was a conscious choice of the creator). Two views in Civitates orbis terrarum by Georg Braun and Franz Hogenberg, published in 1617, are the most informative views presenting Cracow. The latter is the most beautiful picture of the capital city and it also became the source which was later used by the creators of the next panoramas of Cracow, who changed the prototype more or less uncritically (1619, 1696, the second quarter of the 18th century). A breakthrough in the representation of the city, rooted in modern thinking, was the “rationalist” view of 1785. Iconography, like any historical source, is subject to critical review; it should also be – for verification purposes – confronted with other archival sources. In this process, methods from the area of art history, history of architecture, urban planning and historical landscape architecture are applied. There are mutual relations between iconography and written communication; iconography can be the complement, but it can also be the main source, or even the only one.

W artykule dokonano oceny stanu i warunków rozwoju polskich miast w kontekście procesów i problemów występujących w miastach wysoko rozwiniętych krajów Europy. Te ostatnie, zwłaszcza położone w twardym jądrze UE, wkraczają w nowe stadium rozwoju. Złączone sieciami różnorakich powiązań , tworzą zintegrowane gospodarczo przestrzenie miejskie o największej zdolności konkurowania w globalnej gospodarce, tracąc charakter w znacznym stopniu domkniętych, odrębnych układów społeczno-gospodarczych. Wskazano na prowadzące do tego procesy, podkreślając, że są one w Polsce widoczne, ale niezbyt zaawansowane. Polska jest krajem opóźnionej urbanizacji o mało konkurencyjnej w Europie bazie ekonomicznej miast, niezłym kapitale ludzkim, ale miernym kapitale społecznym i niskiej jakości przestrzeni miejskiej. Zarysowano główne wyzwania rozwoju polskich miast w dobie integracji europejskiej, omawiając także najczęściej spotykane wizje miasta Europy XXI wieku w kontekście celów rozwoju i sposobów ich osiągania.
The paper gives an appraisal of Polish cities in the context of processes and problems observed in cities of highly developed European countries. These last cities, in particular those situated in the hard core of EU, enter a new development stadium. Interconnected by networks of multifarious links, they create an integrated urbanised space of the highest ability to compete in the global economy but lose at the same time the character of relatively closed and spatially distinguished socio-economic systems. The paper, pointing at the processes that lead to this phenomenon, stresses that they are already visible in Poland but not advanced. Poland is a country of a delayed urbanisation and cities the economic base of which is not competitive in Europe. These cities possess a not bad human but rather weak social capital and the urban space is of a low quality. The paper outlines the main challenges Polish cities are facing in the era of European integration and presents also the most frequently discussed visions of XXI century European city described through development goals and strategies.

Nowadays, making cities more attractive is becoming increasingly important. Cities are shrinking, which contributes to many other problems major cities are currently facing. Local governments try to mitigate their negative effects by making their cities more attractive to the young. One of the ways of doing so, is to utilize already possessed resources. In this short article, the author analyzes the promotion of the river Odra during the European capital of culture held in Wroclaw in 2016 and compares it with river themed events organized during the previous year (2015). She also analyzes the river’s attractiveness to the young, as they are the city’s target group in terms of preventing Wroclaw’s shrinkage. She also concentrates on the phenomenon of shrinking cities. In conclusion, the article tries to prove that Wroclaw’s main river, the Odra, is utilized not only by governmental bodies but also private and individual initiatives. The young inhabitants of Wroclaw see and acknowledge its importance to the city, and what is more, it has become a place for everyone, regardless of age, gender or hobby. However, its media presence should be emphasized more in the future, during international festivals or cultural events such as the European Capital of Culture.

The study of integration policies at the national level of individual countries has been dominant for a long time in Europe. There has been an outstanding set of comparative studies of national integration policies of immigrants. In recent years studies of integration process at the level of cities and municipalities have gained growing interest among researchers. While the European Union started its integration policy in 2003 multi-level governance in this area has become clearly relevant. In this model all three levels: European, national and local have started to play an important role in the development of frames and goals for the European approach to integration of third country nationals. This article aims at presenting the growing role of local level in integration policies and cooperation of cities’ networks with European institutions. In the new model of governance cities have started to evaluate and exchange their practical knowledge in integration policies with the European institutions by bypassing the national level.

Socio-economic situation and development of a particular region, county, municipality depend on many factors. Their location (geographic, geopolitical) is of particular importance. It seems that the role of the factor grows in inverse proportion to the deficit of other developmental factors. In other words, if a certain local government unit is not rich economically (e.g. its budget, taxes, etc.), or otherwise privileged, not only it should but it is obliged to take advantage of its position. The issue is to turn what has been generally a limitation (the state border, peripheral character, the end of communication routes) into an asset. That was the historical and geopolitical challenge faced by the municipalities Bialystok and Grodno. The historically Polish cities became split not only by the Polish - Belarusian border but also by the external border of the European Union. The problem that naturally arises from the fact can be brought to determining whether existing institutions and procedures allow to alleviate cross-border barriers. In addition, it has to be determined whether the current potential in this regard will provide or may ensure effectiveness. Therefore, the paper covers the principles of local cross-border and euroregional cooperation, prospects on the European Grouping of Territorial Cooperation (EGTC), as well as geopolitical determinant factors of relations between Bialystok and Grodno.

W grudniu 2019 r. Komisja Europejska przedstawiła Europejski Zielony Ład (EZŁ), który ma na celu doprowadzić Unię Europejską do neutralności klimatycznej do 2050 r. Reprezentując 80% populacji UE i będąc odpowiedzialnymi za 70% emisji gazów cieplarnianych i 75% zużycia energii, europejskie miasta pozostają najważniejszymi graczami dla implementacji ambitnej i wielowymiarowej transformacji Europy w kierunku pierwszego kontynentu neutralnego dla klimatu. Głównym celem niniejszego artykułu jest zbadanie roli europejskich obszarów miejskich w działaniach UE na rzecz klimatu w ramach EZŁ w okresie finansowania po 2020 r. W pierwszej części artykułu została przedstawiona rola miast w transformacji klimatycznej UE; w kolejnej części autor skupia się na znaczeniu wymiaru miejskiego w ramach EGD jako planu odbudowy po pandemii COVID-19; zaś ostatnia część przedstawia włączenie paradygmatu klimatycznego do wymiaru miejskiego w okresie finansowym po 2020 r. Wyniki tego badania wykazały, że oprócz znacznego postępu w integracji wymiaru miejskiego z EZŁ, tworzenia europejskich sieci miast oraz udziału w WRF na lata 2021-2027 i funduszu odbudowy NGEU, miasta nadal wymagają większego wsparcia ze strony UE w obszarze działań na rzecz klimatu.
In December 2019, the European Commission has presented the European Green Deal (EGD) that aims to make the European Union climate neutral by 2050. Accounting for 80% of the total EU population, and being responsible for 70% of GHG emissions and 75% of energy use, the European cities stay at the frontline of the ambitious and multidimensional transformation of Europe towards the first climate neutral continent. The main aim of this paper is to explore the place of European urban areas in the EU climate action under the EGD in the post-2020 funding period. The first part of this article stresses the role of cities in the EU climate transition; the following part highlights the significance of urban dimension within the EGD as a post-COVID recovery plan; and the last part presents the incorporation of climate paradigm into the urban dimension within the post-2020 financial frameworks. Results of this study shows that besides of a remarkable progress in the integration of urban dimension into the EGD, foundation of European city networks, and participation in the MFF for 2021-2027 and NGEU recovery fund, cities still require a greater support from the EU in the area of climate action.
